STATEMENT OF OBJECTIVE

700 AIRLIFT SQUADRON, DOBBINS ARB, GA

MEDIA ROOM AUDIO VISUAL (AV) DESIGN & INSTALLATION

BACKGROUND

Dobbins ARB, GA, is outfitting Building 840 as the 700 Airlift Squadron (AS) building.

It requires a new design and installation of Audio and Visual Systems.

700AS SQUADRON REQUIREMENTS

Dobbins ARB, GA, requires the following technical items engineered, furnished, installed, and tested (EFI&T) for Building 840.

Room 1034(Auditorium)

a. Install Lumen projector with HDMI grade WUXGA slim line projector (ceiling mounted) with minimum 6000 Lumen rating to accommodate clear viewing from all areas of the room (Must work in both High and Low Light environments, must fill the screen to maximum extent possible while filling the screen vertically at minimum, must be clearly visible at all viewing positions).

b. Install new podium/lectern with integrated components rack.

c. New podium/lectern shall be equipped with:

Digital media switcher (HDMI matrix, such as Key Digital) that allows system to control HDMI inputs/outputs to and from 1 HDMI projector, 1 HDMI DVD, motorized projector screen control, and ability to route government furnished digital output to the projector.

HDMI to computer and HDMI to DVD player (projector must mirror computer while hooked up, must have separate input for HDMI DVD player to be displayed on projector.

d. Multimedia A/V amplifier with mixer amp to provide audio from input devices to newly engineered and installed audio system by contractor.

e. Install two (2) new contractor provided Wireless microphones

1 Boom mic and 1 handheld

f. Install one (1) contractor provided HDMI DVD player (Projection view must be clear, and visible in both high and low light levels).

g. OPTIONAL Install one (1) wall mounted programmable digital clock with ability to show ZULU, Eastern, Mountain, Pacific, and Central times.

(Similar to style 6614 offered by BRG Precision Products: 6614G: B25R option

Room 1028

a. Install 1 “short-throw” projector and screen (80” on dry erase white board)

b. OPTIONAL Install one (1) wall mounted programmable digital clock with ability to show ZULU, Eastern, Mountain, Pacific, and Central times.

(Similar to style 6614 offered by BRG Precision Products): 6614G: B25R option

c. Install one Speech Privacy System (white noise). Hardware provided by government: 10 Speakers, power supply, control box, remote control and Cat 5 Cables. The system is called: “Speech Privacy Systems, Voice Arrest 30” I can’t find a model number, but we powered it all on to test it and everything is in working condition.

d. Control box mounted in 1028. Speakers mounted in hallway between

1027 and 1028, adjacent hallway to 1027 toward room 1026 and in room 1026 along shared wall with 1027

Room 1027

a. Install new contractor provided 100” fixed HD projector screen.

b. Install Lumen projector with HDMI grade WXGA slim line projector

(ceiling mounted) with minimum 3000 Lumen rating to accommodate clear viewing from all areas of the room

c. Interface connections for audio, 2 HDMI wired to computer desktop and existing Apple TV (government provided).

d. Contractor provided Amplifier and 2 ceiling mounted speakers

OPTIONAL Room 1026

a. Install Lumen projector with HDMI grade slim line projector (ceiling mounted) with minimum 3000 Lumen rating to accommodate clear viewing from all areas of the room.

b. Interface connections for audio, 2 HDMI wired to computer desktop and

DVD player.

c. Install motorized wall mounted 100” HD screen

OPTIONAL Room 1001A

a. Install new contractor provided 80” inch LED television equipped with HDMI. Route to government furnished computer via HDMI. Will be placed on top of current furniture (not wall mounted)

b. Interface connections for audio, 2 HDMI wired to computer desktop and

c. Contractor provided Amplifier and 2 ceiling mounted speakers

OPTIONAL Room 1001B

a. Install new contractor provided ceiling mounted/motorized 100” HD screen.

a. Install government provided motorized HD projector screen.

OPTIONAL Room 1006

a. Install new contractor provided 65” inch LED television equipped with HDMI. Route to government furnished computer via HDMI.

Entry Vestibule 1000

a. Install new contractor provided 60”+ inch LED television (ceiling mounted). Needs access ability to route government furnished digital output to the selected interface.

b. Interface connections for HDMI to government computer and HDMI to contractor provided Apple TV.

SOF Counter

a. Install 2 new contractor provided 60”+ inch LED television equipped with HDMI. Needs access ability to route government furnished digital output to the selected interface.

b. Interface connections 1 HDMI and 1 DVI per screen wired to computer desktop.

Public Address System

a. Install new contractor provide (internal use ONLY) PA system. Controlled through existing phone system.

b. Speaker/coverage areas (System will be clearly heard/understood in all of the following areas: All hallways, 1001A/B/C, 1022, 1026, 1027, 1028, 1040, Ops Desk area, 1005, 1006, both bathrooms

*Note that some items have been marked as “Optional”. The contractor will provide a quote that is scalable. In other words, there will be a base amount for all non-optional items and the government may add “Optional” items based on funds availability. The costs for “Optional” items should be separated so that the awarding official can choose to add these to the contract or not.

The contractor shall deliver a turnkey system. The contractor shall provide user guide with common fix action/troubleshooting, accurate wiring diagrams, block diagrams, new floor plan layout, and/or schematics for all newly installed audiovisual equipment and corresponding hardware to show actual configuration and connectivity. Cables shall be physically labeled at interface points in accordance with the configuration baseline provided in the documentation. In addition, contractor will use standard installation practices for all cable runs and cable management.

The acceptance test shall be conducted by the contractor’s personnel and witnessed by a member of the 700 Airlift Squadron staff or designated representative. If the results of the test are unacceptable, the contractor shall have fifteen (15) business days to satisfactorily demonstrate an acceptable, operational system. The contractor shall conduct on-site training for government personnel at the install location (700AS, Building 840, Dobbins ARB, GA., 30069). This training shall cover basic system operation and controls, and shall include hands-on demonstration of all available system input and output sources (video/audio, standalone applications, and external PC inputs) and output destinations.

Installation procedures and work performed shall be in compliance with the latest version of the National Electric code, industry standards for audio visual facilities, and local building codes. TIA/EIA 568B standards shall be utilized for all LAN connections.

Proposed installer personnel must be trained and qualified to perform the installation services described in preceding paragraphs. In addition, a minimum of one installation technician and/or responsible project manager shall be certified in installation and have a minimum of a CST certificate.

WARRANTIES

The contractor shall submit Original Equipment Manufacture (OEM) warranties of the equipment manufacturers and identify the government as benefactor. The contractor shall guarantee his design and workmanship for a minimum of one year -- to include system functionality, cable connections, and general workmanship -- from final acceptance by the government.

Equipment documentation shall be provided to the government and include interface block diagrams, cable block diagrams, room layout drawings, operations and maintenance manuals, and a serialized listing of all equipment items. Serialized listing must match make/model listed in bid. If any changes need to be made, they must be cleared with 700AS Commander/ and or Director of Operations prior to being made.

Changes must be similar in price and quality. If an item of lesser value is to be used than that of original bid, the difference will be used to fulfill optional request if possible. If extra funds remain, they will be returned to the 700AS at end of job.

CONTRACTOR MAINTENANCE SUPPORT

The contractor shall provide a minimum of a year maintenance agreement that includes preventive maintenance, unscheduled, emergency field repairs, and technical support (telephone). All maintenance support shall be provided by a trained technician from the service provider, no subcontracting of work is allowed. Service provider shall provide 1 hour phone response time with next business day onsite response.

OBJECTIVES

The Contractor shall provide all hardware and software necessary to EFI&T the requirements listed in paragraphs above. The Contractor shall coordinate work schedules, service interruptions, and installation/cutover of hardware and software with the CSO or designated representative to ensure minimal service disruption. The contractor shall propose the replacement of any discontinued/unsupportable equipment. If service interruption is not acceptable by the CSO, the contractor shall provide the engineering, tools and material required for temporary service while the installation occurs.

STANDARDS

Contractor is responsible to obtain and abide by all referenced information to work performed.

Note: Additional commercial/OSHA manuals may be required and shall be responsibility of contractor to identify in the site survey report and then obtain applicable manuals.

OTHER REQUIREMENTS

The Contractor shall:

Provide and install all necessary equipment and hardware to support turnkey operation.

(Ground bar, power cables, grey/house cables, cable racks, relay racks, lugs, nuts, tie-wrap, etc.) Utilize the existing Government resources (power, ceiling tiles, and other hardware) to a maximum extent practical. Submit with the proposal a detailed plan including sequence of actions and activities for the relocation, installation, and system cutover. Provide updated drawing records and submit to the Government after project completion. Drawings will be completed in VISIO and/or AUTOCAD formats. The updated drawing shall include the correction of any deficiency of the existing records that found by the Contractor. Contractor shall perform area clean up during and after completion of construction work at all system equipment locations.

The Contractor shall restore back to original condition of any construction work locations.

GOVERNMENT SUPPORT:

Provide current floor plan for use by contractor. Provide minor structural modifications, if necessary, to make room for motorized projector screen. The Government assumes no responsibility for the accuracy of these records that will be provided for information only.

The records may be slightly different by the time of installation. The Government will provide support for site access, site maps, and escorts in a timely manner, as required.

SECURITY & SAFETY:

Security: The contractor shall coordinate with 94 LRS to obtain temporary badges and vehicle registrations. Contractor personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas.

Safety: The contractor shall comply with all local safety regulations and procedures in effect on-site.

Contractor Work Hours: Work hours are from 7:30 AM to 4:30 PM on weekdays, excluding all Federal holidays. NOTE: All work scheduling that deviates from normal workdays as previously stated must be coordinated with Dobbins ARB Contracting Office at least 5 workdays in advance.
