52.212-2 -- EVALUATION -- COMMERCIAL ITEMS

(Oct 2014) (IAW 12.602(a))

EVALUATION METHODOLOGY:

The overall evaluation methodology will be Lowest Price Technically Acceptable in accordance with FAR 15.101-2, as supplemented. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable Offeror with the lowest evaluated cost or price, which is deemed responsible in accordance with FAR 9.104 and whose proposal conforms to the solicitation requirements.

The Government will select the best value based on the evaluation criteria divided into two factors:

Technical Capability, and Cost/Price. Technical Capability will be assessed utilizing, Table 1. Technical Ratings to determine acceptable or unacceptable based on demonstrated technical expertise and management approach to clearly meeting the requirements of the PWS. Acceptable – Clearly meets all specified technical capability requirements necessary for acceptable contract performance. Unacceptable

- Fails to clearly meet one or more specified technical capability requirements. Proposals with an unacceptable rating are considered not awardable. Technical acceptability and Cost/Price will be considered equal.

Factor 2. Cost/Price: Price Proposal

Cost/Price will be evaluated for reasonableness, balance and completeness. Because this is a Firm Fixed Price contract, the Government will not evaluate supporting cost data unless only one (1) proposal is received.

In accordance with FAR 15.403-1(b) and FAR 15.403-3 (a), information other than pricing data may be required to support price reasonableness or realism in the absence of competition. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of the proposals, the contracting officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the Offeror shall be required to submit informal pricing data.

Price must be complete, balanced and reasonable.
