RPR Gym HVAC

Questions and Answers

Q1: Regarding to the BMS for the HVAC system, two control panels will be installed in this project: “BMS / HVAC / DHW CP” and “SOLAR_CP”. Could you provide the single line diagrams for these control panels as you have provided the single line diagrams for the electrical panel boards? Could you say us the name of the company that has provided the existing BMS system and the name of the company that is doing the maintenance?

A1: For HVAC equipment, typical control diagram have been provided R-734-34-MI-601, and for general system the two diagrams, for the two designed options have been developed: R-734-

35-MI-602 and R-734-36-MI-603. These diagrams must be read in conjunction with specifications section 23 09 00, par 1.11, where minimum requirements for the control point schedule are detailed. Shop drawings for such system shall be prepared by the Contractor and submitted for Government approval as indicated in section 23 09 00, parag. 1.6.

Please, note that there are two designed options for control systems. One of them integrates all the signals in the same control panel, and the other uses a separate solar control panel connected to the boiler control panel, both from the same manufacturer.

There is not an existing BMS system in the building. It is under the scope of the work of this project, as Additive Item 2, the provision of a new BMS for the HVAC/Heating/Solar systems new installation.

Q2: Regarding to the concrete slabs demolitions, please confirm if all the HVAC existing equipment’s that are installed in those concrete slabs have to be removed or if there are some of the that are reinstalled in another location.

A2: According to the proposed design, the new equipment shall be installed directly in the restored concrete slab, so that all the elements are removed from it to proceed with the new concrete pavement of the room. The new boiler and DHW tank can be installed directly on the new floor using the proper standard supports since no inertia slab are required for them (for noise/vibration insulation). With regards to existing domestic water pump sets, they must be temporarily removed for new flooring, and then reinstalled according to the new mechanical room layout. The pump sets should be installed using the proper vibration isolation which recommends the use of inertia slabs (the existing one could be used, if it is not demolished in pieces, changing the acoustic pad).

Q 3: According to our expected construction schedule, we think that the actual contract period about nine months could be insufficient according to the schedule of the construction phases. We kindly request you to extend this contract period.

A3:The Contractor may submit along with its proposal the proposed performance period for this project.

Q 4: We have not seen the grounding connection point for the new electrical board panels.

So, could you provide us a drawing indicating this information?

A4: Please note that the new panelboards are located in the same place so the grounding connection will be the same from old ones.

Q5: Could you clarify which are the items that must be equipped with a disconnecting safety switch? In the case of the AHUs to be installed in the roof, could you provide some details of the supports of the disconnecting safety switch?

A5: Please refer to Drawings E-001 (legend and notes of electrical utility), EP-101, EP-102 and

EP-601. Circuits to be provided with Disconnecting Safety Switch are circuits feeding the following equipment: AHU1/S, AHU1/R, AHU2/S1, AHU2/R1, AHU2/S2, AHU2/R2, AHU3/S, AHU3/R, CHA, CHB, PACU, DX. Regarding the details of the supports of the disconnecting safety switch, please refer to Drawing EP-501 Detail “Safety Switch frame installation”

Q6: We have not seen in the drawings the existing area through the roof for the laying of the cables that are necessary for the installed equipment in the roof. We kindly request you to clarify this information?

A6: Please refer to Notes reflected in Drawings EP-101, EP-102 “the layout of wiring shown in dashed line is only as information of the corresponding electrical circuit number, it does not mean the conduit path to be executed, the contractor shall develop the detailed shop drawings and shall field verify the conduits routing before its installation”

Q7: Regarding to the BMS system, we have seen in the drawings the different cables that join the control panels with all the field items: the actuator control cable (blue), the sensor control cable (green), the proprietary data bus connection (orange) and the BMS & Control additive items (purple). On the other hand, the re several control cables that are described in the section 23 09 Item 2.8 Cables of the statement of works. As it is not mentioned which type of cable matches with any of the different colors in the drawings, we kindly request you to clarify this question.

A7: As it can be seen in drawing, the bus wires are indicated as BACnet MSTP and BACnet IP.

These names have a direct correspondence with specifications clauses detailed in section 23 09

00 2.8.2.1 and 2.8.2.2 respectively. With regards to binary and analog signal control wires for sensors and actuators, please note that they are standard control wires and the specification are detailed in sections 2.8.2.3 and 2.8.3 respectively. The number of poles is not indicated explicitly because it will depend on the specific sensor or actuator for each case. Please refer to technical data sheets for sensors and actuators (normally 2 or 3 poles are required).

In the option with Solar control panel (CP) connected to boiler CP, for proprietary bus, please refer to equipment manufacturer specifications and technical data sheets to select the cable according to manufacturer instructions (once the devices are selected, submitted and approved for installation).

Q8: Work Phasing: According to specifications and drawings, the execution of work shall be carried out in phases allowing the use of gym facilities partially. There are a total of eleven (11) phases, please clarify if some of those phases can be overlapped complying with the maximum time (natural days) in which the different rooms can be out of service.

A8: Work phases can be overlapped a soon as the partial use of the building is guaranteed.

Additionally, as mentioned in section 01 11 02, par. 5, the contractor shall submit a proposed detailed phasing plan complying with the maximum number of days each room can be out of service.

Q9: Performance Period: The performance period estimated by the Government for the completion of the entire work is 270 calendar days. This period includes 120 calendar days for the material submittal/delivery at the work site. Since the contractor shall not be able to commence the work until all the material has been approved and received, the Contractor has

150 calendar days to perform the work on-site. On account of this project shall be performed in phases and considering the building may always remain partially operative, we would recommend to increase the performance period at least 30 calendar days. Please, verify the current performance period and let us know if it is possible to extend it in order to deliver the facility ready for use on time and meet all the special requirements.

A9: The Contractor may submit along with its proposal the proposed performance period for this project.
