· The contractor shall provide all labor, equipment, storage, transportation, lodging, and supervision to accomplish the following in accordance with requirements contained in this document and the contract specifications.
· The contractor shall conform to all standards and specifications in the Unified Facilities Guide Specifications (UFGS) and common construction practices. The contractor shall thoroughly review these specifications and follow them accordingly.
· The period of performance for this project is 365 Days from the issuance of the notice to proceed.
· The contractor shall obtain a base Civil Engineering Excavation Permit for work inside the base boundary from the Civil Engineer project manager before commencement of work. The contractor shall call Blue Stakes and obtain an Excavation Permit from Blue Stakes for work outside the base boundary or High Pressure gas lines before commencement of work. Civil Engineering Excavation Permits take 21 days to approve and last 30 days before expiring.
· The contractor shall hand dig within 3 feet of either side of utilities marked on the ground and within 15 feet of either side of high pressure gas lines. A Questar representative is required to be on site during all digging within 15 feet of either side of high pressure gas lines.
· The contractor is highly encouraged to attend the site visit to verify location and quantities.
· The contractor shall coordinate with the project manager and security forces in order to provide reasonable access and security during construction.

· This project area is adjacent to and within known soil contamination and related equipment such as wells, etc. (Operable Units 1, 2, 4, & 6). Any excavation in this area of industrial activity presents the potential to encounter contaminated soil. Please contact the Environmental Restoration POC, Mr. Scott Stoddard (775-6893) if unusual odors or soil discoloration is observed during any excavation or trenching necessary to complete this project and/or if any monitoring points are encountered.
· Excavations that result in the need for soil disposal will either dispose of clean soil at a permitted landfill or use as fill for another on-base project. If excavated soil is to be taken to a permitted landfill a tipping receipt must be provided to the project proponent. Please note, that each landfill may have its own requirements for certification on the material they receive; therefore, prior to excavated soil leaving HAFB it is advisable to understand and comply with those requirements.

In these areas, removing old fence and installing new fence will require extra care.
Overview:
This is an exterior fence project to replace existing fence and gates with new 7’ tall chain link fence (fabric and posts 7’ above soil surface) plus 1’ tall single outrigger barb arms and 3-strand barbed wire as detailed below. The fence is considered a high security chain link fence. Total length of fence project is about 7.36 miles (38,900 LF), and the contractor is highly encouraged to work in phases.
The fence line to be replaced starts at the corner north of the golf course and goes northward to the museum, around the north side of the museum to 5600 S at the Roy Gate. The project continues at the perimeter fence from even with the south side of Bldg. 1780 to even with the south side of Delaware Street near Bldg. 1283. The contractor shall provide a proposed schedule of work locations to Civil Engineer Project Manager and update the schedule weekly.
The contractor shall completely set up temporary fence with no gaps prior to beginning construction on each phase. Contractor shall coordinate with Security Forces so they are aware of each construction area phase and temporary fence. Temporary fence used shall meet or exceed the security requirements. Temporary fence and gates shall be 7 feet tall with 3-strand barbed wire on top and clamped to each panel. Temporary gates shall have tamper proof seals attached to the fence panels, but do not require vindicator. Temporary fence shall be set back maximum of 20 feet from the existing fence on the Hill Air Force Base side. The contractor may offset the fence line a maximum of 6” to the inside (Hill Air Force Base side) of the existing fence line in lieu of temporary fence. Contractor shall put chain and padlock on all temporary gates.
2.5.9 Locks and Hasps:
| Padlocks: Key Actuated High Security: MILSPEC MIL-P-43607 | |
| Hasp: | High Security Hasp, MILSPEC MIL-H-29181 |
The contractor shall remove all existing trees, clear and grub area, and reseed a minimum of 3 feet wide along the outside of the fence and a minimum of 9 feet wide along the inside of the fence. The contractor shall also remove existing cable, deadmen, barbed wire, fence fabric and posts, and gates. Trees and shrubs have grown through existing fence, so existing fence must be removed at the same time as the trees and shrubs. Contractor shall cut trees and shrubs down to even with the ground, haul off base, and discard. Trees do not need to be replaced. After construction is complete, the contractor shall provide and broadcast a good seed mix that has grasses and forbs in it within a minimum of 9 feet inside and minimum of 3 feet outside fence line according to the base facility design standard below, preferably with short growth above ground and strong root system below ground.
4.15.8 Restoration of Native Ground Cover: All native ground cover that is disturbed by construction and not scheduled for landscaping shall be re-seeded with drought resistant grasses and legumes. Mixtures of dry land alfalfa, fairway crested wheat grass and Indian rice grass will be used in good sandy, loam soils. Use sand drop seed with fairway crested wheat grass in gravely soil. Machine drilling on generally level to mildly sloping ground is preferable. Hydro seeding should only be used on 3 to 1 slopes. This native ground cover seeding should take place in April, May, September and the first half of October only. For MAMS airfield areas the following seed mixture and application rates shall be used to prevent BASH conditions. For soil preparation an application procedures see 75 CEG/CEIE memorandum dated 25 February 2014.

The contractor shall take all necessary measures to prevent erosion during construction at the contractor’s own expense.
The contractor shall install 7’ tall chain link fence to replace the existing old fence. Fence and gates shall have 3-strand barbed wire on top. Single outrigger barb arms shall be attached to the top of all posts: for all line, end, corner, and pull posts, the arms shall be at a 45 degree angle pointing outward away from the Base; for all gate posts the arms shall be straight up. Attach barbed wire so that any gaps in the barbed wire between fence and the gates are minimized to 2 inches or less. The contractor shall replace 5 gates labeled 1039-V (30 feet wide double leaf swing gate), 1036-V (24 feet wide double leaf swing gate), 1025-P (4 feet wide personnel gate), 1014-V (34 feet wide double leaf swing gate), and 1013-VT (26 feet wide double leaf swing gate) as shown. The personnel gate shall have a self-closing hinge and magnetic lock plate (Durable Magnalock M62 Series, 1200 lbs. holding force, Mag Part Number: M62 Face Mount SN-M62FG) to hold the gate closed until the correct code is entered into the existing vindicator that will remain. The 4 vehicle gates shall be double leaf swing type with 3-point lockable latches. Gate 1029-V, located at the old North Gate, shall remain in place undisturbed by construction. The other existing 9 gates shall be replaced with new 7’ tall chain link fence with 3-strand barbed wire. Fence shall have top rail and bottom tension wire attached to fence posts. Fabric shall be twisted and barbed at both selvages and attached to top rail and bottom tension wire with 9-guage wire ties. Posts, fabric, and gates shall be capable of withstanding a minimum of 115 mph winds. All materials must be manufactured in the U.S. or matching our standards (some countries meet the requirements of U.S. materials). Existing vindicator will temporarily be removed by the government and reattached following construction.
Fence posts shall be Grade A fabricated pipe, and a minimum of 2.375” outer diameter for line posts, 2.875” outer diameter for end posts, pull posts, corner posts, and personnel gate posts, 6.625” outer diameter for all double leaf swing gate posts. Fence posts shall be held vertically until concrete sets.
Place the concrete in each post hole around fence posts throughout the entire depth. The top of the concrete around all posts shall be at the existing soil surface grade. The contractor shall allow concrete to cure for 1 day before attaching fence fabric.
The contractor shall replace all signs along the perimeter fence and gates in the project limits with new signs. Boundary identification signs shall be spaced every 300 feet and on each face where the fence makes an abrupt change of 15 degrees or more in direction or elevation. Signs will not be Government Furnished Property and shall be purchased by the contractor at the contractor’s own expense.
