JOINT BASE ELMENDORF-RICHARDSON, ALASKA
16 JUN 2020
MEMORANDUM FOR 673 CONS/PKA
FROM: 673 CONS/PKA
SUBJECT: Questions and Answers for Solicitation#FA500020Q0033, Demolition of Bldg 53 and 10427
1. Standard Form 1449 (page 7 of 58) Lists a Delivery Schedule of 60 calendar days from Date of Notice to Proceed for each building. Contract also indicates liquidated damages which would be tied to this delivery scheduled. Confirm duration listed is not applicable (and liquidated damages do not apply to this timeframe), or clarify.
A: The quote submitted for the solicitation should be based upon 60 calendar days for each building as indicated within the solicitation. If additional time is needed or delivery schedule changed due to other circumstances effecting the schedule of work, the delivery schedule may be altered. Liquidated Damages will apply to the delivery schedule indicated at the time of award.
2. Technical submission criteria is referenced in several locations in Solicitation (p 37 of 58, page 49, of 58, etc.). However, it was verbally communicated today the project is price based only (no technical approach submission is required). Confirm or clarify.
A: Based on the evaluation instructions indicated in Addenda to FAR 52.212-2, “Offerors shall submit a technical proposal in adequate detail to allow the Government to assess that the offeror understands and has developed a plan that addresses the requirements of the PWS. The Government does not desire an elaborate technical proposal. Please ensure that your technical plan addresses how you intend to meet the requirements of the PWS. Neither a staffing/management plan nor employee resumes are required.”
There is not a specific format or standard of how this is to be submitted to demonstrate that the contractor has sufficient understanding of the requirement or able to meet the requirements identified in the Performance Work Statement. The submission should be able to demonstrate that offer meets the requirements of the solicitation.
3. With reference to question 2 herein, and proceeding based on the understanding that this is a price based solicitation, the only form required to be submitted at bid deadline is page on
(1) e and page three (3) of standard form 1449. These documents will be emailed directly to you by bid deadline. Confirm or clarify.
A: This solicitation will be evaluated based up FAR 52.212-1 and 52.212-2 and corresponding Addenda. Submissions include: Standard Form (SF) 1449. Complete blocks 12, 17a, 30a, 30b, and 30c, SF 1449, blocks 19 – 24 (Supplies or Services and Prices/Cost Schedule) and technical offer to be evaluated based on whether or not it sufficiently demonstrates whether the offer meets the requirements of the solicitation or not.
All submissions are to be emailed electronically to jazmine.mcwilliams@us.af.mil and alfredia.tyler@us.af.mil, by the solicitation close date and time.
4. No bid bond is requested. Should the cost of a performance and payment bond be included in proposal?
A: The only bond that is required is a performance bond equal to 100% of the original contract price and a payment bond in an amount equal to 100% of the original contract price, The costs of the contract should be considered in the quote you provide. It is a firm fixed price contract, and as so all costs and assessment of risk to the contractor should be considered as the price quoted is expected to be the pricing for full execution of the project.
5. No insurance requirements appear to be shown (unless via FAR reference). Is there a specific insurance beyond statutory to be carried?
A: There is no specific insurance submission requirement to be submitted in response to this solicitation.
6. Is a bid bond required for this solicitation?
A: The only bond that is required is a performance bond equal to 100% of the original contract price and a payment bond in an amount equal to 100% of the original contract price
7. SOW 1.3.2. Provide a complete hazardous materials and hazardous waste survey for buildings 53 & 10427 including testing, test reports and identification of all hazardous containing materials and lead containing materials that exist. This structure is anticipated to have asbestos material used in its construction such as 9x9 floor tiles and possible pipe insulation remaining. This should not alleviate the contractor from sampling any material that they believe contains asbestos.
It is very difficult to provide the government with fair pricing based on “anticipated” asbestos material that is unknown in material type, condition, asbestos percentage, quantity and location within the buildings. Will the government consider negotiating removal of asbestos containing material following the completed hazardous materials and hazardous waste survey and more information is available to provide fair pricing to the government?
A: The following attachment may help to provide insight into asbestos testing of building 53, no additional testing has been completed or will be completed for bldg. 53 or 10427.In order to provide more insight into the amount of hazardous material within the buildings, Contractors have permission to have samples taken prior to submitting your proposal. Please contact Mr.
Robert McElroy at 907-384-3081 to schedule. Please note site sampling is optional, and not required to submit a response to the solicitation.
8. PWS’s indicate the complete hazardous materials survey must be submitted 30 days prior to work commencing. While we acknowledge the requirement for the survey and submittal (and for work to be performed in accordance with results), we do not understand the 30 day prescribed lag time (assuming work is desired to progress as soon as possible). Confirm if mailto:jazmine.mcwilliams@us.af.mil mailto:alfredia.tyler@us.af.mil thirty days period is required, or clarify that work may progress upon completion and submittal of survey.
A: Work can start as soon as the results of the survey are submitted and approved as long as there are no surprises. If the survey should reveal that there are unforeseen conditions then we will have to have time to modify the contract.
9. I have attached the wage document included in the solicitation for easy reference. Is this a federal Davis Bacon Project? I am a bit confused by the document provided. Please clarify.
A: This is not a construction requirement. Per Federal regulation demolition with no follow on construction projects are considered a service requirement where Service Contract Labor Act applies and so SCA Wage Determination rates apply. Davis Bacon Act does not apply as this is not considered a construction contract under federal regulation.
10. In reference to solicitation FA500020Q0033, the PWS indicates the contractor shall provide a hazardous materials and hazardous waste survey for each of the two buildings. Do either of the two buildings have existing hazardous material surveys that can be provided?
A: For building 53, you will find the test results that have previously been maintained for the building.
For building 10427, testing was included in a larger sampling of various buildings on Elmendorf.
We have extracted the following that may help. There was sampling from (1993/94) that showed popcorn ceilings in 10427 had found asbestos in them. Rooms sampled were 203, 204, 207, 214, and 222, a room simply designated as “classroom” and the hallway were all positive for asbestos.
In 2004 the ceiling in Room 111 tested positive for asbestos. Non-friable asbestos in 10427 consists of various floor tiles and mastics spread throughout the building. There was insulation and fittings in the basement that were asbestos, but those appear to have been remediated in 2003.
Also, the paint in the building has tested positive for lead.
The contractor will need to sample and supply a hazardous report prior to demolition.
11. On Page 53 of the RFP (line g) it states that “Offers shall be submitted to this office no later than 2:00 PM, 1 June 2020”. Block 8 of SF1449 states that it is due on 6/19/2020. Please clarify.
A: With this issued amendment, offers shall be submitted to this office no later than 3:00 PM, 24 June, 2020. You will find this change indicated within FAR 52.212-1 and indicated in Block 8 of the SF 1449.
12. Please clarify the requirements for Part III of the offer submission. On Page 52 of the RFP it states that “There are no individual sub factors” for Part III. Page 53 (Paragraph C) states that there is a 15 page limit to Part III. Nowhere does it describe what Part III – Technical Offer is supposed to be. What are we supposed to submit as Part III of our offer?
13. Given the size of these buildings, the hazardous materials removal could cost several hundred thousand dollars, if not millions. It was impossible on the site visit to determine which building materials are hazardous and which are not. Please provide a Basis of Bid for the hazardous materials removal portion of this work so that all contractors are bidding the same work.
A: In submission of your quote, the proposed price should include pricing for testing, removal and disposal of hazard material, demolition, and other performance elements indicated in the Performance Work Statement. In order to provide more insight into the amount of hazardous material within the buildings, Contractors have permission to have samples taken prior to submitting your proposal.
Please contact Mr. Robert McElroy at 907-384-3081 to schedule. Please note site sampling is optional, and not required to submit a response to the solicitation.
14. What size is the steam vault in the driveway of Building 53? What is the contractor supposed to do with any abandoned steam lines that exit the steam vault?
A: The steam vault is approximately 7 foot by 8 foot by 10 foot deep. Here are some pictures that show the inside as well. The steam lines can be cut off outside the vault and abandoned in place.
