SUBJECT: Request for Quotation, FA4897-18-Q-0020, Waste Water Processing System and Wheel Washer

1. The 366th Contracting Squadron at Mountain Home Air Force Base, Idaho intends to establish a Firm Fixed Price contract for one Stingray 3032 Aircraft Wheel Washer or equal and one 250 gallon EQ-1 Waste Water Processing System or equal that is compatible with the Aircraft Wheel Washer in accordance with the attached Statement of Work, dated 26 June 2018.

2. General Information: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.

3. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number FA4897-18-Q-0020.

4. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, effective 15 June 2018, Defense Acquisition Circular 20180601, effective 30 May 2018, and Air Force Acquisition Circular 2018-0525, effective 25 May 2018.

5. The North American Industry Classification System (NAICS) code for this solicitation is 333318 – Other Commercial and Service Industry Machinery Manufacturing, with a size standard of 1,000 Employees.

6. The contractor shall provide and install one Stingray 3032 Aircraft Wheel Washer or equal and one 250 gallon EQ-1 Waste Water Processing System or equal that is compatible with the Aircraft Wheel Washer in accordance with the attached Statement of Work, dated 26 June 2018.

The costs for training shall be incorporated in the items listed below.

7. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017) and the addendum, applies to this acquisition.

Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (Jan 2017) Request for Quotation (RFQ) shall contain the following information: RFQ NUMBER; TIME

SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS; CAGE CODE; TELEPHONE

NUMBER OF OFFEROR; ANY DISCOUNT TERMS; AND ACKNOWLEDGEMENT OF

ALL SOLICITATION AMENDMENTS (if applicable). Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein.

Addendum to FAR 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.”

8. The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), and the addendum, applies to this acquisition.

Addendum to FAR 52.212-2, Evaluation – Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer is the lowest price and meets the requirement, which shall represent best value to the government. The Government intends to award without discussions with respective offerors; however, the Government reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process:

(1) Price: The price evaluation will be made on the basis of the total price of all line items;

therefore, an offeror must propose on all line items. The Government shall evaluate based on lowest price technical acceptability. If the lowest offeror meets the Government technical acceptability standard as defined in the Statement of Work, dated 26 June 2018, the contract may be awarded to the lowest offeror. If the lowest offeror fails to meet the Government technical acceptability as defined in the Statement of Work, dated 26 June 2018, it will be eliminated from consideration for award.

9. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jan 2017), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

15. Late quotes shall be processed IAW FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers”.
