RFP Questions #2
1. Question: Section M, 6(b), Price Evaluation Balance: The second sentence of this paragraph states, “Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of proposal analysis techniques.” Please explain what is involved with the referenced proposal analysis techniques.
Answer: Price analysis will be conducted by comparing the offerors TEP and CLIN prices to other offerors and the IGE. However, all technics list in FAR 15.404-1 can be used.
2. Question: Reference Section M, 6.(c).(2), (3) and (4): Each of these paragraphs states, “…shall be multiplied by a predetermined amount of estimated hours for both NDH and
O/T hours for each labor category listed in all years. The number of hours used is based on historical data.” and “The quantities used for evaluation purposes are not provided to offerors.” Isn’t the Government obligated to furnish available information that is necessary for offerors to prepare their offers? Additionally, please clarify how 2016 hourly rates per year could be considered unbalanced as they are independent of each other.
Answer: Historical data will be used for evaluation purposes only. Actual hours will vary by classification. Proposals for labor-hours should be fully loaded rates and should accommodate any number of hours required per classification. Labor-hour rates will be considered unbalanced if the fully loaded rates are not reasonably proportional to the salaries paid.
3. Question: Reference CBA Section 30.6 : SECTION 30.6: The company shall supply arc flash uniforms and/or coveralls to (14) fourteen employees who require them in the CE-
RPM division.
They will be supplied as followed:
Seven (7) employees get Eleven (11) full sets of uniforms
Six (6) employees get Two (2) pairs of coveralls One (1) employee gets Five (5) painters outfits and One (1) pair of coveralls
What is the frequency that these uniforms must be provided?
Answer: The CBA is negotiated with the contractor, not the government. The
Government does not have that information.
4. Question: Reference Section L.I.E.2.(n)(ix) states that the Technical Capabilities volume shall be alpha-numerically numbered by PWS Tab, e.g. A-1, A-2, B-1, and B-2, etc. Does the referenced section mean that the Government desires the bidders to submit different transition plans, quality control plans, and staffing plans for each of the Tabs A through
H? This would result in much reiteration of common information for each of the Tabs.
Answer: The RFP does not ask for a transition plan as part of the proposal. You may address the Resource/Personnel Management in an aggregate manner, addressing the tabs within the document. The Quality Control Plan must be specific by function.
5. Question: Is the intent of Section L requirements for Volume II Technical Capabilities to provide a Quality Control Plan and then a discussion of the PWS, defined as our approach to Manning, Organizational Structure, and Inventory Management for each
Tab?
Answer: The Quality Control Plan and Resource/Management Plan are two different documents.
6. Question: L-1.2.(ix): The Proposal Format guidance indicates that The Technical
Capabilities volume shall numerically numbered by PWS Tab, e.g., A-1, A-2, B-1 and B-
2, etc. This would require offerors to provide the same general information in each tab, which is not possible due to the page limit. Can general information that pertains to all tabs be provided in Tab A, and will this Tab will be reviewed by all Evaluators?
Answer: See question #4.
7. Question: Reference RFP, Paragraph L-1, Section 1 Instructions to Offerors, Volume II
Technical Capabilities, Subfactor 1.2 Resource/Personnel Management: The instructions outline the requirement to discuss the process for recruiting, hiring, training and retaining a qualified workforce, an organizational structure, and inventory management. It then outlines the functional tabs that will be manned at Youngstown. Are offerors to provide a general overview of the hiring process, an overarching organizational chart, and inventory management as an introduction and then follow up with each functional tab with the tab specific items?
Answer: See question #4.
8. Question: Reference RFP, Section L, VOLUME II – Sub Factor 2, RESOURCE/PERSONNEL MANAGEMENT, c. Functional Tabs A through I. (Page
162 of 165). There are no instructions for the above referenced areas. What is the purpose of these paragraphs? What are offerors to provide in their proposals as a response to these areas? Please clarify.
Answer: Section L-1, Paragraph III(2), Sub-factor 1.2 Resource/Personnel Management ( page 155), states the essential components of Resource/Personnel Management Plan.
9. Question: Past Performance Fact Sheet: The government provided a template utilizing
Times New Roman10-point font for the offeror to provide factual information on relevant contracts. Would the government please confirm that we are authorized to use Times
New Roman 10-point font for the Past Performance Fact Sheet?
Answer: Confirmed.
10. Question: CBA Employee Seniority: Would the government please provide a percentage of CBA employees who have been employed on the existing contract for five years or more, so that we can properly account for earned vacation time?
Answer: The incumbent is required to provide that list before contract start.
11. Question: All tabs contain a reference to Westover Air Reserve Base in a non-green cell which offerors are not supposed to edit. Can the government please provide an updated
Attachment 12?
Answer: An updated Attachment 12 will be provided.
12. Question: The O&A Labor Rates Tab of Attachment 12 Pricing Matrix lists the following labor categories which are not part of the current CBA at Youngstown:
Administrative Assistant, Admin/ Purchase Clerk, Air Traffic Assistant, Air Traffic
Control Specialist, Airfield Specialist, Automotive Worker, Base Operations Specialist, Chief of Airfield Management, Chief of Base Operations, Flight Data Specialist, Flight
Service Specialist, Fuels FAS/Lab Tech, Fuels QC, General Supply Specialist, Hazmat
Storage/ Dist Spec, Heavy Equipment Mechanic, Material Coordinator, Materials
Handler, Mat Stor/ Dist Lead, Motor Veh Mech Helper, Motor Vehicle Operator, Operations Support Lead, Order Clerk, Purchasing Agent, Shipping Packer, Store
Worker, Supply Clerk, Supply Technician, TMO Lead, Transportation Assistant, Travel
Clerk II, Whse Specialist – Hazmat. Can the government please clarify which CBA labor categories these position titles should be correlated to, or if the positions are
Exempt/Non-CBA, please state this or move the labor category to a document under which it is covered (such as the SCA)?
13. Answer: Employee classification and compliance with the applicable WDs is an employer responsibility. The govt-provided titles and categories in the RFP are strictly for contract pricing purposes.
14. Question: The O&A Labor Rates Tab of Attachment 12 Pricing Matrix lists a “Computer
Operator”. The current CBA includes labor categories for a “Computer Operator III” and a “Computer Operator IV”. Can the Government please clarify which labor category it intended the offeror to propose rates against?
Answer: Propose the computer operator rate at the level you intend to staff.
15. Question: The O&A Labor Rates Tab of Attachment 12 Pricing Matrix lists a
“Dispatcher” and a “Motor Vehicles Dispatcher”. The current CBA includes only a labor category for a “Motor Vehicle Dispatcher”. Can the Government please clarify if the offeror should propose both O&A labor categories against the same CBA labor category?
Answer: Motor Vehicles Dispatcher will be deleted.
16. Question: The SCA Rates Tab of Attachment 12 Pricing Matrix lists the following labor categories which were not included in the actual SCA Wage Determination (WD 05-3013 dated 07/08/2015): Electrician – Exterior, Electrician – Interior, Grounds Maintenance
Worker, Hazardous Material Handler, HVAC Controls Technician, Laborer (various types of Laborers are included in the WD), Liquid Fuels Distribution Mechanic, Painter
(various types of Painters are included in the WD), Pavement Maintenance Worker, Roofer, Sign Maker, Support Equipment Mechanic/Power Professional, and Truck Driver
(various levels/types of truck drivers are included in the WD). Can the Government please clarify which SCA categories correlate to the labor categories listed in Attachment
12?
Answer: Employee classification and compliance with the applicable WDs is an employer responsibility. The govt-provided titles and categories in the RFP are strictly for contract pricing purposes.
17. Question: The government has provided the referenced DBA Wage Determination that does not appear to be used in pricing any labor categories on this RFP. Can the government please clarify which labor categories (if any) should be priced under DBA –
Residential?
Answer: Residential DBA will be deleted from the attachments.
18. Question: The DBA Rates Tab of Attachment 12 Pricing Matrix lists the following labor categories under DBA- Building which were not included in the actual DBA Building source document (DBA OH150122 Mod 7): Alarm Installer, Hazardous Material
Handler, and Sprinkler Fitter. Can the Government please clarify which DBA categories correlate to the labor categories listed in Attachment 12?
Answer: See answer #16.
19. Question: The DBA Rates Tab of Attachment 12 Pricing Matrix lists the following labor categories under DBA- Building which were included in the actual DBA Building source document (DBA OH150122 Mod 7) at different levels/rates: Electrician, Painter, Power
Equipment Operator, and Sheetmetal Worker. Can the Government please clarify which
DBA categories/levels correlate to the labor categories listed in Attachment 12?
20. Question: The DBA Rates Tab of Attachment 12 Pricing Matrix lists the following labor categories under DBA- Heavy and Highway which were not included in the actual DBA
Heavy and Highway source documents (DBA OH150002 Mod 18): Concrete
Mason/Concrete Finisher (not listed for Mahoning County) and Fence Erector. Can the
Government please clarify which DBA categories correlate to the labor categories listed in Attachment 12?
21. Question: The DBA Rates Tab of Attachment 12 Pricing Matrix lists the following labor categories under DBA- Heavy and Highway which were included in the actual DBA
Heavy and Highway source documents (DBA OH150002 Mod 18) at different levels/rates: Power Equipment Operator, Laborer, and Truck Driver. Can the Government please clarify DBA categories/levels correlate to the labor categories listed in Attachment
