QUESTIONS AND RESPONSES
FOR
PAINTING SERVICES AT EIELSON AFB
AT
EIELSON AIR FORCE BASE, ALASKA
SOLICITATION NO. FA5004-11-B-D001
It shall be noted to all interested parties that the following questions have been received in writing regarding the subject acquisition. Additionally, responses have been provided to the below listed questions.
As a reminder, it is the responsibility of all Interested Parties to review this website
(http://www.fedbizopps.gov) frequently for any updates and/or amendments to any and all subject documents.
Question:
1. Bid items A045 and A046 are for airfield and street pavement markings. Can two line items added for glass bead, retroreflective markings as stated in 05014 bead specification?
Response:
If you refer to section 4 of the PWS it states in 04034 and 04035 the requirements and specifications for airfield painting as well as pavement painting. Also, it states that “where specific instructions in these specifications require that a particular product and/or material be installed and/or applied by a
“manufacturer-approved applicator”, it shall be the contractor’s responsibility to ensure that any subcontractors used for such work be approved applicators.” With this said, additional line items will not be necessary for glass bead and retro-reflective markings.
2. Does the Government supply the paint contractor with a heated shop on base to work out of? This is especially critical in the winter.
No, the government does not have a heated facility on base to work out of. Since the response time is an hour for the contractor to be on site, a facility will not be needed. Refer to section 3 of the PWS.
3. Please verify that the wage determination used includes updated rates for each discipline as some of the rates seem lower than standard commercial rates and may be old or outdated.
The Wage Determination included in the Solicitation (AK100001 dated 5/13/2011) has been updated with the latest determination dated 6/03/2011. Please note that all wage rates used on Eielson AFB will be for services “North of the 63 rd
Parallel”.
4. There is no line item on the bid schedule for sandblasting. One should be added if any is required as sandblasting is far too expensive to be covered under normal prep.
http://www.fedbizopps.gov/
Line item A047 is “Paint Removal, Pavement”. This would include sandblasting. The PWS has been modified to clarify this, please see section 04064.
5. Under "Statement of Work", 01101 it states that: If a primer is required as a first coat, then every coat after the primer will be applied as an "additional coat". Does this mean that we need to have all prep, clean, mask, equipment, mob, de-mob, etc included in the primer coat just as we would in the fist coat? If so, that doesn't make sense. The primer should be paid the same as an additional coat and we leave all the prep, clean, mask, equipment etc. in the 1st coat. This would be the least confusing way. Please Clarify.
Yes, the contractor will need to have all preparation, clean, mask, equipment, mob, and de-mob included in the primer coat. In the PWS under 04071 it states that the “Primer includes work area preparation, suitable surface preparation, and one coat of primer applied in accordance with applicable industry and quality standards, and work site cleanup.”
6. There are no line items in the bid schedule for painting an overhead door. Could you please add a line item for this?
Adding a line item for an overhead door will not be necessary. Whether it is a metal or non metal door, this can be estimated in line items A001 through A036.
7. Could line items be added for all interior and exterior paint items for less than 100 sq. ft? 500 sq. ft.
verse a 4 sq ft patch is far too large of a difference for proper pricing.
No, the Government does not feel it is necessary to add a line item for interior/exterior painting less than
100 sq ft. The quantity that is measured will be properly input in either greater than 500 sq ft or less than
500 sq ft which would then result in an accurate quote. Most interior/exterior projects deal with a higher square footage as well, therefore a line item for less than 100 sq ft would get much use.
8. Could line items be added for "mud and Tape" patch and also "Texture walls" patch? There is far too large of a difference between a patch and a larger area.
By calculating the correct square footage of either "mud and tape" or "texture walls", you will get a legitimate quote no matter the size of the area. Therefore, the Government does not feel that adding line items for just a patch is necessary.
9. Can a bid item be added under Item A054 Polyuera Floor Paint for areas under 500 sq ft? A small area can be extremely expensive verses a larger area.
No. It is the Government’s experience based on previous contracts that this is line item is acceptable as is.
10. On the Bid Schedule under Exterior Metal Surfaces, Can you give a description of what type of metal surfaces you are referring to? There were no typical exterior metal surfaces discussed on the walk through.
Some examples of Exterior Metal Surfaces include the following: Metal Fascia, Soffit, metal trims around doors and windows, metal columns..etc.
11. On line item A039, Gypsum Board Removal and Replacement, can there be line items added for under 100 sq. ft - 100 to 500 sq ft. and over 500 sq ft.? This would allow for more realistic pricing.
It is the Government’s opinion that if the correct amount of Gypsum Board is calculated than an accurate estimate should follow. Therefore, no additional line items for smaller square footages will be added.
Based on previous contracts this line items has been effective and there have been no problems with this in the past.
12. Bid Item A052 Epoxy Floor Paint: Under the description, it calls for primer & epoxy resurfacing and aggregate. It doesn't specify 1 or 2 top coats of epoxy. Please clarify.
Depending on each project will determine how many coats of Epoxy paint will be needed. The typical amount used is two coats.
13. According to Section L of the solicitation, there are no instructions for what needs to be submitted with the bid to your agency. Please clarify all submission component requirements.
“Submission of Proposals” is hereby added to Section L. For all additional information refer to information already contained in Section L.
