1Q. What is the last possible date/time to submit any questions we may have?
1A. The last possible date/time to submit any questions is Friday, 26 May, 2017 at 1700 hours, Japan Standard Time.
2Q. Is the proposal to be submitted as a single PDF file with multiple parts delineated within the file or is it to be submitted as a PDF for each part?
2A. Please submit the proposal as a single PDF file with multiple parts delineated within the file.
3Q. Does the Government have a specific PPQ template they wish us to send out to meet the Past Performance part as we did not see one as an attachment or should we create on ourselves to deliver to our customer(s)?
3A. Please see attachment titled “Past Performance Questionnaire” posted to FBO.
4Q. Section 1.3.18.1 states travel is required to U.S and Foreign countries and FBO outlines a listing of performance locations however section 1.4 Training Area Locations only outlines locations within Japan.
Can the Government clarify the work locations for the project?
4A. The requirement will be performed entirely in Japan.
5Q. There's still no value to the contract on FedBizOps. Will you guys update that soon?
5A. I am assuming that by "value" you are referring to the overall estimated cost of the contract. While the Government does create an Independent Government Cost Estimate (IGCE) that serves as its own estimated cost of the proposed acquisition. The Government may not provide this information to Contractor's. However, a similar requirement was mentioned in the Q and A's of the sources sought, FA5209-16-P-0062. Perhaps this requirement will provide you with some helpful information.
6Q. States the offeror can provide any information (letters, metrics, surveys, etc.) currently available that demonstrates customer satisfaction with overall job performance and/or quality of completed and/or ongoing contracts. Do these items count against the 2-page limit per contract/citation?
6A. Yes.
7Q. The statement that the Past Performance Questionaire (PPQ) and Past Performance Evaluation Cover Sheet are included as separate Attachment 2 and Attachment 3 respectively, but the actual Attachment 2 is the DD Form 254 and Attachment 3 is USFJI 10-503. Will you provide the two required Past Performance documents (PPQ and Evalution Cover Sheet)?
7A. Please see attachment titled “Past Performance Questionnaire” posted to FBO. There will not be a past peformance cover sheet.
8Q. The solicitation states that PPQs shall be sent to A1C Sherry Rhoden, but no due date is given.
Does this mean that the due date for PPQs is the same date as the proposal due date? Please clarify when PPQs are due.
8A. PPQs are due on the same date as the proposal due date, 5:00 pm, 16 June, 2017.
9Q. Period of performance: 1 July 2017 – 30 June 2018. With the delay in issuing the solicitation to mid- May, is the anticipated start date still 1 July 2017?
9A. The anticpated start date is still 1 July, 2017.
10Q. Team number and composition. With no guidance on number of personnel adequate to fulfill the PWS, regardless of lowest price, how will customer evaluate technical submissions?
10A. Technical submissions will be evaluated based on the factors provided in the solictation at ADDENDUM TO FAR 52.212-1; Addenda to FAR 52.212-1 Instructions to Offerors - Commercial Items (April 2014); Part III – Technical Proposal
11Q. The draft PWS included Guam and other non-Japanese Island locations. Current PWS does not.
Does the customer not anticipate using contractor personnel for the training relocation program activities in these locations?
11A. That is correct. This service will take place entirely in the country of Japan.
12Q. Contractor personnel shall possess a Secret clearance within 60 days after contract award. With the current backlog of investigating and granting security clearances, will the customer accept having initiated a security clearance request within 60 days of contract award?
12A. Yes, USFJ will accept the delay as long as the vendor has initiated the required paperwork to start the process. We are well aware of the Government delay in processing security clearances and won't hold that against the vendor.
13Q. Program Events & Estimated Workload. Would the USFJ be willing to provide an approximate calendar of habitual events/exercises for a given calendar year and level (i.e., Type I, II, III)?
13A. There will not be an approxiamte calender provided. Please refer to Appenidx 2: Exercise and Training Schedule and Appendix 3: Estimated Workload.
14Q. I was hoping to learn whether your office intends to release an SF30 document due to the amendment made.
14A. Yes. Please see attachment titled “SF 30-TRRW PWS Amendment.” You will find the released SF30 document.
