K-901 CONSTRUCTION CONTRACTOR LICENSE

Offeror shall submit 4 copies of “special construction license” under applicable law of Japan together with offer, to demonstrate compliance with FAR 52.236-7 as modified.

Joint venture or Partnership - the special construction license of each member of the JV or each partner of the partnership must be submitted together with the offer

Such offeror that fails in representation of the above required license will not be considered for award.

Questions and Answers at Conference:

Q1: How will price coefficient apply to ELIN for conversion of nighttime to daytime work?

A1: The applicable coefficient is indicated per type of “A”, “B”, or “C” for each ELIN in Exhibits.

Q2: Is the fuel for construction equipment considered as hazardous material?

A2: Hazardous material is defined under the latest version of Federal Standard No. 313, as stipulated in FAR clause 52.223-3.

Q3: What is the percentage of daytime work in the estimated quantities of ELINs for the nighttime work?

A3: Approx. 10 thru 30% were daytime work under the previous projects.

Q4: Will a stockyard close to the airfield be available on base for the contractor’s use?

A4: It will be subject to coordination with the

Government through AF Form 103.

Q5: Will the *Apple Gate be available for delivery of items except for asphalt/concrete into the base during the non-operating hours, if the contractor coordinates with the Government?

*Apple Gate is the entry gate into Misawa Air Base for heavy equipment trucks and vehicles with maximum loading capacity of 680kg or more.

A5: No. Items other than asphalt/concrete shall be delivered through the Apple Gate during the operating hours from 0600 – 1400 hours, Monday through Friday. Only asphalt/concrete can be delivered through the Apple Gate during the non-operating hours per advance coordination with the Government.
