673 Civil Engineering Squadron

Joint Base Elmendorf-Richardson, AK

STATEMENT OF WORK

FXSB 21-1077

REPAIR BUNKROOM AND HALLWAYS-BLDG. 11415

SECTION 1: PROJECT INFORMATION

1.1 PROJECT DESCRIPTION: Joint Base Elmendorf-Richardson (JBER) is located on the Northern edge of

Anchorage, Alaska and is accessible from the Glenn Highway at Bon iiiiiiiiface Parkway. The project location is on the Elmendorf side of the installation at Build ing 11415. The project consists of work to replace doors, install new laminate flooring and wall mounted electrical outlets and COMM lines. This project shall be accomplished as An Open Market General Construction Design.

1.2 When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31‐ 101, Integrated Defense, and DODMAN5200.02_AFMAN 16‐

1405, Air Force Personnel Security Program. Contractors requiring access to any area on Joint

Base Elmendorf‐ Richardson (JBER) shall comply with installation, state, and local COVID‐19 policies and mandates and respect any guidelines or restrictions imposed by local businesses.

These policies and mandates frequently change. Municipality of Anchorage Emergency Orders. Failure to comply with the guidelines or restrictions may result in suspended access to JBER or debarment. Con‐ tractors shall comply with the above‐referenced documents] citing the appropriate paragraphs as applicable.

1.3 UNIQUE REQUIREMENT: Project is to be implemented while accommodating user needs of the facility. Contractor shall request approval of any downtime/outages a minimum of 10 work days in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Contractor staging areas will be identified by the

Facility Manager, Fire Department, and 673 CES/CENMP. Safety areas and caution notices are to be provided by the Contractor.

1.4 PROJECT DURATION: Contractor shall have 180 days to complete the project from the Notice to

Proceed date.

SECTION 2: GENERAL REQUIREMENTS

2.1 PROJECT WORKING HOURS: Project hours are standard work hours.

2.2 QUALITY CONTROL:

2.2.1 The Contractor shall provide full‐time onsite supervision.

2.2.2 All demolished materials shall be disposed of according to State & Federal regulations.

2.3 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.4 WORKSITE: The Contractor shall limit the work to the areas indicated by the

Government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the Government. The Contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation. The Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all times during the construction project. Contractor is to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs and barriers for safety.

2.5 SITE SECURITY AND PROTECTION : The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The Contractor shall protect the site from damage from weather, vandalism and/or theft.

2.6 DAMAGE TO EXISTING SITE CONSITIONS: The Contractor shall be responsible for repairing any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the Government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the Government.

2.7 HEALTH/SAFETY: The Contractor shall be responsible for compliance with OSHA and Alaska

Department OF labor (AKOSH) standards. The Contractor shall maintain a clean debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The Contractor shall minimize storage of materials and equipment on site.

2.8 GREEN PROCUREMENT: : Contractor must incorporate “green procurement” principles into

The design of their projects. Specifically, consult the EPA’s web website at www.epa.gov/ greenproducts for a listing of the products that have been mandated as green procurement requirements for purchases.

2.9 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project. Consideration shall be given to the sequence sequence of phases (including review periods and meetings), standard construction/repair activities and duration of tasks, submittals and procurement of materials. The schedule shall include material submittal dates coordinated with the AF Form 66, and allow for review periods prior to material procurement (Including identification of items with long lead times), and and climatic conditions (including seasonal periods for roof work, site work, etc.).

2.9.1 The project schedule shall be in the form of an AF Form 3064 chart.

2.9.2 The initial baseline schedule shall be available for review at the pre‐construction meeting.

All schedule updates shall be provided to the Government.

2.10 PROJECT STATUS UPDATE/WORK SCHEDULING MEETINGS: At the request of the Contracting

Officer, project status/scheduled meetings may be held at a mutually agreed upon day, time and location on JBER.

2.11 WASTE MANAGEMENT: Dispose of all hazardous waste in accordance with Local, State and and Federal regulations; Reference Environmental Protection Specifications on JBER (28 Oct

2020 Rev 3) Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal. Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the contractor on Joint Base Elmendorf‐Richardson (JBER) will be managed by the the contractor in accordance with federal regulation applicable to large quantity generators

(LQGs) of HW. All universal waste (UW) handled by the contractor on JBER will be managed by the contractor in accordance with federal regulation applicable to large quantity handlers

(LQHs) of UW. All waste will be managed in accordance with 40 CFR, attached Environmental

Protection Specification Section 01500 ENVIRONMENTAL PROTECTION ON JBER 01600

MANAGEMENT OF HAZARDOUS AND SOLID WASTE.

2.12 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40 CFR 761,

(b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40 CFR 745.

2.13 STAGING/MATERIAL STORAGE: The D‐B Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project. Coordinate areas with 673 CES/CENM and 673 CONS/PKA.

2.14 HAZARDOUS MATERIAL USAGE: Reference Environmental Specification Section 01500

Environmental Protection on JBER.

2.15 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract, area where work is being performed will be unoccupied.

SECTION 3: NEW WORK: Contractor must submit all materials for approval prior to purchase and install. The D-B Contractor shall submit a 95% and 100% submittal. The 100% design drawings for the electrical and Comm shall be stamped by an AK registered Electrical Engineer

PE. Proceed with construction only after receiving final approval from the Government.

3.1 DEMOLITION: Contractor shall submit Demo Plan ten (10) days prior to any demolition. Demolition shall include doors, door frames, door closers, door hardware, carpet and cove base.

3.2 DOORS:

3.2.1 Contractor shall remove doors shown on drawing and replace with new. Interior door

@ 4 shall be 3’x7’ solid core wood door with 18”x18” window with automatic closer and to include all hardware and painted white. Interior door @ 3 shall be 3’x7’ metal door with a 18”x18” window with automatic closer and to include all hardware and painted white. Exterior door @ 2 shall be 3’x7’ FIRE DOOR (90 minute rating) with automatic closer and to include all hardware and painted brown to match existing

(remove and replace existing cypher lock) . Interior doors @ 5, Rooms 108 and 113 shall have 3’x7’ glass doors with automatic closers and to include all hardware.

Contractor shall repair gypsum wallboard at room 108 door opening. See drawings for locations.

3.3 LAMINATE FLOORING:

3.3.1 Contractor shall remove the carpet and cove base in rooms 108, 113 and the hallways and install new laminate flooring similar to or match the existing in adjacent hallway.

Room 108 mastic has tested positive for asbestos and shall be abated according to attached specifications. The existing carpeted areas (Room 113 and hallways) have been abated, see documents at 18. Asbestos Abated Areas Test Results. If ACM is detected, contact 673 CONS Contracting Officer. Dispose of all hazardous waste in accordance with Local, State and Federal regulations. (Reference Environmental

Protection Specifications on JBER (28 Oct. 2020 Rev. 3). Contractor shall install cove base in rooms 108, 113 and hallways. Colors shall be selected/approved by Customer.

3.4 PAINT:

3.4.1 Contractor shall repair holes in walls in Room 112 and 113 and paint areas to match the existing color (paint all of Room 113). Repair any damage to the wall finishes that occurs from demolition. Touch up paint as needed in the surrounding area, and paint any newly installed/finished GWB with one coat primer and two coats paint, matching the adjacent paint profile/thickness. See drawings for locations.

3.5 ELECTRICAL AND COMM:

3.5.1 GENERAL ELECTRICAL: Design and furnish all construction documents, labor, materials, equipment, supervision of labor, and performance of all operations required to completely meet all electrical requirements as indicated on the provided conceptual drawings. All electrical work shall be performed in accordance IESNA, IBC, IFC, NEMA, NFPA, NESC, JBER Telecommunications Installation Standards, UL, UFC, USAF ETL, USAF AFI and manufacturer’s recommendations. The design and construction shall comply with the latest editions of the guides, standards, local codes, and ordinances.

Including but not limited to the guides and standards listed in Paragraph 5.1 below.

3.5.2 Interior Electrical: All wiring including special systems shall be installed in raceways and conduit. Conduit and Raceways shall be specified of the type suited for the applications and locations. Conduit shall not be smaller than ½ inch diameter for power and 1” for Communications unless otherwise noted or in Panduit. Provide concealed power conduit in all areas except utility spaces. Maintain 12” separation of communications pathways and power pathways.

Conduit Installation Schedule:

- Underground Installations – Rigid Metal Conduit (RMC) or Rigid Nonmetallic

Conduit (RNC) SCH 80 PVC and as noted.

- In or Under Slab on Grade – Rigid Nonmetallic Conduit (RNC) SCH 80 PVC.

- In Slab above Grade – Rigid Nonmetallic Conduit (RNC) SCH 80 PVC.

- Stub-ups from underground and in-slab locations – Rigid Metal Conduit (RMC) or Intermediate Metal Conduit (IMC) to a height of 6 inches above grade or finished slab.

- Wet and Damp Locations or on conduit bridge – Rigid Metal Conduit (RMC).

- Dry Locations Concealed – Rigid Metal Conduit (RMC), Intermediate Metal

Conduit (IMC), Electrical Metallic Tubing (EMT).

- Dry Locations Exposed – Rigid Metal Conduit (RMC) or Intermediate Metal

(EMT) may be used above 10 feet above finished floor. Conduit (IMC) up to 10 feet above finished floor. Electrical Metallic Tubing

- Boring – Heavy wall HDPE. Railroad Utility Crossing: Follow Technical

Standards for Roadway, Trail and Utility Facilities in the ARRC Right-of-Way, Alaska Railroad Corporation, January 2014.

1. New conductors shall be copper, Class A or B, stranded or solid. Provide building wiring of insulation type THHN or XHHW. Power wiring shall be 12 AWG or larger, provide #10

AWG for 120V circuits exceeding 75’ in length. Control conductors may be 14 AWG or larger. Provide type XHHW insulation in all locations which may be exposed to temperatures less than 32 degrees F.

2. As a minimum provide and install 10 new duplex power outlets. Convenience outlets shall be duplex NEMA 5-20R. Provide dedicated circuits with quad outlets for the communications equipment racks. General purpose receptacles - provide NEMA 5-20R unless noted otherwise, grounding type, back and side wired receptacles with finish same color as faceplates and same color as communications outlets, UL approved, nylon face, brass terminal screws, self-grounding, certified to comply with NEMA WD-

1, screw terminal or screw clamp type only. Back wiring shall be screw clamp type terminals, which will accept up to #10 wire. Spring (friction) clamped type terminations are not acceptable. Provide duplex convenience receptacles with class 3 integral GFCI

(Ground Fault Circuit Interrupter) where required for the application. All GFCI receptacles shall be individually protected – slaved receptacles are not permitted.

3. Snap switches - provide white, NEMA WD-1 20 A, 120 V and 277V ac, back and side wired; back wiring shall be clamp-type terminals, which will accept up to #10 wire.

General use snap switch, UL no. 20 listed, self-grounding binding screw-type terminals with white toggle. Screw terminal or screw clamp type only. Spring (friction) clamped type terminations are not acceptable. Install switches with off position down.

4. Prohibited Items – Type AC, MC, NM, NMS, NMC wire, die cast EMT fittings, and plastic boxes.

3.5.3 Contractor shall install 2 each 20A breakers and 10 each duplex electrical outlets and

10 each RJ45, #24, 4 pair, CAT 6 Quad COMM jacks in room 113 (similar to room 108) and connect to existing panels with EMT conduit. Contractor shall replace light switch in room 112. Contractor must submit all materials for approval prior to purchase and install. The D-B Contractor shall submit a 95% and 100% design drawings. The 100% design drawings for the electrical and Comm shall be stamped by an AK registered Electrical

Engineer PE. Proceed with construction only after receiving final approval from the

Government. See drawings for location of panels and outlets.
