Question & Answers Repair Arctic Utilidor EIE South
Project # FTQW 18-0321
1. Specification Section 33 63 13-2.7 requires the expansion joints for the steam and condensate piping be
Hyspan series 6501 or equal. The 6501 joints are only available in sizes 2” and larger. Can Hyspan series 8500 expansion compensators be used instead of the 6501 joints.
Provide Hyspan series 6501 expansion joints as indicated. Provide reducers as required to increase pipe size for the minimum 2" size expansion joint. Place reducers beyond guides required at expansion joints so that connection at expansion joint and piping through guide is 2". If reducers are used on steam piping provide eccentric bottom flat reducers.
2. The synopsis states that contaminated soil is anticipated and will need to be managed according to the approve SAP. Does this contract include disposal of the contaminated soils or just stockpiling in the designated area(s)? There is no item for POL contamination or RCRA contamination. There is a significant cost difference between clean excavation, POL contaminated excavation and RCRA contaminated excavation if disposal is required. If there aren’t items for the POL and RCRA testing and disposal either the government by default is paying for all RCRA contaminated excavation or the contractor(s) are taking a significant risk. Neither option is tenable. It would seem the best way to deal with these potential issues so the government isn’t over charged or a contractor isn’t put out of business is to create pay items for those circumstances. We would like to request three pay items be added to provide a more equitable solution and ensure all of the bidders are pricing the same work.
Stockpiles to be long-term, and shall be handled by the base at some point in the future outside of this contract.
3. Are there monitoring wells in the vicinity that could give some water table data? Bore logs would also be nice if there are any available.
See attached base atlas containing requested pertinent data.
4. Will all excavated contaminated soils be able to be left on site at designated areas? Or will contractor have to haul off-site? This is asked as specifications elude to both.
To be left on site at designated long-term stockpile area, but must be stored in a manner complying with project specs and regulations.
5. As specifications call out weight tickets for soils removal and other, is there an on-site weigh station available?
No.
6. Are the existing piping systems insulated? If so what type of insulation is existing in each area?
Piping from MH525-526 to B6209 is uninsulated. Piping to B3417, B3419, B3420, and B3446 is insulated and appears to be fiberglass though insulation was not removed during design for inspection.
7. MH525 & 526 to Building 6209, please provide “details/specifications” of the 36” CMP culvert split type of culvert to match existing CMP as drawings call out “to remove and replace culvert sections as required”.
The design intent is not to remove and replace any culvert, but to cut and trim back the CMP flush with the inside face of the handhole as stated in detail 1 on sheet S200
8. MH525 & 526, Is it the intent to pull piping out of existing 36” CMP pipe and pull new pipe back into it without removing the tops?
The intent is to install the piping through means which will avoid having to excavate the bermed soil that the lateral lays beneath.
9. MH525 & 526, Does the existing 36” CMP & 16” Duct have pipe supports throughout this duct? Or are they only as shown on drawing M301?
Pipe Supports exist in both the 36’’ CMP and 16’’ Duct. The existing supports must be demolished along with the existing pipe.
10. Are elevations available of existing ducts where contractor is to excavate? This is required to determine amount of excavation, haul-off/handling of contaminated soils, backfill materials and possible dewatering.
See attachment JA-6. Approximate excavation depths to the top of the lid for utiliducts at building 3446 is 2 feet, at buildings 3419 and 3420 is 3 feet, and building 3417 is 4 feet.
11. Drawing C100 calls out “temporary fence and gates to access service lateral” near building 6209. Are there specifications for this? What is required?
A minimum 6’ tall chain link fence that can be secure with a gate and lock is what was intended for the temporary fence and gate to allow access to the service lateral. The temp fence can have posts installed into the ground or be in moveable panels provided that they are secured together.
12. Specifications Section 02.61.13 Excavation and handling of Contaminated Material 1.1 – 1.1.2.3 all states compensation will be paid as a “Unit” cost. This project only has 1 cost “Lump Sum” please advise.
All compensation for excavation and handling of contaminated soils shall be included in CLIN 0001.
13. Synopsis of Work, Description of Work, 3rd. sentence, mid-sentence states, Renovate interior corridor to provide view windows into hanger area for monitoring of hanger without being physically present in work area. Please define this description of Work.
Verbage removed mia amendment 2.
14. As a Hazardous Materials Investigation Report has been done by “Nortech” will contractor still have to include cost for hazardous materials in our proposal beyond their investigation? Or will contractor assume “Hazardous Materials” have all been identified by “Nortech” and provide pricing based on Nortech’s investigation report found in provided specifications?
For bid purposes, assume all hazardous materials have been identified.
15. Is ground water anticipated to be encountered in the excavation? Is any geotechnical information available?
See attachment JA-6. Groundwater likely to be encountered. Historically, groundwater across the base is between 5-10’ below ground surface.
16. When is the anticipated NTP date?
NTP will come shortly after award.
17. Will this project be winter construction?
No. Period of Performance is updated via amendment 2 to reflect 290 days.
18. Notes on drawing C200 state “REPLACE UTILIDUCT LIDS AS REQUIRED”. For purposes of the lump sum bid, how many lids, or what length of lid, should the contractor assume will require replacement.
Bidders should assume that no lids need replaced.
19. Are the existing piping systems that are to be demoed and replaced all drained and product removed from them? Or is this contractor’s responsibility to drain / flush prior to removal?
Base shall close valves, and contractor shall bleed.
20. Section 33 63 13-1.6.1 references Section 01 19 25.00 29, 65 AND 100 PERCENT DESIGN REQUIREMENTS, Paragraph Temporary Utility Service Plan. This Section is not included in the bid documents. Are temporary utilities required as part of this contract?
The missing section will be included via future amendment. Separate portable toilets, water for fire protection and drinking water (can be bottled) must be provided while domestic and sewer are out each for B3420 and B3446.
21. Detail 5 on Drawing M302 shows the trap piping connecting to the condensate line with a sparge tube as shown on Detail 6, Drawing M302. The condensate piping on this project is relatively small, ¾” to 2”. It appears that as the condensate piping on this project is small that the sparge tube is not feasible. Can the connection of the trap piping to the condensate line be made with a tee instead of the sparge tube?
A tee may be used instead of a sparge tube.
22. We have reviewed the bid documents and can find no section for pipe identification. Is piping identification required on this contract?
No piping identification required.
23. Please identify the size and location of any temporary utilities that will be required during demolition and renovation.
(See answer #20)
24. Please confirm that no expansion joints on steam and condensate are required from MH523 to B3417.
Piping supports were design to accommodate movement from thermal expansion therefore no expansion joints are required.
25. Please confirm that no expansion joints on steam and condensate are required from MH 524 to B3419 or B3420.
26. Please confirm that no expansion joints on steam and condensate are required from MH 528 to B3446.
27. Specification 33 05 29.00 29 paragraphs 2.10.3 and 3.13.3 specify Hypalon for nonmetallic jacketing on the insulation however this material no longer is made. Is typical all service jacket (ASJ) acceptable?
Yes, all service jacket (ASJ) is acceptable.
28. Please confirm that all asbestos containing material removed during this project must be disposed of at the Eielson asbestos landfill as is customary rather than as specified in 02 80 00 section 3.8 paragraph 2 which prohibits it.
The Specification 02 80 00, Sec 3.8 is correct. Contractor waste will NOT be accepted at the Eielson AFB Asbestos Landfill. All asbestos waste will require disposal off site at a landfill permitted by the Alaska Department of Environmental Conservation Solid Waste division. Additionally, a shipping manifest will be required to comply with DOT requirements, as well as federal and Air Force regulations.
29. Will a CLIN be added to address the POL contaminated soils?
No, wrap all costs into 1 total job price.
30. Will a CLIN be added to address the RCRA contaminated soils?
No, wrap all costs into 1 total job price.
31. Is the 252 cubic yards of soil identified in 02 61 13 section 1.3 to be assumed contaminated only with
POL?
32. What is the estimated volume of RCRA contaminated soils to be anticipated?
During design it was assumed 40% of the total excavation would be contaminated soil. No testing was done during design on the soils to determine the contamination level, soil testing during excavation is the responsibility of the contractor. The contractor is to estimate the volume of anticipated contaminates with the assistance of their environmental SAP writer.
33. Due to the presence of metals in SD-022 will air quality monitoring be required during excavation and/or additional PPE to include respirators, Tyvek, and gloves?
This to be determined as part of Contractor means and methods. We assume that this determination will be made during preparation of the Safety and Health Program developed by the Contractor (ref 01 57
19.01 20 Attachment Para 1.6).
34. The RFP specification 31 09 20.00 29 Part 3.3.3 identifies HV test or other appropriate tests be used for screening during excavation yet the list of COPCs for the project includes parameters that cannot be screened for using HV monitoring (metals/PCBs) and PAHs. Is it the government’s intention that the screening be performed using a PID only or will the government require that additional screening methods be used based on the government provided list of COPCs?
Per 01 57 19.01 20 Attachment Para 1.33, and other applicable references, the Contractor shall develop and submit a Sampling and Analysis Plan for Government review and approval. This specification requires that a PID or other appropriate field test be used to check for the presence of contamination. The SAP is to include a description of the type of instruments selected, limits, action levels, procedures for testing, and consultant’s training to use the instruments and interpret data.
35. Contaminated asphalt and concrete are also mentioned in specification 02 61 13 section 1.3; what volume of each is to be expected?
The asphalt parking lot adjacent to building 3446 is a hazardous materials storage area and may have contaminated pavement in that area. 61 square yards of asphalt pavement is expected while no concrete should be removed in this area.
36. Is water table elevation or soil boring information available for the project?
See attachment JA-6. Historically across the base is between 5-10’ below ground surface.
37. The second paragraph of the synopsis of work states the mechanical scope of this project is to replace service laterals within Utiliducts to Buildings 3417, 3419, 3420, and 3446. Please confirm that piping to B6209 does not get replaced.
Correction is made via Amendment 2. Piping to B6209 is to be replaced.
38. The second to last paragraph of the synopsis of work indicates that pipe supports will installed but the anchors will be left in place referring to the lateral to B6209. Does this mean that new pipe supports are the only new work to be installed in the existing 36” CMP?
For Structural, yes, supports only. No new anchors to be installed. There is a detail for the pipe support design in the drawings.
39. The third paragraph of the synopsis of work states “Renovate interior corridor to provide view windows into hangar area for monitoring of hangar without being physically present in work area.” Please explain the intent of this statement.
This section is corrected in amendment 2.
40. The synopsis of work indicates that damaged lids will be replaced. Will a CLIN be added to indicate how many lids should be assumed are damaged?
Bidders should assume that no lids are broken or damaged. An update to the synopsis correcting the verbage will be corrected via amendment to solicitation.
41. Specification 01 14 00 paragraph 1.2.5 a, and c, directs utilities cutovers and interruptions to take place after normal business hours or on Saturdays or Sundays and Government holidays. Are these the only times/days that impacts will be allowed?
42. Please confirm if bronze gate valves are also acceptable for isolation of steam and condensate for 2” and smaller lines. The specification indicated class 800 forged carbon steel is required.
Follow specification.
43. Specification 33 05 41.00 29 section 2.2.1 Extruded Polystyrene list the performance criteria for the use of rigid extruded polystyrene board insulation. Can this same specification be applied to expanded board foam as well?
No, rigid board insulation is to be extruded type.
44. Please confirm that there will not be any ADEC permitting required for domestic water or sanitary sewer work.
Per ADEC, for laterals servicing multiple buildings (i.e. tees, such as at B3419/3420) permitting will be required for DW and SS.
45. Are water drains desired on the building services?
46. Are Condensate drains desired on the building services?
47. Is there a formal venue such as ProjNet for entering in questions and receiving answers for visibility for all contractors?
No, the government will answer questions via amendment posted to FBO during the solicitation phase.
48. Section 33 63 13-3.5.2 provides the specification requirement for examination, inspection, and testing for the welded piping systems for this project. This Section states minimum non-destructive testing shall be 100% visual and 10% radiographic. This requirement applies to circumferential butt welds as radiographic inspection cannot be performed on socket weld piping. Is there inspection required for socket weld piping or butt weld piping only? If examination and testing is required for the socket weld piping what is required?
Where socket welding is permitted by ASME testing shall be 100% visual and 10% dye penetrant. The 10% dye penetrant tests sites to be random.
49. The next sentence states that visual testing shall be 100% of final welds and 10, random testing, of all weld passes. It appears this sentence clarifies the visual inspection requirement in the sentence above, that for the visual inspection stated above all the completed welds, 100%, require visual inspection and 10% require visual inspection for the entire weld. Is this correct?
Yes.
50. A question is DIVISION 32 - EXTERIOR IMPROVEMENTS, SECTION 32 92 19, SEEDING. It appears that the balance of the seed blend is missing in the specification. What is the remaining 75% to be made of?
Section will be included via future amendment. Add Kentucky bluegrass Park variety with a minimum 90% pure seed and minimum 85% germination. Seed mixture by weight shall be 50/50 mix of Kentucky bluegrass/creeping red fescue following the Eielson guide to establishing vegetation.
51. Is a 5 day eight hour work schedule required for construction or may 6 days and/or 10 hour days be utilized?
The standard working hours are aruthorized by the government. Any other work besides the normal work period must be coordinated.
52. Is backfill materials available on site? If so please define what is available.
53. Will temporary services be required for any of the utilities being replaced during construction?
See question 20.
54. The contractor has been directed that "Utiliduct lids will be reused if undamaged, but replaced if damaged". Because all existing lids currently function acceptably, will damage lids needing replace be addressed during construction with a contract modification as a change condition, or will the government instead provide an estimated quantity of lids to be replaced that should be incorporated into the bid?

55. Specification 31 09 20.00 29 – 3.2 says POL contamination is not anticipated while 02 61 13 – 1.3 says approx. 252 cy of contamination is. Which is correct?
Sepcification will be corrected via future amendment. Contaminated soils in the amount of 252 CY is correct.
56. Specification 33 05 29.00 29 section 2.6.1.1 indicates that valves larger than 2” shall be cast steel. Should this reference an AWWA C-509 valve for water supply instead?
The corrected section will be included via future amendment.
Replace 2.6.1.1 with the following:
Valves Larger Than 2 inches AWWA C509, AWWA C515, or UL 262. Unless otherwise specified, valves matching requirements of: (1) AWWA C509 or AWWA C515: nonrising stem type with flanged ends, resilient-seated gate valves 3 to 12 inches in size. Match materials for UL 262 valves to the reference standards specified in AWWA C509 or C515. Valves open by counterclockwise rotation of the valve stem. Stuffing boxes are bolted and constructed so as to permit easy removal of parts for repair.
Provide valves from one manufacturer.
57. Specification 33 05 29.00 29 paragraph 2.3.2.1 indicates that steel pipe 2 inches and larger shall be cut grooved and shouldered joints in accordance with AWWA C606. Specification 2.5.2 allows mechanical couplings for steel pipe 3 inches and smaller to be screwed or grooved to accommodate piping with rolled grooves. Are both screwed and grooved couplings allowed? Are grooves to be cut or rolled?

58. Specification 33 05 29.00 29 paragraph 3.4.2 and paragraph 3.3 requires pipe support systems to be engineered and stamped by a registered engineer. Do the details provided in the RFP drawings not meet this requirement already?
59. Specification 33 30 00 paragraph 3.1.2.1 indicates that the point of demarcation for the sanitary sewer is located at a point 5 feet from the building unless otherwise indicated. Some schematics provided on RFP M-302 show work inside the building pits. Which is correct?
60. Specification 33 30 00 paragraph 3.2.2 indicates that only a 60 PSI hydrostatic test of the sewer services is required. Please confirm that this is acceptable for utiliducts that also contain water services.

61. Is any welding inspection required to AWS D1.1?
62. Does the 36” CMP utilidor require insulation on the exterior? If so please define.
63. Please provide information on the existing envelope that seals off the 36” CMP utilidor.
