(U//FOUO) PURPOSE: This instruction establishes policy and procedures for the management and implementation of Training Relocation Programs for U.S. Forces Japan and Japan-based participating units.

(U//FOUO)1. Scope. This instruction is applicable to staff sections of Headquarters, USFJ and all US military units eligible to participate in Training Relocation Programs under the pertinent bilateral agreements between the US Government (USG) and Government of Japan (GOJ).

(U//FOUO) 2. General. US military forces in Japan demonstrate US commitment and contribute to regional Asia-Pacific stability. Our robust and healthy alliance with the GOJ underpins a strong deterrent capability with the ability to respond to regional contingencies. As the USG continues efforts to create a geographically dispersed, operationally ready, and politically sustainable force, it is imperative that US forces in Japan cooperate with our host nation government and local officials to sustain our healthy alliance. Four formal Training Relocation Programs were implemented to minimize local impacts, increase our readiness, and improve interoperability with the Japan Self-Defense Forces (JSDF). They started with the Field Carrier Landing Practice (FCLP) program which was created in 1991 to reduce jet noise associated with preparing the aircraft carrier for deployment. Next, the Parachute Relocation and the Artillery Relocation Training Program (ARTP) were both established in 1996 based on the Special Action Committee on Okinawa (SACO) final report. Finally, the Aviation Training Relocation (ATR) program was established in 2006 from the United States-Japan Roadmap for Realignment Implementation. The Government of Japan (GOJ) provided funding for these relocation programs under the Special Measures Agreement (SMA) of the Host Nation Support program. Facility maintenance/improvements necessary to support relocated training is also provided by GOJ under either SMA, Special Action Committee on Okinawa or Defense Policy Review GOJ funding lines. Program managers should insure that such costs are not applied against the Japan Facilities Improvement Program (JFIP) funding.

(U//FOUO) 2.1.1. Administer the Training Relocation Program IAW applicable HHQ and bilateral agreements.

(U//FOUO) 2.1.2. Maximize quality of training for US Forces participating in the various programs.

(U) 2.1.3. Remain fiscally solvent and accountable.

(U//FOUO) 3. Training Relocation Subcommittee (TRS)

(U//FOUO//FGI JPN) 3.1. TRS Establishment. The TRS was established on 1 April 1996 to study and make recommendations to the Joint Committee concerning training relocated based on a request made by GOJ in accordance with Article III, Agreement Between Japan and the United States of America Concerning New Special Measures Relating to Article XXIV of the Agreement Under Article VI of the Treaty of Mutual Cooperation and Security Between Japan and the United States of America, Regarding Facilities and Areas and the Status of United States Armed Forces in Japan, 27 September 1995 and other issues pertaining to training relocation referred to it by the Joint Committee.

(U//FOUO//FGI JPN) 3.2. Roles. The United States co-chair is normally the USFJ, Director of Operations (J3) who will be appointed in writing and reported to GOJ. The United States components of the TRS will be designated respectively by the United States co-chairman of the TRS. See ref 10.1 for the TRS Terms of Reference. The Japanese co-chairman is normally the Director of the Local Coordination Division, Bureau of Local Cooperation (BLC), Ministry of Defense.

(U//FOUO//FGI JPN) 3.2.1. Per references 10.1 and 10.10, disagreements between USFJ and BLC, MOD will be discussed at the TRS, and will be forwarded to the Joint Committee, if necessary, for resolution.

(U//FOUO//FGI JPN) 3.2.2. Role of the Alliance Transformation Oversight Panel (ATOP).

Established to oversee the implementation of the initiatives contained in the US-Japan Roadmap for Realignment, the ATOP is a temporary bilateral JC subcommittee designed to manage policy matters associated with implementation of realignment initiatives, of which Aviation Training Relocation (ATR) is one. Though the TRS oversees administration of the ATR program on a day to day basis, until discontinued or when the ATR program policy management is formally relocated under the TRS, the ATOP will remain the venue for meeting Joint Committee reporting requirements to the Four Principles (4P)/Mini SSC. Unlike the other 3 training relocation programs, the 4P maintains direct oversight over the ATR program. As such, the 4P has decision making authority over topics including any further expansion of the program outside Japan. Modifications to/deviations from explicit language in the Roadmap or classified components thereof will require bilateral adjudication, approval by the 4P and likely inclusion in subsequent public release Security Consultative Committee 2+2 Joint Statement(s). The process for soliciting modification to/deviation from the explicit language is contained in the classified component to the 2006 Roadmap for Realignment Implementation.

(U) 3.3. Responsibilities

(U) 3.3.1. USFJ

(U//FOUO//FGI JPN) 3.3.1.2. USFJ/J3 will direct and coordinate USG participation and activities in the TRS per ref 10.1.

(U//FOUO) 3.3.1.3. USFJ/J32 is the Office of Primary Responsibility (OPR) for bilateral coordination and administrative preparation/record keeping.

(U//FOUO) 3.3.1.4. USFJ/J32 will coordinate with USFJ/J03 for the USG written response to official GOJ written requests to conduct Training Relocation for each JFY. These procedural requests are in the form of memorandums to the Joint Committee and occur annually upon the beginning of a new JFY per the bilateral agreements which established each program and are referenced in this instruction.

(U//FOUO) 3.3.1.5. USFJ staff directorates will support USG activities in TRS functions per USG co-chairman coordination.

(U//FOUO) 3.3.1.6. USFJ/J5 will advise on the relation of Training Relocation programs to current USG policy.

(U//FOUO//FGI JPN) 3.3.2. US Army Japan (USARJ), Marine Forces Japan (MARFORJ), Commander Naval Forces Japan (CNFJ), and 5th Air Force (5AF) will participate in TRS meetings when requested by the USG co-chairman per ref 10.1 and 10.2.

4. Fiscal Management

(U//FOUO) 4.1. General. Funds received by the USG from GOJ are under the authority of 10 U.S.C. § 2350k, as Training Relocation funds. A trust fund account 97_8338.003 (Training Relocation Trust Fund) is utilized per DoD FMR, Vol 12, Chap 24, sec 240502.a. Interest accrued on the trust fund account per 31 U.S.C. § 9702 and additional Japanese fiscal year (JFY) contributions made by GOJ to satisfy the ATR cost share are retained in the Training Relocation Trust Fund as residual funds. In accordance with Title 10 U.S.C. § 2350k and DoD FMR, Vol 12, Chap 24, sec 240502.a., residual Training Relocation funds are used to: offset costs incurred in connection with the Training Relocation Program; provide for a contingency liability fund to ensure fiscal stability and prevent anti-deficiencies due to cost overruns or insufficient flight hour credits; and provide for the USG cost share in future years due to bills carried over into subsequent JFYs or due to cost overruns during ATR events.

(U//FOUO) 4.2. Disposition of Training Relocation Funds. Funds excess to program requirements accrues in the Training Relocation Trust Fund year-by-year as these funds do not expire. Transfer of these funds to U.S. appropriations is governed by 31 U.S.C. § 3302(b) (Miscellaneous Receipts Statute). Statutory exemption under 10 U.S.C. § 2350k allows for use of funds that directly contribute to relocation of U.S. forces in the host country, however expenditure of these funds is strictly guided by the augmentation rule of fiscal law which prohibits increases to the effective amount of funds available in an agency’s appropriation.

(U) 4.3. Definitions

(U//FOUO) 4.3.1. Limited Depository Account (LDA). Account established to receive funds from the GOJ to cover the costs of the Training Relocation programs. The LDA is a non-interest bearing account held by Bank of America and is maintained in Japanese Yen.

(U//FOUO) 4.3.2. US Treasury Trust Fund Account. A non-interest bearing account provided to maintain the Training Relocation funds in US currency (dollars).

(U//FOUO) 4.3.3. Direct procurements. Training relocation event expenditures that the USG is obligated to pay using TRS funds.

(U//FOUO) 4.3.4. Indirect procurements. Expenditures that the GOJ has agreed to incur without fiscal obligation to the USG.

(U) 4.4. Responsibilities

(U) 4.4.1. USFJ

(U//FOUO) 4.4.1.1. USFJ/J40, in coordination with USFJ/J05 and DFAS, will manage and provide oversight to the Training Relocation Trust Fund and LDA for ARTP, FCLP and Parachute Relocation. This includes coordination of deposited amounts, and authorization of outbound fund transfers.

(U//FOUO) 4.4.1.2. USFJ/J32 in coordination with USFJ/J05 and DFAS, will manage and provide oversight to the Training Relocation Trust Fund and LDA for ATR. This includes coordination of deposited amounts, and authorization of outbound fund transfers.

(U//FOUO) 4.4.1.3. USFJ/J32 will direct use of Training Relocation funds in support of the four bilaterally established Training Relocation Programs under the authority of the Commander, U.S.

Forces, Japan. USFJ/J3 will insure that expenses related to Training Relocation events are in accordance with relevant bilateral agreements and has the authority to initiate and execute outbound fund transfers.

(U//FOUO) 4.4.1.5. USFJ/J06 provides oversight of program and fund execution and will conduct periodic reviews of bilateral agreements and internal procedures to ensure proper execute of fiduciary responsibilities.

(U//FOUO) 4.4.1.6. In coordination with the USFJ/J05, J3 will issue and periodically update staff guidance on the minimum amount of residual Training Relocation funds to withhold (maintain) in order to safeguard against an Anti-Deficiency Act violation. As required, the USFJ/J32 in coordination with other USFJ staff directorates will establish and conduct a board of officers to recommend the disposition of residual Training Relocation funds in excess of the minimum amount required to withhold in order to safeguard against an Anti-Deficiency Act violation.

(U) 4.5. Procedures

(U) 4.5.1. Deposits into Limited Depository Account.

(U//FOUO) 4.5.1.1. The GOJ transfers the quarterly budget amounts for each program in Yen and notifies USFJ/J40 (for FCLP, ARTP and Parachute Relocation) and J32 (for ATR). The quarterly budget amounts are determined IAW paragraphs 5.4.1.8, 6.4.1.5, 7.4.1.6, and 8.4.1.4 of this publication. These deposits are made to the LDA in at the beginning of each quarter.

USFJ/J40 and J32 notify USFJ/J05 of the deposits and to which program they are linked.

USFJ/J05 then contacts DFAS-Japan, who have the ability to check the LDA record and confirm with USFJ/J05, J40 and J32 that the funds were deposited. (Note: the LDA exists exclusively

as a vehicle for GoJ to transfer funds to the US—under no circumstances is it possible for the US Treasury Trust Account to transfer funds into the LDA)

(U) 4.5.2. Expenditures from Limited Depository or Trust Fund Accounts.

(U//FOUO) 4.5.2.1. GOJ funds for TR are deposited into USFJ's LDA. To enable funds from USFJ's LDA to be used for TR mission requirements, USFJ/J40 (for FCLP, ARTP and Parachute Relocation) or J32 (for ATR) provides an Authorization Letter to USFJ/J05. This authorization enables USFJ/J05 to initiate a transfer of funds via a DD1131 Collection Voucher from USFJ's LDA to DFAS' Air Force LDA which utilizes the pertinent Trust Fund appropriation.

This transfer can take up to 2-3 working days.

(U//FOUO) 4.5.2.2. After the requested funds have been transferred into the US Treasury Trust Fund Account, USFJ/J05 submits an SF1080 to DFAS to move funds from the Trust Fund Account to Yokota AB’s Operations and Maintenance (O&M) Line of Accounting (LOA OAC/OBAN 7452), from which the funds can be disbursed to commercial vendors or government entities.

(U//FOUO) 4.5.2.3. There are two primary methods for disbursement of funds, depending on the payee’s status which is derived from Authorization Letters. For commercial goods and services, USFJ/J05 creates and submits appropriate payment vouchers to DFAS-Japan. For government organizations, USFJ/J05 creates and submits funding documents (such as Miliitary Interdepartmental Purchase Request (MIPR), Miscellaneous Obligation Reimbursement Document (MORD), or an AF Form 616). USFJ/J40, J32 and J05 record and track all funding documents until they are closed-out by the payee.

(U//FOUO) 4.5.2.4. Funding documents that still have a balance at the end of the year are reviewed and balances refunded to the Trust Fund Account as appropriate.

(U//FOUO) 4.5.3. USFJ/J05 and DFAS-Japan maintain awareness of all transactions and verify the LDA and Trust Fund Account balances monthly.

(U//FOUO) 4.5.4. At the end of the JFY, USFJ/J40 (for FCLP, ARTP and Parachute Relocation) and J32 (for ATR) reconcile all GOJ LDA deposits with the total expenditures for the year.

(U) 5. Field Carrier Landing Practice (FCLP) Training Relocation Program.

(U/FOUO//FGI JPN) 5.1. General. Both governments agreed to formal noise abatement countermeasures on 19 September 1963 (69th Joint Committee) which was later amended on 20 November 1969; although effective for daily operations at NAF Atsugi, these measures did not provide the quality of life sought by local residents when FCLP training was conducted.

Therefore, GOJ requested the carrier wing conduct FCLP at other locations, such as Misawa Air Base (AB) and Marine Corps Air Station (MCAS) Iwakuni. Due to the unsustainable ad-hoc conditions for addressing the impacts of FCLP training on areas surrounding NAF Atsugi, the USG requested an alternate site for FCLP training for the resident carrier wing at NAF Atsugi during the 476th Joint Committee meeting on 25 February 1982. In 1989, the USG conditionally accepted Iwo To as an “interim alternate” FCLP location (note: Iwo To is often referred to as “Iwo Jima” in older documents). After several years of trials, on 25 February 1997 the Joint Committee approved the FCLP Program in the 778th Joint Committee meeting, see ref 10.3 which also prescribes the use of Iwo To. Ref 10.4 outlines the FCLP Program’s budgeting process.

(U//FOUO) 5.2. Applicability. The bilateral agreements which establish and implement the FCLP Training Relocation Program are applicable to U.S. forces based at NAF Atsugi which have the requirement to conduct FCLP. As such, it is bilaterally recognized that the FCLP Training Relocation Program currently applies to CTF7 and CNFJ. Specifically, CTF7, in coordination with CNFJ, will conduct FCLP training in Japan per this instruction.

(U) 5.3. Definitions

(U//FOUO) 5.3.1. Field Carrier Landing Practice. To ensure safe operations on aircraft carriers, extensive training on land is required prior to conducting high risk carrier landings and carrier qualification for pilots and crews.

(U//FOUO) 5.3.2. Carrier Qualification (CQ). CQ is conducted on an aircraft carrier and is required prior to normal carrier operations for pilots and crews. CQ is conducted both day and night and contains graded events which require a rapid cycle of landing and launching of aircraft.

(U) 5.4. Responsibilities

(U) 5.4.1. USFJ

(U//FOUO//FGI JPN) 5.4.1.1. USFJ/J3 will provide oversight of the FCLP Relocation Training Program per references 10.1, 10.3 and 10.4.

(U//FOUO) 5.4.1.2. USFJ/J32 is the OPR for policy and execution of the FCLP Relocation Training Program in Japan.

(U//FOUO) 5.4.1.3. USFJ/J40 is the OPR for logistics oversight and fund management of the FCLP program.

(U//FOUO//FGI JPN) 5.4.1.4. Per the examples in ref 10.3 and 10.4, USFJ/J40, in coordination with USFJ/J32 and CNFJ, will compile and submit to Supply and Serices Support Division (SSSD) of the BLC, MOD a total cost estimate for FCLP Training Relocation to be conducted in the following JFY by the end of June of each year. The estimate will include a summary, a breakdown of costs, and a detailed explanation of those additional expenditures. The cost estimate is based on recent, per-event historical costs overlaid onto future training requirements for the year.

(U//FOUO//FGI JPN) 5.4.1.5. Per ref 10.3, USFJ/J40 will provide written advance notification for coordination of logistics support fifty (50) days in advance of training to the Bureau of Local Cooperation (BLC), Japan Ministry of Defense (MOD). USFJ/J40, using the templates in ref

10.3 and 10.4, will then provide detailed, written information of logistics support requirements thirty (30) days before the training period and actual support requirements no later than seven

(7) days in advance of training to BLC, MOD.

(U//FOUO//FGI JPN) 5.4.1.6. Per ref 10.3, MOD will provide JSDF transport of USG equipment and personnel in support of FCLP Relocation Training. GOJ uses the authorities in Article 100 of the Self-Defense Force Law to provide this support as the article stipulates that the JSDF can provide transportation service upon the request from other GOJ ministries. As such, GOJ requests that a Diplomatic Note be submitted by the USG to the Ministry of Foreign Affairs (MOFA). Therefore, USFJ/J32, in coordination with USFJ/J40, will provide FCLP Relocation

Training notification (see attachment 2) to the Embassy of the United States of America, Tokyo (Atttn: Political-Military Unit Office) in order to create and submit a Diplomatic Note notifying MOFA of the FCLP Relocation Training and request support per ref 10.3.

(U//FOUO//FGI JPN) 5.4.1.7. USFJ/J4, in coordination with USFJ/J32, CNFJ and BLC, MOD, will ensure facilities on Iwo To meet current FCLP training requirements per ref 10.3.

(U//FOUO//FGI JPN) 5.4.1.8. USFJ/J40, using templates in ref 10.4, will submit a proposal for quarterly payment schedule to SSSD BLC, MOD by the end of February of each year per ref 10.4.

(U//FOUO//FGI JPN) 5.4.1.9. USFJ/J40 will coordinate with BLC, MOD to fund for the purchase of support equipment in support of the FCLP Training Relocation event(s) per ref 10.4.

(U//FOUO//FGI JPN) 5.4.1.10. NLT 30 April of the following JFY, USFJ/J40 will conduct reconciliation with SSSD, BLC, MOD per ref 10.4.

(U//FOUO) 5.4.1.11. Maintenance of US facilities. Maintenance of US facilities associated with TR execution is a GOJ responsibility to be managed under SMA funding, not under FIP.

Maintenance facilities used by SDF in the absence of US presence should be funded by MOD separate from either SMA or FIP funding. Please coordinate with USFJ/J42 for FIP questions.

(U) 5.4.2. CNFJ

(U//FOUO) 5.4.2.1. IAW paragraph 5.4.1.4, coordinate with USFJ/J40 and USFJ/J32 on FCLP detachments for cost estimate formulation.

(U//FOUO//FGI JPN) 5.4.2.2. Immediately inform and continually update USFJ/J32 on FCLP event schedule plans and changes to enable formal notification per ref 10.3. This requirement is not waiverable.

(U//FOUO//FGI JPN) 5.4.2.3. Six months prior to scheduled event, advise USFJ/J40 and USFJ/J32 of logistical requirements for each FCLP Training Relocation event to enable formal notification and coordination per ref 10.3.

(U//FOUO//FGI JPN) 5.4.2.4. Upon discovery, advise USFJ/J40 and USFJ/J32 of facilities improvement requirements on Iwo To per ref 10.3.

(U//FOUO//FGI JPN) 5.4.2.5. Develop local procedures for coordination with the designated Japan Self-Defense Force (JSDF) unit(s) to provide transport (airlift or sealift) to and from Iwo To per ref 10.3.

(U) 5.5. Procedures

(U//FOUO//FGI JPN) 5.5.1. Per ref 10.3, the primary location to relocate and conduct FCLP operations is currently Iwo To. In the event Iwo To is not available, designated FCLP alternate locations of NAF Atsugi, Misawa AB, MCAS Iwakuni, and Yokota AB may/will be used.

(U//FOUO) 5.5.2. BLC, MOD will determine the requested budget amount based on the USFJ estimate and the volume of training conducted on Iwo To and JSDF support provided in the past relocated FCLP training.

(U//FOUO) 5.5.2.1. Upon Japanese Diet approval of the GOJ budget, BLC, MOD will notify USFJ of the appropriated amount for the following JFY and the amount to be transferred to USFJ on a quarterly basis during the next JFY per the payment schedule proposed by USFJ.

(U//FOUO//FGI JPN) 5.5.3. The SSSD, BLC, GOJ will provide transportation of US fuel from mainland Japan to Iwo To, liquid oxygen (LOX) and procurement of nitrogen, food, billeting and housekeeping, facilities maintenance, utilities, air transportation of USFJ personnel, equipment and materials, medical evacuation/search and rescue/firefighting and crash crew services, medical equipment, air traffic control and tower services, garbage and waste oil disposal, and ground support equipment. All procedures for the above are delineated in ref 10.3.

(U//FOUO//FGI JPN) 5.5.3.1. The JSDF will provide a total of eight round trip flights.

Stipulations on JSDF support flights are outlined in ref 10.3.

(U//FOUO//FGI JPN) 5.5.3.2. Per ref 10.3, the JSDF will provide vehicle transportation on Iwo To; any discrepancies unable to be resolved between carrier wing participants and CNFJ with the JSDF shall be reported to J32 for resolution with BLC, MOD.

(U//FOUO//FGI JPN) 5.5.3.3 Per references 10.1 and 10.4, disagreements between USFJ and BLC, MOD will be discussed at the TRS, and will be forwarded to the Joint Committee, if necessary, for resolution.

(U//FOUO) 5.5.4. The following summarizes Joint Committee requirements for FCLP Training Relocation:

(U) 5.6. Fund Management

(U//FOUO//FGI JPN) 5.6.1. Based on the annual GOJ formal request to conduct FCLP at Iwo To, GOJ funds all of the relocation costs associated with FCLP. These expenditures, to include flight hour rates, are captured in cost categories per ref 10.3.

(U//FOUO) 5.6.4. IAW Title 10 U.S.C. § 2350k and DoD FMR, Vol 12, Chap 24, sec 240602.a., Training Relocation funds shall be credited to the appropriate trust fund account which has been

established in the U.S. Treasury and are available only for costs incurred in connection with the Training Relocation Programs for which the contribution was made.

(U//FOUO) 5.6.5. After bilateral reconciliation is complete, all unexpended FCLP Training Relocation funds that were earmarked by the GOJ for the execution of events will be returned to the GOJ by 30 April of the following JFY. .

(U) 6. Artillery Relocation Training Program (ARTP).

(U//FOUO//FGI JPN) 6.1. General. The Special Action Committee on Okinawa (SACO) Final Report of 2 December 1996 suspended artillery live-fire training conducted by US Forces over Highway 104 on Okinawa and relocated the regular live-fire training to maneuver areas on mainland Japan, (ref 10.5). Additionally, the Memorandum of the Ad Hoc Working Group on Artillery Training Relocation dated 12 August 1996 established the ARTP which was approved by the Joint Committee on 29 August 1996 (ref 10.6). Per ref 10.6, the USG will retain the flexibility to conduct maintenance firing on Okinawa and designated five U.S. Marine Corps and Japan Ground Self-Defense Force (JGSDF) maneuver areas on mainland Japan to be used for ARTP. Table 1 lists all designated maneuver areas for the ARTP which were deemed suitable for artillery training.

(U//FOUO) 6.2. Applicability. The bilateral agreements which established the ARTP are applicable to US forces that have the requirement to conduct artillery training over Highway 104 in Okinawa. As such, it is bilaterally recognized that the ARTP currently applies to MARFORJ and they will conduct artillery live fire training in Japan per this instruction.

(U) 6.3. Definition

(U//FOUO) 6.3.1. Artillery Training. Per Joint Publications 1-02 and 3-09, artillery training encompasses the equipment, supplies, ammunition, and personnel involved in the use of cannon, rocket, or surface-to-surface missile launchers. Force posture modifications requiring inclusion in relocation programs not specifically addressed within bilateral agreements will likely require GOJ consent.

(U) 6.4. Responsibilities

Per the processes outlined in ref 10.8, USFJ/J40, in coordination with USFJ/J32, will compile and submit to SSSD, BLC, MOD a total cost estimate for ARTP to be conducted in the following JFY by the end of June of each year. The cost estimate is based on recent, per-event historical costs overlaid onto future training requirements and locations for the year.

(U//FOUO//FGI JPN) 6.4.1.5. USFJ/J40 will submit a proposal for quarterly payment schedule to BLC, MOD by the end of February of each year per ref 10.8.

(U//FOUO//FGI JPN) 6.4.1.6. Per ref 10.6 and 10.7, USFJ/J32 will bilaterally coordinate the annual ARTP training schedule for the next JFY. The ARTP Annual Planning Conference (APC) typically occurs in November or December prior to the next JFY.

(U//FOUO) 6.4.1.7. At the beginning of each JFY (1 April), USFJ/J40 in coordination with USFJ/J32, will notify BLC, MOD of any additional cost required for the current JFY based on the training schedule, as required.

(U//FOUO//FGI JPN) 6.4.1.8. Per ref 10.7 and 10.8, USFJ/J32 will bilaterally coordinate and provide oversight of each ARTP events’ Initial Planning Conference (IPC), Site Survey, and Final Planning Conference (FPC).

(U//FOUO) 6.4.1.9. USFJ/J32 will coordinate with the US Embassy and Consulates to provide advance notification of ARTP events.

(U//FOUO//FGI JPN) 6.4.1.10. USFJ/J32 will ensure that expenses are authorized based on the cost categories provided in ref 10.7.

(U//FOUO//FGI JPN) 6.4.1.11. USFJ/J32 will ensure US forces’ compliance with references 10.6, 10.7, and 10.8 and will coordinate discrepancies with BLC, MOD.

(U//FOUO//FGI JPN) 6.4.1.12. USFJ/J40 will coordinate with SSSD, BLC, MOD to fund the purchase of support equipment in support of ARTP event(s) per ref 10.8. Following each IPC, USFJ/J40 will obtain indirect procurement requests from MARFORJ for the purchase of this equipment.

USFJ/J40, in coordination with USFJ/J32, will provide BLC, MOD a payment record with supporting documentation for each cost category per ref 10.8,paragraph 6.6.5, and its enclosures for each month of the JFY by the end of the following month. For March, notification will be made by 10 April.

(U//FOUO) 6.4.1.14. USFJ/J32, upon request by BLC, MOD, will provide a round-count of total expended artillery rounds after each ARTP event.

(U//FOUO//FGI JPN) 6.4.1.15. Per ref 10.8, USFJ/J40 will conduct annual reconciliation with BLC, MOD by April 30 following the end of the JFY.

(U) 6.4.2. MARFORJ

(U//FOUO) 6.4.2.1. In conjunction with the Annual Planning Conference, coordinate and submit information to USFJ/J40 for the formulation of the JFY cost estimate and schedule.

Coordinate with USFJ/J32 to synchronize the planning and execution of each ARTP event, to include submission of scale, dates of training, participation in the IPC and FPC, review of ARTP event maneuver area Memorandum of Agreement (MOA) and submission of Notice to Airmen (NOTAM), if applicable. MOA edits and NOTAM submissions must be completed prior to the FPC for each event.

(U//FOUO//FGI JPN) 6.4.2.3. Per ref 10.8, following each IPC, submit an indirect procurement request with justification using the Logistics Support Request to BLC, MOD via USFJ/J4 for the purchase of equipment and/or acquisition of support for each ARTP event. A final procurement request will be required 30 days prior to the commencement of the actual ARTP event, normally after the Transportation Conference.

(U//FOUO) 6.4.2.4. Coordinate and conduct a Transportation Conference with USFJ/J40 and BLC, MOD following the IPC.

(U//FOUO//FGI JPN) 6.4.2.5. Per ref 10.8, for each ARTP event, conduct a site survey of agreed to maneuver area prior to the scheduled ARTP event to ensure proper force and equipment bed down are achieved. Site surveys will be accomplished no more than 4 calendar days to include travel to/from maneuver area. Site surveys will be facilitated by USFJ/J32.

(U//FOUO//FGI JPN) 6.4.2.6. Per ref 10.7, conduct an EOD sweep of the maneuver area after each ARTP event or request JGSDF assistance.

(U//FOUO//FGI JPN) 6.4.2.7. Per ref 10.7, adhere to local range regulations while conducting the training.

(U//FOUO) 6.4.2.8. Submit supplementary logistics support request to BLC via J40, and courtesy copy J32, no later than 20 calendar days before the training event. Changes to the logistics support request less than the 20 calendar day requirement may not be accepted by

BLC, MOD.

(U//FOUO//FGI JPN) 6.4.2.9. For direct procurement requests, MARFORJ will ensure any direct procurement items are in accordance with the cost categories specified in ref 10.8 and paragraph 6.6.5. For program oversight, provide a copy of direct procurement requests to USFJ/J32 for validation with BLC, MOD (USFJ/J32 will coordinate validation with USFJ/J40).

MARFORJ could be liable for direct procurement expenditures that are not in accordance with the bilaterally agreed cost categories per ref 10.8. Training cost reimbursements will be decremented as required.

(U//FOUO) 6.4.2.10. Inspect the services and supplies provided by GOJ and confirm that the services and supplies are in accordance with requests.

(U//FOUO) 6.4.2.11. Validate receipt of indirect and direct procurement requests by designating an appropriate member to sign hand receipts.

(U//FOUO) 6.4.2.12. At the end of each ARTP event, MARFORJ will validate and sign the Form 1 documents presented by BLC, MOD to close-out the transaction. Use and compare information on the Logistics Support Request, Hand Receipts, and Form 1 documents to properly validate receipt of the requested items.

(U//FOUO) 6.4.2.13. Provide signed hand receipts and corresponding Form 1 to USFJ/J40 at the end of each ARTP event. These documents will be used to reconcile TRS funds at the end of the current JFY.

(U//FOUO) 6.4.2.14. Submit the total number and types of artillery ammunition expended to USFJ/J32 for forwarding to BLC no later than 10 calendar days after each ARTP event.

(U) 6.5. Procedures

(U//FOUO//FGI JPN) 6.5.1. Per ref 10.6, the training to be relocated should be at the same quality and scale as the training that would otherwise have been conducted at Camp Hansen.

(U//FOUO//FGI JPN) 6.5.2. Per ref 10.6, ARTP will be conducted at most thirty-five (35) days a year in total at different sites among the above listed maneuver areas. The 35 days only pertain to live-fire training days and does not include deployment, maintenance, redeployment time and other days that may be mutually coordinated.

(U//FOUO//FGI JPN) 6.5.3. Per ref 10.6, the 35 training days will be implemented into at most four (4) events per JFY and each training period will be a maximum of ten (10) training days.

(U//FOUO//FGI JPN) 6.5.4. Per ref 10.6, the ARTP will be conducted at the maneuver sites on a rotating basis with one location always being at rest in any given JFY.

(U//FOUO//FGI JPN) 6.5.5. Ref 10.6 prescribes the training scale of ARTP events but does not categorize events by unit size, such as battery-level, battalion-level, etc. Training scale, in the context of the ARTP, pertains to the number of howitzers, vehicles, and personnel.

(U//FOUO//FGI JPN) 6.5.6. Ref 10.7 prescribes bilateral planning conferences for each ARTP event which normally occur approximately six months prior to each event.

(U//FOUO//FGI JPN) 6.5.7. Per ref 10.8, upon Japanese Diet approval of the GOJ budget, BLC, MOD will notify USFJ of the appropriated amount for the following JFY and the amount to be transferred to USFJ on a quarterly basis during the next JFY per the payment schedule proposed by USFJ.

(U//FOUO//FGI JPN) 6.5.8. Per references 10.1 and 10.8, disagreements between USFJ and BLC, MOD will be discussed at the TRS, and will be forwarded to the Joint Committee, if necessary, for resolution.

(U//FOUO) 6.5.9. There are no requirements for US forces to conduct courtesy calls on local officials, press conferences or media days during an ARTP event. These events may be considered and conducted at the discretion of MARFORJ. COMUSFORCESJAPAN encourages courtesy calls on local officials in areas where there is no regular US forces’ presence and further encourages coordination to conduct volunteer activities that promote and foster a positive habitual relationship with the community hosting the ARTP event.

(U//FOUO) 6.6.1. Based on the annual GOJ formal request to conduct ARTP, GOJ funds all of the relocation costs associated with the program. BLC, MOD will determine the requested budget amount based on USFJ cost estimate and the volume of training conducted. Once the new JFY budget is passed, MOD will notify USFJ of the amount of relevant costs requested in the budget for the following JFY.

(U//FOUO//FGI JPN) 6.6.2. Per ref 10.8, BLC, MOD will transfer a specified amount, as indicated from paragraph 6.4.1.5, at the beginning of each quarter of the JFY to the LDA established by USFJ. (U//FOUO) 6.6.4.2. USFJ/J40 will provide procurement requirement form for “Services and Supplies” to BLC 40 days prior to transportation services/supplies are required. When the US side revises or cancels the content of the procurement, the US side shall promptly notify the Japanese side of such revision or cancellation.

(U//FOUO) 6.6.4.3. USFJ/J40 will coordinate and process ammo escort reimbursement after each ARTP munitions delivery.

(U//FOUO) 6.6.4.4. For equipment purchases, USFJ/J40 will prepare and submit detailed justification to and obtain advance consent with BLC.

(U//FOUO) 6.6.4.5. In coordination with SAPO-J, J40 will authorize RIK transfer based on availability of funds.

(U) 7. Parachute Training Relocation Program.

(U//FOUO//FGI JPN) 7.1. General. In the 1996 SACO Final Report (ref 10.5), the USG agreed to move all parachute and aerial drop operations from Yomitan DZ to Ie Shima AA, off the northwest coast of the Motobu Peninsula, Okinawa. On 21 October 1999, the Joint Committee approved the relocation of parachute training from Yomitan DZ to Ie Shima AA (see ref 10.9 and 10.10). Per ref 10.11, this program does not prohibit the use of other areas for parachute training on Okinawa, such as Ridout DZ on Kadena Air Base. However, on 25 January 2007, the 932nd Joint Committee concluded with the understanding that Ie Shima is the primary location for parachute and aerial drop training on Okinawa, and Kadena Air Base (Ridout DZ) is used only for exceptional cases, such as conditions at Ie Shima not being appropriate for meeting the needs of training (ref 10.12).

(U//FOUO) 7.2. Applicability. The bilateral agreements which established and implemented the Parachute Training Relocation Program are applicable to Okinawa-based US forces which have the requirement to conduct parachute training on Okinawa.

(U) 7.3. Definitions

Parachute Training. “Parachute training” as mentioned in references 10.9, 10.10, 10.11 and 10.12 and used in this instruction is defined per Joint Publication 3-17 as Airdrop, which is the unloading of personnel or materiel from aircraft in flight and includes all methods of delivering personnel, equipment, and supplies from an airborne aircraft.

(U//FOUO//FGI JPN) 7.3.2. W-178/W-178A. Per ref 10.21, areas W-178 and W-178A are defined as the air space covered under the extent of the area related to Ie Shima Auxiliary Airfield, FAC 6005. Per ref 10.13, the controlling agency of this air space is Camp Butler, Marine Corps Installations Pacific.

(U//FOUO) 7.3.3. Controlling Agency. The agency that has approval authority over the designated special use airspace (training range). This agency will resolve conflicts in range requests and apply locally established priorities among users. Unresolved disputes will be referred to USFJ/J32.

Per ref 10.9, GOJ will fund the relocation costs associated with relocated parachute training up to a maximum of 56 days of completed training per year, within 112 days of scheduled training per year, to included cancellations due to weather, during the JFY. Parachute training conducted under Title X USG funds at Ie Shima AA are not subject to these constraints.

(U//FOUO//FGI JPN) 7.6.7. US forces participating in the Parachute Training Relocation Program will be liable for direct procurement expenditures that are not in accordance with the bilaterally agreed cost categories per ref 10.10 and listed in paragraph 7.6.5. Training cost reimbursements will be decremented as required.

(U) 8. Aviation Training Relocation (ATR) Program

(U//FOUO//FGI JPN) 8.1. General. The ATR Program is a result of the May 2006 United States-Japan Roadmap for Realignment Implementation also known as the Defense Policy Review Initiative’s “Final Report,” (see ref 10.14). This bilateral program’s purpose or goals, UNCLASSIFIED // FGI JPN // FOR OFFICIAL USE ONLY commonly referred to as the “three pillars”, are to increase operational readiness, to improve interoperability, and to reduce local training impacts. This is achieved by moving unilateral jet fighter training of U.S. forces stationed in Japan that would have been scheduled for execution in certain areas, primarily Okinawa, and dispersing it to six Japan Air-Self Defense Force Bases (JASDF) on mainland Japan. . Per ref 10.15 (the bilateral agreement that provides the bilateral framework to implement the ATR Program), the six JASDF air bases on mainland Japan designated to host ATR events are as follows: Tsuiki Air Base, Nyutabaru Air Base, Hyakuri Air Base, Chitose Air Base, Komatsu Air Base, and Misawa Air Base (JASDF side of base). GOJ is responsible for funding base improvements to support domestic ATR which is done separately from ATR cost share. In keeping with bilateral goals outlined in the 28 May 2010 2+2 Joint Statement, an agreement was concluded between the USG and GOJ in January 2011 which expanded the ATR Program. Central to this expansion effort was to include Guam Island and territories under the administration of the United States (see ref 10.17).
