13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. gen_id: The contractor shall provide all management, tools, equipment, transportation, supervision and labor necessary to conduct planning, scheduling, coordination, programming, documentation, accounting, reporting and other services related to the United States Government’s participation in the Tilt-Rotor/Rotary Wing (TR/RW) program and other training relocation events. Contractor personnel shall routinely interface and coordinate with personnel (including senior officers and civilians) from flying and support units, 5 AF, United States Forces Japan (USFJ) and components, Pacific Air Force (PACAF), Japanese Air Self Defense Forces (JASDF), Bureau of Land Cooperation (BLC), local defense bureaus, and other agencies.

In addition, the contractor shall possesses a valid Facility Clearance (FCL) for the duration of the contract.

Item 10h. Prior approval of the government contracting activity is required before any subcontracting. Access to classified foreign government information requires a final U.S. Government clearance at the appropriate level.

Item 10j. See DoDM 5200.01, V4, DoD Information Security Program: Controlled Unclassified Information (CUI), Encl 3 &4 Item 10k. USFJ will provide access to SIPRNET workstations and network which contractor may use to perform research and to produce reports.

Item 11a. Releasing contractor or Government activity will furnish complete classification guidance performance on this contract. Contractor's access is restricted to or access will be gained at HQ USFJ, Yokota AB, Fussa Japan. If any classified information is generated in the performance of this contract at the identified location, the contractor shall apply derivative classification and markings consistent with the source material.

Item 11c. All classified material information received or generated under this contract is the property of the U.S. Government, regardless of proprietary claims. At the termination or expiration of this contract, the appropriate U.S. Government Agency will be contacted for proper disposition instructions. Any classified information generated in the performance of this contract shall require the contractor to apply derivative classification and markings consistent with the source material.

Item 11f. Contract performance located outside the U.S. , U.S. Possessions and Trust Territories are at Yokota AB, Fussa Japan. All personnel will obtain an AOR specific foreign travel brief within 90 days of travel and will provide proof of training to the FSO.

Item 11j. OPSEC requirements apply. See Statement of Work (SOW) for requirements. Contractor must comply with any OPSEC requirement/clauses indicated in the contract. OPSEC requirements pertain to performance at Yokota AB, Fussa Japan only.
