Question and Answers FA5215-21-R-8001 Medical Logistic Technician
1Q. We are preparing a bid for the above captioned solicitation and I was confused about the pricing worksheet. I wanted to clarify that it is really only a base plus one option year and that option year one is for 1001 FTE, Security Cooperation Program Management FAO.
1A. The pricing worksheet is only a base plus one option year. Amendment 0001 to FA5215-21-R-8001 change Hours to Months. New unit of issue is Months. The option year one is for 1001 FTE. Changed

2Q. As part of the Addendum to Clause 52.212-2 included in the solicitation, it details the evaluation of
1. Technical Acceptability Factor, Subfactor 1 – Experience and Subfactor 2 – Security. Please confirm your intent is for the offeror to include a technical response (Experience and Security) in PART I –
SUMMARY AND MISCELLANEOUS DATA. Concern is that B. 1. (e) states “Do not include any other document or information in or for this Part”.
2A. B. Specific Instructions, 1 Part I – Summary and Miscellaneous Data, (e) “Do not include any other document or information in or for this part.” been change to read, “Submit no more than six (6) pages to address both Subfactor 1- Experience and Subfactor 2 – Security. Intent is for the offeror to submit technical response (Experience and Security) in PART I SUMMARY AND MISCELLANEOUR DATA.
3Q. 2. Attachment 4 – Pricing Schedule lists CLIN 1001 Labor Category as Security Cooperation
Program Management FAO. Please confirm this is a type and offeror should replace with Medical
Logistics Tech in submission.
3A. Confirmed. Attachment 4 – Pricing Schedule CLIN 1001 been changed to read Medical Logistics
Tech. “Security Cooperation Program Management FAO” been removed.
4Q. 3. Solicitation Period of Performance states anticipates start date of 20 July 2021 – understand that is likely just a planning date as it is only 7 days after offeror responses are due. What is the anticipated actual start date to determine if we can accept candidates that may need to move to Hawaii?
4A. 16 Aug 2021/on or about the date.
5Q. Can we submit the proposals via email?
5A. Yes.
6Q. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?
6A. There no current contract in place. This is not a follow on requirement. No contract or task order number to provide.
7Q. Whether companies from outside the USA can apply this (like from India or Canada)?
7A: No.
8Q. Whether we need to come over there for meetings?
8A. No.
9Q. Can we perform the task (related to RFP) outside USA? (like, from India or Canada)
9A. No.
10Q. In order to decrease performance risk, would the Government consider requiring relevant past performance?
10A. Past performance will not be utilize as evaluation factor.
11Q. 2. In order to decrease performance risk, would the Government consider requiring personnel

11A. A resume may be submitted for Subfactor 1 - Experience to address requirements in section 1.4

12Q. Is there an incumbent contractor currently performing this work?
12A. No. See answer 6A
13Q. In order to decrease performance risk, would the Government consider requiring an active Secret
FCL?
13A.No.
14Q. Does the government want a technical section somewhere in the proposal IAW 1. Technical
Acceptability Factor--Subfactors 1 and 2.
14A. See answer 2A. The technical section will be under1 Part I – Summary and Miscellaneous Data.
15Q. Subfactor 2 – Security Offeror’s confirmation ability to obtain SERCET clearance on the start of period of performance. Will the government sponsor the contractor for its FSC?
15A. No. The member working will have access to classified information while performing their duties, so the contractor (company) will need a FCL. So the company would need an active FCL.
16Q. Is there an incumbent for this solicitation? If so, who is the incumbent and what is the contract number?
16A. No. See Answer 6A.
17Q. Is it required that our company have our Secret Clearance at time of submittal?
17A. No, not for submittal. The contractor must confirm ability to obtain secret clearance on the start of period of performance.
18Q. We are close to having our clearance approved – but do not have it yet. Typically, in cases where we are providing personnel, it is sufficient that we have personnel who have a Secret Clearance ability.
Would that suffice?
18A. It is preferred that the member have an adjudicated final SECRET clearance, not just the ability to obtain one.
19Q. Under section 4.2 Security Terms and Conditions, 4.2.1: Contractor/Supplier is responsible to perform background investigations. Can the cost of these services be billed to the end-client (PACAF)?
19A. Cannot be billed as a stand alone CLIN to the end-client.
20Q. Under section 4.2 Security Terms and Conditions, 4.2.1: Security Clearance, what is the cost of e-
QIP and the SF85P Questionnaire that the contractor will be responsible for?
20A. Complete cost.
21Q. Section 4.2.5: Employment Credentials Issue and Turn-in. What is the value/replacement cost for passes/badges?
21A. No replacement cost. If member loses their access badge they will be required to complete a memorandum for record (MFR) that will be signed by their COR and contracting supervisor and submitted to the security office in order to obtain a new badge.
22Q. The government requests contractors provide a quote for 2080 hours per year of support. Does the government require 2080 hours of total support per year or does the government require one full time individual whose level of contracted support would be more in the 1900 hour range (after 11 federal holidays and annual leave are subtracted from the 2080 hours)?
22A. Hours are changed to months. See answer 1A.
23Q. Are there total page limits for part one or part two? Paragraphs B.1 and B.2 on pages 2 and 3 of the solicitation describes the contents of each part and the page limits of specific sections of each part but does not limit the total number of pages for either part.
23A. Part I – Summary and Miscellaneous Data is limited total pages is six (6) pages. Part II Price Data is limited to six (6) pages, section B(2)(c). Part II Price Data is limited to nine (9) pages, section B(2)(d).
Part II Price Data is limited total pages is fifteen (15) pages.
24Q. In which section of which part is a contractor to address its past performance and the requirements in section 1.4.1 of the PWS? Bullet point (e) of paragraphs B.1 and B.2 on pages 2 and 3 of the solicitation states a contractor should “…not include any other document or information in or for this part.” The requirement to address past performance and the requirements in section 1.4.1 of the PWS was not included in the descriptions of paragraphs B.1 and B.2.
24A. In Part I Summary and Miscellaneous Data. Offeror may submit materials to address 1.4.1 requirements. See answer 2A, 11A, 14A.
25Q. We cannot find information in regarding if this is a new solicitation or is there a current contract. Is this a new requirement?
25A. This is a new a solicitation. This is no current contract in place.
26Q. Paragraph 1.1 of the PWS (Description of Services) states, “The primary purpose of this position is to perform medical logistics activities and oversee programs in support of the Medical Readiness Division
(SGX) at Headquarters MAJCOM staff...supporting medical logistics activities at nine military bases in
Pacific Air Forces Area of Responsibility (AOR). Additionally, Paragraph 1.3 (Place of Performance) states, “...Alternate work locations must be authorized in advance by the Contracting Officer
Representative (COR). Alternate work locations and hours of operations will be rare and for compelling reasons to support the PACAF Medical Logistics mission. Alternate work locations must be authorized in advance by the Contracting Officer Representative (COR)” Can the government provide the locations/names of the nine military bases where work is possible? Additionally, if any of these installations are outside of the immediate area, is travel/per diem authorized and will there be a separate
CLIN provided for Travel on a reimbursable basis according to the Joint Federal Travel Regulation
(JFTR)?
26A. Member would be expected to work primarily on location in the office at PACAF/SG or telework from residence, if required (due to pandemic constraints, etc.). Travel is possible to several different installations across PACAF—Yokota AB, Japan, Kadena AB, Japan, Osan AB, South Korea, Kunsan
AB, South Korea, Andersen AFB, Guam, etc.—and a separate CLIN would need to be identified for travel/per diem expenses. See addition to PWS, section 1.5.
There will be separate CLIN for travel upon award.
27Q. According to DOD Manual 5220.22, VOLUME 2 National Industrial Security Program: Industrial
Security Procedures for Government Activities, allows for contractor companies that do not currently possess a Facility Clearance List (FCL) to submit after award of a contract requiring a clearance. Will the government allow the contractor to submit an FCL request to the appropriate Government Contracting
Agency (GCA) request to DSS to process a prospective contractor for an FCL based on a requirement to access classified information in connection with a legitimate USG requirement?
27A. the paragraph should read:
Paragraph 4.2.1.:
“SECURITY CLEARANCE: The contractor must be eligible for and obtain a SECRET Clearance. The contractor shall ensure that each contract personnel access and complete the Electronic Questionnaires for
Investigations Processing (e-QIP), SF86 Questionnaire of National Security Positions, information and documentation through the Internet at http://www.opm.gov/investigations/e-qip-application/.”
28Q. Paragraph 4.13. of the PWS (Performance Evaluation Meeting) states, “The Contracting Officer
(CO) or Contracting Officer Representative (COR) may require the Contractor to meet periodically with the CO, contract administrator, Functional Commander, and other government personnel to review contract performance when necessary.
Question: Will the government allow for these meetings to be done telephonically or virtual?
28A. Remote attendance to the meeting is possible. Need to coordinate with the COR.
29Q. PWS Appendix 1, The content may have been inadvertently erased. Can the Government provide a complete copy?
29A. Heading should’ve been removed. There is no additional information.
30Q. Attachment 2, Instructions to Offerors. (b) Offers may be submitted on the SF 1449.Can the
Government provide the SF 1449?
30A. A SF1449 format will not used for Offerors purpose. The sentence been stricken through.
31Q. Attachment 2, Instructions to Offerors 2. Part II – Price Data (c) Provide a breakout of price elements used to establish the prices. Can the Government explain what are the price elements it wants offerors to provide?
31A. Government cannot provide example. Provide best effort to provide information to establish your proposed pricing. Cost or pricing data does not need to be certified.

32Q. Attachment 2, Instructions to Offerors 2. Part II – Price Data (d) (1) Data other than certified cost or pricing data. Attachment 4, Pricing Schedule, requires offerors to provide Unit Price per hour. What
“Data other than certified cost or pricing data” is the Government looking?
32A. Data other than certified cost or pricing data means pricing data, cost data, and judgmental information necessary for the contracting officer to determine a fair and reasonable price or to determine cost realism. Such data may include the identical types of data as certified cost or pricing data, consistent with Table 15-2 of 15.408, but without the certification. The data may also include, for example, sales data and any information reasonably required to explain the offeror’s estimating process, including, but not limited to–
(1) The judgmental factors applied and the mathematical or other methods used in the estimate, including those used in projecting from known data; and
(2) The nature and amount of any contingencies included in the proposed price.
