The purpose of this amendment is to revise the Contract Line Numbers, revise the Statement of Objective and include Questions and Answers received from Site Visit.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number for this procurement is FA6703-17-Q-0013-0001 and is a Request for Quotation using Simplified Acquisition Procedures under FAR 13.5, Simplified Procedures for Certain Commercial Items.

SUBMISSION GUIDELINES: Submit all quote to patricia.grant.1@us.af.mil and patrina.sheffield@us.af.mil mail to 1538 Atlantic Ave. Bldg. 812, Dobbins ARB, GA 30069 not later than 12:00 pm Eastern Standard Time, Tuesday 12 September 2017. This will be the only U.S. Government point of receipt for quotes for this requirement.
It is the offeror’s responsibility to get the quote submitted on time and should allow sufficient time for the quote to clear any and all email servers. Microsoft Office and Adobe PDF files are the accepted forms of files to be submitted. Quotes/Proposals submitted prior to close date are welcome. All quotes shall show the minimum requirements identified in accordance with FAR 52.212-1 and any addenda to the provision. Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items
A. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
B. Specific Instructions:
1. PART I – PRICE PROPOSAL - Submit original
(a) Complete discount terms, cage code and sign on page 2 of combine synopsis/solicitation. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation, with attachments. The solicitation constitutes the model contract.
(b) Insert proposed prices for each Contract Line Item Number (CLIN), to include options in Supplies or Services and Prices and complete all clause fill-ins.
(c) A fully completed Itemized Cost of each room identified in the Statement of Objective.
(d) Complete the necessary fill-ins and certifications in provisions. The provisions FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, shall be returned/submitted along with the proposal unless vendor is certified in System for Award Management.

Addendum to FAR 52.212-2, Evaluation – Commercial Items
This acquisition will utilize the Best Value Lowest Price Technically Acceptable (LPTA) source selection procedure using price and price related factors to make an award decision. The government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Discussions, if necessary, will be conducted in accordance with FAR 15.306. The Government will begin evaluation of proposals by evaluating the two lowest offers for acceptability. Should the lowest offer be determined acceptable, no other offers will be reviewed. Should one of the lowest offers be determined unacceptable, the Government will then evaluate the third lowest offer for acceptability. The Government will continue to evaluate until an offer is determined acceptable. Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, includes all required representation and certifications, meets all requirements set forth in the RFQ and also provides the best value to the Government based on results of the evaluation as described in the paragraphs below:
The offeror’s price proposal will be evaluated for reasonableness and balance. See paragraphs (1) and (2) below.
The Total Evaluated Price (TEP) will be calculated in accordance with paragraph (3) below.
1. Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
2. Balance: Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of proposal analysis techniques. The Government shall analyze offers to determine whether there are unbalanced separately priced line items or sub-line items. Prices submitted will be compared and evaluated to assure that a logical progression exists as related to price and quantity changes within each offeror’s response to the pricing structure in Section B. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
3. Total Evaluated Price: An offeror’s proposed prices will be determined by calculating all Rooms identified in Statement of Objective and any optional items identified. Should funding become available, rooms identified as options shall be added accordingly.
