FTQW 13-1503 Replace Motors and Install VFDs
Eielson AFB, Alaska
Answers to Questions #2
Q1) (Request for information) Provide pump information for replacement units (GPM, head, pump style, manufacturer, fluid type, fluid temperature). This is very important to know how the pumps are configured that are in there now.
A1) Fluid to be pumped is a 60/40 mix of ethylene glycol to water at temperatures to 200 deg F. Replacement pumps are to be installed in accordance with the Eielson AFB HVAC
Standards, which deal with glycol type seals, gauge positions, isolation valves, check valves, etc. Photos of installed equipment and summary of equipment name-plate data are attached. Data is provided for bidding purposes only. Contractor is responsible for verifying existing equipment sizing on-site prior to work start.
Q2) (Request for information) Provide Electric Motor information for replacements (HP, Voltage, Phase, Type {ODP/TEFC}, Mount, Amp, Frame)
A2) Photos of installed equipment and summary of equipment name-plate data are attached. Data is provided for bidding purposes only. Contractor is responsible for verifying existing equipment sizing on-site prior to work start.
Q3) (Request for information) Provide list of structures that have limited or restricted access.
A3) B3426 - requires escort
B1340 - requires escort if aircraft is in hangar
B1341 - access to Ejection Seat Lab requires key from building occupants
B2268 – requires escort
B1183 – facility manager must open mechanical room
B2200 – bay orderly must open door to janitor’s closet which provides access to mechanical fan deck.
B3351 – HVAC shop must open facility
Q4) (Request for confirmation) Confirm replacement of 3-way air handler valves as indicated in SOW. Several locations during walk through were identified with no pre-heat coils to maintain minimum pump flow.
A4) Revised SOW has correct 3-way valve replacements listed.
Q5) (Request for confirmation) Confirm replacement of motors that are currently listed as NEMA Premium or higher.
A5) Revised SOW has correct motor replacement list.
Q6) (Request for information) Requesting existing Building
Automation information for each of the buildings on the list.
(i.e. What manufacturer’s brand, and what Model).
A6) Building Automation Systems are Delta Controls.
Q7) Does the Base EMCS office have administrative rights to the
Delta Control System?
A7) Yes.
Q8) (Request for information) Architecture of the BAS and how it integrates/communicates to the Base EMCS.
A8) Architecture varies in buildings, but all communicate via the base’s Civil Engineer VLAN network.
Q9) The VFDs for the pumps will need to be controlled by hydronic pressure readings and therefore will need 1/4” supply and return sensors ports installed in the hydronic piping. Would
EAFB accept the ports being installed at the pump locations within the parameters of the existing isolation valves preventing the possibility of draining large portions of the hydronic system? If not, then can the hydronic port locations be verified?
A9) Contractor will be responsible for identifying sensor installation locations as required for a fully functional system in their submitted Work Plan.
Q10) Building 3351 will the motors be started manually?
A10) Yes.
Q11) Building 3351 do the 2 - VFDs need to be integrated with the existing Cleaver Brooks controls?
A11) No, the motor start-up sequence is completed manually.
The start-up shall be initiated from the present location.
Q12) Building 2225 AHU that serves the bar and dining room both motors get changed out but no VFDs?
A12)Correct.
Q13) Building 3343 basement exhaust fan is a motor change only?
A13) Correct.
Q14) Building 3426 in the narrative line 4.2.7.4.1 should AHU-14 be AHU-1?
A14) Yes. Line 4.2.7.4.1 should read “AHU-3, AHU-4, and
AHU-1 have 15 hp fans”
Q15) Building 5182 the three-way valve location for Gaylord HRU is where? Did not see a valve at the site visit.
A15) The valve is located in the Gaylord HRU cabinet, discharge end, parking lot side.
Q16) Will there be motor nameplate info available for all motors to be replaced?
A16)Yes, see answer to question 1.
Q17) Who will be responsible for pumps that have a leak at the seal when only the motor has been called out for change?
A17) The Government will be responsible for pump leaks in equipment that will remain and not be replaced. Contractor will only be responsible for new/replacement equipment.
Q18) Will specifications and drawings for construction be required?
A18) Contractor is responsible for submitting a Work Plan prior to work start that should clearly describe work methodology. Any construction drawings necessary to clearly define new equipment installation should be included with the Work Plan. See requirements in SOW and AF Form 66
Schedule of Material Submittals.
Q19) Will there be a narrative for all buildings explaining the scope?
A19) Existing narrative explains full scope.
Q20) Will building pictures be available for site visit buildings and the buildings we did not get a chance to visit?
A20) Additional site visit has been scheduled. Also see answer to question 1.
Q21) I’m assuming this project will be ready for balancing one building at a time, meaning a separate trip for each building.
Am I correct in that assumption?
A21) The Contractor is responsible for providing a reasonable schedule for work which will be submitted in the
Work Plan.
Q22) We will be balancing the complete system of off the pump/fan system, or are we just setting pump/fan totals? If we are doing system wide rebalancing, we’ll need complete mechanical drawings showing those systems.
A22) For the portions of the work where balancing is required, it is acceptable for the contractor to set the pump/fan totals and verify from a minimum of two existing terminal devices that the system volume is unaltered.
Q23) I see fans are being set so they deliver the same airflow as before. Do we know what those values are, or do we need to include pre-work readings in our price?
A23) Pre-work readings will not be required. Design airflows will be provided for AHUs in existing equipment summary attachment. Exhaust fan airflows are expected to be maintained when the motor is replaced.
Q24) The two 75 hp fans at the Auxiliary Heat Plant are currently wired from the 480vac MCC center. Can the current MCC buckets be utilized as a termination spot to allow for the new
VFDs to wired to and from the Fans? The question is based on having to run all new conduits and wires, or for allowing connection at the existing MCC.
A24) The SOW states that the VFD will be located adjacent to the MCC; it is the contractor’s responsibility to determine the routing of the power to the motors, as long as it is code compliant.
Q25) What is the bid guarantee requirement for the project?
A25) The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. See FAR
28.101-2(b).
Q26) What is the applicable NAICS for this project?
A26) This acquisition is being solicited as a Total Small
Business Set-Aside. The applicable North American
Classification System (NAICS) code is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $15.0M.
Q27) Due to the extreme cold temperatures in the fall and winter at Eielson Air Force Base will the contractor be responsible for temporary heat or will the project be performed during milder weather conditions? Do to the time frame for changing out motors, pumps and installing VFDs for the hydronic systems and air handlers in each building.
A27) Contractor is responsible for providing a reasonable schedule for work which will be submitted in the Work Plan.
If the Contractor’s schedule includes work during the fall/winter, the Contractor will be responsible for temporary heat.
Q28) Will there be building as-built drawings for mechanical and electrical available? So pump sizes, head pressures and voltages can be verified.
A28) See answer to question 1.
Q29) Assuming replaced pipe insulation will have to be the same style and type, some insulation jacketing is missing. Will insulation jacketing be required?
A29)Yes, pipe insulation and jacketing is required for new work.
Q30) What buildings require escorts?
A30) See answer to question 3.
Q31) Will new suction diffusers, pressure gauges (suction and discharge) be required on all new pump installs?
A31) Yes.
Q32) Will new housekeeping pads be required for all pump replacements?
A32) No.
Q33) Will there be another site visit?
A33) See answer to question 20.
Q34) Will you be excepting questions up to within seven day of bid date?
A34) Yes
