Issue/Comment Question Government Response
1 PWS and Attch 5 - Total Estimated Price
PWS
pg
5.5 Location of Work This section states that the work will be “performed at AFTAC HQ or contractor facility.” Attachment 5 only allows for one labor rate per labor category. Will the government allow the offeror to propose a rate for the AFTAC site and a rate for the contractor’s facility?
If you propose a solution that requires some labor categories to perform at both AFTAC and the contractor facility, you can propose both rates, but your solution must indicate the number of hours you estimate at each location; the total hours proposed shall equal the workload estimate for that labor category.
2 RFP 37 L.6.1.6 Rounding Section L.6.1.6 states that “total dollar amounts (yearly workload estimate X labor rate) provided shall be rounded to the nearest dollar.” Attachment 5 – Total Estimated Price – is locked and the offeror is only able to enter the proposed labor rate for each labor category for each period. The total estimated price columns (D, G, J, M, P, S and T) are set up to display the value to the nearest penny. Will the government provide a spreadsheet which allows us to round the amount to the nearest dollar or provide the password so we can format the Total Estimated Price columns in accordance with L.6.1.6?
The government will provide an unlocked spreadsheet with the responses to these questions
3 RFP 35 L.5.1
and L.5.3
Past Performance information from teaming partners/subcontractors
Section L.5.1 states: “Each offeror shall submit a Past Performance Volume with its proposal, containing past performance information in accordance with the format contained in Exhibit B. This information is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners who are proposed
The 15% threshold is in the general guidance paragraph and applies to both paragraph L.5.1 and L.5.3; it is a “must” submit if the threshold is exceeded.
Although not necessary if the 15% threshold isn’t exceeded, offeror’s may also include information on

AFTAC Mission Services (AMS) to perform 15 percent or more of the proposed effort based on the total proposed price or perform aspects of the effort the offeror considers critical to overall successful performance.” Section L.5.3 states: “Submit information in accordance with Exhibit B: Past Performance Information on a maximum of three (3) recent Contracts that you consider most relevant in demonstrating your ability to perform the proposed effort. Also include information on two (2) recent contracts performed by each of your teaming partners and significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort.” L.5.1 requires past performance information from proposed subcontractors performing 15% or more of the proposed effort or aspects that the offeror considers to be critical to overall successful performance. This is contradicted in section L.5.3 which requires past performance information on 2 recent contracts performed by each of your teaming partners and significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort. L.5.3 does not contain the 15% threshold for the teaming partners. Please clarify the past performance requirement for proposed subcontractors.
subcontractors, teaming partners, and/or joint venture partners who perform aspects of the effort the offeror considers critical to overall successful performance.
