MX8 system to apply to all hardware that will have the capability for a key override or key access. System to be ordered as BEST 7 pin IC / 26D. Cores paid for by contractor But ordered by Lock Shop and installed by the lock shop.

MEMORANDUM FOR ALL FACILITY MANAGERS
FROM: 773 CES/CEO
SUBJECT: Non Real Property Safes, Containers, Vaults and Cipher Locks
1. In accordance with AFH 32-9007 attachment 12, AFI 32-1001 par 1, and AFI 32-9005, the Secretary of the Air Force directs USAF Civil Engineering to maintain Real Property Installed Equipment (RPIE). The 773d Civil Engineer Squadron (CES) maintains the ability to perform base-wide locksmith services and GSA certification inspections on RPIE security vault doors and SCIF access doors within the Heavy Repair Element. The Lock Shop will troubleshoot and repair mechanical problems affecting the operation of real-property installed vault & SCIF doors.
2. Organizational GSA and Non-GSA security safes/containers whether bolted down or freestanding do not meet the definition of RPIE and therefore are not real property. Maintenance and repair of these portable office security safes/containers is not the responsibility of Civil Engineering. The 773 CES Lock Shop will perform the required periodic GSA inspection and certification of these GSA security safes/containers. The inspection is accomplished IAW GSA inspection criteria to certify GSA secure storage for classified material. The Lock Shop personnel maintain current GSA lock, vault, and container certification credentials. JBER organizations/ units are responsibility to perform frequent inspections of their GSA certified security safes/ containers to maintain their proper operation and track the expiration date of the GSA security safes/containers certification. When a GSA security safe/container’s periodic GSA certification is approaching its expiration, notify 773 CES Customer Service desk at 552- 3726/3727 in advance, usually 7-10 days of the safe/container’s certification expiration date to schedule the GSA certification inspection.
3. Should a non-mission essential GSA/Non-GSA security safe/container fail to open, the organization/unit will need to contact an off base vendor that can open the GSA/Non-GSA security safe/container. It is the responsibility of each organization/unit to use their respective organizational funds for this service. Facility Managers should be encouraged to seek out whomever they choose (lowest cost/highest quality) to open non-mission critical security safes/containers. See attachment 1 for a list of local locksmiths that are able to open failed non-mission essential security safes/containers. If a new GSA safe/container is obtained, the 773 CES locksmiths can inspect and certify the safe/container to insure it complies with GSA certification for storage of classified material.
4. Only USAF/USA mission critical events will be justification for the 773 CES Lock Shop to immediately respond to opening the organization/unit’s mission critical GSA certified security safe/container. The mission critical event will be justified to the 773 CES Operations Flight Commander or designated unit officers by the requesting critical mission commander or commander’s designated unit officers.

5. Once the mission critical security safe/container is opened, it will be considered unserviceable and condemned for classified storage. This is due to the damage that will be done to the safe/container by the expedient method employed to open it. If mission critical classified information from the failed safe/container is required to be stored after the failed safe/container is opened, another GSA certified security safe/container will need to be provided by the organization/unit to store their classified material. Only in specific circumstances will the 773 CES Lock Shop be directed to proceed with the repairs on the mission critical safes/containers.
Cost effectiveness and permission to proceed with repairs will be determined by the 773 CES Operations Flight Commander or designated officers.
6. Normally the cost of a new GSA security safe/container is significantly less to purchase than the costs to repair the old GSA safe/container. However if it is determined to proceed with the repair of the GSA safe/container, it will be the responsibility of each organization/unit to use their respective organizational funds to purchase the components required to maintain GSA certification for mission critical safe/container. The 773 CES Lock Shop will identify the GSA component(s) that will need to be purchased. Once the new GSA components are on hand, the Lock Shop will install the new GSA components, repair the GSA safe/container to GSA standards and certify the GSA mission critical safe/container for further classified mission critical information storage.
7. Cipher locks are for occupant convenience rather than additional security for facilities. Request to install cipher locks must be initiated by the Facility Manager by submitting a NexGen Work Task with a memorandum from the organization/units commander or director authorizing the installation of the cipher lock. It will be the responsibility of each organization/unit to use their respective organizational funds to purchase the lock. The requested lock must meet the requirements of the JBER Lock Standards, see attachment 2. The KABA Access Control Simplex is the type of cipher lock utilized on JBER. The model of the lock will be determined by the 773 CES Lock Shop to maintain NFPA Life Safety requirements. Once the units cipher lock is obtained, the Lock Shop will install the cipher lock and provide initial instructions on how to reprogram the new cipher lock. All maintenance for the cipher lock will be the organization/unit’s responsibility after the installation of the new lock is complete.
