ENVIRONMENTAL PROTECTION/BORROW PIT PLAN FOR
FTQW 06-1025/ Repair Hangar Doors, Building 1335

1. DISPOSAL OF CONSTRUCTION WASTES:
a. DISPOSAL OF CONCRETE, ROCK, GRAVEL OR CLEAN SOIL IN FLIGHTLINE SWAMP:
i. Concrete and concrete block free from lead-based paint or oil based water proofing or mastic and all other construction debris shall be disposed of in the Concrete Disposal Cell of the Flightline Swamp. All dumping shall be as close to the disposal area as possible.
Each week the Flightline Swamp is used, the contractor shall push the waste into the disposal area with a dozer to match the surrounding terrain by close of business Friday.
b. OFF BASE DISPOSAL:
i. All construction wastes that can not be disposed of at on-base sites shall be taken to the Fairbanks North Star Borough landfill. All loads going to the landfill shall be covered and tightly secured.
c. DISPOSAL OF HAZARDOUS WASTES:
i. Type and quantity of hazardous waste(s): None
ii. Procedure to turn wastes into Eielson Hazardous Waste Facility shall be submitted by the Contractor.
iii. Brief description of the handling and storage procedures (containers used, marking, etc.)
to be submitted by the Contractor.
iv. Sketch of the satellite accumulation (SAP) point including container layout, fire protection equipment, security measures, and available spill clean-up materials to be submitted by the Contractor.
v. Planned accumulation times to be submitted by the Contractor. Quantity can not exceed a total of 55 gallons of hazardous waste at any time.
vi. Name, phone number, and experience resume of the emergency coordination/accumulation point managers to be submitted by the Contractor. Each SAP must have a primary and alternate monitor.
vii. Spill notification and clean-up procedures to be submitted by the Contractor. Materials and equipment shall be on hand for such purpose.
viii. Training records conducted by personnel that will be handling hazardous materials to be submitted by the Contractor.
ix. Contractor must submit Hazardous Wastes Disposal Plan and a written hazardous communication plan (29 CFR 1919.1200) to the Contracting Officer.

d. HAZARDOUS MATERIAL INVENTORY:
i. Contractor must submit an inventory of all hazardous materials to be used to include quantities. Inventory must be updated at completion of the project to indicate quantities used, spilled, and disposed of, etc.
e. GENERAL WASTE DISPOSAL OPERATING PROCEDURES:
i. The contractor shall coordinate the use of all waste disposal areas with an individual from the 354th Civil Engineer Squadron. Contact the Monitor in a timely manner prior to any desired access.
ii. The attached Haul Route Map shows the routes to be used by the contractor.
iii. Watering for dust control on the haul route(s) shall be done by the contractor as necessary or as requested by the Air Force.
iv. All objects that are inadvertently blown from our trucks shall be picked up as it is discovered or as requested by the Air Force.
f. PROTECTION OF LAND RESOURCES:
i. Project will not affect the surrounding land resources. No trees, shrubs, or maintained grass areas will be impacted.
g. USE OF PETROLEUM PRODUCTS:
i. No petroleum products are to be stored on site.
ii. The contractor will notify Eielson Environmental Management (377-7745) of all spills.
h. DISPOSAL OF SANITARY WASTES:
i. A portable toilet shall be kept on the job site.
ii. All sanitary wastes shall be removed from base and disposed of by a local firm specializing in sanitary waste collection.
2. TRAINING FOR EMPLOYEES:
a. Contractor is to provide employees experienced in the construction tecniques required.
b. Contractor is to provide employees trained in handling and disposal of any hazardous materials utilized during construction.
i. Contractor must be able to show hazmat training certificates for any employees handling or disposing of any hazardous materials tilized during construction.
