1. Q: Ref: PWS 4.2.4 As per GCC specs automatic transmission is not a mandatory safety item and some of the vehicles will not have automatic transmission. Please confirm that vehicles need only have automatic transmission when available from manufacturer in the Kuwait market.

A: Paragraph stands if Contracting Office does not approve in writing standard transmission will not be accepted.

2. Q: Ref: PWS 4.2.5 Vehicle description provided in section 5.1 of PWS page 6 there are no items defined as crew cab or extended cab. However as per PWS 4.2.5 all Crew cabs and Extended cab should have towing package. Please identify which items numbers require to be Crew cab and which to be extended cab?

A: Full size, 4 door, trucks (CLIN 7 and 11) require towing packages.

3. Q: Ref: PWS 4.2.7 Gas cap opener lever is located inside the vehicle and refueling will require the key and access to vehicle. However, as per manufacturer standard some latest model

American vehicles/ Buses do not have locking gas caps as specified above. Please confirm that, the vehicles need only have locking Gas caps when available from manufacturer in the Kuwait market.

A: If the vehicle does not have a gas cap opener lever located in the vehicle then the vehicle will require a gas cap that has a key lock. Cap does not have to be from the manufacture, the contractor may add them before issuing vehicle to the government.

4. Q: Ref: PWS 4.3.4.4 All full size trucks are required to be V8. However in section 5 of PWS instruction in vehicle description says item#6 is to V6 and item 7 & 11 has cylinder size specified. Please clarify if all these 3 items of Full size trucks should be V8 per PWS 4.3.4.4. or not?

A: CLIN 6 & 10 are not full size trucks; these are crew cab trucks (example: Dodge Dakota, Chevy Colorado) must be at a minimum a V6. CLIN 5 can be any size engine. CLIN 7 and 11 are full size trucks and require V8 engine.

5. Q: Ref: PWS 4.3.4.5 SUV 4x4 4 Door are required to be V6. Whereas vehicle description in section 5 of the PWS has no indication of cylinder size in item 8. Please clarify if any vehicle which is lesser than V6 and fulfilling other specs requirement will be acceptable under this item.

A: As stated in paragraph 4.3.4.5. all SUV will be at a minimum V-6 therefore not added to special instructions. All SUVs need to be V6.

6. Q: Ref: PWS 5.1 At what stage contractor should submit list of vehicles with specification to the

Contracting Officer for written approval of equivalent?

A: As early as possible but no later than (2) days after notice of award (see paragraph 4.1.2.)

7. Q: Ref: Item # 2 (vehicle description) (B185) Van 8 passenger, 4x2 Please confirm if Full size

SUV-V8 with 8 passenger seating capacity will be acceptable under this item.

A: No. Although, if that is all the contractor can offer to meet the requirement and the leasing cost is the same as B185 the government will accept until the contract can provide the correct vehicle.

8. Q: Ref: FAR 52.225-17, page 47 The offer is required in USD or KWD?

A: All quotes shall be in USD.

9. Q: Clin 0005, the technical specifications are N/A. Can it be a 4 cylinder vehicle? As the choices provided in the manufacture model are all American and these vehicles are not available in

Kuwait and have a 5 month waiting period. And Isuzu D Max comes in Diesel. Is diesel acceptable?

A: Any vehicle with dual airbags and automatic transmission is acceptable for CLIN 5.

10. Q: We are having trouble only with Clin 0006 and Clin 0010. None of the dealers have these vehicles in stock. You have mentioned Isuzu D Max, they don’t come in V6.

A: CLIN 6 and 10 must be V6 engines with automatic transmission and dual airbags.

11. Q: All vehicles must be brand new or used are acceptable with very less mileage. I would appreciate if you would make it mandatory to buy brand new vehicles as it would make the competition fair.

A: As stated in paragraph 4.3.4. at the beginning of the contract and the beginning of each option year vehicles must be 2 years or newer and have less than 40,000KM.

12. Q: Please define “Miscellaneous Vehicle Damages”.

A: The definition is as follows: Vehicle damages that are not covered under the contract, not the result of fair wear and tear, not a manufactures defect, and not covered under insurance.

13. Q: For item number 2 & 3 (Van 7 & 8 Passengers) can we offer the same car requested in Item 4 which is GMC Savana (Van 15 Passengers)?

A: Yes but at the same lease cost as CLIN 2 and 3.

14. Q: For Item number 5 & 10 (Truck, 4 door half Ton ) Can we offer manual transmission like

Nissan Pickup?

A: No, refer to paragraph 4.2.4.

15. Q: In Page Number 39 PART II – TECHNICAL CAPABILITY You mentioned to prepare the

TECHNICAL CAPABILITY proposal need to use Limited to no more than 10 pages (single sided). The question is can we use more pages as you required details which may not enough to make in only 10 pages.

A: No, the technical capability statement is limited to 10 pages.

16. Q: Do we have to send the proposals by email & also send the original to Ali AL-Salem base?

A: As described on the FBO solicitation for FA5703-12-R-0020, “proposals shall be e-mailed to the addresses listed below”:

It continues to read, “please submit your proposals electronically via PDF files. Emails over 4

MB may not make it through due to size limitations. If you are submitting large files, [please break them up and send them in more than one e-email, noting how many e-mails in the subject line such as 1 of 3, 2 of 3, and 3 of 3”.

17. Q: Item 9 in the pricing sheet (Fork Lift) Can you please provide more specifications to offer what matching to your requirements?

A: Forklift is used indoors (warehouse) and must be electric. The size (lifting capacity) must be 4 to 5 thousand pounds capacity. Forklifts with this lifting capacity are smaller and easily maneuverable in warehouse conditions.

18. Q: In Amendment number 2 you made some changes in the quantity by reducing the quantity in some items while it’s the same quantity in the original solicitation. The question is do we have to fill also the amendment & add the rates for each item on it or only using & filling the original?

A: Reference Addendum to 52.212-1 Instruction to Offerors: Proposal Preparation Instructions of the solicitation package.

Paragraph B(1)(b) of this section reads, “Attachment 2 of the PWS for award evaluation purposes and must be submitted. Insert proposed unit prices in attachment 2 page one to correlate with the yearly rate inserted on pages 2 through 6. Each monthly rate for all option years will be multiplied by 12 and inserted on page 1 of the Attachment 2 for evaluation. Daily rates will not be used for evaluation purposes, but will be included and calculated based on the monthly rate divided by the number of days in that particular month.”

All amendments for this solicitation shall be signed for acknowledgement of the changes and submitted with the contractor’s proposals before the closing date and time. Only the first page

(the signed form) of the amendmenents need to be submitted.

19. Q: The closing date is 11/09/2012 & the base year start from 20/09/2012. We have only 9 days between the closing & the base year so is the base year starting date will be changed?

A: See amendment 4 to solicitation change of start date to 27 Sep 12.

20. Q: PWS Section 4, Para 4.1.2, First Time Initial Delivery of Vehicles Does the specified quantity of vehicles pertain to all 261 vehicles or will the actual number of vehicles for the initial delivery be specified at time of award, in other words will it be a subset of the total 261 vehicles required?

A: All requested vehicles shall be delivered by the 10 th day as stated in paragraph 4.1.2. The actual number of vehicles shall be specified to the contract after award of the contract. 261 vehicles are an approximate number the contractor can assume will be requested be delivered to mailto:aaron.velasco@asab.afcent.af.mil mailto:386.contracting@gmail.com the government. (*Note the total number of lease vehicles requested may decrease or increase as per the IDIQ type contract nature.)

21. Q: PWS Section 4, Para 4.1.2.1, Contractor Change Over It is unclear whether the incumbent or the newly awarded contractor (if other than the incumbent) is supposed to provide a schedule for pickup? Does the 30 day deadline govern new vehicle delivery or to schedule removing incumbent vehicles from the government's possession?

A: The incumbent contractor will provide a scheduled plan to the Contracting Office detailing the quantity of vehicles that will be picked up.

The 30 day deadline is specifically directed to the incumbent and the removal of vehicle’s from the government’s possession.

22. Q: PWS Section 4, Para 4.3.4, Vehicle Requirements (General) It is unclear what the statement

"and at the beginning of each option year that is exercised " means. Does this pertain to additional vehicle requirements beyond the original order?

A: At the beginning of the contract AND at the beginning of the new option year all the vehicles on the contract at that time will be 2 years or newer and have less than 40,000KM. Example contract begins all vehicles received are 2012 vehicles with less than 40,000KM. Option year 2 begins, as long as no vehicles reach 40,000KM not action required by incumbent contractor.

Option year three, as long as all vehicles meet the standard there is no action required. Option year 3 vehicles are now 3 years old and must be replaced. Quantity of vehicles my change increase/decrease every year.

23. Q: PWS Section 4, Para 4.3.4.4, Specifications This paragraph notes 8-cylinder minimum, while

CLIN 0006 notes minimum 6-cylinder. Please clarify which is correct?

24. Q: RFP SUPPLIES OR SERVICES AND PRICE/COSTS, CLIN 0008 and 0012 These CLINs

Specify 4x4s, however, based on the GVW spec, the range must be between 4800-5400GVW and vehicles that meet this requirement are all wheel drive type vehicles. Is provision of an all-wheel drive vehicle acceptable instead of being specifically a 4x4 type vehicle?

A: Yes

25. Q: PWS Section 4, Para 4.2.5 Towing Package & 4.2.6, Window Tint Considering the requirement for tinting all the vehicles and installing tow hitches on all pickups, we feel that the

10 day delivery is unrealistic. Would we be excluded if our delivery schedule extended beyond the 10 day delivery requirement to accommodate for all required modifications?

A: No, providing the requested requirements can be met, a definite timeline for when the vehicles can be provided, and a vehicle is provided then you will not be excluded.

26. Q: RFP SUPPLIES OR SERVICES AND PRICE/COSTS, CLIN 0005 and 0010 Automatic vs

Manual. Would the government accept manual pickups (CLIN 0005 and 0010) instead of automatics?

A: No refer to paragraph 4.2.4.

27. Q: Will the US Government allow Contractors to charge for repairs disputed by the contractor’s insurance company for the damages resulting from abuse by the vehicle operators?

A: Yes, this falls under the miscellaneous vehicle damage category. For reference, refer to the answer to question 12. As the Pricing Sheet states, Miscellaneous Vehicle damages will be negotiated with the Contracting Officer and Contractor as the need arises.

28. Q: No damage Tires (result of abuse) and Windshield not covered by the Insurance companies in

Kuwait. Who will be responsible for repairs of both?

A: Please refer to PWS 4.4.1.3

29. Q: Which pricing sheets will you use during the final evaluation, original solicitation or those attached to Attachment #2?

A: See above question and answer to18.

30. Q: Need More Clarity on Attachment # 2 Pricing Sheet. Is the monthly price is for unit vehicle

Price or for the QTY mentioned? Is the yearly price is by multiplying by 12 Months?

A: See above question and answer to 18. Also, see the new amendment 0004 to solicitation.

31. Q: As you may know the monthly price is different from monthly price for yearly contract. We would like to know the intention of the monthly price rate in the Attachment# 2?

32. Q: what is meant by Miscellaneous Damages? Will this line item be included in the overall pricing evaluation?

A: Refer to the answer of question 12 for what is meant by miscellaneous damages. This will not be included in the overall pricing evaluation. Also, see the new amendment 0004 to solicitation which includes a new Pricing Sheet.

33. Q: Compact SUV, 4x4, 4800- 5400 GVW only GMC Terrain falls under this category. No other brand or model fits in to this specification. GMC Terrain is not available in the Kuwait market as of 8 Sep 2012. The lead-time for delivery is 3 to 4 months from the US. Can we offer a substitute vehicle with a higher GVW?

A: No, during the 3 to 4 month delivery of the specified vehicle type, the vendor should provide similar or like type loaner vehicles until the specified vehicles are delivered.

34. Q: Section 5, CLIN 0001 (B121) 25 pax bus automatic transmission does not exist in the local market? Would you accept a manual transmission?

A: No, automatic transmission will only be accepted.

35. Q: 4.3.1.2: Do we have to provide a tow truck to the USG during the Period of Performance? Or, are we required to ensure there is tow truck services available so that the Contractor can respond when needed?

A: No, You are required to ensure tow truck service is readily available that can respond within the 2 hour response time.

36. Q: Which Pricing sheet will be used for evaluation purpose? Pricing sheet from SF 1449 or

Pricing sheet in attachment 2?

37. Q: In Attachment #2, Pricing Sheets, you list a monthly rate and yearly rate. You show at the bottom of the page the “Total price per year…Insert onto page 1 – Base Year”. Monthly rate per vehicle differs from Yearly price. What is the intention of USG to require monthly rate?

38. Q: On what basis miscellaneous damages calculated on? Is it a NTE (Not To Exceed) line item?

Will this line item be considered for evaluation purpose?

A: Refer to the answer of question 12 for what is meant by miscellaneous damages. This will not be included in the overall pricing evaluation. Also, see the new amendment 0004 to solicitation which includes a new Pricing Sheet.

39. Q: Section 5 - CLINs 0005, 0006, and 0010 list requirement in tonnage. Can the Contractor offer a higher tonnage vehicle with automatic transmission? ½ Ton Automatic transmission vehicles are not readily available in the Kuwait Market. This requires us to place special order with dealers.

A: The contractor may provide a substitute that is similar or higher type vehicle in the interim of receiving the requested vehicle. The price shall be set at the price of the request vehicle. For example, (if the request vehicle is a Ford F150, but this requires lead time, the contractor may provide a Ford F250, but the price will be that of a Ford F150).

40. Q: References - 4.3.1.3, 4.3.4.4 and 4.3.4.5; Can the Contractor charge the USG for replacement of tires and Kevlar side wall tires in case of misuse and abuse because the KEVLAR side wall tires are a special order?

A: Yes, refer to 4.3.3 in PWS.
