STATEMENT OF WORK
FTQW 13-1503
Energy Cons: Replace Motors and Install VFDs (Multi) Revised 28 May 2015
1. INTRODUCTION: Eielson Air Force Base (EAFB) is located approximately 23 miles southeast of Fairbanks, AK. The purpose of this Statement of Work (SOW) is to describe the requirements for the mechanical system upgrades involved in the energy conservation project FTQW 13-1503 Replace Motors and Install VFDs (Multi).
2. SCOPE
2.1. The contractor shall provide all necessary personnel, facilities, equipment, and materials to complete the tasks identified in this SOW.
2.2. All of the work involved in this SOW is HVAC renovation work in existing facilities on Eielson AFB. The work includes replacing older inefficient fan and pump motors with premium efficiency motors; installing and integrating variable frequency drives (VFDs) on pump and fan motors to improve efficiencies and equipment life; replacing air handler unit (AHU) heating coil three-way valves with two-way valves; and replacing hydronic heating system pumps. New equipment will be connected to and controlled by the existing base Energy Management Control System (EMCS) as identified in the
SOW.
2.3. In addition to this SOW, contractor shall adhere to guidelines provided in Eielson’s attached Division Specifications.
3. GENERAL REQUIREMENTS
3.1. Attend Pre-performance meeting (timing to be coordinated with the Contracting Officer).
3.2. A digging permit, Air Force Form 103, is required and must be executed by the contractor. This must be coordinated with the Civil Engineer Squadron customer service at 377-2100.
3.3. Prior to start of work, the Contractor shall submit a Work Plan (WP) delineating methodology, material, manpower, etc. necessary to perform the work and will include a project schedule. This plan shall cover each major definable feature of the work to be performed (Contractor’s work as well as Subcontractor’s work).
3.4. Work will be performed in occupied facilities. Contractor shall perform work in a manner to minimize disruption to the government. Work will be scheduled and coordinated with the base POC. In addition, contractor shall maintain area in a neat and orderly manner.
3.5. The performance period shall be in accordance with the successful offeror’s proposed schedule with approval by the Government.
3.6. The Contractor shall perform work during normal government business hours of Monday-Friday 7am-5pm unless a written request to the Contracting Officer is made and approved.
3.7. The Government shall provide a laydown area. Contractor shall be responsible for any storage trailers and/or temporary fencing needed and for restoring storage areas to preconstruction state.
3.8. All work and material shall be guaranteed for the period of one year from the date of preliminary acceptance.
3.9. All work shall be coordinated with the Civil Engineering construction inspector and Base Contracting through the Contracting Officer. The work shall be executed in the best and most workmanlike manner possible by qualified, careful, and efficient craftsmen skilled in the applicable trade, and in strict accordance with the contract documents and standards of the industry.
3.10. If a utility outage is necessary to perform the contract work, the outage shall be coordinated in advance with the Civil Engineering construction inspector. The contractor shall give written notice 14 days in advance of scheduled outage.
3.11. All work must be completed in accordance with the latest Eielson AFB HVAC standards and Supplemental Mechanical Guide Specifications for Eielson AFB, AK.
4. DESCRIPTION OF WORK
4.1. Replace Motors and Pumps
4.1.1. Contractor will replace the existing motors listed on the attached Motor Replacement Spreadsheet with premium efficiency motors. New motors must have the same hp rating, torque, RPM, and voltage as the existing motors they are replacing to provide a fully operational system.
4.1.2. Contractor will also replace the pumps associated with the motors as indicated on the attached Motor Replacement Spreadsheet with new units in accordance with the Eielson AFB HVAC standards. New pumps must be able to meet designed flows and system pressure and head.
4.1.3. Equipment submittals must clearly reference which building and existing equipment the proposed equipment will replace.
4.2. Install Variable Frequency Drives (VFDs)
4.2.1. General Information: Location of new VFDs must be identified in the contractor’s work plan and be accepted by the government prior to start of work.
Unless otherwise specified in the following scope of work, VFDs are not required to have 100% by-pass capability. Each VFD will control only one motor and have proper sensor placement and controls. EMCS controls modifications shall include updates to the existing Delta Controls ORCAView Operator Workstation graphics located in the Eielson HVAC Shop. All new graphics must be consistent with existing in appearance and configuration. To ensure the modified HVAC systems and controls are fully operational, they must be balanced by a certified Testing and Balancing contractor that meets all of the requirements listed in Specification 15035
– Testing, Adjusting, and Balancing for HVAC. All new piping must be subjected to a one hour hold nondestructive hydraulic pressure test.
4.2.2. Building 1353
4.2.2.1. Install two variable frequency drives (VFDs), one on each of the 5 horsepower (hp) hydronic heating system circulating pumps designated CP-1 and CP-2.
4.2.2.1.1. Replace the pump motors on pumps CP-1 and CP-2 with inverter-ready premium efficiency motors so they can be controlled by the new VFDs.
4.2.2.1.2. Integrate all new component controls into existing building’s Delta Controls EMCS. Adjust sequence of operation programming as necessary so pump speed will modulate in order to maintain the differential pressure setpoint.
4.2.2.2. Replace the three-way valves with two-way valves on the heating coils in Air Handler Units (AHU) designated AHU-1 and AHU-2. The three-way valves on the pre-heating coils are to remain to permit hot water circulation through the system.
4.2.2.3. Install two VFDs, one on the 7.5 hp fan in AHU-1 and one on the 10 hp fan in AHU-2. VFDs must have 100% by-pass capability.
4.2.2.3.1. Integrate all new component controls into existing building’s Delta Controls EMCS. Adjust sequence of operation programming as necessary so the VFDs will modulate fan speed to maintain building and duct pressurization and improve motor life by providing soft startup capability.
4.2.3. Building 2196
4.2.3.1. Install two VFDs, one on each of the 7.5 hp hydronic heating system circulating pumps designated CP-1A and CP-1B.
4.2.3.1.1. Replace the pump motors on pumps CP-1A and CP-1B with inverter-ready premium efficiency motors so they can be controlled by the new VFDs.
4.2.3.2. Integrate all new component controls into existing building’s Delta Controls EMCS. Adjust sequence of operation programming as necessary so pump speed will modulate in order to maintain the differential pressure setpoint.
4.2.4. Building 2200
4.2.4.1. Install two VFDs, one on each of the 7.5 hp hydronic heating system circulating pumps designated CP-1A and CP-1B.
4.2.4.1.1. Replace the pump motors on pumps CP-1A and CP-1B with inverter-ready premium efficiency motors so they can be controlled by the new VFDs.
4.2.4.2. Replace the three-way valves with two-way valves on the heating coils in the heat recovery unit designated HRU-1 and the air handling unit designated AHU-1. The three-way valves on the pre-heating coils are to remain to permit hot water circulation through the system.
4.2.4.3. Integrate all new component controls into existing building’s Delta Controls EMCS. Adjust sequence of operation programming as
4.2.5. Building 2225
4.2.5.1. Install four VFDs, one on each of the 3 hp hydronic heating system circulating pumps designated PMP-1 and PMP-2, and one on each of the 1.5 hp hydronic heating system circulating pumps designated PMP- 3 and PMP-4.
4.2.5.1.1. Replace the pumps and pump motors designated PMP-1, PMP-2, PMP-3 and PMP-4. Ensure that new motors are inverter-ready premium efficiency motors so they can be controlled by the new VFDs.
4.2.5.2. Replace the three-way valve with a two-way valve on the heating coil in AHU-5 which serves the bar and dining room areas. The three-way valves on the pre-heating coils are to remain to permit hot water circulation through the system.
4.2.5.3. Integrate all new component controls into existing building’s Delta Controls EMCS. Adjust sequence of operation programming as
4.2.6. Building 3343 – original gym section only, new field house not part of SOW
4.2.6.1. Install two VFDs, one on each of the 20 hp hydronic heating system circulating pumps designated P-1 and P-2 located in the basement under the pool.
4.2.6.1.1. Replace the pumps and pump motors designated P-1 and P-2.
Ensure the new motors are inverter-ready premium efficiency motors so they can be controlled by the new VFDs.
4.2.6.2. Replace the three-way valves with two-way valves on the heating coils on AHU-3 and HRU-1. The three-way valves on the pre-heating coils are to remain to permit hot water circulation through the system.
4.2.6.2.1. AHU-3 is located on the fan deck adjacent to the upstairs pool entrance.
4.2.6.2.2. HRU-1 is located on the upper level of the pool.
4.2.6.3. Integrate all new component controls into existing building’s Delta Controls EMCS. Adjust sequence of operation programming as
4.2.7. Building 3426
4.2.7.1. Replace all of the pumps and pump motors in the main mechanical room. Pumps are designated P-1A, P1-B (both 3 hp), P2-A, P2-B (both 3 hp), P3-A, P3-B (both 5 hp), P4-A, P4-B (both 5 hp), P5-A, P5-B (both 3 hp), P6-A, and P6-B (both 3 hp). All motors must be premium efficiency motors. Motors installed on pumps P2-A, P2-B, P6-A, and P6-B must be inverter-ready so they can be controlled by the new VFDs.
4.2.7.2. Install four VFDs, one on each of the hydronic heating system circulating pumps designated P2-A, P2-B, P6-A, and P6-B.
4.2.7.3. Replace the three-way valves with two-way valves on the heating coils in the following air handling units on the north side of the building:
AHU-3 and AHU-4 located on the mezzanine on the north-west side of the building and AHU-1 located on the mezzanine over the offices on the west side of the building. The three-way valves on the pre-heating coils are to remain to permit hot water circulation through the system.
4.2.7.4. Replace all of the fan motors in the following air handling units and heat recovery units serving the building:
4.2.7.4.1. AHU-3, AHU-4, and AHU-14 have 15 hp fans
4.2.7.4.2. AHU-5 has a 20 hp fan
4.2.7.4.3. AHU-6 has a 10 hp fan
4.2.7.4.4. HRU-1 and HRU-2 have 5 hp fans
4.2.7.4.5. New fan motors must be premium efficiency motors that have the same hp rating, torque, RPM, and voltage as the existing motors they are replacing to provide a fully operational system.
4.2.7.4.6. New fan motors must provide the same designed air flow as the existing motors.
4.2.8. Building 5182
4.2.8.1. Install four VFDs, one on each of the 5 hp pumps P-32A and P-32B, and one on each of the 1.5 hp pumps P-7A and P-7B.
4.2.8.1.1. Replace the pumps and pump motors designated P-32A, P-32B, P-7A, and P-7B. Ensure the motors are inverter-ready premium efficiency motors so they can be controlled by the new VFDs
4.2.8.2. Replace the three-way valves with two-way valves on the heating coils on the Innovent HRU-1 and the Gaylord HRU. The three-way valves on the pre-heating coils are to remain to permit hot water circulation through the system.
4.2.8.3. Integrate all new component controls into existing building’s Delta Controls EMCS. Modify controls sequence of operations as required for fully functional system.
4.2.9. Building 1340
4.2.9.1. Install two VFDs, one on each of the 5 hp pumps P-1A and P-1B.
4.2.9.1.1. Replace the pump motors on pumps P-1A and P-2B with inverter-ready premium efficiency motors so they can be controlled by the new VFDs.
4.2.9.2. Replace the three-way valve with a two-way valve on the heating coil in the air handling unit designated HV-1 and the make-up air handling unit with heat recovery designated MUA-2. The three-way valves on the pre-heating coils are to remain to permit hot water circulation through the system.
4.2.9.3. Integrate all new component controls into existing building’s Delta Controls EMCS. Modify controls sequence of operations as required for fully functional system.
4.2.10. Building 3351, Auxiliary Heat Plant
4.2.10.1. Install two variable frequency drives (VFDs), one on each of the 75 hp
Baldor Super E premium efficiency motors that serve the auxiliary heat plant boilers. The VFDs will allow for soft-start of the motors which is not possible in the current configuration.
4.2.10.2. The VFDs should be installed adjacent to the Motor Control Center (MCC). Both VFDs shall have full by-pass capability and be capable of manual/hand start and operation.
4.2.10.3. The VFDs must be integrated with the existing Cleaver Brooks controls that power the auxiliary heat plant boilers.
5. DELIVERABLES
5.1. See AF Form 66 - Submittal Register.
5.2. Contractor will supply submittal packages per Specification 01300 - Submittals.
6. ENVIRONMENTAL REQUIREMENTS
6.1. Compliance with Laws: The contractor shall comply, and ensure that all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, and standards related to environmental matters. The contractor shall also comply, and ensure that all subcontractors comply, with all specific instructions or directions given to the contractor by the base regarding environmental matters.
6.2. Hazardous Waste Handling and Disposal:
6.2.1. The contractor shall identify, characterize, containerize, store, and dispose of all hazardous wastes per Specification 01030 and all local guidelines, and as specified.
6.2.2. The contractor is responsible for properly storing, marking, labeling, securing, and transporting hazardous wastes. All hazardous wastes shall be collected in contractor furnished DOT/UN approved containers and taken to Eielson's Hazardous Waste Facility for disposal. Call the Hazardous Waste Facility prior to transporting wastes to the facility to coordinate delivery of the waste materials.
The contractor shall not store hazardous waste on base for more than 30 days.
6.2.3. A Uniform Hazardous Waste Manifest shall be used by the contractor to document all parties and locations involved in the transportation, storage, and disposal of all hazardous and special wastes. This form shall be provided to the government by the contractor and signed by the Base Environmental Coordinator before the waste is transported from the limits of government property. A copy of the manifest shall be signed by the receiver of the waste and submitted to the Contracting Officer not later than forty-five days after disposal has taken place.

6.3. Spill Reporting/Clean-up:
6.3.1. Spill reporting and clean-up shall be handled per Specification 01030.
6.3.2. The contractor shall display (e.g. job site trailer, bulletin boards, etc.) the Eielson Spill Response placard developed for construction projects.
6.3.3. The name and qualifications of the individual who shall be responsible for implementing and supervising the containment and cleanup shall be provided.
6.4. Nuisance and Polluting Activity: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, Solid Waste and Hazardous Substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface shall not be permitted and the contractor shall be held responsible for any and all damages which may result. The contractor shall conduct its activities in such a fashion which avoids creating any legal nuisance including, but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize off-site impacts of work activities.
6.5. Site Maintenance and Cleanup:
6.5.1. Site Maintenance: The contractor shall protect existing facility equipment and finishes during scheduled work. Work areas shall be maintained in a neat and safe condition.
6.5.2. Cleanup: The contractor shall collect all trash, debris, refuse, garbage, etc., which he generates and place it in appropriate containers with lids or approved covers on a daily basis. All construction debris shall be disposed of by the contractor off of Eielson AFB and shall conform to all local, state, and federal guidelines, criteria, and regulations.
6.6. Storage and Parking:
6.6.1. The contractor shall confine all operations (including storage of materials) on government premises to areas authorized or approved by the Contracting Officer.
The contractor shall hold and save the government, its offers and agents, free and harmless from liability on any nature occasioned by the contractor’s performance.
6.6.2. The contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways on Eielson AFB.
6.6.3. All other storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any hazardous substance which may cause contamination of the storage area shall be stored in a contractor supplied trailer which shall be secured when not in use.
7. SAFETY
7.1. Protection of Government Property and Personnel - The Contractor shall protect Government and non-Government property and personnel on-base from inconvenience, damage, or injury of any nature. The Contractor shall accomplish the work in accordance with applicable parts of Base Safety and Fire Prevention regulations, Air Force regulations, and good construction practices are applicable. Damages of any nature caused by the Contractor shall be repaired or damaged property replaced at no expense to the Government. If the Contractor does not satisfactorily repair or replace the damaged property, the Government reserves the right to make the necessary corrections. The contractor shall reimburse the Government for consequential damages and for all materials and labor used for the corrections.
7.2. Fire Protection - The Contractor shall obey all requirements of the National Fire Codes and Air Force regulations as they relate to the work. The Contractor shall not do any welding or use any flame apparatus without obtaining clearance from the fire department. The fire department may be contacted by phone at 377-4156. Notify the fire department at least 24 hours in advance of the intended use of any flame apparatus.
When using flame apparatus, provide fire protection devices, such as non-combustible coverings and fire extinguishers, as directed by the fire department. Comply with Requirements of specification 01030. (Note: Fire Dept. notification in advance of 24 hours will help ensure requirements of specification 01030 are met ahead of work start date.)
