ENERGY CONS: REPLACE MOTORS & INSTALL VFDS (MULTI) SECTION 01300
EIELSON AFB, ALASKA SUBMITTALS

PART 1 GENERAL
1.1 SCOPE
A. This section defines the requirements and procedures for shop drawings, material and product data submittals.
PART 2 PRODUCTS
2.1 GENERAL
A. Individual submittals shall not include items covering more than one division of the specifications or related area of the drawings.
B. The first page of each submittal binder shall be an Air Force Form 3000.
C. Apply Contractor's stamp, signed or initialed, certifying to review, verification of products, field dimensions and field construction criteria, and coordination of information with requirements of Work and Contract Documents. Notify Contracting Officer in writing at time of submittal of any deviations from requirements of Contract Documents.
D. Each submittal or resubmittal shall be complete and shall contain all previously submitted material except that being replaced by new or revised material, which shall be removed. Partial or improperly indexed or tabbed submittals or resubmittals shall be rejected without review or comment.
E. With each resubmittal include a complete summary of all changes and additions made to the equipment review submittal since the previous submittal. Only those items included in the summary will be reviewed with the resubmitted package.
F. Do not submit "updates" for previous submittal packages with resubmittals. Previous submittals will not be updated.
G. A list of minimum submittals required is provided on the Submittal Schedule (AF Form 66) and in each Section. These lists are not necessarily complete or all-inclusive and the Contractor is responsible for complete submittal.
2.2 BINDING
A. Each submittal shall be bound in three-ring notebooks.
B. Shop and assembly drawings larger than 11x17 inches may be separately bound by staples.
2.3 EXCEPTION PAGE
A. Following the AF Form 3000 in each binder there shall be an Exception Page listing any proposed deviations from requirements of Contract Documents for items contained within the submittal.

B. The exceptions shall be in numerical order and in the same sequence as the items on the AF Form 3000. If the submittal contains no exceptions, then "NO EXCEPTIONS" shall be entered on the page.
C. Each exception shall identify the submittal item by number and name, the applicable specification paragraph(s) and drawing reference to which the exception is taken, the exception and a statement of reason for the exception. All exceptions for an item shall be listed together under that item.
2.4 ITEM DIVIDERS AND TABS
A. Provide consecutively numbered or labeled divider tabs between each submittal item or component. Each tab shall have the item/component number or label neatly typed or printed on both sides.
B. The dividers shall be made of card stock with a prepunched, reinforced binding edge and have a sequentially offset, clear insertable index tab on the opposite edge. The typed or printed inserts shall not slip out of the index tabs.
2.5 INDIVIDUAL ITEMS
A. Each individual item shall legibly indicate (as applicable):
1. Submittal item number.
2. Applicable specification paragraph or drawing number.
3. Item name or equipment tag used in the drawings or specifications.
4. Manufacturer's catalog number, model number or other specific identification.
5. Use and location.
6. Size and capacity.
7. Operating characteristics and requirements.
8. Associated accessories and fittings.
9. Specific options provided.
10. Dimensions, sizes and weights.
11. Manufacturer's installation instructions.
12. Electrical wiring diagrams and power requirements.
13. The name, address and phone number of the distributor or supplier from whom spare or replacement parts and required specialty maintenance material may be purchased.
14. Warranties or guarantees and the name address and phone number of the company responsible for providing warranty service.

15. Exceptions to, or deviations from, the requirements specified in the contract.
B. Product Data:
1. Submit only pages that are pertinent; mark each copy of standard printed data to clearly identify pertinent products, referenced to Specification Section and Article number.
Show reference standards, performance characteristics, and capacities; wiring and piping diagrams and controls; component parts; finishes; dimensions; and required clearances.
2. Modify manufacturer's standard schematic Drawings and diagrams to supplement standard information and to provide information specifically applicable to the Work.
Delete information not applicable.
2.6 SHOP DRAWINGS:
A. Present in a clear and thorough manner. Label each Drawing with Government Project name and Project number. Identify each element of Drawings by reference to sheet number and detail, schedule, or room number of Contract Documents.
B. Identify field dimensions; show relation to adjacent or critical features or Work or products.
2.7 SHOP AND ASSEMBLY DRAWINGS LARGER THAN 11X17 INCHES
A. Items having separately bound drawings shall be noted in the index and summary.
B. The item data section shall reference the drawing number and title.
C. Each drawing shall be clearly labeled with the applicable item number and name.
D. Each separately bound set of submittal drawings shall have a Table of Contents sheet listing each drawing by submittal item number and name, drawing title and drawing number. The Table of Contents and the drawings shall be arranged in the same sequence as the submittal.
2.8 SAMPLES:
A. Submit full range of manufacturers' standard colors, textures, and patterns except when more restrictive requirements are specified.
B. Submit samples to illustrate functional characteristics of the product, with integral parts and attachment devices.
PART 3 EXECUTION
3.1 CONTRACTOR REVIEW
A. Review submittals prior to transmittal; determine and verify field measurements, field construction criteria, manufacturer's catalog numbers, and conformance of submittal with requirements of Contract Documents.

3.2 NUMBER OF COPIES OF EACH SUBMITTAL
A. Three copies of each submittal are required, unless otherwise noted on the Submittal Schedule (AF Form 66).
3.3 TIMING
A. The Contractor shall provide all required submittal data in a timely manner, and in an orderly sequence so as to cause no delay in his work or in any related work of the Government.
B. The Contracting Officer will review the Contractor's submittals and return them in a timely manner with action required by the Contractor indicated in writing.
C. The Contracting Officer will consider expedited review of required submittals. Submit a list of items for which expedited reviews are requested at the preconstruction conference. Substantiate each request by reference to the Project schedule. The Contracting Officer will be the sole judge as to whether or not expedited reviews are warranted.
3.4 APPROVAL OF SUBMITTALS
A. The Contracting Officer's review of the submittals, is only for conformance with the design concepts of the project and for compliance with the requirements stated in the contract documents.
The Contracting Officer has not, and shall not verify specific item performance, required quantities, sizes, dimensions, fit, fabrication processes, techniques of construction or coordination of submitted items with other aspects of the project; these are the responsibility of the Contractor.
B. The Contracting Officer's acceptance of a submitted item does not relieve the Contractor from responsibility for errors or omissions in his submittal.
C. The Contracting Officer's approval of an item that is a component of an assembly shall not imply acceptance of the assembly.
D. The Contracting Officer's approval of a submitted item shall not relieve the Contractor of responsibility for any deviation from the requirements of the Contract Documents, unless this deviation is noted on the Exception Page of the Submittal, and the Contracting Officer has given written acceptance of the specific deviations.
E. Acceptance by the Contracting Officer of a deviation requested by the Contractor does not guarantee that the deviation is compatible with the building construction and/or does not cause conflicts with other items on the project.
F. The Contractor retains full responsibility for accepted deviations and exceptions. All required changes to other aspects of the project caused by a deviation or exception shall be coordinated and performed by the Contractor without additional cost to the Government.
G. The Contracting Officer may note possible conflicts in sizes, project required quantities and other potential problems for the Contractor in the execution of his work. These notes are meant only to assist the Contractor and do not state nor imply that the Contracting Officer assumes responsibility for the noted items or items not noted.

3.5 RESUBMITTALS
A. After Contracting Officer review of submittal, revise and resubmit as required.
B. Make resubmittals under procedures specified for initial submittals; identify changes made since previous submittal.
3.6 PRIOR TO APPROVAL
A. The Contractor has full responsibility for any items, material, equipment and other project components that he may have ordered, purchased or installed prior to their approval by the Contracting Officer.
B. The Contractor shall replace any item, material, equipment or other project component which has been installed, without the Contracting Officer's prior approval, when directed to by the Contracting Officer. The replacement shall be performed by the Contractor without additional cost to the Government.
