GENERAL CONTRACT REQUIREMENTS

PART 1 - GENERAL

1.1 GENERAL DESCRIPTION: This is an Indefinite Delivery/Indefinite Quantity

(IDIQ) Contract, Airfield/Pavements IDIQ Contract, Misawa AB, Japan. The scope of the contract encompasses repair, maintenance, and/or construction of airfield pavement, roads, parking lots, and their associated incidental work, such as, but not limited to, traffic striping, curb/gutter, U-ditch, drainage pipes, manhole, earthwork, fences/gates, ground repair in the airfield on Misawa Air Base, Japan. This is an IDIQ contract wherein work will be accomplished through issuance of the task order(s) on DD Form 1155 (DD 1155). The task order consists of work elements which are to be performed by the contractor to achieve specific construction requirements in the Scope of Work (SOW). In the task order, the contractor shall furnishing all labor, equipment, materials, and services including temporary work, overhead, and management necessary to perform all operations required to complete the construction for use, in accordance with the specifications and drawings, within the terms and conditions of the contract. The contractor must thoroughly understand the requirements of each Contract Line Item Number (CLIN) and its corresponding Exhibit Line Item Numbers (ELINs) described in this specification section to satisfy themselves of the required scope of work to be completed under the respective line items.

1.1.1 Contract Line Items/Exhibit Line Items:

1.1.1.1 GENERAL: Pricing schedule of this contract is structured in the Section B with its corresponding Exhibits A thru C. CLIN 0001, 1001, and 2001 specified in the pricing schedule, Section B of solicitation/contract are for basic year, option year one (1), and option year two (2), respectively. ELIN A001, B001 and C001 listed in the Exhibit A, B and C correspond to CLIN 0001, 1001 and 2001, respectively.

Work to be performed under this contract will be composed by an aggregate of applicable Line Items listed in the Pricing Schedule. The principal features of the work to be included under the Line Items are noted herein. Work required by the drawings, specification and not particularly mentioned shall be included in the contract prices for the Line Items to which the work applies.

LINE ITEMS: The items listed hereinafter are the respective ELINs and are also listed in the Pricing Schedule.

1.1.1.2 SURVEY

ELIN A001AA, B001AA, and C001AA, Topographic Survey and Report, 2,000

SM Area (Daytime) ELIN A001AB, B001AB, and C001AB, Topographic Survey from Bench Marks and Report, 2,000 SM Area (Daytime) ELIN A001AC, B001AC, and C001AC, Topographic Survey with GPS and

Report, 2,000 SM Area (Daytime)

A survey to identify/verify required items of work and quantities per the scope of work listed in the Task Order (DD 1155). The survey shall consist of physically measuring, including the locations and elevations of existing natural features, and locations, elevations, inverts, pipe sizes, etc. of man-made features, and mapping the entire area described in the Task Order. The report shall consist of a report per area, identifying quantity, unit price, and amount for individual proposal items and total cost to complete the work. This proposal item shall be exercised in quantities of 2,000 SM increments, appropriate to the scope of the Subject Task Order.

ELIN A001AD, B001AD, and C001AD, Survey and Report, Concrete Curbs, Gutters, Sidewalks and/or Crack Sealing (Daytime)

A survey to identify/verify required items of work and quantities per the scope of work listed in the Task Order (DD 1155). The survey shall consist of physically measuring the linear length described in the Task Order. The report shall consist of a report per linear meter, identifying quantity, unit price, and amount for individual curbing, gutters, sidewalks and crack sealing proposal items, respectively, and total cost to complete the work.

ELIN A001AE, B001AE, and C001AE, Survey and Report, Pavement Markings

(Daytime)

A survey to identify/verify required items of work and quantities per the scope of work listed in the Task Order (DD 1155). The survey shall consist of physically measuring the marking areas described in the Task Order. The report shall consist of a report per square meter, identifying quantity, unit price, and amount for individual pavement markings proposal items, respectively, and total cost to complete the work

ELIN A001AF, B001AF, and C001AF, Survey and Report for Rubber Markings, 2,000 SM Area (Daytime)

A survey to identify/verify required items of work and quantities per the scope of work listed in the Task Order (DD 1155). The survey shall consist of physically measuring the linear length described in the Task Order. This proposal item shall be exercised in quantities of 2,000 SM increments, appropriate to the scope of the Subject Task Order.

1.1.1.3 TEST

ELIN A001AG, B001AG, and C001AG. Field CBR and Lab Tests of Paved

Airfield, Roads and Parking Lots (Nighttime)

Field CBR (California Bearing Ratio) and laboratory test of paved airfield, roads, parking lots shall be per each (EA) test completed, including and not limited to saw cutting a 1 meter by 2 meter rectangle, removal of AC, performing a field CBR test and in-place density test, determining the thickness, sampling and testing in-place base/sub-base course, backfilling and compacting, reconstruction of pavement structure, performing certified laboratory tests for base course, sub

01 11 00 30 33-3 base course, and sub-grade, and submitting certified results of all tests in triplicate.

ELIN A001AH, B001AH, and C001AH. Plate Load Test of Unpaved, Airfield, Roads, Parking Lots and Other Surfaces (Nighttime)

Plate load test of unpaved airfield, roads, parking lots and other surfaces shall be per each (EA.) test completed, including and not limited to remove base course and sub-base course, performing plate load test and in-place density tests, determining the thickness, sampling and testing in-place base/Sub-base course, backfilling and compacting, performing laboratory tests for base course, sub base course, and sub-grade, and submitting certified results of all tests in triplicate.

ELIN A001AJ, B001AJ, and C001AJ. Core Drilling and Sampling of AC or PCC

Pavement of Airfield, Roads, Parking Lots (Nighttime)

Core drilling and sampling of AC or PCC pavement of airfield, roads, parking lots shall be per each (EA.) test completed, including and not limited to coring completely through the AC or PCC pavement with a core machine, sampling of the AC or PCC core, repair of pavement surface, and submitting certified results of all sample measurements in triplicate, and one set of recovered and identified samples.

1.1.1.4 TEMPORARY AND PROTECTION WORK (24 HOURS WORK)

ELIN A001AK, B001AK, and C001AK, Temporary Installation of 25 mm Thick

Steel Plate

Temporary installation of 25 mm thick steel plate shall be square meter per day

(SM/DAY.) of installation of temporary steel plate, including and not limited to transportation, installation and removal of steel plate.

ELIN A001AL, B001AL, and C001AL, Heavy Equipments Transportation with 30 ton Trailer (Day and Night Time)

Heavy equipments transportation with 30 ton trailer shall be per day (DAY.) of heavy equipment transported with trailer, including and not limited to loading, transportation and unloading.

ELIN A001AM, B001AL, and C001AM, Temporary 2 Lights with Generator

Temporary 2 lights with generator shall be each per month (EA/MONTH) of temporary 2 lights with generator, including and not limited to transportation, installation and removal of temporary 2 lights with generator.

ELIN A001AN, B001AN, and C001AN, Temporary 1 Balloon Light with Generator

Temporary 1 balloon light with generator shall be each per month (EA/MONTH) of 1 balloon light with generator, including and not limited to transportation, installation and removal of 1 balloon light with generator.

1.1.1.5 AIRFIELD ASPHALT CONCRETE SURFACES

ELIN A001AP, B001AP, and C001AP, 50 mm Thick AC Surfaces (Nighttime)

50 mm thick AC surface shall be per compacted square meter (SM.) of AC paving, including and not limited to edge preparation, surface cleaning, asphalt placement, compaction and testing.

ELIN A001AQ, B001AQ, and C001AQ, 50 mm Thick Modified AC Surfaces (Nighttime)

50 mm thick modified AC surface shall be per compacted square meter (SM.) of

ELIN A001AR, B001AR, and C001AR, 65 mm Thick AC Surfaces (Nighttime)

65 mm thick AC surface shall be per compacted square meter (SM.) of AC

ELIN A001AS, B001AS, and C001AS, Place AC Intermediate Course (Nighttime)

Place AC intermediate course shall be per compacted metric ton (MTON.) of AC intermediate course, including and not limited to preparation and compaction of base course, variable thickness AC intermediate course placement, compaction and testing.

ELIN A001AT, B001AT, and C001AT, Construct Base Course with Prime Coat

ELIN A001AU, B001AU, and C001AU, Construct Sub-base Course (Nighttime) ELIN A001AV, B001AV, and C001AV, Construct Granular Material (Nighttime)

Construct base course, Sub-base course, or granular material, respectively, shall be per cubic meter (CM.) of compacted material in-place and ready for use, including and not limited to preparatory work, spreading and compaction to required density in 150mm lifts, fine grading, final compaction, testing and clean-up.

ELIN A001AW, B001AW, and C001AW, Install Static Ground for AC (Nighttime)

Install static Ground for AC shall be per each (EA.) of installation of static ground, including and not limited to removal work, installation of static ground, wiring for static ground, restoration work, testing and clean-up.

1.1.1.6 ADDITIONAL MINOR PAVEMENT WORK

ELIN A001AX, B001AX, and C001AX, Install Geotextile on existing AC or

Concrete Pavement for Runway, Taxiway and Apron (Nighttime)

Install geotextile on existing AC or concrete pavement for runway, taxiway and apron shall be per square meter (SM.) of fabric installed, including and not limited to surface and crack cleaning, seal coat, fabric installation, protection from traffic, and clean-up. REF. DWG NO. B-1.

ELIN A001AY, B001AY, and C001AY, Install Geotextile on existing AC or

Concrete Pavement for Service Road and Vehicle Parking (Nighttime)

Install geotextile on existing AC or concrete pavement for service road and vehicle parking shall be per square meter (SM.) of fabric installed, including and not limited to surface and crack cleaning, seal coat, fabric installation, protection from traffic, and clean-up. REF. DWG NO. B-1.

ELIN A001AZ, B001AZ, and C001AZ, Seal Crack of existing AC Pavement

Seal crack of existing AC pavement shall be per linear meter (LM.), including and not limited to saw cutting and routing cracks, preparatory work, cleaning, application of asphalt joint sealant, protection from traffic until cured, and clean-

ELIN A001BA, B001BA, and C001BA, Seal Crack of existing PCC Pavement

Seal crack of existing PCC pavement shall be per linear meter (LM.), including and not limited to saw cutting and routing cracks, cleaning, preparatory work, application of approved joint sealant protection from traffic until cured, and clean-

ELIN A001BB, B001BB, and C001BB, Seal Crack of existing AC or PCC

Pavement with Epoxy Sealant (Nighttime)

Seal crack of existing AC or PCC pavement with epoxy sealant shall be per linear meter (LM.), including and not limited to saw cutting and routing cracks, cleaning, preparatory work, application of approved joint sealant protection from traffic until cured, and clean-up.

ELIN A001BC, B001BC, and C001BC, Place Expansion Joint Filler and Sealant

Place expansion joint filler and sealant shall be per liner meter (LM.), including and not limited to saw cutting, installation of full depth pre-molded 13mm thick joint filler, not including sealant depth, backer rod if required, bond breaker if required, application of joint sealant, protection from traffic until cured, and clean-up.

ELIN A001BD, B001BD, and C001BD, Furnish & Apply Asphalt Prime Coat

ELIN A001BE, 0002BE, and 0003BE, Furnish & Apply Asphalt Tack Coat

Furnish & apply asphalt prime coat, or tack coat, respectively, shall be per square meter (SM.) of new coating applied on approved base course or AC surfaces, including and not limited to surface preparation, cleaning, application of new coating, protection from traffic until cured or covered by pavement, and clean-up.

ELIN A001BF, B001BF, and C001BF, Place Concrete (Nighttime)

Placing concrete shall be per cubic meter (CM.) of miscellaneous concrete complete in-place, including and not limited to surface preparation, incidental formwork, concrete placing, vibrating, finishing, curing and protection, restoration work and testing. This item is to place miscellaneous concrete not included in other specific proposal items which already have requirements for concrete placement, such as saddles, thrust blocks, etc. No separate payment will be made for formwork used for this item.

ELIN A001BG, B001BG, and C001BG, Install Concrete Formwork (Nighttime)

Install concrete formwork shall be per square meter (SM.) of formwork measured by the finished dimensions of the formed structure and oiled and ready for use, including and not limited to preparatory work, pre-fabrication, installation, ties, shims, stakes, braces, etc., and removal. Payment under this item is limited to only those items which do not already include formwork in the respective contract unit prices, such as exterior concrete columns, and other miscellaneous concrete items exposed in the finished work of a Task Order.

ELIN A001BH, B001BH, and C001BH, Install Concrete Reinforcement Bars

Install concrete reinforcement bars shall be per kilogram (KG.) of re-bar, including splices, complete and tied in place and ready for concrete placement, including and not limited to preparatory work, bending, cutting, pre-fabrication, chairs, seats, installation, splicing, tie wire, snap ties and all other miscellaneous materials and work.

1.1.1.7 AIRFIELD PCC PAVEMENT SURFACE

ELIN A001BJ, B001BJ, and C001BJ, Place Various Thick Plain PCC Pavement

Place various thick plain PCC pavement shall be per cubic meter (CM.) of concrete complete in-place and ready for use. This item includes and is not limited to surface preparation, formwork, concrete placing, vibrating, finishing, curing and protection, restoration work and testing. No separate payment will be made for formwork used for this item. REF. DWG NO. C-1, C-2, C-2, C-4, C-5, C-6 and C-7.

ELIN A001BK, B001BK, and C001BK, Expansion Joint with Fuel Resistant

Sealant(Nighttime)

Expansion joint with fuel resistant sealant shall be per liner meter (LM.) of expansion joint, including installing preformed full-depth expansion joint material, and fuel resistant joint sealant, protect sealant until cured, and clean-up. REF.

DWG NO. C-4, C-6 and C-7.

ELIN A001BL, B001BL, and C001BL, Doweled Construction Joint with Fuel

Resistant Sealant (Nighttime)

Doweled construction joint with fuel resistant sealant shall be per liner meter

(LM.) of doweled joint, including drilling, furnishing and setting smooth dowels with non-shrink grout at 300mm intervals, oiling exposed half of dowels before concrete pour, saw cutting the joint sealant pocket centered on the joint, and fuel resistant joint sealant, protect sealant until cured, and clean-up. REF. DWG NO.

ELIN A001BM, B001BM, and C001BM, Reseal Joint and Seal Cracks of PCC with Fuel Resistant Sealant (Nighttime)

Reseal joint and seal cracks of PCC with fuel resistant sealant shall be per liner meter (LM.) of construction joint, including and not limited to saw cutting, routing, cleaning, and fuel resistant joint sealant, protection until cured, and clean-up.

Seal cracks of PCC with fuel resistant sealant shall be per liner meter (LM.) of construction joint, including and not limited to saw cutting, routing, cleaning, furnishing and fuel resistant joint sealant, protection until cured, and clean-up.

Apply epoxy concrete patch 25 mm to 75 mm thick shall be per square meter (SM.) of epoxy concrete applied, including and not limited to saw cutting, removal of concrete, surface preparation, epoxy concrete work, now joint sealant, cleaning and testing.

Grooving of PCC surface shall be per square meter (SM.) of PCC surface grooving, including and not limited to saw cutting work, and clean-up.

1.1.1.8 RECYCLED AC PAVEMENT AND SUBBASE FOR SERVICE ROADWAY

ELIN A001BS, B001BS, and C001BS, 50 mm Thick Recycled AC Surfaces

(Nighttime)

50 mm thick Recycled AC surfaces shall be per square meter (SM.) of Recycled

AC Pavement measured in-place and ready for use, including and not limited to cleaning and preparing existing surface, produce and deliver recycled mixtures, spreading, compaction and testing.

Construct recycled subbase course shall be per cubic meter (CM.) of compacted material in-place and ready for use, including and not limited to preparatory work, spreading and compaction to required density, fine grading, final compaction, testing and clean-up.

1.1.1.9 PAVEMENT MARKINGS /RUBBER REMOVAL

ELIN A001BU, B001BU, and C001BU, Removal of Pavement Marking

Removal of paint marking shall be per square meter (SM.) of removed paint without damage to existing AC or PCC surfaces, including and not limited to preparatory work, application of water-blasting and/ or light sand-blasting, and clean-up.

ELIN A001BV, B001BV, and C001BV, Pavement Marking Stripes Reflective

ELIN A001BW, B001BW, and C001BW, Pavement Marking Stripes Non-

Reflective (Nighttime)

Pavement marking stripes reflective, or non-reflective shall be per square meter (SM.) of painted pavement markings, measured and approved, including and not limited to preparatory work, application of glass beads for reflective markings, protection until dry, and clean-up. REF. DWG NO. D-1.

ELIN A001BX, B001BX, and C001BX, Alphanumeric and Japanese Sign Board Marking Type 1 or 2 (Nighttime)

Alphanumeric and Japanese sign board marking shall be per square meter (SM.) of location of painted alphanumeric and Japanese sign board marking, including and not limited to preparatory work, protection until dry/ cured, and clean-up. REF. DWG NO. D-2, D-3 and D-4.

ELIN A001BY, B001BY, and C001BY, Various Alphanumeric and Japanese Stencil Paving Marking (Nighttime)

Various Alphanumeric and Japanese Stencil Paving Marking shall be per square meter (SM.) of location of painted alphanumeric and Japanese stencil paving marking, including and not limited to preparatory work, protection until dry/ cured, and clean-up.

ELIN A001BZ, B001BZ, and C001BZ, Removal of Rubber Deposits by Water Pressure (Nighttime)

Remove of rubber deposits shall be per square meter (SM.) of removed rubber deposits without damage to concrete or AC surface, including and not limited to water blast, and clean-up.

1.1.1.10 SURFACE INLETS/DITCHES

ELIN A001CA, B001CA, and C001CA, Install Gutter Inlet with Aluminized Steel

Grating and Frame (Load Class T-25) (Nighttime)

Install gutter inlet with aluminized steel grating and frame (Load Class T-25) shall be per each (EA.) of gutter inlet installed and ready for use, including and not limited to excavation, preparatory work, compaction of base course, formwork, reinforced concrete work, provision of grating cover, finishing and curing. REF.

ELIN A001CB, B001CB, and C001CB, Install V-Type Concrete Ditch (W700 mm x 85 mm Thick) (Nighttime)

Install V-type concrete ditch (W700 mm x 85 mm thick) shall be per linear meter

(LM.) of ditch installed, complete and ready for use, including and not limited to excavation, preparatory work, placing of base and Sub-base course, compaction of base and Sub-base course, installation of V-type ditch, formwork, reinforcement bars, concrete work, finishing and curing. 1.2 SCOPE:

The work covered by these construction documents consists of furnishing all supervision, labor, equipment, materials, necessary to perform all operations required to complete and ready for use, all in accordance with this specifications and the applicable drawings for Project AIRFIELD/PAVEMENTS IDIQ CONTRACT, Misawa AB, Japan.

2. Install AC course, base and sub-base course with compaction and testing.

3. Replace concrete slabs.

4. Cold-milling and installation of bituminous surface course.

5. Replace concrete curbs/gutters, sidewalk, and other utilities.

6. Provide backfilling and sodding work in excavated area.

7. Remove and repaint of road markings.

8. Removal of rubber deposits of runway.

9. Traffic control, site clean-up and disposal of debris.

10. Removal of FOD Hazards.

1.4 Limitation In The Exterior Work During Winter Period

The period from 15 Dec through 15 Mar in the following year is defined as the winter period. Exterior work such as excavation, backfill, concrete placement, paint..etc., shall not be performed during the winter period unless otherwise approved by the Contracting Officer. The contractor may request such exterior work during the winter period only when the exterior work will be performed in compliance with applicable sections of the specifications and drawings under strict temperature control with curing and/or heating appliance as necessary.

The contractor shall submit the exterior work request together with work and temperature control plans to the Contracting Officer for his/her approval. The exterior work does not include on-site preparation or survey work.

1.5 Availability of work Site and Working Hours:

Contractor shall provide a notice to the Contracting Officer (CO) and coordinate the Chief of Airfield Operation at least fourteen (14) calendar days prior to commencement of the on-site work unless otherwise specified by task order.

The work will generally be made available to the contractor as follows:

- Seven days a week, Monday through Sunday, including U.S. legal holidays.

- Working Hours: 0600 of the day through 2200 of the same day (Daytime) and/or 2200 of the day through 0600 of the following day (Nighttime).

- Firm days and hours of work will be established by the CO on each Task Order

(TO).

Availability of working hours depends on the area of the Airfield, type and quantity of construction work involved in individual task order, seasonal situation, as well as the government convenience. Considering such factors together with a performance period of individual task order, working hours will be determined by government and specified in individual task order.

1.6 Request for Contractor's Employee Passes and Vehicle Passes:

a. Prior to the start of on-site work, the Contractor shall Submit applications for base passes (listed below) to the contracting officer, for all employees, including Subcontractor employees, and vehicles requiring access to Misawa Air Base in order to perform this contract.

(1) 5AF Form 99, Application for Base Pass, for employees.

(2) 35 FW Form 54, Application for Vehicle Registration, for vehicles.

b. Upon completion of this contract, the Contractor shall return all employees and vehicles passes to the Visitor Control Section (35 SFS/SFOP), Bldg. 301, and obtain a certification of Receipt.
