Questions and Answers for FA7012-10-R-0020, Repair HVAC and Infrastructure for Mathies Manor, Bldg 3621 Questions:
1) Would it be possible to get a full size set of plans electronically? The plans posted are half-sized.
Answer: No, drawings are posted on the FedBizOps website and are available electronically.
2) Would it be possible to have another site visit?
Answer: No, there will only be one formal site visit for this project.
3) Clause 52.236-1 on page 23 of 52 of Section 1- Contract Clauses indicates the *a contractor is to perform 51% of the work with its own forces. Is this accurate?
Answer: Clause 52.236-1 on page 23 of 52 of Section I states “The Contractor shall perform on the site, and with its own organization, work equivalent to at least 51 percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.
4) Will registered architects and engineers be required for design/build Option #1?
Answer: It is preferred that architects and engineers be used for a better design quality.
5) Option #1 drawing is illegible. We cannot read the names of the rooms to determine what to design. Please provide a clean drawing.
Answer: Please see attachment #12 to solicitation for a more legible drawing for Option #1.
6) Option #6 is included in the Summary Sheet as part of the total bid. Shouldn’t this be an alternate and shown separate for the Base Bid?
Answer: It is believed this question is referring to option CLIN 0002. This CLIN is separate from the base CLIN 0001. However, both CLINs should be submitted in the cost proposal, and the cost proposal should contain a total amount for both CLIN’s.
7) Item No. 22 on the Summary Sheet (Attachment #7) is asking for “Escalation to midpoint of construction”. Shouldn’t the bid price from the contractors hold firm to the end of the project? If not, please clarify.
Answer: The escalation to mid-point of construction is used to justify final construction cost because the project is longer than a year. Due to the period of performance being over 365 calendar days, prices may increase. It is up to the offeror to include this line item in their proposal or leave it blank.
8) Is Attachment# 7 (Summary Sheet) not required as part of the Bid Submission?
Answer: Yes, Attachment #7, Cost Breakout is required as part of the Bid Submission.
9) We are submitting Volume I for the above referenced project today and wanted to know if we can email you Volume I before 4:00 p.m. today and then overnight the (4) copies & the CD so, it makes it to you first thing tomorrow morning? Can you please let us know as soon as possible if this is acceptable?
Answer: All Past Performance Documentation is due NLT 10 Aug 2010, 4:00 PM EST.
10) Attachment #5 references “citations”. We are confused. Citations meaning that there was a problem on the project? If that is so, then what if there were no citations?
Answer: Citations in this sense is simply referring to a contract or task number. Please insert a contract number for this block.
11) Many of the quantities on attachment # 7 are not indicative of the project and many items do not exist. Can we change the Summary Sheet as we need to?
Answer: Yes, Attachment #7, Cost Estimate may be tailored. The quantities on the attachment are just estimates, and should be field verified by prospective offerors. Different quantities may be used.
