Questions and Answers
1. Volume I Price/Cost, Part (iii) Section G- the RFP reads "Section G-Insert the required information in the spaces provided as applicable"
I would like to confirm that no information is required to be submitted in this section, section G is contract Administration Data, but no spaces where information is to be provided are on this form. Please confirm that this is correct.
Answer: No information is required in section G.
2. Section K Complete ORCA and all Required Representations & Certifications. Was information is required to be submitted. Would you like us to submit the Reps & Certs on pages 63-66 of the solicitation AND/OR submit a copy of the ORCA reps and certs from the website?
Answer: ORCA reps and certs are acceptable.
3. Reference the Solicitation, page 71, paragraph I(b)(1)iii which reads: “iii. Section G – Insert the required information in the spaces provided, as applicable”. Upon review of Section G, it appears that there is no information required to be completed by the offeror. Please confirm.
Answer: No information is required in section G.
4. Reference the Solicitation, page 71, paragraph II. which reads: II. Volume 1, PRICE/COST INFORMATION. Price/Cost Information: Offerors shall provide all price/cost information necessary to provide a meaningful basis for the government's analysis and evaluation of price/cost for the project as set forth in this solicitation. The Contractor shall insert its proposed price/cost in Section B. The Government is not requesting certified cost or pricing data. Offerors shall include in their proposal sufficient price/cost information that will enable the government to perform an evaluation in accordance with FAR Part 15. It is preferred that the cost/price information is submitted in typed format for legibility.
Question: We are trying to determine what this paragraph is directing the offeror to include. Paragraph I((b)(1) states what the offeror shall include in Volume I. Should the offeror also include a detailed cost breakout in Volume I which supports their coefficient(s) or is it the Government’s intent to rely upon the offeror’s completed Section B (Bid Schedule)?
Answer: Government will rely on completed section B.
5. The "Upload1.zip Attachment 6 Demonstration Project" documents are not legible when downloaded and opened. City Enterprise Inc. requests that a clear and legible package be provided to allow for accurate proposal pricing.
Answer: This is an old drawing and that is the best we can do. Additional drawings were posted 2 Mar 11.
6. Please advise if it is the intent of the Solicitation Documents that the SABER demonstration
Project be bid and submitted using the 4clicks software and format? Please review and advise.
Answer: We do expect a 4-clicks estimate for this solicitation-Mike Brown is making copies of this software available to anyone bidding on this contract.
7. Design and drafting services are a significant portion of the SABER scope of work. Please advise: (1) If there is a requirement for the task order designs to be signed and/or stamped by a P.E. or registered and licensed Architect? (2) If yes, is this requirement a condition for all Task Orders and to be included in the pricing of all the LIE line items? (3) If yes, is the specific State of licensure or registration a factor or not. That is, must the professional be licensed in Georgia?
Answer: See section 1.5.10.1 c (3) of the specifications page 01 00 00-6.
8. Please provide the following information or clarification: Section C, Page 16 of 75 Item #16 provides that the Government will supply an office and two (2) computers for the Contractor's use. Please advise if any furniture will be provided, telephone land lines made available or if any office consumables will be provided?
Answer: No furniture is supplied or phones or phone lines.
9. Please provide the following information or clarification: Please provide clarification of the relationship of the LIE pricing lines and the FFP CLINs. Will an LIE be requested for all projects except "Non-Design" projects and then, if funded for construction, the LIE price will be added into the FFP CLIN or is the cost of providing LIE services to be included in the first three FFP CLINs? And then listed again separately in the LIE pricing section?
Answer: See Procedures for Issuing Construction Task Orders, page 15 of solicitation.
10. During the site visit, the Government indicated that additional as-built information for the demonstration project facility may be made available. The drawings provided with the solicitation do not include information regarding the mechanical, plumbing, or electrical systems within the facility and appear to be the original as-builts. If subsequent renovations have been performed and additional drawings are available, these drawings are needed in order to prepare a thorough technical proposal and Line Item Estimate (LIE). Trend requests confirmation as to when any additional information, if available, will be posted for use in preparing the demonstration project proposal concept drawings and LIE.
Answer: Posted drawings and additional drawings posted on 02 MAR 2011.
11. Trend has been unable to locate a requirement a requirement in the solicitation to provide confirmation a letter of bonding capability. Box 13B Offer Guarantee on the SF1442 does not indicate a requirement to provide a bid bond as part of the proposal. Please clarify if any information regarding our bonding capability is required to be submitted as part of our proposal.
Answer: No bonding information is required to be submitted.
12. Will any projects be required in "high security" areas on the installation where productivity would be reduced due to additional badging, inspection, or security escorting requirements?
Answer: Yes.
13. If work in "high security" areas will be required, please provide an estimated number of task orders by size where work under these conditions will be required.
Answer: Anticipate 2% of the projects will be in “high security” areas.
14. I am inquiring about the documents for above mentioned SOL. Is there a better "floor Plan" that could be provided? The one in the SOL Documents is very hard to read.
Answer: Additional drawings were uploaded to fedbizops 2 Mar 11.
15. The existing drawings provided in the RFP (in PDF format) of Building 104 for the demonstration project are not very legible. It is difficult to read the PDF drawings in order to prepare new drawings. Is there a way to get a more legible copy?
Answer: Paper copies are not available. Additional drawings were posted to fedbizops 2 Mar 11.
16. The drawings that are provided do not appear to contain enough information for us to properly design the project without making significant assumptions. The drawings provided in the RFP do not appear to be adequately dimensioned. Can’t really tell because of legibility issue.
Answer: Dimensions should have been verified at the scoping meeting conducted on 15 Feb. 2011. Additional drawings were uploaded to fedbizops 2 Mar 11.
17. The center dividing wall in the building is indicated to be demolished. Can you verify if this wall is a load-bearing wall or if perhaps it is necessary for overall lateral stability of the building? No structural drawings were provided, so we cannot determine the structural impacts.
Answer: The center partition wall is not a load bearing wall and is not for lateral stability.
18. No mechanical, plumbing, fire protection or electrical information is provided so we cannot address any impacts to these systems.
Answer: That’s what the job walk was for. All work on Moody Air Force Base will comply with Federal, State, Local Codes and the Contract Specifications. Additional drawings were uploaded to fedbizops 2 Mar 11.
19. Not enough information is provided for us to address: Life Safety and Handicap Accessibility.
Answer: The proposed occupancy of the building is Assembly Group A. All work on Moody Air Force Base will comply with Federal, State, Local Codes and the Contract Specifications.
20. Several of the “required” drawings as listed in the Technical Proposal Checklist do not appear to be applicable to the demonstration project. Specifically, the following drawings do not appear to be necessary for this project: Site Plan (#2), Foundation Drawings (#3), Structural Drawings (#6), and maybe Mechanical/Plumbing/Fire Protection (#8) and Electrical/Comms (#9).
Answer: 1.27.1.2 If a drawing is not required for the execution of the work it shall be marked “Not Required” on the Cover Sheet Index.
21. Are the proposed drawings for the demonstration project to be full sized plans? Is there a specific sheet size that is preferred?
Answer: 24" X 36" drawings preferred for the demonstration project.
22. Solicitation Page 72 - Section MDY 03-03-I.-(b.)-(1)-iii. Section G. - asks that we insert the required information for Section G. If you refer to Section G. on page 21 of the Solicitation, there is no section to fill out. Are we to fill out the sample WAWF on page 35 of the Solicitation? Please clarify.
Answer: No information required in section G. Nothing to fill out on page 35.
23. Is the Coefficient Factor inserted on page 4 of 75 to include both the geographical coefficient and our proposed coefficient? For example the geographical coefficient for Valdosta is 80.90% if our proposed coefficient is a plus 1% should this be added together and represented as an 81.90%?
Answer: No, the RSMeans Valdosta GA City Cost Index is a separate Totaling Component.
24. If needed, will another site visit be possible to take any additional measurements of the demonstration project facility?
Answer: No. The only site visit was conducted on 15 FEB 2011.
25. Can we get digital (PDF or DWG) copies or full size paper copies of the plans in Attachment 6 (Alterations to Base Library Building 104) that appear to be hand drawn so that we can prepare schematic drawings using these dimensions, or will it be necessary to completely measure the building to develop design drawings?
Answer: The drawings in the bid package are in a pdf format. Paper copies are not available. Additional drawings were posted to fedbizops 2 Mar 11.
26. Will there be a requirement to submit a site plan since there are no exterior site changes or civil work contemplated as a portion of this work other than cleaning the concrete sidewalks? If so, is there a site plan available for this building that can be used as a base drawing?
Answer: No site plan will be required unless the site changes due to construction.
27. Is the proposed future use available so that the code analysis can consider the proposed occupancy?
Answer: Assembly Group A.
28. There are several items on the SABER Technical Proposal Checklist such as minutes of Scoping Meeting provided that do not appear to be applicable to the demonstration project – is this a generic checklist or the checklist to be used specifically for the demonstration project?
Answer: The items listed on the checklist are not from a generic checklist and the information listed is required for the demonstration project as well as all SABER projects constructed under this contract.
29. Given the SOO (Statement of Objective) for the MAFB SABER Demonstration Project Repair B-104, The SABER Technical Proposal Checklist and the drawings, notes and photos associated with the repair to B-104 are the following items required given the limited scope for this project?
A. Site Plan drawings?
Answer: No site plan will be required unless the site changes due to construction.
B. Foundation drawings and details?
Answer: No foundation drawings are required, unless the existing foundation is modified.
C. Mechanical (HVAC and Fire Protection)
Answer: HVAC and Fire Protection drawings may be required due to interior work.
D. Redraw all the plans to scale or only the affected construction areas?
Answer: The drawings submitted must reflect the scope of the project and conform with division 1 of the specifications.
E. ADA compliance and retrofit? Given it was not outlined in your SOO?
Answer: All work on Moody Air Force Base will comply with Federal, State, Local Codes and the Contract Specifications.
F. Minutes of the Scope meeting beyond the SOO? We did not attend a Scope meeting.
Answer: No minutes were recorded by the SABER office. Proposed bidders are required to submit their questions to Mr. Solberg in writing and we will respond.
30. Can the same Superintendent be used for multiple task orders if the task orders are located at the same facility location?
Answer: Yes, if approved by the government.
31. May the Contractor and his Subcontractors and Suppliers working onsite use the Owner’s restroom facilities in lieu of providing temporary toilets?
Answer: No, the contractor must supply his own toilet facilities.
32. Due to the high initial investment required to obtain e4C lick software, is the annual subscription fee 100% billable (separate to the individual LIE task orders) immediately after award of the contract?
Answer: No.
33. Please confirm that all design costs associated with the individual task orders will be included in the LIE based on RS Mean’s rates.
Answer: The design cost will be set by the Contract, and will not be included in the project cost. Any LIE design cost modified via a task order to negotiated construction cost within the acceptance period will be absorbed into the construction cost.
34. Solicitation – sheet 71 of 75 ‐Item MDY 03‐003 Section I.(b)(1). States, “NOTE: Ensure percentage (for Co‐efficient Rate) and dollar value (for LIE Amount) are entered under “UNIT PRICE”, as seen in the following example: a. The example shown on Page 71 shows an LIE Am mount of $250 for task orders that are $100,000 or less. By what means shall the Offeror determine the appropriate LIE Amount to be entered in the “UNIT PRICE” section on for the individual task order ranges listed in Section B – Supplies or Services and Prices?
Answer: In section B, the LIE AMOUNT is the cost the contractor is proposing for task orders in the ranges listed.
35. What costs are to be included in the Contractor’s Coefficient? E4Clickks allows a user to enter everything from salaried overhead to builder’s risk insurance in our LIE. If the LIE includes these items for a given task order then it is my understanding it should not be included in the coefficient. Please clarify exactly what type of items are to be included in the LIE.
Answer: Refer to section 01-04-00 of the specifications.
36. Question: In section 01 31 01 Part 1 Key Personnel 1.1.1.2 Architect/Engineer: The contractor shall provide a full time degreed Architect or Civil Engineer with at least 3 years experience. Are you requiring a R.A or P.E.?
Answer: 1.1.1.2 - Architect/Engineer: The Contractor shall provide a full time degreed Architect or Civil Engineer with at least 3 years experience.
37. Question: Can the Program Manger be the individual that has the degree in Architecture or Civil Engineering?
Answer: Yes.
38. Question: Is the Government able to provide more descriptive As-builts?
Answer: No, additional drawings were uploaded to fedbizops 2 Mar 11.
39. Question: In reference to the SABER Technical Checklist you are requiring compliance to all items on the check list. There are items that would not be necessary for a renovation project. There are also items we do not have access to; (see below) How do we address this?
Foundation Drawing, Structural Drawing, Mechanical (HVA, Plumbing & Fire Protection, Electrical and Communications, Asbestos issues, Has the contractor consulted the as-built drawings?
Answer: 1.27.1.2 - If a drawing is not required for the execution of the work it shall be marked "Not Required" on the Cover Sheet Index. Additional drawings were uploaded to fedbizops 2 Mar 11.
40. Question: in Section C-Description and Specifications, item 27. Demonstration Project. Last two sentences; When submitting the initial SABER offer, don not apply any proposed coefficient or extend a bottom line cost to this project. Pricing will be evaluated separately. You have to insert something under the coefficient, for calculation purposes typically 1 is used for a sample project. When estimating with e4clicks the bottom line is automatically extended on the summary sheet. Do you want it concealed somehow?
Answer: Use a coefficient of 1 for the demonstration project.
41. MAFB SABER Demo Project RFIs, Please Provide the following drawings: HVAC and Plumbing Redline or updated drawings BLDG 104, Interior Redline or updated drawings BLDG 104, Exterior-Interior scaled drawings of BLDG 104, DDC Drawings for BLDG 104, Fire Sprinkler & Alarm Drawings for BLDG 104.
Answer: Additional drawings were uploaded to fedbizops 2 Mar 11. The posted drawings are the only drawings available.
42. RFI Question 1. Please provide a current hazardous materials survey for BLDG 104. If not available, please provide a list of suspect materials to base the demonstration project demo/abatement on.
Answer: You should assume that the only asbestos in the building is a layer of asbestos containing shingles under the T-111 siding. Your estimate should reflect the abatement of that material. If additional asbestos is found during construction a project modification will be issued for abatement. The contractor will not be responsible for a survey or report.
43. RFI Question 2. Looking at the provided floor plan documents it appears that the documents are not current and the pictures show differences in the restrooms on the right side of the floor plan document. Please provide updated drawings including the plumbing, HVAC and fire sprinkler for the existing open restroom.
Answer: Additional drawings were uploaded to fedbizops 2 Mar 11. The posted drawings are the only drawings available.
44. RFI Question 3. Looking at the floor plan drawings provided it looks like the restroom to be renovated to the on the far left can be utilized as a handicapped/family restroom. Is this the customer’s intent?
Answer: A ladies restroom and a men’s restroom is preferred. If that can’t be accomplished, then your approach to the problem will be evaluated.
45. RFI Question 4. The Request for Proposal does not specify if building 104 requires DDC monitoring or has any DDC components. Please provide us any information on this so we can work on the controller locations and relocations if needed.
Answer: The building will require DDC monitoring. Building 104 has no DDC components. The preferred system is a Siemens System.
46. The RFP does not have any requirements or disqualifiers regarding “Teaming”, “Partnering” or a “Prime w/critical Sub” relationship. Are any of those relationships allowed or not allowed for this proposal?
Answer: They are allowed if supported by the Small Business Administration.
47. If the above is allowed, for past performance, can the critical sub submit any projects? How many? Would they be considered part of the 3 to 5 allowed or can they be in addition too? And are past performance projects only allowed to be stand-alone or can they be on ID/IQ contracts (representing the contract as a whole based on the completed task orders completed thus far)?
Answer: Yes. At least 3 no more than 5. Yes part of 3 to 5. Stand alone or IDIQ acceptable.
48. Question: Is the Contractor's coefficient supposed to include all design costs associated with providing engineered sealed documents for task orders requiring "enhanced" design effort beyond the 35% documents prepared for the Line Item Estimate (LIE)?
Answer: Yes
49. Question:
Please confirm the number of task orders by size that may require "enhanced" design effort beyond the 35% documented prepare for the Line Item Estimate (LIE).
Answer: Basic Year: Nine (9) projects requiring a 65% design, and nine
(9) projects requiring a 95% design. First Option: Nine (9) projects requiring a 65% design, and nine (9) projects requiring a 95% design. Second Option: Nine (9) projects requiring a 65% design, and nine (9) projects requiring a 95% design. Third Option: Nine (9) projects requiring a 65% design, and nine (9) projects requiring a 95% design. Fourth Option: Nine (9) projects requiring a 65% design, and nine (9) projects requiring a 95% design. This is only an estimate. Actual number of projects will vary.
50. Question: Site Visit: Will the sign-in sheet from the site visit be posted?
Answer: It will be provided to those who request it.
51. Question: Our A/E team is requesting if by any chance you have better copies of the plans because the ones on the fbo site are very hard to understand and we cannot get accurate information from them.
Answer: Additional drawings were uploaded to fedbizops 2 Mar 11. The posted drawings are the only drawings available.
52. Asbestos: it is explained to exist on the exterior of the building as asbestos shingles, on the interior of the building there is, what appears to be, asbestos tiles on the floor of the mechanical area. Are there any other known asbestos containing sections of the building that we should be aware of in preparing this estimate. Has an asbestos survey and report been completed for this facility? Will this be the responsibility of the contractor?
Answer: You should assume that the only asbestos in the building is a layer of asbestos containing shingles under the T-111 siding. Your estimate should reflect the abatement of that material. If additional asbestos is found during construction a project modification will be issued for abatement. The contractor will not be responsible for a survey or report.
53. ADA and Safety Compliance: Will ADA modifications be required for this building or is it "grandfathered" in some fashion that would preclude bathroom, entrance and handicapped ramp upgrades. With regard to handrails, stairs and life safety evaluations will we need to consider those changes as well in our proposal to deliver a building meeting all codes to the USAF?
Answer: ADA and Safety Compliance items are a part of the project. The building will not be "grandfathered in".
54. ATFP (Anti Terrorism Force Protection). This building sits adjacent to a roadway, please confirm that the distance from the roadway is 83' or greater. If less than 83' will we be asked to include ATFP upgrades to windows, doors and walls. If the distance is greater than 83' will we be responsible for vehicle barriers and posts to prevent a vehicle from getting within the 83' radius of the structure.
Answer: Anti Terrorism Force Protection will not be a part of this project.
55. STC: Because the new use appears to be a conference facility, should we consider any sound deadening effects in our construction plan?
Answer: Dell Color Laser 3110cn PCL6No sound deadening effects are required.
56. LEED: LEED is a goal on government building currently. This project does not currently include considerations for LEED in the documents – will that be the responsibility of the construction team to attain LEED Silver or another level?
Answer: No considerations for LEED are required on this project.
57. Please see the attached files for drawings acquired from the FedBizOpps website regarding the Moody SABER RFP. The drawing are setup for being printed on 8 ½ by 11 paper so enlargement only makes them worse. I double checked the site today to see if any better quality drawing have been issued but none were found. As you can tell, the drawings furnished are illegible, particularly the existing floor plan and fireplace plan. Will better drawings be issued?

58. Section MDY 03-03 General Instructions – Proposal Preparation Instructions requires only submission of Volume 1, Price/Cost Information and Volume 2, Technical Proposal for Demonstration Project, Key Personnel and Recent Past Performance. Specification Section 01 31 01 – Project Management states in part: 1.3.1 The Contractor shall create, maintain, and implement a Management Plan within 30 days of contract award. This plan shall be available upon request. The Management Plan shall include a position description for all personnel, required minimum qualifications, and specifies what positions are being accomplished by subcontractors. A complete organizational chart shall also be submitted and kept current as part of the management plan. The Contractor shall create and submit, a Management Plan as part of the original solicitation. This plan shall then be continually maintained throughout the life of the Contract by all successful bidders and resubmitted whenever changes in key personnel are made. The Management Plan shall include a position description for all personnel, required minimum qualifications, required job experience (with examples) and specifies what positions are being accomplished by subcontractors. A complete organizational chart shall also be submitted and kept current as part of the management plan. This plan shall be submitted in a three-ring binder and shall contain all requirements. The binder shall have a cover sheet that includes the solicitation number, subsequent contract number, Contractor name, address, and business phone number. All listed requirements shall be included. The contents of the binder shall be fully tabulated and a table of contents will be used. 1.3.1.1 The contractor’s organizational approach shall provide project management, project engineering, CAD support, project design, site superintendence, safe working environments, quality control, environmental management, subcontract purchasing and administration, and general office administration. Question: Is a separate Management Plan required to be submitted at the time of the RFP response date of March 15, 2011 or thirty days after contract award?
Answer: Only one (1) Project Management Plan is to be submitted. (within 30 days of contract award).
59. Need and abatement survey report. The statement of objectives calls out for demolition one layer of cement asbestos shingles. Also it appears that the building was last upgraded in 1977 therefore lead paint could/would be in the building.
Answer: You should assume that a layer of exterior siding shingles containing asbestos are under the T-111 siding. Your estimate should reflect the abatement of that material. You may assume that there is no lead base paint in the facility.
60. Need the Moody AFB building standards guide. Are there blast requirements for the AFB – note windows are to be replaced will they be required to be blast resistant?
Answer: You do not need to supply blast resistant windows, since the walls are not blast resistant. You should apply a blast resistant film to the new windows.
61. Need building occupancy requirements – to provide life safety, plumbing, HVAC, power and communication.
Answer: The proposed occupancy of the building is Assembly Group A.
62. Nothing in the RFP states historical requirements. Please clarify the statement of objectives calls for exterior of building 104 to a 1940 era building.
Answer: Building 104 is not an historical building. We would like for it to look like a 1940’s era building.
63. Existing utilities – need source locations for sprinkler, potable water, waste line, power, and communications.
Answer: The existing utilities will be used for this project so the source location will not be required.
64. Nothing in the RFP is calling out to replace HVAC system or modify. Please clarify.
Answer: The existing HVAC system will be used. It will be up to the contractor to decide if the system will need to be balanced after the interior work.
65. Nothing in the RFP is calling out to upgrade power supply or showing. Please clarify.
Answer: We don’t anticipate the need for a power supply upgrade.
66. Nothing in the RFP is calling out for painting new or existing interior. Please clarify.
Answer: You may want to consider interior painting since you will be removing and adding walls.
67. Nothing in the RFP is asking for insulation. Please clarify.
Answer: Use the existing insulation.
68. Referring to Drawings received via Amendment 1. (“104-Plumbing(1)). Is this the most recent as built? The marked up copy of one drawing indicate bathroom in one location and the other drawing shows bathroom in another location. Which drawing and which bathroom location should we use for the demo project?
Answer: The most recent as built is "104 Plumbing (1) dated 2-OCT 96.
69. In our Saber proposal form with the 28 items, it indicates that we are not to include sections from 4 clicks/ RS Means in our estimate that would normally cover the cost of such line items as Project Manager, Safety Officer, temporary protection, continuous clean and Payment and Performance Bond. Are we to understand that should we be awarded this contract, and the example project were to be awarded as a task order that these items would not be added to the proposed construction amount, and that when we provide this estimate that these excluded line items must be included in our coefficients that we bid the project with? Furthermore, are we to understand that all task orders awarded under this SABER contract will not allow these line items to be includes in future estimates and resulting task orders, and that the successful contractor will have to absorb these EXCLUDED section numbers, and that these will not be reimbursable, despite whether the contract is $10,000 or greater than $400,000? We realize that the proposed contract requires an on site project manager and an designer, but it would seem as though in larger task orders that these items would be job cost, rather than included In the coefficient; especially the Payment And Performance bond.
Answer: Correct. The excluded line items must be included in your coefficient. That is for the demonstration project as well as all projects constructed under this contract.
