Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603) 25 June 2021

The purpose of Amendment 0005 attach FA521521-R-8008 Attachment 4 – Pricing ScheduleV4 and to add the estimation of travel days per year in the PWS, 60 travel days. The combined synopsis-solicitation due is extended to 23 July.

Requirement Description

This is a Request for Proposal prepared in accordance with Subpart 13.5, as supplemented with additional information included in this notice. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.

The solicitation will be issued under the solicitation number FA5215-21-R-8001.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal

Acquisition Circular (FAC) 2019-05, Defense Federal Acquisition Regulation Supplement Publication

Notice (DPN) 20190820, and Air Force Acquisition Circular (AFAC) 2018-0525.

It is the Government’s intent to award a Firm Fixed Priced contract for a Base plus one (1) optional periods of performance.

Period of Performance:

Base Year: 16 August 2021 to 15 August 2022

Option Year one: 16 August 2022 to 15 August 2023

Set Aside

This acquisition is 100% Small Business set aside in regards to size standards. The applicable NAICS is

541611, Administrative Management and General Management Consulting Service Size Standard of

$16,500,000.00

Submission Date

Proposals are due on or before 2:00 PM, Hawaii Standard Time (HST), Friday 23 July 2021.

Submission shall be made via email to the Contracting Officer, TSgt Natalie Bernal at natalie.bernal@us.af.mil. Quotes must reference the solicitation number FA5215-21-R-8001.

Paragraphs (D) and (H) are hereby deleted from the referenced provisions.

Paragraph (C) period for acceptance of offers. The offeror agrees to hold the prices firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

The following is inserted as new paragraph (m) of the provision:

(m) Offer Preparation Instructions.

A. To assure timely and equitable evaluation, the offeror must follow the instructions contained herein.

The offeror is required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. The offeror must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate parts; Part I - Summary and Miscellaneous Data, Part II - Price Data.

B. Specific Instructions:

1. PART I – SUMMARY AND MISCELLANEOUS DATA.

(a) Along with the requirements outline in FAR Clause 52.212-3, Offeror

Representations and Certifications – Commercial Items, offeror(s) shall submit the latest online Representations and Certifications at www.sam.gov along with the proposal. For other clauses and provisions in solicitation, the offeror(s) is/are required to submit the pages that require an offeror fill-in.

(b) Offeror(s) must submit a cover page with the following:

(1) Solicitation Number,

(2) The name, address, and telephone number of the offeror,

(3) CAGE and DUNS number,

(4) Total Price along with discount terms (if any);

(c) Submit an acknowledgement of all solicitation amendments, if issued; as well as, an acknowledgement of all solicitation clauses and provisions

(d) If none proposed, submit an Affirmation of no Exceptions, Deviations, or Waivers

(limited to one page only).

(e) Submit no more than six (6) pages to address both Subfactor – 1 Experience and

Subfactor – 2 Security.

2. PART II – PRICE DATA.

(a) This Part shall contain a completed Pricing Schedule (limited to Attachment - 4 only).

(b) Insert unit prices in the Pricing Schedule (Attach - 4) for each Contract Line Item

Number (CLIN) or Sub CLIN (SCLIN), including all option periods. Additionally, the extended amount must equal the Unit Price multiplied by the number of Units.

The Unit Prices and extended amounts are limited to two (2) decimal places.

(c) Provide a breakout of price elements used to establish the prices (page limit 6).

(d) As part of the specific information required, with an offeror must submit

(page limit of 9)

(1) Data other than certified cost or pricing data (as defined at FAR 2.101).

(2) Information reasonably required to explain the offeror’s estimating processes including, but not limited to:

(i) The judgmental factors applied and the mathematical or other methods used in the estimate, including those used in projecting from known data; and

(ii) The nature and amount of any contingencies included in the proposed price.

(e) Do not include any other document or information in or for this Part.

C. Documents submitted in response to this RFP must be consistent with the following:

1. Requirements of the solicitation (CLINs and PWS) and Government standards and regulations pertaining to the PWS.

2. FAR 52.212-2, Evaluation – Commercial Items, of this solicitation.

3. If a Part in the offer exceeds the specified page limit cited in the Part Content, the excessive pages will not be evaluated.

4. Format for Parts I and II shall be as follows:

(a) Cover pages, Table of Contents, and Tabs will not be counted against the page limits. However, pages depicting tables, charts, graphs and figures will count toward the page limit.

(b) Page Layout shall be 8 1/2” x 11” Letter, except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”.

(c) A page is defined as one face of a sheet of paper containing information.

(d) All printing shall be single-spaced. Spacing characteristics are applicable to charts and graphs.

(e) Typing shall not be less than 10 pitch. Size of print is applicable to charts and graphs.

(f) Page margins shall be a minimum of 1 inch top, bottom, and each side.

(g) The entire original offer shall be submitted via email to natalie.bernal@us.af.mil. The offeror shall submit one electronic version of each deliverable item; do not submit duplicate Parts/files. The electronic version shall be submitted in a format readable by

Microsoft Office, which includes software programs such as WORD, EXCEL, or

PowerPoint. For those pages of the offer that cannot be submitted using Microsoft Office, such as the Standard Form 1449, the Offeror shall include those pages electronically using Adobe Acrobat portable document files (.pdf) format. Scanned copies are acceptable. No zip files will be accepted.

(h) Elaborate formats, bindings, and color presentations are not desired or required.

D. General Information:

ADDENDUM TO CLAUSE 52.212-2

Addendum to FAR 52.212-2 Evaluation--Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other of factors considered. The following factors shall be used to evaluate offers:

1. Technical Acceptability Factor: The Government will evaluate technical proposal on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in Table 1 below.

Subfactor 1 – Experience

Offeror’s submittal documentation addressing requirements in section 1.4 Knowledge Skills, Aptitudes, 1.4.1 of the PWS.

Subfactor 2 – Security

Offeror’s confirmation ability to obtain SERCET clearance on the start of period of performance.

2. Price Evaluation Factor. The Government will evaluate the offer based on Total Contract Price. The price evaluation will be the sum of all priced line items. The Government reserves the right to perform price realism analysis.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the

Government to exercise the option(s).

(c) In order to meet the requirements of FAR Part 6 and FAR Part 17, the price equivalent to the six (6) months extension of services authorized by FAR 52.217-8 will be evaluated and factored as part of the total evaluated price for award. The Government will calculate prices for a quantity equivalent to 6 months by prorating prices offered for CLIN 0001 and all applicable CLINs including Options under

FAR 52.217-9. The total evaluated price will be calculated on the basis of potential maximum 6-month extension using the following formula:

i. CLIN 0001 Unit Price x 6 months

ii. CLIN 1001 Unit Price x 6 months
