Contractor shall provide pricing for HAS seed project on Attachment J-2-2, the bid schedule does provide a separation of work by discipline. Please provide a price for each discipline as required along with the overall total price. The specs cover all aspects of the project so the Government will not confirm or validate that certain portions of the specifications only apply to certain work elements/disciplines. It is up to the offeror to read and interpret the specifications to determine price.
62Phasing – Please confirm the construction phasing requirements that will limit the access to the 14 HAS for the required repairs. Attachment J-2-1 model project 1 specification identifies, on page 2 of 505 pages, the performance time, which shows a contract duration of 516 calendar days that includes only 300 calendar days construction time (with only 202 working days). The same page states the 14 buildings will have 2 phases of 150 calendar days each, with a minimum of three HAS facilitates to be operational. Our questions:a. The phasing and availability of HAS will have a significant impact on the productivity and number of mobilization trips on the subcontractor for each trade of work. Are we interpreting correctly that the two phases will allow working in at least seven (7) HAS structures at a time, with a rolling phasing from phase 1 to phase 2, with a minimum of 3 HAS structures to be available for operational access by the owner?

b. We are still gathering information from the subcontractors on the performance duration for each of the systems to be removed/ replaced/ updated. Can the contract construction duration be increased from 300 to 400 days, increasing the total contract duration to 616 days?

a. Refer to response in item 22. Order of assign building will be discussed at pre-construction meeting. b. Refer to response in item 22.
63Project Supervision (PM, PS), QC, SSHO and Division 01 General Requirements. Please confirm the general requirements for the seed project pricing, to make sure all of the bidders are bidding the same general and administration (G&A) scope of work. The seed projects specifications do not include the front end documents to define the on-site management and general requirements typically required on the task order. Is the contractor to use Attachment J-3 NAVFAC SOW (MACC standard for the various gov’t installations, Okinawa, Japan) for the Division 01 contract specifications for these seed task orders?General project supervision requirements for project LXEZ 02-3920, Repair Mechanical and Electrical System 14 HAS Doors B879, 880, 881, 882, 883, 884, 885, 886, 887, 888, 890, 891, 892 and 893, Kadena Air Base, Okinawa, Japan, are defined by the following documents:

a.) Attachment_J-1_MACC_Specifications_with_Appendix, SUMMARY OF WORK SECTION 01 01 00, paragraph 2.4 KEY PERSONNEL and CONTRACTOR'S QUALITY CONTROL SECTION 01 45 00.

b.) Attachment_J-2-1Model_Project_1_-_LXEZ_02-3920_SPECS_FINAL, DIVISION 1 - GENERAL REQUIRMENTS, SECTION 01 11 00, PART - GENERAL, Paragraphs 1.1 STATEMENT OF WORK and 1.2 PROJECT ENGINEER QUALIFICATIONS.

The Contractor shall not use NAVFAC specifications for project LXEZ 02-3920.

64 Drawing A-102, note 6, and Specification Section 08 11 13, paragraphs 2.1 & 1.4, indicate the personnel doors are to be replaced with JIS A 4702, Type-m and also be Level IV rated doors. Is this a blast-resistant door? We are concerned there may be a conflict with these two paragraph requirements and the Arch standard drawing A-501, detail 1, that shows a vent opening in the door. No, this is a not blast resistance door.

The "category IV" means wind pressure resistance category.

Refer to United facilities Criterion, UFC 3-302-01 (2013), Okinawa area.

The UFC has updated Category IV to 243 MPH.

65What is the current Fire Alarm system on the base? Please advise whether the preferred base-wide Fire Alarm system is Motorola, Monoco, or another type?Fire Alarm signal receiving system in Fire Station is MONACO. Building transceiver in each building shall be compatible with MONACO receiving system.
66Site visit photos indicate that the exterior of the HAS structure(s) are unpainted bare concrete. Please confirm this is the exterior finish condition that is expected to remain. Based on Specification 09 90 00 paragraph 1.8.1.1, we understand the only exterior painting is for new concrete and for concrete that has existing paint to remove and replace.

1.8.1.1 Exterior Painting Includes new surfaces and existing coated surfaces of the building and appurtenances as indicated. Also included are existing coated surfaces made bare by cleaning operations.

Follow to Para 1.8.1.1. Not required to paint existing bare unpainted surfaces.
67Can you confirm the current HAS Building construction material? Unless told otherwise, we believe the construction to be a concrete structure with metal doors and metal framing. Is there any interior or exterior metal paneling? It’s difficult to make this distinction from the contract drawings or in the site visit pictures. These facilities are concrete structure and metal plate inside surface with metal doors.
68Is the concrete exterior of the HAS structures to be painted? There is no indication that HAS exterior is to be painted per the drawings, but the specifications lead us to believe the exterior of the concrete structures may need to be painted. The Specification Section 09 90 00 makes multiple references to the surfaces to be painted and the type of paint to use. Please see below paragraphs 1.8.1.1, 3.6.4 and Table 2. Unless advised otherwise, we expect that the exterior surfaces of the 14 HAS are only painted if they have new surfaces or have existing coating to replace (bird screen, doors, piping, etc…).

1.8.1.1 Exterior Painting

Includes new surfaces and existing coated surfaces of the building and appurtenances as indicated. Also included are existing coated surfaces made bare by cleaning operations.

3.6.4 Coating Systems

See above item #66.

69 During the site visit the attendees visited three HAS structures that are part of the 14 we understand are to be repaired as the seed project for this MACC contract. It is our understanding in Basis of Award Part D, award discussion item 2, that the seed project for these repairs at the 14 HAS will be awarded. In light of this:

a. Please clarify which features of the existing HAS that are receiving repairs will be modified after the contract award. To be fair to all of the bidders – can the owner share the scope of the current repairs? Also, which HAS structures are included?

b. Specifically, are there any features of the existing HAS repair scope that will be adjusted for this pricing the seed project? Or will the owner issue a deductive change order post award for the repairs to the current seed bid scope?

The specified repairs for the 14 HAS are already incorporated and identified in the contract drawings and specifications. There are no features of the existing HAS repair scope that will affect the seed project.

70Please advise the location of the laydown area and job trailer location for this Seed Project 1 – HAS. The contractors need to know for bidding purposes: 1) the distance from the laydown area for storage to the HAS structures; 2) the availability of utilities for the job trailer; and 3) the type and condition of the surface at the laydown area to determine what cost to include in the estimates. Will a drawing be provided with the laydown location? There is no specific laydown area and job trailer location for this project yet. It will be determined at the pre-construction meeting. (1) Contractor to assume the laydown area is within 5km from the project site. (2) Refer to specification 01 11 00. (3) No drawing will be provided at this time.
