QUESTIONS AND RESPONSES
FOR
PAINTING SERVICES AT EIELSON AFB
AT
EIELSON AIR FORCE BASE, ALASKA
SOLICITATION NO. FA5004-11-B-D001
It shall be noted to all interested parties that the following questions have been received in writing regarding the subject acquisition. Additionally, responses have been provided to the below listed questions.
As a reminder, it is the responsibility of all Interested Parties to review this website
(http://www.fedbizopps.gov) frequently for any updates and/or amendments to any and all subject documents.
Question:
1. Line items 026 and 027 refer to being an additional coat to line item 023. Line item 023 is actually an additional coat to line item 022. Are line items 026 and 027 actually to be additional coats for line item
025? Based on how the rest of the bid schedule is laid out, this would seem consistent. This occurs through the base and all option years.
Response:
Line items 026 and 027 were meant to be additional coats to line item 023. This has been corrected in the bid schedule.
2. Is the performance and payment bond to be written as one 5 year bond or shall a new performance/payment bond be written for each year, base and any awarded option years separately? Can the performance and payment bond written be specifically limited to the current annual period with a new bond issued for each option year?.
In accordance with Section H, Paragraph H-1(b); “The penal amount of the performance and payment bonds shall equal $1,500,000.00.” This requirement applies to the base year only. If the Government asserts it’s right to exercise the option, additional bonding will become required.
3. Para 05011 lists Exterior Colors, but not what products are to be applied. Is an Alkyd enamel desired or an acrylic latex paint? What sheen is desired? Also various substrates will require different products under many circumstances, such as doors and frames, other metal surfaces, concrete and CMU, etc.are all substrates that needs the type of paint to be applied identified.
It will be the successful bidders responsibility to submit products for approval to the Contracting Officer at the time the project is requested. It is the contractors responsibility to provide a product that is proper to use in that particular application.

Question:
4. Para 05012 lists Interior Colors, but not what products are to be applied. Also various substrates will require different products under many circumstances, such as doors and frames, other metal surfaces, concrete and CMU, GWB, etc. are all substrates that needs the type of paint to be applied identified.
See response to question 3.
5. Item 57 on the bid form calls for a "high gloss log sealer". Please provide a specification as there are many options available.
It will be the contractors responsibility to provide a product that is acceptable for the application in which it is being used. Site visits will be held prior to individual task orders in order for the successful bidder to view assess the surface being coated.
6. Please clarify if this $1.5 M limit is per task order or per CLIN/Option period.
As is stated in the solicitation, the maximum CLIN value is $1.5M. Refer to FAR Clause 52.216-19
“Order Limitations” for maximum order limits.
7. Could you provide a PDF copy of a map and/or directions to the location of the bid opening from the main entrance of the base?
Directions can be obtained from the Eielson AFB visitors center prior to entering the base. It is the individuals responsibility to allow sufficient time to obtain access to the base in order to submit their bid before the required submission date and time.
8. In amendment # 3, question # 4 asked about sandblasting. The response was that sandblasting should be included under Paint Removal, Pavement. Are we to assume there will be no other sandblasting? If there is other sandblasting it seems we need a separate line item for it.
Yes, other sandblasting is possible, however, the Government feels that a separate line item is not necessary. In the SOW sections 4041-4048 it states "Includes... suitable surface preparation, ..." This would include sandblasting.
9. In speaking with our Bonding Agent and Surety, they indicated they do not typically issue blanket bonds anymore and have requested to see if task order based P&P bonds would be acceptable on each individual awarded task order. They did indicate the overall costs would be similar to that of a blanket bond. Each awarded task order would still be covered at 100% of the award amount.
Response:
In accordance with Section H, Paragraph H-1(b), “The penal amount of the performance and payment bonds shall equal $1,500,000.00. Both the performance and payment bond must be current and valid throughout the basic year, and each option year (if exercised) thereafter.” It has been determined that this requirement is in the best interest of the Government and therefore will not be changed.
10. Line items 0045 and 0046 refer back to Statement of Work page 13 items 04056 thru 04059. We request that you add two more items to the Bid Schedule to match the four items listed in the Statement of
Work. Reason for change-Retro reflective bead will add material and labor cost to the line item and needs to be priced separately similar to what is listed in the Statement of Work.
It has been determined that due to time contstraints, additional line item breakouts for retro reflective and non-retro reflective bead paints will not be added at this time.
