Addendum to 52.212-1 Instructions to Offerors Proposal Preparation Instructions
A. To assure timely and equitable evaluation of the proposal, the offeror shall follow the instructions contained herein. Offerors shall meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factor or sub-factors. Failure to meet a requirement shall result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The proposal shall consist of three (3) separate parts; Part I - Technical Capability Proposal, Part II - Past Performance Information, and Part III - Price Proposal.
If the offeror proposes exceptions to the solicitations terms and conditions, please ensure these are clearly identified within the proposal with bold red font stating exception. Note: Failure to meet the solicitation’s terms and conditions shall result in an offer being ineligible for award.

Question 3: Amendment 2, pg. 2, Part I - Technical Capability. Are the formatting requirements specified in this section (e.g., Times New Roman font size 10, front and back printed, 1-in. margins) applicable to Parts II and III as well?
Response 3: No, the formatting requirements are only set for Part I, Technical Plan.
Question 4: Is 10 point the minimum font size? Is it permissible to use a larger Times New Roman or Arial font size on title pages or in headings or a smaller Times New Roman or Arial font size in graphics, tables, text boxes, headers, and footers? Are 11 x 17s acceptable and, if so, how many pages will they account for?
Response 4: Yes, 10-point Times New Roman is the minimum font size limit. If the offeror choses to utilize a larger font size, the page limit shall not be adjusted past 50 pages. The use of smaller font size within graphics and tables is permissible, but shall be no smaller than 8-point Times New Roman. If the font size is not readable, it shall not be evaluated.
Question 5: Amendment 2, pg. 2, Part I - Technical Capability. Would the government consider excluding title pages, table of contents, indices, and appendices from the 50-page limit for Part I so that offerors have more page allowance for technical information?
