STATEMENT OF WORK
AIRCRAFT WHEEL WASHER AND WASTE WATER PROCESSING SYSTEM
24 August 2018
1.0. DESCRIPTION OF SERVICES
1.1. Overview. The 366th Equipment Maintenance Squadron, Mountain Home AFB, (MHAFB) ID, has a requirement for two (2) new Aircraft Wheel Washers and a Waste Water Processing System.
1.2. Scope. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, fluids, and other items required to install contractor supplied
(2) Aircraft Wheel Washers and (1) Waste Water Processing System. The delivery date for this requirement shall be 4-16 weeks after receipt of award.
1.3. Aircraft Wheel Washers Specifications (2 each).
- Dimensions required: (Room layout attached)
- Room size: 275” (Length) x 235” (Width) x 112” (Height)
- Entry doorway dimensions: 78” (Wide) x 82” (Height)
- Current unit size: 63” (L) x 72” (W) x 72 (H)
- 230 VAC 60 Hz Upgrade
- 200-300 GPM
- 20-40 HP motor
- Bearing holder
- Must have a skimmer
- Minimum 100 gallon reservoir
- Wash cycle in under 20 min
- Chemical resistant outer coating
- Water temperature up to 220 degrees F
- Digital Display
- Oscillating nozzles
- Maintenance Kit (if available)
- Provide on-site training for 4 - 6 hours after setup to train 25 - 50 assigned personnel.
- Standard one year warranty (minimum requirement)
1.4. Waste Water Processing System Specifications (1 each).
- Dimension requirements approximately:
- 60” to 72” (Length)
- 50” to 60” (Width)
- Up to 82” (Height)
- Moveable with heavy duty locking casters rated for max capacity weight of unit.
- Transfer Pump and Cart Assembly (if available)
- 15’ - 25’ Hose Assembly with Quick Disconnect Fittings (if available)
- Waste Water Sample Kit (needed to provide accurate waste water testing)
- Provide on-site training for 4 - 6 hours after setup to train 25 - 50 assigned personnel.
- Standard one year warranty (minimum requirement)
1.5. Functional Testing. The contractor shall coordinate with the Contracting Officer (CO) during the final functional testing of the Aircraft Wheel Washer and Waste Water Processing System. The contractor shall correct all, if any deficiencies, prior to final acceptance.
1.6. Training. The contractor shall provide on-site training for 4 - 6 hours after initial setup to train 25 - 50 assigned maintenance personnel to include but not limited to: DVD Training Video (if available), followed by a questions and answer period, training on basic operation and the daily maintenance tasks, demonstration of how to add detergent, and provide information on the Material Safety Data Sheet (MSDS). The contractor will demonstrate the proper techniques for securing parts for washing; demonstrate the basic use of controls and function of each optional accessory of the wheel washer; the functions and operation by actually washing parts; and demonstrate the proper unloading of cleaned parts for inspection. A number of loads and basket loads will be washed and inspected, followed by another question and answer session. The contractor will provide training on detailed process controls and non-operator maintenance. The wheel washer operating manual will be thoroughly reviewed section-by-section including operations, theory, maintenance, troubleshooting and installation. The training will conclude with information on utilizing manufacturer's support systems to maintain the wheel washer reliability and warranty. After the start-up is completed, the technician will certify the installation, provide a written Field Service Report and initiate the Factory Warranty.
2.0. GENERAL INFORMATION.
2.1. Hours of Operation. The contractor will be able to deliver the items and install between the hours of 0730 and 1630 Monday through Friday, except Federal Holidays, or when the Government facility is closed due to pre-designated down days. Local or national emergencies may also affect access to MHAFB.
2.2. Observed Federal Holidays. Recognized Federal Holidays. A minimum of ten paid holidays per year:
New Year's Day Martin Luther King Jr.'s Birthday Washington's Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans' Day Thanksgiving Day Christmas Day.
A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) The contractor is not required to provide service during 366 FW Family and/or Down Days.
2.3 Contract Manager and Alternate. Contractor shall appoint in writing to the CO within 10 business days following contract award a contract manager and alternate(s).
Any changes to this letter of appointment shall be provided to the CO within three (3) business days. These individual(s) will be responsible for contract performance IAW the
PWS. The contract manager or alternate will have full authority to act for the contractor on all contract matters. The name of this person, and an alternate or alternates, will act for the contractor when the primary is absent.
All contractor personnel must present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing contractor-furnished clothing bearing the company name and/or logo. Dress of office workers will be in good taste and conducive to working with the general public. The contractor will identify himself as a contractor in meetings, telephone conversations, and e-mails and in any correspondence with the Government.
All employees shall fluently read, write, speak, and understand the English language.
2.4. Contractor Employees. The contractor agrees that the CO may terminate the contract or require the contractor to remove employees who endanger persons or property, or whose continuity under this contract is inconsistent with the interests of military security. The contractor further agrees not to employ persons for work on this contract if such employee identified to the contractor, by the CO, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government, if the employment of that person would create a conflict of interest; nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD 5500.7, and the Joint Ethics Regulation. If prior military, the employee must have been discharged under honorable conditions, with no administrative actions taken against that person.
3.0. SECURITY REQUIREMENTS.
3.1. Base Passes. The contractor shall be sponsored and escorted by 366 EMS personnel on the agreed upon delivery/installation date.
3.2. Traffic Laws. The contractor and employees shall comply with all MHAFB traffic laws.
3.3. Weapons, Firearms, and Ammunition. Contractor and employees are prohibited from possessing weapons, firearms, or ammunition on themselves, or within their contractor, or private vehicles, while on Mountain Home AFB.
For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Action (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material
3.4. Physical Security. The contractor shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment and materials shall be secured.
3.5. Government Responsibility for Damage. The government shall not be responsible, in any way, for damage to the contractor’s supplies, material, or equipment;
or to service technician’s belongings brought to or left on site.
4.0. Records Management.
4.1. Records Management: All records, files, and documents, regardless of media (e.g., paper, electronic, etc), as described in this PWS, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.
The contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, paragraph 10, AFMAN 33-363, paragraph 6.4, AFMAN 33-364, paragraph
2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address: https://www.my/af.mil/afrims/afrims/afrims/rims.cfm.4
Records shall be turned over to the government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act.
5.0. Reporting Requirements.
5.1. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.
5.2. Contractor Manpower Reporting: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following internet address:
http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016.
