6RFP617.1Lines 12-13 state: "…consistent with the technical criteria set forth in attachment 3, Evaluation Criteria for Award, of this solicitation." We do not see an Atch 3 with that title. Is this referencing Section M, Evaluation Methodology and Criteria Factors for Award?That is correct - That should read Section M, for evaluation criteria and Methodology. There is no attachment 3 of that name.
7RFP3-21N/AThe CLINs relating to FFP labor have what appear to be areas where bidders enter pricing, yet those that apply to Government-provided plug numbers, but appear to have areas for pricing entry. Please confirm which areas of this Section B are to be completed by the bidders. Alternatively, clarify which amounts will be completed by the Government pursuant to the RFP page 62, Section L.9.1Offerors will only need to provide labor hour rates and buildup input to the fill-ins under base and OY1-4. Additionally under Tab for Table B-1, Contractor will provide Travel Handling Rates. All the data should flow appropriately with Excel Formulas to the Breakdown tab.Updated Excel formulas to mitigate confusion.
8RFP4852.229-10(b)The RFP indicates that The Contractor shall pay the New Mexico gross receipts taxes… Yet there is no indication of how much of the level of effort provided by the Government will be performed in NM. Please indicate the amount of work that will be subject to this tax so that the impacts can be accurately modeled and assessed by the bidders.IAW PWS 1.0, work will be focused at Kirtland AFB, NM and Nellis AFB, NV. Support at OL-B will be via travel to onsite. IAW FAR 52.229-10, taxes are due to New Mexico.Refer to local state Tax laws for specifics.

10Attch 5Base & OY TabsN/AIn the Base period tab, cells N41 and N42 contain references to CLIN 0002 and 0003 for Labor-DMOC-O&M and Labor-DMOC-RDTE respectively. However, the CLIN Break down tab refers to these CLINs as being 0001 and 0002. The same issue applies to each of the option periods. 11RFP593.1Proposals are to be emailed to the points of contact indicated in Section L, paragraph 2.1, page 59. What limitations, if any exist for file/submissions? If a file is too large to email, does the Government have a secure and confidential web site/file repository that offerors may upload their proposal such that confidential and proprietary data may be submitted?Inbound files/email sizes via email are not currently limited or restricted.AMRDEC is currently down for alternative file upload.
12RFP726The costs for transition will be included in the the evaluated price. Since the incumbent will have a natural advantage over other bidders owing to lower transition costs, how will the Government conduct the evaluation of these costs provide all bidders a fair opportunity?Consideration for Transition costs is a business decision. Any proposed transition costs will be included in the overall cost evaluation.
13RFP4552.219-28(g)There doesn’t appear to be a Section K (Representations and Certifications) included with the solicitation. Paragraph 52.219-28(g) references SAM and is followed by one paragraph. Please confirm that there is no Section K as part of this solicitation.Required to adhere to FAR 52.219-28, which includes updating SAM data as appropriate, which will act as Section K.
14RFP606.3Paragraph format states that paper size is 8.5" x 11". If required for charts/graphics, will 11x17 paper size be allowed? If so, will they be counted as 1 or 2 pages within the 120-page limit of Volume 1?Gov't has to be able to print them on normal printing paper (8.5" x 11" )No other size paper will be allowed.
15RFP616.4Page limits states that blank pages, title pages, table of contents, tabs, cover sheets, and transition plan are not included in the page count. Can a List of Acronyms and Abbreviations be included as part of the Table of Contents, and therefore not included in the page count?Acceptable to include and not be counted towards page counts.
16RFP616.4 and 7.3Paragraph 6.4 lists a number of items that are excluded from the page limit of Volume 1 - Technical. Paragraph 7.3 asks for a Cross-Reference Matrix to be included with Volume 1 - Technical. Is the Cross-Reference Matrix also excluded from the 120-page limit of Volume 1 - Technical?Inclusion will not be counted towards page count.
17RFP68-715Factor 2 - Past Performance (Table 2: Past Performance Section Contents and 5.d) refers to a PPI Sheet for each referenced contract; however no PPI sheets were provided as an attachment to the RFP. Please provide.PPI uploaded for review; RFP Attachment 7
18RFP and Attach 2 PWS68 and 354.b.4 and 1.6.6.1RFP Paragraph 4.b.4 requires the offeror to provide a Transition Plan (Aspect 4). PWS paragraph 1.6.6.1 states that the "plan shall identify key positions, including why they are considered key, and provide resumes for key positions." Please confirm that key personnel resumes are to be included with our Transition Plan that is part of our proposal response.Qualification Summaries will not include specific name references as part of the provided resumes for Gov't identified KEY PERSONNEL. Other key positions that an offeror may identify above and beyond will not require resumes.See Question 2
19PWS251To ensure all bidders are pricing to the same technical capabilities, will the Government provide labor category descriptions and qualifications for non-key labor categories.These are mere guidelines for staffing, no definitions are available. It is intended to show that the general degrees of experience required for the various positions.
20NASome bidders may propose key personnel to which they not have spoken or are uncertain of the individual’s capability, interest, or commitment to actually work on the contract. In order to avoid this bait and switch circumstance, some solicitations require a formal commitment letter or certified resume for each key person named. Given the critical nature of the key personnel beginning on the first day of contract performance on the C2TSC program, will the Government consider requiring a signed letter of commitment or certified resume identifying the position to which the individual is committing for each key person proposed? A sample letter used on other solicitations is provided below for the Government’s convenience.

Offerors retain responsibility of ensuring personnel uphold the PWS requirements and hire appropriate personnel.Gov't does not desire/require by name resumes. Gov't does require what the Summary qualifications of what candidates may be.
21Attachment 5 - CLIN Breakdown and Pricing SheetsCan the Government please confirm that offerors are to include the cost associated with the New Mexico Gross Receipts Tax into their pricing.Federal gov't does not require state taxes to be included separately on any pricing, just that it will get paid to the state as a required.
22Section B and Attachment 55 & 6 and CLIN Breakdown TabThe CLIN values in Section B do not match the CLIN values listed in Attachment 5 for DMOC Ex & Training (O&M) and DMOC Ex & Training (RDTE) across the base year and the four options years (0005, 0006, 1005, 1006, 2005, 2006, 3005, 3006, 4005, 4006). Also, there are no B tables for the 5XXX CLINs. Please provide updated documents.Use the values from the Pricing worksheet; Values had been updated and didn't get updated on the RFP. No CLINS are included for exercising FAR 52.217-8 for 5xxx series CLINs due to unique nature of actually exercising the CLINs. Pricing sheet is for gov't use and is calculated using 50% of Option 4 pricingThe breakout Tabs (Base and OY1-4) will fill in tables as appropriate
23RFP4852.229-10The contractor is required to pay the New Mexico Gross Receipts and Compensating Tax but the tax is not listed as a CLIN for the base or option years.Will the government reimburse the contractor for the NM Gross Receipts and Compensating Tax? If so, how are we to propose the costs for the tax since this is a FFP effort?Contact NM state Tax office for details. 24RFP Attch 5Row 41,42In the Base and all Option Year tabs, the CLINs in Column N: Rows 41 and 42 are not aligned with Section B. For each year the Labor-DMOC-O&M is identified as CLIN xxx2 when it is xxx1 in Section B. 25RFP Attch 5Column C was hidden in the spreadsheet. When it is not hidden, the column label is CSTSC Work Load Estimate and the column contains entries of Senior, Mid, Junior or Tech for each of the PWS Capability Title in Column D.There is no definition of Senior, Mid, Junior or Tech in the RFP or PWS. Will the government provide the definitions? Rows 9 and 10 are highlighted in this column. Is there a reason why these 2 rows are highlighted?These are mere guidelines for staffing, no definitions are available. 27RFP629If the Prime offeror has proposed subcontractors who will not share their direct labor rate and loads, can the Prime enter the subs fully loaded rate in the direct labor rate column and add any applicable Prime G&A and fee in order to arrive at the total cost of the labor category?That would suffice for any Prime Contractors. Buildup data from any Sub-Contractors can also be sent to the Gov't Directly to prevent propriety information being shared unduly.
28RFP67M.4.b.1Technical Subfactor B, Aspect 1 states proposal should clearly demonstrate duties and responsibilities of the Site Manager/Alternate Site Manager, however these positions are not mentioned in the PWS. Does the government consider the Site Manager/Alternate Site Manager as separate roles or positons in addition to key personnel identified in PWS paragraph 1.4, or can those duties and responsibilities be included in the scope of responsibilities for key personnel (e.g. Program Manager and Chief of Operations).Clarify distinction, if any, between Site Manger/Alt Site Manager and key personnelSite manager and program manager should be the same person; term is interchangeable for the purposes of this effort. 29RFP67M.4.b.1Subfactor B specifies requirement to demonstrate clear lines of authority and lines of communication between key USAF and contractor personnel, but doesn't specify which USAF positions/functions are considered key.Please provide an organizational chart that depicts key government positions, lines of authority, and key interface points with contractor leadership from the gov't perspective.Key government positions are the CC, DO, and CORs. Contract leadership should work through the CORs for access to the Commander and DO.
30PWS261.4.1PWS Paragraph 1.4.1 references five positions identified as critical/key areas which must be filled on day one of the transition period. However paragraphs 1.4.1.5 and 1.4.1.5 mention “Exercise Coordinators” and “Subject Matter Experts”, implying multiple positions.Please clarify the number of key personnel required to be available on day one of the transition period.Four key positions should be available on day 1 of the transition period with the remaining personnel on day 1 of contract startSee Q47, and updated PWS.

Please define "critical functions"?3 References per contractorCritical functions include tasks performed by exercise coordinators and SMEs for Required Mission Areas in Attachment 2.

35PWS25 & 261.4, Table 2Key Personnel. The MA/MS w/ 15 yrs experience or BA/BS w/20 yrs experience requirements for the Program Manager, Chief of Engineering, Chief of Operations eleminates a lot of highly qualified people with recent/current experience.Would you consider changing these to MA/MS with 10yrs or BA/BS with 15 yrs experience?We havent had any difficulty with contractors filling these positions in the past. We will not change the experience requirement for these positions.
36PWS25 & 261.4, Table 2Key Personnel. Exercise Coordinators. A BS with 5 yr. experience in a relevant area elemates many highly qualified people with recent/current experience.Would you consider changing the requirement to " A BS/BA with 5 yr. experience in a relevant area or 10 yrs experience (w/o a degree) in a relevant area."We havent had any difficulty with contractors filling these positions in the past. We will not change the experience requirement for these positions.
37RFP59L.3.0Submission of Proposals via email. Is there a file size limitation for emailing the proposal?With a 120 page Technical Volume along with an unlimited Transition Volumne, the proposal will be a large file size and most likely greater than the standard 10 MB government size limit.There is no known limit to email size at this site for proposal submissions; However, if discovered multiple emails may suffice.Transition description should not be used for additional volume space or circumventing page limits. It should focus on ONLY transition concerns.
38RFP68M.4.b.3Export Control Requirements. The requirement will be met when the offeror demonstrates a clear understanding of export control requirements.Would the Government please provide additional information on the circumstances under which export controls would be required?As per PWS 1.6.1.8, a TAA with Canada, UK, Australia, and New Zealand is required. This is to support the annual Coalition VIRTUAL FLAG event.
39PWSVariousWhat is the difference between an emulator and a simulator?An emulator is considered as software or hardware which can imitate (duplicate) the behavior and functionality of different software within another software/hardware platform. In emulation, only the behavior and functionality are considered, but the internal mechanisms used to recreate this may be different from the original. Simulators are used to recreate the operation or behavior of a system. The underlying principles can be same as the original or different
40PWS111.2.2.7.13 - 1.2.2.7.18The PWS defines a requirement for providing White Force support.Is a Part Time On-Call staff required as part of the contract staffing? If so, how is part time staff to be priced since Attachment 5 uses 1920 hrs for each FTE.Price out position as if it was a single person vs 1+
41PWSSome personnel on the current contract are considered part time staff (not 1920 hrs per year).Will the new contract require part time personnel? If so, how is this priced by the offeror since the effort is FFP and all LCATS are priced at 1920 hours per FTE? In Attachment 5.1920 is only a Standard hours for anticipated effort - Business decision on how to best allocate personnel FT vs PT to fulfil tasks of PWS.
42PWS25-261.4, Table 2The * Note at the end of the table states all engineering and technical degrees must be awarded by an ABET accredited institution.Does this apply to only the Chief of Engineering since that is the only Key Position requiring an Engineering or Technical degree? The other key positions allow for a MA or BA which are not engineering or technical degrees. Is the offeror required to provide proof that the degree is from an ABET accredited institution? If so, will a print out of a screen shot from the ABET.org website appended to the individual's resume suffice?This applies to the Chief of Engineering. The offeror is required to provide the name of the institution and some evidence it is an ABET accredited institution.
43RFP Attch 5Row 12CLIN 0008The Contract Transition CLIN is priced as FFP for a month.There is no rate build-up or FTE distribution for this month of transition. Is the offeror to only provide it's FFP for transition with no other data required? What is the transition period?No build up required - just a flat transition rate; Gov't intends to provide 30+ days of transition between the time of award to performance start.
44RFP606.3The paper size is limited to 8.5" x 11".For the purpose of providing an easily readable chart for the required transition timeline and organization charts, can 11" x 17" paper size be used?Gov't has to be able to print them on normal printing paper (8.5" x 11" ). No other size paper will be allowed.See Question 14
45PWS251.4The PWS states, "There are five mandatory key personnel positions that the contractor shall use in performing this contract." As currently written, the position titles of "Excerise Coordinators" and "Subject Matter Experts" are stated in plural form. If cross checked against the position titles provided in the "Base Year" tab in RFP_Attch_5_CLIN_Breakdown_and_pricing_Sheets_-_Offeror.xlsx, the RFP inidicates that there four (4) Exercise Cooridnators and twenty (20) Subject Matter Experts. Including the Program Manager, Chief of Engineering, and Chief of Operations, the RFP/PWS suggests that there are 27 Key/Critical Personnel.Please calrify the total amount of Key/Crtiical Personnel that bidders are to required to account for in their response to this RFP. Five (5) or twenty-seven (27)?4 key personnel required on day one of transition: PM, DO, Chief of Engineering, and a Single exercise coordinator. The remaining exercise coordinators and SMEs are required on day 1 of contract start. Will correct the PWS to clarify. Will change to read: There are four mandatory key personnel required on day 1 of transition and throughout the contract performance period: Program Manager, Chief of Operations, Chief of Engineering, and an Exercise Coordinator, The remaining exercise coordinators and the Subject Matter Experts for Required Mission Areas in Attachment 2 are Critical Personnel and are required on day 1 of contract start."Modified PWS attached
46PWS251.4The PWS states, "Each key person shall be an employee of the prime contractor or one of the prime contractor’s joint venture partners or subcontractors.Can the government please specificy how bidders, that do not team with the current incumbent, can satisfy the bolded shall statement and adhere to 52.222-17 Nondisplacement of Qualified Workers simultaneously? The requirement and the sited FAR clause would appear to be in direct conflict.To satisfy FAR 52.222-17, encumbent staff individuals have right to choose who they may or may not work for based on business decisions to attract them.There is NO Requirement to team with encumbent to retain folks - Individuals can choose to stay or move to another effort. The Gov't request Key personnel be either the Prime or a direct Teaming partner/Sub to ensure proper oversight and mission fulfillment
47PWS251.4.1The PWS states, "The contractor’s transition plan shall ensure these critical/key positions are filled with qualified personnel on day one (1) of the transition/phase-in period and throughout the life of the contract.The application of a one (1) day transition plan for potetnially 27 Key/Critical Personnel for similarly scoped C2 Operations contracts is extememely rare. The challenge is not simply hiring but the reliance on government processes related to CACs, Campus Badges, and Clearance tranfers. Furthermore, with only one business day to execute offers for contingent employees, and selected incumbent resources, individuals would be forced to immediately resign without proper notice. Considering these elements, what would prevent the government from adjusting its transition requirements for Key/Critical personnel from one (1) day, to the more traditional 15 business days?KEY PERSONNEL need to be readied by performance DAY 1 vs transition day start. Gov't intends to provide 30 days of transition - See Question 45confirmed that 4 mandatory key personnel required on day 1 of transition; the remainder required on day 1 of contract start
48PWS251.4.1The PWS states, "The contractor’s transition plan shall ensure these critical/key positions are filled with qualified personnel on day one (1) of the transition/phase-in period and throughout the life of the contract. Individuals identified in the immediate subparagraphs will not assume this position until approved by the government."Per the underlined statement, is the government prepared to provide day one (1) approval of potetnially twenty-seven (27) individuals submitted against these Key/Critical Personnel positions?KEY PERSONNEL need to be readied by performance DAY 1 vs transition day start. Gov't intends to provide 30 days of transition - See Question 454 mandatory key personnel on day one of transition and the remainder on day 1 of contract start.
49PWS251.4.1The PWS states, "The contractor’s transition plan shall ensure these critical/key positions are filled with qualified personnel on day one (1) of the transition/phase-in period and throughout the life of the contract. Individuals identified in the immediate subparagraphs will not assume this position until approved by the government."Can the government please proivde clarity as to how non-incumbent bidders can adhere to 52.222-17 Nondisplacement of Qualified Workers, without more than one day to interview, and make an offer to, current incumbent staff filling positions that are identified as Key/Critical Personnel?KEY PERSONNEL need to be readied by performance DAY 1 vs transition day start. Gov't intends to provide 30 days of transition - See Question 45 There is NO Requirement to team with encumbent to retain folks - Individuals can choose to stay or move to another effort. There is NO Requirement to team with encumbent to retain folks - Individuals can choose to stay or move to another effort. The Gov't request Key personnel be either the Prime or a direct Teaming partner/Sub to ensure proper oversight and mission fulfillment4 mandatory key personnel on day one of transition and the remainder on day 1 of contract start.
