Question and Answers

1. Q: Page 3 of 8, Point No: 4.1.3.1 it is mentioned Contactor shall be responsible for any contributed to traffic violations. The government shall not reimburse the contractor for traffic violation expenses, Therefore please re-confirm that contractor have to pay all the traffic violations expenses / tickets?

A: The PWS will be amended to remove the sentence, “The government shall not reimburse the contractor for traffic violation expenses”. Concerning the question of reimbursement, refer to the solicitation page 58, entitled “Requests for Equitable Adjustment”.

2. Q: Reference para 4.1.2, page 2, "The contractor shall provide a schedule of vehicle deliveries and type of vehicles to meet the 10-day period no later than two (2) days after notice of award."

How soon thereafter does the 10-day period have to begin?

A: The 10-day period will begin after the approval of the schedule delivery and vehicle types are approved by the government; some vehicle types may want to be viewed before approval.

3. Q: When does the first batch of vehicles have to be delivered?

A: See question 2.

4. Q: On pages 3 - 34, what are "Unit Price" and "Extended Price" referring to?

A: Unit price refers to a single unit. The extended price is the quantity multiplied by the unit price.

5. Q: Is this a request for new services or is this replacing a current contract?

A: A current vehicle lease IDIQ contract is currently in place.

6. Q: Is there a dedicated area(s) for 'basing' the vehicles on any of the bases/camps where the vehicles will be used ? Or will the vehicles be required to be based off government property?

A: No, with the changing of mission requirement vehicles must be able to move from location to location. The majority of vehicles will be based at Ali Al Salem and Al Mubarak.

7. Q: Is the delivery period of two sets of keys and vehicles, ten (10) Kuwait business days or ten

(10) consecutive days?

A: Ten (10) Kuwait business days

8. Q: Does the 10-day period start from contract award or when the delivery order is received?

A: The 10-day period begins after notification of award and effective date determined by the

Contracting Officer.

9. Q: As long as the vehicles meet the PWS specifications and meet the 10-day period timeline, can the vehicles that are provided per CLIN be a mix (i.e. Prado, Pajero, etc.) of makes and models?

A: Yes, as long as the PWS specifications and 10-day period are met.

10. Q: Due to the high volume requested and specific availability of certain CLINs, we respectfully request that the USAF increases the delivery timeline from 10 days to 30 days to ensure all timelines are met.

A: If certain CLINs are unable to be filled in the 10-day period, then suitable loaner vehicles should be supplied until those certain CLINs are filled. The CLINs that may require the 30 day delivery date will be given during the initial scheduled vehicle delivery.

11. Q: Will the US Government reimburse the contractor for US Government employee traffic violations. (refer to page 58 of 59 of the solicitation - TRAFFIC FINES)

A: See question 1.

12. Q: As per Kuwaiti law the only personnel authorized to retrieve accident reports are the actual drivers involved in the accident. We respectfully request that the requirement of the Contractor retrieving and providing all Police reports for accidents or damages occurring off-base from

Kuwaiti Police Station be removed from the PWS.

A: That’s reasonable. Since USAF members have diplomatic immunity, they will fill out an accident report (SF91) with Security Forces on base. This report will be sent to the Kuwaiti police and a copy to the contractor.

13. Q: Will the USG provide the contractor an on base police report for accidents occurring on base?

A: No, base police do not respond to every vehicle accident. A Standard Form 91, Motor vehicle

Accident Report (SF91) will be provided to the contractor for every accident.

14. Q: The availability of dual air bags for trucks (CLINs 5,6 and 10) in Kuwait are generally unavailable in the region. Will the US Government be willing to accept single air bags for trucks

vs. dual air bags?

A: No, for safety requirements dual air bags are mandatory.

15. Q: Respectfully request that the US Government defines “tire failure.”

A: Tire failure is defined as manufacture defects and all flat (blowouts, leaks, object in tire, or air pockets).

16. Q: Respectfully request that the one hour response time is increased to two hours due to high traffic flow and Ali Al Salem’s location.

A: Agreeable

17. Q: If the US Government extends the contract, will the rates be subject for negotiation?

A: The question is vague concerning where in the solicitation or PWS this is stated. A reference is required to accurately provide an answer.

18. Q: For CLINs 6 and 10 the requirement is a minimum of a V6 engine. However, due to the high volumes requested - all vehicles may not be available with a V6 engine. Would the US

Government accept V4 engines for these CLINs in lieu of V6 engines?

A: No, the V4 engine will lack the power needed to navigate off road effectively, as most of these vehicles will be utilized off paved surfaces. Refer to the answer for question 10 for vehicle delivery difficulties.
