STATEMENT OF OBJECTIVES
For
GIANT VOICE SYSTEM UPGRADE
At
Niagara Falls ARS, NY

1.0 SCOPE
This statement of objectives (SOO) defines the requirements for the contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) System upgrade required at Niagara Falls ARS, New York. There is currently an existing GV system (with three (3) Remote Terminal Units (RTUs)) in place to provide the emergency intelligible voice and pre-recorded tone alert notifications for the entire Niagara Falls populace, however two (2) of the RTUs are inoperable (Siren # 2 near Bldg. 860 & Siren #3 near Bldg. 404). The current GV system communicates over a fiber network communication infrastructure, which has been damaged and therefore the system cannot intelligibly and adequately deliver important messages to notify the entire base personnel. The SOO requirements will upgrade the current Niagara Falls’ GV system and replace the existing fiber network communication infrastructure to a two-way UHF radio frequency communication infrastructure and provide sufficient intelligible voice coverage for the entire base populace. This project covers the following technical objectives:
1.1 The contractor shall replace three (3) IP enabled Federal Signal siren controller units in the three (3) outdoor Federal Signal Remote Terminal Units (RTUs) with three (3) two-way communications UHF Federal Signal siren controller units. A UHF GV frequency will be required for the GV system, however, the Contractor shall coordinate and verify with the RF/LMR shop and Frequency Spectrum Manager for final frequency determination.
1.2 The contractor shall utilize the existing Central Controllers’ Consoles, alert graphics display, Central Communication Units, graphics screen, and range map for control, activation monitoring, and display of siren status and GV system health status. However, the two-way communications alert software shall be updated (i.e. Federal Signal Commander Version) as needed to integrate the three (3) UHF GV poles into the system.
1.3 The contractor shall install three (3) Motorola APX4500 UHF radios in the three (3) RTU cabinets and appropriate radio interface cables.
1.4 The contractor shall install two (2) Motorola APX 4500 UHF radios in the Central Control Station and appropriate radio interface cables.
1.5 The new GV system shall provide the latest software and integration with AtHoc Networking Alerting System. The new Giant Voice system shall be integrated with the government provided AtHoc IP Integrated Module.
1.6 The new GV system shall provide real time terrorist attack announcements, weather warnings, Force Protection, active shooter, exercises, physical and procedural security, mass notification and alert warnings, and local accident information affecting base operations.
1.7 The Contractor shall utilize pre-proposal walk-through information to analyze the project requirements, provide sound propagation analysis, perform engineering design tasks, and develop the data deliverables.
1.8 The contractor shall provide all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of the program. Services shall include: project management and systems engineering services in support of the design, Niagara Falls ARS, New York 3 system staging, site preparation/development, equipment installation and optimization, acceptance testing, training, and one (1) year warranty. The contractor shall perform all necessary efforts in the completion of this project to receive system acceptance.
2.0 REQUIREMENTS
2.1 GENERAL REQUIREMENTS. Niagara Falls ARS, NY currently has a Giant Voice System, consisting of three existing RTU GV poles. The new GV system shall communicate over the wireless UHF radio infrastructure to three (3) outdoor siren speaker poles. No new control stations shall be installed; the existing Primary Central Control Station at the Command Post Bldg. 807 Rm. 150, and the Alternate Central Control Station at Bldg. 310 Rm.
101 shall be integrated into the upgraded GV system.
The contractor shall provide all equipment, tools, wiring, software, materials, supplies, transportation, lift, labor, supervision, management, and other incidentals necessary to EDFI&T the requirements as stated in this SOO. The contractor shall replace the existing GV system with a two-way UHF radio frequency communications infrastructure, plus all required support infrastructure to include such items as Radio Frequencies (RF) APX4500 radios, siren controller boards, and Niagara Falls’ central control equipment. All equipment, supplies, and materials provided shall be new and not refurbished.
2.1.1 Safety Requirements
2.1.1.1 Site Coordination. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.
2.1.1.2 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Base Safety Office unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base 914th CS/SCXP. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
2.1.1.3 Confined Space. Not Applicable
2.1.2 Security Requirements
2.1.2.1 Security Clearances. There are security requirements for performance of this Task Order. Some of this work may take place in secure areas where Contractor employees must be escorted at all times. The Contractor must coordinate access to secure areas at least fourteen (14) calendar days ahead of time. It is the Government’s responsibility to provide escorts. The contractor shall provide Site Manager/Team Leader. The trained contractor’s Crew Chief shall lead escorts and manage their technicians. The Contractor shall provide adequately cleared personnel for the performance of this task order. Contract personnel required to perform work within the Command Post will not require a Secret security clearance but must obtain a base pass from the Visitor Control Center.

2.1.2.2 Base Access. The Contractor shall process a Contractor/Vendor/DV Pass Request and provide to 914th CS/SCXP and 914th MSG/PK within five (5) calendar days after contract award. This spreadsheet shall identify the names (as shown on the driver’s license), driver’s license numbers and state of issue, SSN and birth date of the personnel who will be performing work under this SOO, company name, address, phone number and contract number, start date and end date. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees.
All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.
2.1.3 Environmental Management. The Contractor shall comply with the most stringent environmental, local laws and regulations at Niagara Falls ARS, New York; and Air Force policies, instructions, and plans IAW this SOO. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies and animal species protection for activities on Niagara Falls ARS. The prime Contractor shall ensure their sub-contractors comply with these specifications. Also, if universal waste is generated (i.e. batteries), the Contractor is to coordinate with 914 MSG/CEV for containers and the base will dispose of the waste properly. Lastly, a SWPP (storm water protection plan) will not be required.
2.1.4 Permits. The Contractor shall be required to complete AF Form 103, Base Civil Engineering Work Clearance Request (i.e., Dig Permit) before any digging is accomplished.
The contractor shall coordinate with the Communication Squadron (914th CS/SCXP, 914th MSG/CEC and 914th MSG/PK) approximately six (6) weeks prior to work commencement.
2.1.5 Integrated Product Team (IPT). The contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Government Contracting Officer (CO), representatives of 914th CS/SCXP, and all required base personnel from Niagara Falls ARS, New York. The contractor shall provide a worldwide “Meet Me” Telecon capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the meeting minutes.
A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses IAW CDRL A004.
2.1.6 Quality. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them
IAW CDRL A003.
2.1.7 Contractor Personnel
2.1.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation. The contractor’s PM shall sign Section 11A. (Installation Activity)
Niagara Falls ARS, New York 5 on AFTO Form 747 Cyberspace Infrastructure System Acceptance Form which is used as a system commissioning document at the completion of the project. The form will be provided by 914th CS/SCXP personnel.
2.1.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site superintendent and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
2.1.7.3 Personnel Requirements. The Project Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.
2.1.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Break-fix support for hardware, software, speakers, wiring, and any and all other unspecified components of this system related to the upgraded GV system shall be provided for one (1) year after the GV system acceptance date, to include all field trips, telephone support, and shipping costs.
2.1.9 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, overview system schematics, troubleshooting instructions, maintenance manuals and practices/users guide for each system installed, as provided by the original manufacturer with all new equipment IAW CDRL A001.
2.1.10 In-brief and Out-brief. The Contractor shall conduct an in-brief with the site 914th CS/SCX, MSG/PK and MSG/CEC personnel, prior to the implementation and an out-brief at the conclusion of the implementation. The in-brief shall inform the customer of implementation plans and necessary support. The out-brief shall inform the customer of implementation results and necessary maintenance (including warranties).
2.1.11 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for replacing the Niagara Falls’ GV system via a secure data collection site. The contractor is required to completely fill out all required data fields using the following web address at:

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.
3.0 SPECIFIC REQUIREMENTS
3.1 Outside Plant Requirements. The contractor shall EDFI&T the approved J/F-12 two-way digital, UHF RF communications infrastructure for the upgraded Niagara Falls GV System. The contractor shall reuse the three (3) existing Niagara Falls poles, provide as-built drawings, including the detailed upgraded RF system communications infrastructure connectivity schematics, upon project completion, in PDF format, along with paper copy of As-Builts, IAW CDRL A001.

The distances provided by the government are approximations and should NOT be used for ordering materials.
3.1.1 The contractor shall ensure the RTU cabinets and battery cabinets shall be properly installed weatherproof sealants after installing the siren controller boards, and batteries to prevent water and moisture from entering the cabinet enclosures that will damage the dedicated electrical and communication components.
3.1.2 The contractor shall ensure the appropriate voltage and current are provided to the GV siren speakers and Siren Controller Units’ electrical load. The contractor shall test the voltage, current, wire size, distance, transformer size, fuses, breakers, batteries, voltage & current limiting devices, and other variables to ensure they are correctly utilized to drive the new load.
3.1.3 The contractor shall coordinate with 914th CS/SCXP and Base Civil Engineering before energizing all new power loads.
3.1.4 The contractor shall comply with all applicable documents, including standards listed in paragraph 5.0.
3.1.5 Upon project completion, the contractor shall provide configuration management, the As-Built Drawings, and documentation of the installed system, operating manual and detailed troubleshooting instructions of the new system, including the predicted and tested audible coverage areas IAW CDRL A001.
3.1.6 The contractor shall install the omni-directional antennas, antenna cables, connectors, and brackets, which will be connected to the UHF (APX6500 or equivalent) radios in the siren control units.
3.1.7 The siren speakers shall require two (2) 12VDC batteries system, or in accordance with the audio power rating required of the speaker arrays.
3.2 Installation Requirements
3.2.1 Restoration. All wall penetrations, including inside buildings shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 standards.
3.2.2 Grounding. The contractor shall ground new copper cable to the Telecommunication Main Ground Bus-Bar (TMGB), near the terminal in all communication rooms. The Contractor shall properly ground electrical power installs in accordance with base, local, state and federal codes, laws and National Electric Code’s most recent edition and in paragraph 5.0.
In addition, contractor shall abide by the regulations listed within Motorola Standards and Guideline for Communications Sites “R56” 68P81089E50 manual. It states “Ground all RF transmission lines from the antenna structure to the shelter or building as described in Chapter 6,” and “Upon entering the building, all RF transmission lines shall route through a coaxial RF-type Transient Voltage Surge Suppression (or Surge Protection Device).” Technical Order (TO) 31-10-24 “Installation Practices – Communication Systems Grounding, Bonding, and Shielding” shall also be adhered to.

3.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33). Shields shall be grounded and continuous throughout the cable distribution system.
3.2.4 Poles. N/A
3.3 Giant Voice (GV) System Installation. The contractor shall install the upgraded GV system to provide prerecorded and intelligible voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises. The system shall comply with the following: UFC 4-021-01, AFI 10-2501, DoDI 6055.17, Secretary of Defense Memorandum: Final recommendations of the Fort Hood Follow-On Review, Aug 18, 2010, Secretary of Defense Memorandum: Force Protection Recommendations following the Chattanooga Shooting, dated 29 Jul 2015. The contractor shall use the most stringent of the directives and standards in para 5.0.1.
3.3.1 The contractor shall install the lightning arrestors for protecting the radio transceivers.
3.3.2 The upgraded GV system shall provide pre-recorded voice alerts and informational messages applicable to Niagara Falls ARS, New York.
3.3.3 Features and Capabilities. The Contractor shall install the upgraded GV System which shall provide the following features and capabilities:
3.3.3.1 The contractor shall install new siren controller units at the locations outlined in Table 1. The siren speaker arrays shall provide adequate and intelligible live voice and prerecorded message coverage for the entire Niagara Falls ARS, New York populace, and as depicted in the Appendix (Figures 1). The upgraded GV system shall have speaker volume control capability.
3.3.3.2 The contractor shall install a total of three (3) new siren controller units on the three
(3) existing poles. The bottom of the battery cabinets shall be installed six (6) ft. above the ground. Reference Table 1.

3.3.4 A detailed sound propagation analysis shall be performed to provide intelligible voice coverage, tone and pre-recorded message coverage IAW CDRL A006.
The siren speakers shall deliver alert, warning, and informational messages of what to do before, during and after an emergency, exercises or disaster by the operator at the Primary central control station at the Command Post (CP) in Building Bldg. 807 Rm. 150, the Alternate Command Post in Bldg. 310 Rm. 101.
3.3.5 Activation and Control Subsystems: The contractor shall use new J/F-12 approved, digital operation UHF radios (Motorola APX6500 or equivalent) and software for the upgraded GV system. The APX6500 radio has been approved by US Military Communications Electronics Board J/F-12 (Joint/Format-12), has supportability in the US, and is capable of utilizing a Frequency Shift Keying (FSK) modulation scheme, and meeting narrow band and 256-bit AES encryption requirements. The contractor shall provide communication, activation and control with the FSK format.
3.3.6 The upgraded GV system shall allow operators to activate remote siren controllers independently, in groups, or an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal.
The contractors shall provide two-way communications central station encoders for the two (2) central control stations. The upgraded GV system shall have the latest software features and be programmed, integrated and testing with the AtHoc Net-centric Network Alerting System (NAS) IP Integration Modules (IIM64).
3.3.7 The remote siren controllers shall allow for multiple activation sequences to be programmed from the existing primary or alternate control stations or locally at the siren site.
3.3.8 Each Omni-directional speaker array shall be equipped with a Remote Terminal Unit (RTU),120VAC, new J/F12 approved digital operation UHF radios (Motorola APX6500 or equivalent), and 256-bit encrypted control and status monitoring. The Remote Terminal Unit (RTU) utilizes a separate vented battery cabinet that isolates the batteries from the electronic circuitry. The system shall be equipped with a silent test diagnostics that allows it to test all major system components without producing an audible signal.
3.3.9 The Remote Terminal Unit shall utilize efficient hot swappable pulse width modulated amplifier or single board amplifier to provide the highest reliability and efficiency in a small modular weatherproof enclosure. Powered from standard 12VDC batteries, the sirens can operate continuously for over 30 minutes in tone and voice IAW 04-021-1, para 3-6.11.
3.3.10 The contractor shall provide antenna surge protectors for the three (3) siren speakers/antennas.

The central communication system shall be programmed to perform automatic testing of all speakers in the system, weekly and/or monthly routine report, quiet testing, growl test or a full system test.
3.3.11 Siren Poles. The contractor shall reuse the existing concrete poles.
3.3.12 The contractor shall ensure the proper lightning strike protection on the upgraded components and the involved poles. The contractor shall install the proper weatherproof head and liquid tight devices, cabinet metal plugs and sealant to prevent moisture, water, and insects from entering the dedicated electrical, communication systems and enclosures. The contractor shall install the 2 inch electrical PVC tubing conduits, couplings, straps, tape, and cable ties for securing antenna cables and siren speaker wires.
3.3.13 Wiring and Infrastructure. The contractor shall use the new signaling wiring to include RF cables and devices to provide communications and control of the upgraded GV system.
3.3.14 System Interface. The upgraded GV System shall provide the following features:
a) Application Programming Interface (API) or a way to remotely activate audible alerts.
b) Standard TCP/IP network protocols, RS 232, RS-485 and audio-in input.
c) Target activation of specific sirens or speakers.
d) Request reports on the status of delivery and activation of an alert already in progress;
specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.
e) Terminate an alert already in progress.
f) Request reports on system health status, replying with a detailed response.
g) The upgraded GV system shall allow the activation of target siren or speaker via RF or dry-contacts or audio-in input.
3.3.15 The GV system shall be programmed to perform automatic testing of all siren speakers in the upgraded GV system, weekly and/or monthly, routine reports, quiet testing, growl test, or a full system test.
3.3.16 The upgraded GV system shall be capable of being activated, monitored, and controlled from the Primary Command Post Building 807 Rm. 150, and Alternate Command Post Building 310 Rm. 101, at Niagara Falls ARS, New York.
3.3.17 The contractor shall provide all manuals, software and licenses, and as-built drawings to support this project IAW CDRL A001.
3.5 Zone Selectable. The new integrated GV system shall provide a speaker zone selective capability. All zones are linked to provide simultaneous activations and selective zone ability to activate each individual zone. The upgraded GV system shall allow for the pre-configuration of additional zones, which can be selected by the operator to promptly issue an announcement to the selected area.

3.6 Override Capability: The Niagara Falls ARS Primary Command Post central control equipment shall be configured to provide an override capability of broadcasting the emergency mass notification alerting messages over the Alternate Command Post in the event of the real emergency situations.
3.7 Central Control Stations. The upgraded GV system will have a two-way RF communications alarm software with graphics screen for control and status monitoring. The system is capable of being activated, monitored, controlled and receive real-time remote status monitoring of all system activities from the Primary Command Post, Bldg. 807 and Alternate Command Post, Bldg. 310. The upgraded GV system shall have the speaker volume control capability. The contractor shall install the antennas and RF coaxial feeds/cables with the proper grounding and lighting protection systems for all central control stations. The contractor shall provide GPS time servers, GPS antennas, cables and mounting brackets for maintaining the accurate timing and synchronization of the central control PC consoles.
3.8 Primary Command Post Building 807, Room 150. The contractor shall provide the existing desktop with an updated Operating System (OS), digital two-way communications unit, software package, APX4500 UHF base station radio, Omni directional antenna (UHF), antenna cable, and antenna mounting bracket. The contractor shall install the new central control equipment in the existing location in the Console Operation Room. The new base station radio shall be in the current communication Rm. 150. The approximately 100 ft. LMR-600 new antenna cable shall be run from the radio station to the antenna tower.
3.9 Alternate Command Post Building 310, Room 101. The contractor shall provide the existing desktop with an updated Operating System (OS), digital two-way communications unit, software package, APX4500 UHF base station radio, Omni directional antenna (UHF), antenna cable, and antenna mounting bracket. The contractor shall install the new central control equipment in the existing location in the Console Operation Room. The new base station radio shall be in the current communication Rm. 101. The approximately 100 ft. LMR-600 new antenna cable shall be run from the radio station to the antenna tower.
3.10 Backup Power for Siren Speaker Locations. Each siren speaker location shall be operated on the primary AC power source, and the battery backup shall be the secondary power source. Each siren speaker location requires the battery backup power to maintain operations during emergencies that could result in temporary loss of normal base utilities IAW NFPA 72. The Contractor shall provide and install each siren speaker location with the appropriate maintenance free, sealed 12VDC batteries. The batteries shall be capable to provide its own backup power for operation under quiescent (non-alarm) load for a period of 72 hours and then shall be capable for operation under an emergency condition for 60 minutes at maximum connected load.
3.11 Coordination. All support shall be coordinated with 914th CS/SCXP and the Civil Engineering Squadron.
3.12 Site Restoration/Debris Removal. The contractor shall replace the soil with sod and restore the ground to its normal conditions or better. Any residuals from this project, wiring and cabling shall be disposed of off-base by the contractor, IAW Niagara Falls’ laws, and the local environmental laws and regulations. At day’s end, the contractor shall remove all debris and surplus materials from the work place. Contractor shall place any removed soil to a designated range location. Equipment and
Niagara Falls ARS, New York 11 materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
3.13 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the government representative. This should be scheduled at least five (5) calendar days prior to the acceptance. The contractor shall perform testing and inspections of the GV systems IAW the approved test plan. When any system, subsystem, or component fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective actions shall be repeated and completed successfully, prior to Government acceptance, IAW CDRL A005.
3.14 Service Outages. The Contractor shall be responsible for preventing any unscheduled (i.e.
cutting or disabling any in-service cables or equipment), Contractor-caused, interruptions of communications capabilities that are properly identified. The Contractor shall coordinate planned outages with 914th CS/SCXP seven (7) days in advance of the outage if the implementation necessitates disruption of services, (e.g., communications, electrical, or other utilities).
3.15 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The contractor shall label all equipment and cables they install in accordance with ANSI/TIA/EIA-606-A-2002.
3.16 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation, testing and acceptance of the components and system as well as a separate AF3064 contract schedule IAW CDRL A002
3.17 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and separate AF3065 progress report and distribute IAW CDRL A003. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.
3.18 Red-Line and As-Built Drawings. The contractor shall submit drawing showing the “as built” configuration in Visio format, along with PDF format. The As-Built Drawings shall include the locations of all new poles’ locations; the GPS coordinates of each pole location, the detailed logical diagram of the new wireless GV system communications architecture, the facility location of the GV equipment, a floor plan of the room location, solar panels power sources, connections, a rack elevation plan of the new GV equipment, and tested coverage areas for Niagara Falls, New York. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown, IAW CDRL A001.
3.19 Restricted Access Areas. Niagara Falls ARS, New York may have some restricted areas where access is limited and requires Government escorts. The contractor shall coordinate with the 914th CS/SCXP (14) calendar days in advance for escorts and accessibility.

3.20 Test Plan. The contractor shall submit a written test plan that details how they will test the upgraded GV system. In addition, the contractor shall submit written step-by-step and troubleshooting instructions to system operator(s) for conducting periodic system tests. The upgraded GV system shall be tested and demonstrated to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall also test the system and clear intelligible live voice announcements (at 2000 feet radius from the siren pole) to demonstrate to the Government quality assurance evaluator of the system, IAW CDRL A006.
3.21 Acceptance/Installation Test Report. The contractor shall furnish all test equipment and personnel required to conduct all required testing. During any testing phase, the Government reserves the right to perform any of the contractor performed inspections and tests to assure solutions conform to prescribed requirements. The contractor shall provide on-site support during the acceptance testing.
The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. The contractor shall document all test results in a “Test Report(s)” and submit to the 914th CS/SCXP and 914th MSG/PK within five (5) calendar days of completion of each test, IAW CDRL A005.
3.22 RF Communications Test. The contractor shall test digital two-way radio transmit and receive communications signals from the aforementioned Central Control Stations and antennas to the remote Siren Controller Units and antennas. Testing shall be accomplished to ensure proper operation of the upgraded GV system with the digital two-way radio communications signals. CDRL A005
3.23 The contractor shall provide a licensed driver to operate any required commercial vehicles and equipment.
3.24 Onsite Training. Upon completion of the installation process, the Contractor shall provide User Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the new system as well as basic system troubleshooting. The Contractor shall provide operational training to the users and system training to the Operators/Maintainers as needed. Instructional sessions including training slides/guidance/documentation shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair and replacement. The contractor shall conduct a classroom instruction on the system to include the operational and maintenance requirements of the system for up to twenty (20) students utilizing a government approved training plan. 4.0 GENERAL INFORMATION
4.1 Period of Performance. The period of performance shall not exceed nine (9) months (270 calendar days) duration including installation, training, and testing & acceptance.
4.2 Place of Performance. The place of performance is at Niagara Falls Air Reserve Service, New York.
4.3 Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed at Niagara Falls ARS, New York. Normal duty hours are: 0715 – 1600 local. Any other work schedule
Niagara Falls ARS, New York 13 outside of normal duty hours requires 914th CS/SCXP and Contracting Officer (CO) approval.
The Contractor shall not perform work under this contract on US or Federal holidays or site-unique down-days unless expressly authorized by the CO. Extra coordination shall be required on that work day.
If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Proposal.
4.4 Holidays/Down Days. The Contractor shall not perform under this contract on federal holidays, severe weather days or site-unique down-days unless expressly authorized by the CO and coordinated with the host base 914th CS/SCXP.
4.5 Base Support. The laydown and dry storage areas will be provided upon request. The contractor shall request the amount of storage in their proposal and secure this area if needed. If the base cannot provide the request area, the contractor shall be required to find another area.
5.0 GOVERNMENT FURNISHED EQUIPMENT/STANDARDS/DELIVERABLES
