Catholic Religious Education Coordinator

STATEMENT OF WORK

Shaw AFB, SC Effective 19 August 2014 1.

Environment

1.1 Shaw AFB Air Force Base Chaplain Corps mission is tailored around the 20th Fighter Wing mission. IAW AFI 52-101, we provide spiritual care and ensure all Airmen and their families have opportunities to exercise their constitutional right to the free exercise of religion.

1.2 This contract will be funded using Appropriated Funds and will adhere to appropriate Air Force and DoD instructions.

1.3 Given the previous guidance and under the oversight of the Wing Chaplain, the Contractor shall provide services and support of the Catholic Community, as defined in this document, to the members of the Shaw AFB.

2.

Qualifications

2.1. The contractor shall possess a Bachelor’s degree in Education and/or a minimum of two years experience as a Director of Religious Education (DRE)/Religious Education Coordinator (REC) in Catholic Chapels or Churches with a program consisting of preschool children through adults.

2.2. The contractor shall be an active, practicing Roman Catholic in good standing with the Church. Contractor shall submit a Catholic Priest/Pastoral reference to the Chaplain Corps prior to award of contract for the purpose of validating good standing.

2.3. The contractor shall be committed to/actively practicing the Catholic faith and teachings. The contractor shall not have a history of domestic violence, assault or crimes against children. A complete and successful criminal history background check, as specified in paragraph 2.10 of this section, shall be completed prior to the award of any subsequent contract for this requirement.

2.4. The contractor shall be able to oversee a comprehensive Catholic religious education and formation program for the local installation and associated community.

2.5. The contractor shall have knowledge of military protocol or be willing to learn.

2.6.

The contractor shall possess computer skills with a working knowledge of Microsoft Word, Excel, Outlook, Power Point and Desktop Publishing.

2.7. The contractor shall be proficient in the written and verbal English language.

2.8. The contractor shall be able to collaborate with chaplains and chaplain assistants in an ecumenical/interfaith setting.

2.9. Must have a residential and/or cellular phone and be willing to supply the phone number to the Chaplain Corps staff for business purposes.

2.10. Must be able to pass security background investigation in accordance with Public Law 101-647, Section 231 [Crime Control Act of 1990 (http://devbehavpeds.ouhsc.edu/assets/pdf/CPT/Crime%20Control%20Act%20of%201990.pdf) and DODI 1402.5, Criminal History Background Checks on Individuals in Child Care Services Positions(http://www.dtic.mil/whs/directives/corres/pdf/140205p.pdf)] and/or provide documentation of current background investigation.

3.

Duties and Responsibilities

3.1. The contractor shall provide a quality and comprehensive Catholic Religious Education (RE) Program.

3.2. The contractor shall coordinate with the Catholic Chaplain to develop and implement programs, goals, policies, and procedures for all RE events, including events for children and adults. These programs include: Catechist training, Sacramental program (First Reconciliation, First Communion, and Confirmation), Rite of Christian Initiation of Adults (RICA), Parent and teacher training, and seasonal programs (Christmas Pageant, Stations of the Cross).

3.2.1. The contractor shall develop and track a 10-month calendar of RE events, from September to June, and a 2-month teacher training schedule, from July to August, to be compiled from parish input and presented for approval at the June or July Pastoral Council meeting. The contractor shall make an annual calendar of events/classes available to the parents of all RE students no later than (NLT) August each year.

3.2.2. The contractor shall assist the Catholic Community in the organization of Sacramental Programs. This includes organizing one Confirmation Retreat and one First Communion retreat. This also includes communicating with the bishop’s office and coordinating for the bishop’s visit and the celebration and reception of the sacrament of Confirmation.

3.2.3. At the end of the academic school year, the contractor shall coordinate and provide a 5-day Catholic Camp in June.

3.3. The contractor shall perform administrative tasks, such as preparing publicity material, submitting requests for curriculum and supplies for succeeding quarters to the Chapel staff, updating REC continuity file, accessing event effectiveness, developing an RE annual calendar of events, and coordinating RE program budget requirements with the Chapel staff. The contractor shall track monthly attendance and provide the resulting data to the Chapel staff as needed. The contractor shall submit all facility use requests, to include off site and alternate locations, to the Catholic Chaplain for coordination and approval.

3.4.

The contractor shall thoroughly familiarize and comply with Air Force Policy Directive 52-1, all 52 Series Air Force Instructions, and local Operating Instructions (OI) instituted by 20 Fighter Wing, Chaplain Corps(20 FW/HC).

3.5.

The contractor shall, inventory, stock, and maintain all RE program materials monthly.

3.6.

The contractor shall ensure all volunteers/teachers working under the RE program have a complete and favorable criminal background check on file with the Chapel staff prior to the start of any work and before having direct interaction with children under the age of 18 in association with this contract.

3.7.

The contractor shall be required to obtain a Government Drivers license before operating a government-owned vehicle (GOV). A government furnished GOVs shall be checked out from 20 LRS as needed for transportation of personnel to Chapel sponsored events. At no time shall use of a personal-owned vehicle (POV) be authorized as a method of transportation to or from Chapel sponsored events.

3.8.

The contractor shall be present for a minimum of 2 hours during all RE events, between the hours of 9:00am EST and 7:00pm EST, on each RE Sunday for the duration of the period of performance.

3.9. The contractor shall ensure all RE programs/events begin and end on time as scheduled

Deliverables: The contractor shall supply information for the following reports per the appropriate suspense.

Teacher Training
Provide a minimum of 2 teacher trainers and 1 teacher training session per quarter.
7.
Office hours
Establish and post office hours in accordance with paragraph 6.4.
8.
Payment for Services Rendered
Submit timely invoices in Wide Area Workflow as required for payment

5.

Government-Furnished Property and Services 5.1.

The Chaplain Corps will provide office space and necessary program specific supplies and equipment as negotiated through the Wing Chaplain or designated representative and the Contracting Officer.

5.2.

The contractor shall use the equipment or supplies provided by the Chaplain Corps only for contract performance and will exercise reasonable care in using the equipment. At the end of the contract, the contractor shall return the equipment to the Chaplain Corps in substantially the same condition in which it was received, ordinary wear and tear excepted.

5.3.

The contractor shall safeguard all Government/Chaplain Corps equipment and supplies provided to fulfill this position.

5.4. Computer/Network Access. The contractor shall receive a Common Access Card (CAC) through the Trusted Associate Sponsorship System, formally the Contractor Verification System. A National Agency Check with Inquiries (NACI) is required by contract for Contractor and Subcontractor personnel IAW DoD 5200.2-R at the Contractor’s expense. This will allow contract personnel to access systems that connect to Shaw AFB Local Area Network (LAN). In the event a NACI clearance is delayed, the Contractor must request a waiver via the COR. IAW Wing Information Assurance Manager, waiver authority rests with the owning unit commander prior to an individual beginning work. The Contractor is reminded that network services are for authorized Federal Government duties only.

5.4.1 The contractor shall complete annual Information Assurance Awareness Program (IAAP) Training and Certification prior to being allowed computer access. Annual completion of this training thereafter is mandatory. The contractor shall maintain records and certificates on file, these files may be inspected by the Chapel staff or FW/IA office upon request.

6.

General Information 6.1.

Place of Performance. The primary place of performance is 433 Shaw, Bldg. 912, located on Shaw AFB, SC. The contractor may be required to travel occasionally away from the normal place of performance as required by the Wing Chaplain and/or as approved through a facility request.

6.2.

Travel. The contractor shall perform travel between Shaw AFB and local facilities as required during the performance period of this contract.

6.3. Hours of Work. The contractor shall

6.3.1. Be present for a minimum of 2 hours during all RE events, between the hours of 9:00am EST and 7:00pm EST, on each RE Sunday for the duration of the period of performance.

6.3.2. Facilitate weekly RE events. Arrive 30 minutes prior to class start time.

6.3.3. A schedule of weekday office hours (during normal Shaw AFB duty hours) will be determined and approved in collaboration with the Catholic Chaplain.

6.4. The contractor shall notify the Wing Chaplain of any absences in writing and, if absent, provide a substitute of equal or higher proficiency as determined by the Wing Chaplain or designated representative. All substitutes must have a complete and favorable criminal history background check on file with the Chapel staff before being authorized to serve a substitute under this requirement.

7.

Security Requirements.

7.1. A criminal history background check will be conducted by the Chaplain Corps in accordance with with 20th Fighter Wing policies and procedures as mandated in Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks.

7.2. The contractor shall submit an application for a background check to the Wing Chaplain appointed point of contact (POC). The contractor must be able to successfully obtain a favorable Criminal History Background Check prior to award.

7.3. The contractor shall not serve as the POC for collecting, submitting, or safeguarding personal identifiable information associated with any background/security checks. However, the contractor shall verify through the Wing Chaplain appointed POC that the all personnel working and volunteering under the Catholic Religious Education Program have successfully passed a criminal history background check before the start of any work under this contract.

7.4. The contractor shall comply with all 20th Fighter Wing security, Privacy Act, and Information and Assurance policies and requirements.

7.5. The contractor shall coordinate with the Chaplain Corps to ensure facilities and government property are properly secured when used before and after normal duty hours.

7.6. Listing Of Employees: The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Chapel staff POC and sponsoring agency’s Security Manager. An updated listing shall be provided when an employee’s status or information changes.

7.7. Security Training: The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.1-M, Information Security Program, Volume 3, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, Integrated Defense.

7.8. Pass And Identification Items: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.

7.9. Background Checks: All contractor employees shall submit to a criminal background check accomplished by Shaw Air Force Base Security Forces prior to the employee being issued base access credentials. Each Contractor personnel must submit their Social Security Number, Date of Birth, and Driver’s License state and number (if applicable). Failure to submit required information can result in denial or delay of issuance of credentials. Background checks are only good for the company that requested them. Processing criminal background checks takes, at a minimum, 7-10 days from time of submission.

7.10. Federal Investigations Requirements: (If Applicable) Contractor employees requiring initial issuance of a Common Access Card (CAC), Access to Restricted Areas, Use of Government Automated Information Systems/Networks, Child Care positions, or designated Positions of Trust shall complete submission of a National Agency Check with Inquiries (NACI) to the Office of Personnel Management (OPM), or a DoD-determined equivalent investigation. When required, the Government (20 FW Information Protection Office) will submit NACI investigations to OPM at no cost to the Contractor.

7.11. Retrieving Identification Media: The contractor shall retrieve all identification media from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.

7.12. Traffic Laws: The contractor and its employees shall comply with base traffic regulations.

7.13. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Shaw AFB SC.

7.14. For Official Use Only (FOUO): The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

7.15. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

7.16. Physical Security: The contractor shall be responsible for safeguarding all Government-furnished property and controlled forms provided for contractor use. At the end of each work period, all Government-furnished facilities, equipment, and materials shall be secured.

7.18. Key Control: The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government.

7.18.1. The contractor shall immediately report to the Program Manager any occurrences of lost or duplicated keys.

7.18.2. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.

7.18.3. The contractor shall prohibit the use of keys, issued by the Government, by any persons other than the contractor’s employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.

7.19. Photography Restrictions: No one is authorized to take any pictures or video recordings of Air Force operational aircraft or restricted areas without the approval of 20 FW/CVN regardless of location while on Shaw AFB. This includes, but is not limited to, photographs taken from personal electronic devices such as blackberries, iPADs, iPODs, cell phones, or any other devices with digital recording capabilities.

7.19.1. Any Contractor requiring pictures or videotape of Shaw’s airfield to support their contract must request and possess written authorization prior entering the airfield area.

7.19.2. Written authorization letters to photograph or video of the flightline must be signed by one of the following: 20 Maintenance Group Commander or Deputy; Aircraft Maintenance Squadron Commander; a Fighter Squadron Top 3, Director of Operations, or Commander; 20 Operations Group Commander or Deputy; 20 Operations Support Squadron Commander or Director of Operations; or 20 FW/CVN.

8.

Base Access Requirements. The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force Installations, and shall ensure the pass and identification items required for contract performance are obtained for all personnel. All documentation shall be submitted for base passes or base identification. Contractor personnel shall maintain base passes on their person at all times. Contractor personnel who have personal DoD retiree or dependent ID cards shall not use those personal ID cards for base access when performing contract work; in performance of this contract Contractor personnel shall obtain and use specific Contractor base passes. All Contractor personnel who operate a vehicle in performance of this contract shall possess a valid driver’s license and current registration and insurance. Failure to turn in a base credential when requested can result in a non-recommend from Security Forces for future employment. Inability to obtain base access for Contractor personnel IAW 5.2.4 does not alleviate the Contractor from compliance with paragraph 4.1 above.

9.

Quality Assurance: While quality assurance is ultimately the responsibility of the contractor, additional oversight will be observed by the Superintendent, Chapel Operations. The contractor shall consult with the Superintendent, Chapel Operations and/or the Contracting Officer for resolution of problems or questions about this (SOW).

10.

Contractor- Furnished Items and Services

10.1. The contractor shall provide the personal skills, training, and competency needed to meet all requirements contained in this SOW.

10.2. The contractor shall provide any contractor-specific supplies and equipment to include:

(1) Personal transportation.

(2) Contractor preferred or specific office equipment or supplies.

11.

Operations Security (OPSEC) Requirement. The contractor shall practice OPSEC to protect critical information for specific government contracts and subcontracts. The contractor shall adhere to OPSEC measures for all contractual requirements.

Contractor(s) will protect critical, sensitive and for official use only (FOUO) contracted information. The user organization will provide OPSEC guidance for the contractors.

The following OPSEC guidance is provided:

· Organization’s critical information list

· Adversaries’ collection threat information as it applies to the organization’s mission and the contract, (phishing, dumpster diving, etc.)

· Operations security guidance (AFI 10-701)

· Specific OPSEC measures the organization requires

· 100% shred policy

· Out-of –office replies/messages

· Email guidance with respect to OPSEC

· OPSEC training All required OPSEC training will be provided free to mission partners and contractors from the government user organization OPSEC coordinators upon contract award.
