ADDENDUM #1
Communications Project, Giant Voice System Upgrade. 14 Apr 2021
Description:
Please incorporate the following changes:
1. Changes in section 1.0 Scope in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020.
o Change to page 2, in the statement “The current GV system communicates over a fiber network communication infrastructure, which has been damaged by and therefore the system cannot intelligibly and adequately deliver important messages to notify the entire base personnel.” The word by was added after damaged.
o Change to page 2, upgrading the OS to Windows 10 from Windows 7, “The current GV system control station software operates on Window 7 operating system (OS) which is not compliant to AF Window 10 OS standard”.
o Change to page 2, in the statement “This project covers the following technical objectives:” the word This was added to the beginning of the statement.
2. Changes in section 1.1 in the Statement of Objectives (SOO) from the original SOO dated 24
February 2020.
o Change to page 2, 1.1, replace one (1) lightning damaged IP enabled Federal Signal
Remote Terminal Unit (RTU) and battery enclosure with one new two-way communications UHF Federal Signal RTU and new battery enclosure.
o Change to page 2, 1.1, the word determination was replaced to assignment.
3. Changes in section 1.4 in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to the two (2) Motorola APX 4500 UHF radios will be installed in the two (2) Central Control Stations.
4. Changes in section 1.5 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change added to page 1, the upgraded Giant Voice system shall be connected, integrated, and tested to the Government provided AtHoc IP Integrated Module 64 to ensure it is functional properly.
o Change added to page 1, the 914th CS/SCXP will coordinate with the HQ ACC/A3 PMO and AFLCMC/HNI to obtain the latest AtHoc IIM64.
5. Changes in section 2.1 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 2, the word concrete was added, “Niagara Falls ARS, NY currently has a Giant Voice System, consisting of three existing RTU GV concrete poles”.
o Change to page 2, the new central control stations with the latest Window 10 OS.
o Change to page 2, the Alternate Central Control Station location Bldg. 421 Rm. 208.
6. Changes in section 2.1.11 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 5, The Contractor is required to completely fill out all required data fields using the following web address at: https://beta.sam.gov/.

7. Changes in section 3.1 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 5, The contractor shall reuse the three (3) existing Niagara Falls concrete poles.
8. Changes in section 3.1.1 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 6, added the radios, radio interface cables. Removed the text, siren controller boards.
9. Changes in section 3.1.6 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 6, from APX6500 to APX4500.
o Change to page 6, from siren to remote control units.
10. Changes in section 3.2.2 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 6, added the word proper in the sentence, “The contractor shall ground new proper copper cable to the Telecommunication Main Ground Bus-Bar (TMGB), near the terminal in all communication rooms and tower bus bars”.
o Change to page 6, added “and tower bus bars”.
11. Changes in section 3.2.4 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 7, added “The contractor shall use the three (3) existing concrete poles”.
12. Changes in section 3.3.2 in the Statement of Objectives (SOO) from the original SOO dated 24 o o Change to page 7, added actionable to the statement, “The upgraded GV system shall provide pre-recorded voice alerts and actionable information messages applicable to Niagara Falls ARS, New York.”.
13. Changes in section 3.3.3.1 in the Statement of Objectives (SOO) from the original SOO dated
24 February 2020 for clarification.
o Change to page 7, added the word remote to the sentence, “The contractor shall install new remote/siren controller units at the locations outlined in Table 1.”.
14. Changes in section 3.3.3.2 in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to page 7, added reuse to the following; “The contractor shall reuse two (2) existing RTUs and battery enclosures on the two (2) existing sirens #1 and #3.
Reference Table 1.”.
o Change to page 7, removed “The bottom of the battery cabinets shall be installed six
(6) ft. above the ground”.
15. Changes in section 3.3.5 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 8, added 3.3.5 o Change to page 8, corrected command post location to; Alternate Command Post in
Bldg. 421 Rm. 208.

16. Changes in section 3.3.6 to 3.3.21 in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to pages 8 through page 10, numbering has changed.
17. Changes in section 3.3.10 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 8, correction to Motorola APX4500.
18. Changes in section 3.3.12 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 9, added radios and removed speakers to the statement “The contractor shall provide antenna surge protectors for the three (3) siren radios and antennas”.
19. Changes in section 3.3.14 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 9, add three (3) to the statement, “The contractor shall provide antenna surge protectors for the three (3) siren radios and antennas.”.
20. Changes in section 3.3.15 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 9, added The Contractor shall install the lightning rods, proper lightning strike protection and grounding system for protecting the speaker arrays, RTUs and battery cabinets IAW NFPA, UL 96A, and ANSI/TIA/EIA-607B standards.
o Change to page 9, removed “The contractor shall ensure the proper lightning strike protection on the upgraded components and the involved poles.”.
21. Changes in section 3.3.18 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 9, added the word upgraded.
o Change to page 9, Alternate Command Post Building 421 Rm. 208, at Niagara Falls

22. Changes in section 3.3.20 in the Statement of Objectives (SOO) from the original SOO dated 24 o Change to page 10, added “The upgraded GV system shall be capable of integrating into the integrated indoor building Mass Notification System and Fire Alarm Panel System in the future.”.
23. Changes in section 3.6 Central Control Stations in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to page 10, using Motorola APX 4500, instead of 6500.

24. Changes in section 3.7 Primary Command Post Building 807, Room 150. in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to page 10, added the following; The contractor shall install the new PC desktop with Window 10 Operating System (OS), digital two-way communications unit, two-way communication software package, 22 inch monitor, smart UPS, desktop noise canceling microphone, APX4500 UHF base station radio, Omni directional antenna (UHF), antenna cable, and antenna mounting bracket.
o Change to page 10, added the following; The contractor shall install the new central control equipment in the existing location in the PC desktop Operation Room 150. The contractor shall install a new APX4500 base station radio on Rack 1 in the Comm. Rm

110. The Contractor shall run the approximately 150ft LMR-600 antenna cable from this base station radio, on the wire tray and out to the existing left antenna tower which is North side of the Bldg. 807. Coordinates: Latitude: 43.1164551, Longitude: -
78.9410202. The antenna shall be mounted on the existing tower approximately 60ft above the ground. The available 20 amp circuit breaker #6 on the LC-1 power panel is reserved for providing the electrical power to the radio.
25. Changes in section 3.8 Alternate Command Post Building 421, Room 208 in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to page 10, added the following; The contractor shall install the new PC desktop with Window 10 Operating System (OS), digital two-way communications unit, two-way communication software package, 22 inch monitor, smart UPS, desktop noise canceling microphone, APX4500 UHF base station radio, Omni directional antenna (UHF), antenna cable, and antenna mounting bracket.
o Change to page 10, added the following pertaining to the radio; The new base station radio shall be installed on the new wall-mount shelf in the mechanical room 209.
o Change to page 10, added the following pertaining to antenna; The Contractor shall install the building wall-mount brackets for the 10ft metal pipe for securing and mounting the UHF antenna, above the mechanical room, on the North East side of the building. Coordinates: Latitude 43.1156971, Longitude: -78.9312986. The approximately 50 ft. LMR-400 new antenna cable shall be run from the radio station to the antenna. Room 208 has 2 available electrical wall outlets and 2 CAT-5 LAN drops.
Electrical power panel B 20 Amp Circuit Breaker: 36-42 is available in Rm 209. Base CE will provide a new 20 Amp circuit power for the radio. The government will provide the UPS for Radio power backup.
26. Changes in section 3.11 Site Restoration/Debris Removal in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to page 11, added the following; Any GFE such as PC desktops, controllers, media controls, and CAT6 cables shall turn over to 914th CS/SCXP.
27. Changes in section 3.19 Test plan in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Changes to page 12, added the following; (at 1800 feet designation location/radius from the siren pole to listen the live voice speech quality).
28. Changes in section 3.20 Cutover plan in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to page 12, added the following; The Contractor shall provide a detailed cutover plan and schedule to delineate how the transition shall be implemented to minimize or avoid the existing GV system operations down time. This plan shall outline how the system shall be placed into service and clearly specify how the newly installed systems shall connect to the existing base systems IAW CDRL A005.
29. Changes in section 3.21 Testing Requirements in the Statement of Objectives (SOO) from the original SOO dated 24 February 2020 for clarification.
o Change to page 12, added the following; The Contractor shall furnish all test equipment and qualified personnel required to conduct all required testing. The Contractor shall document all test results in a “Test Report(s)” and submit to local 914 CS/SCXP, and 38 ES/ENII within five (5) business days of completion of each test.
During any testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to assure solutions conform to prescribed requirements. The Contractor shall provide on-site support during the acceptance testing IAW CDRL A006.
