The United States Air Force intends to issue solicitation FA5575-15-B-0001 to solicit proposals for a Firm-Fixed Price contract perform the following at Morón AB, Spain:

1. Site preparation works:

a.Clean and clearing the shelter site place.
b.Excavate down to the concrete slab laying level.
c.Compact the subgrade to obtain the 90% PM
d.Perform the trench excavation to obtain the setting level of the

wall ring.

e. Clean, level and compact to 90% PM the bottom of the wall ring trench.

f. Provide and pour lean concrete layer in the bottom of the wall ring trench.

g.Provide material and construct the reinforced concrete wall ring.
h.Provide and install the geotextile on the entire setting surface of

the concrete slab.

i. Provide, extend and compact to 90% PM a 8” thick crushstone aggregate layer.

j.Provide and install a 400 ga polyethylene layer.
k.Provide material and construct the reinforced concrete floor slab.
l.Provide material and seal the expansion and retraction joints.
m.Provide material and install resilient sheet sport flooring system

and markings.

2. Plumbing works:

a. Demolish the existing underground irrigation PVC line and sprinklers affected by the new floor slab installation.

b. Install new underground irrigation PVC water line and connect to the existing line, including excavation, testing, disinfection, fill and compaction.

3. Electrical Service:

a. Installation of new service line and circuit breaker from existing transformer center.

b. Trench and fill electrical service line and install manholes and concrete outdoors panelboard for building power supply.

c. Install conduits below paved sidewalk by means of directional boring.

d. Install feeder lines to load center and HVAC units below concrete slab.

e.Install grounding system.
f.Properly terminate conduits in load center and HVAC units to be

serviced.

g. Protect existing conduits for baseball scoreboard control with lean concrete.

h. Perform load analysis for one month and install electric heaters according to results obtained.

4. GFM Installation:

a. Installation of Government Furnished Shelter. The Contractor shall follow provided manufacturer’s installation instructions. In case of doubts or concerns regarding the interpretation of this manual, the Contractor shall be responsible for contacting the shelter manufacturer directly in order to get the necessary information for installation. If so required for proper installation, the Contractor shall be responsible for any required technical support for tent erection from manufacturer.

5. Final testing.

6. Final cleaning.

7. Delivery of As-Built Drawings.

8. Delivery of Spatial data.

The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 1 January 2015. This acquisition will be done IAW Far Part 14, Sealed Bidding with an evaluation of price and price related factors. Contract magnitude is between $100,000 and $250,000 U.S. dollars.

In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications."

The project consists of demolition, repair work and new construction work on various facilities.

PERFORMANCE PERIOD: The performance period proposed for the execution of this project, 90 calendar days, is for information purposes only and includes average inclement weather days.

2. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories.

The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility.

A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents.

In order to be awarded a contract by the U.S. Government, the company must be registered in the System for Award Management (SAM); contracts cannot be awarded to unregistered contractors. Registration can be made online at www.sam.gov/portal/public/SAM/ NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a Data Universal Numbering System (DUNS) Number you can contact Dun and Bradstreet and request one by calling: 902-446-688. To obtain a NATO CAGE code you must fill out the form found in: http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
