Catholic Religious Education Coordinator

STATEMENT OF WORK

Shaw AFB, SC

Effective

1. Environment

1.1 Shaw AFB Air Force Base Chaplain Corps mission is tailored around the 20 th Fighter Wing mission. IAW AFI 52-101, we provide spiritual care and ensure all Airmen and their families have opportunities to exercise their constitutional right to the free exercise of religion.

1.2 This contract will be funded using Appropriated Funds and will adhere to appropriate Air

Force and DoD instructions.

1.3 Given the previous guidance and under the oversight of the Wing Chaplain, the Contractor will provide services and support to the Catholic Community as defined in this document, to the members of the Shaw AFB.

2. Qualifications

2.1. Possess a Bachelor’s degree in Education and/or a minimum of two years experience as a

DRE/REC in Catholic Chapels or Churches with a program consisting of preschool children through adults.

2.2. Must be an active, practicing Roman Catholic in good standing with the Church. Must be committed to the Catholic faith and teachings and cannot have a history of domestic violence, assault or crimes against children.

2.3. The Contractor must be able to oversee a comprehensive Catholic religious education and formation program for the local installation and associated community.

2.4. The contractor will have knowledge of military protocol or be willing to learn.

2.5. The contractor will possess computer skills with a working knowledge of Microsoft

Word, Excel, Microsoft Outlook, Power Point and Desktop Publishing.

2.6. The contractor will possess written and verbal English language proficiency.

2.7. The Contractor must be able to collaborate with chaplains and chaplain assistants in an ecumenical/interfaith setting.

2.8. Must have a residential and/or cellular phone and be willing to supply the phone number to the Chaplain Corps staff for business purposes.

2.9. Must be able to pass security background investigation in accordance with Public Law 101-

647, Section 231 [Crime Control Act of 1990

2.10. A background in the military Catholic community and military chapel environment is highly preferred; however, it is not required.

3. Duties and Responsibilities

3.1. The Contractor shall provide a quality and comprehensive Catholic Religious Education

Program.

3.2. The Contractor shall coordinate with the Catholic Chaplain to develop and implement programs, goals, policies, and procedures for all Religious Education Coordinator (RE) programs including children and adults. These programs include: Catechist training, Sacramental program

(First Reconciliation, First Communion, and Confirmation), RCIA, Parent and teacher training, and seasonal programs (Christmas Pageant, Stations of the Cross).

3.3. The Contractor shall perform administrative tasks, such as preparing publicity material, ordering curriculum and supplies for succeeding quarters, updating RE COORDINATOR continuity file, evaluating program effectiveness, and developing an RE annual calendar of events and RE budget. RE COORDINATOR tracks monthly attendance using and provides metrics to

Chapel staff as needed.

3.4. The Contractor will submit all facility, funds, and material Requests to the Catholic Chaplain for coordination and processing. Administrative and program supplies will be available to the RE

COORDINATOR as stated in the annual Catholic Parish Budget. The RE COORDINATOR will follow Chaplain Fund procedures for the receipt and disbursement of funds.

3.5. The Contractor will read, be familiar with and comply with Air Force Policy Directive 52-1, all 52 Series Air Force Instructions and local Operating Instructions (OI) instituted by 20 Fighter

Wing, Chaplain Corps(20 FW/HC).

3.6. The Contractor will, inventory, stock and maintain all RE materials.

3.7. The Contractor will obtain consent information necessary to conduct background investigations from all volunteers who have direct contact with children under the age of 18 years.

3.8. The Contractor will be required to obtain a Government Drivers license for check out of

GOV for transportation of personnel to Chapel sponsored events.

3.9. The Contractor will be present for a minimum of 2 hours for RE COORDINATOR on each

RE Sunday from Sep–May at Education Center.

3.10. The Contractor will ensure 90% of religious education programs begin and end on time as scheduled

5. Government-Furnished Property and Services

5.1. The Chaplain Corps will provide suitable office space and necessary program specific supplies and equipment as negotiated through the Wing Chaplain or designated representative and the Contracting Officer.

5.2. The Contractor will use the equipment or supplies provided by the Chaplain Corps only for contract performance and will exercise reasonable care in caring for the equipment. At the end of the contract, the contractor will return the equipment to the Chaplain Corps in substantially the same condition in which it was received, ordinary wear and tear excepted.

5.3. The Contractor will submit funds request for any special supplies needed, but not provided in the Statement of Work (SOW).

5.4. The Contractor will safeguard all Government/Chaplain Corps equipment and supplies provided to fulfill this position.

6. General Information

6.1. Period of Performance. The period of performance will be a base year with four one-year options. Base year and option years may need modification based off of contract award date.

Base Year 2014

Option Year 1 - 2015-2016

Option Year 2 - 2016-2017

Option Year 3 - 2017-2018

Option Year 4 - 2018-2019

6.2. Place of Performance. The primary place of performance is 433 Shaw, Bldg. 912, located on Shaw AFB, SC. The contractor may be required to travel occasionally away from the normal place of performance as required by the Wing Chaplain.

6.3. Travel. The Contractor will perform travel between Shaw AFB, local and non-local facilities as required during the performance period of this contract.

6.4. Hours of Work.

6.4.1. Be present for a minimum of 2 hours for RE COORDINATOR on each RE

Sunday from Sep–May at Education Center.

6.4.2. Facilitate weekly Religious Education program. Arrive 30 minutes prior to class start time.

6.4.3. A schedule of weekday office hours (20 hours per week) will be determined and approved in collaboration with the Catholic Chaplain.

6.5. Will provide support and attend meetings as listed in paragraph 3.9 and 3.11, frequency varies.

6.6. The contractor may be required to work irregular duty hours; e.g., night/weekend duty, and extended hours and emergency ministrations as required.

6.8. Provide support and attend spiritual renewal retreats, training workshops, Sacramental preparation, ecumenical programs with the Protestant community, other special programs/meetings or training opportunities as scheduled and required or determined by the Wing

Chaplain or designated representative. Attendance and frequency vary.

6.9. The Contractor will notify the Wing Chaplain of any absences in writing and, if absent, will arrange to accomplish the tasks of this SOW at other times and/or provide a substitute of equal or higher proficiency as determined by the Wing Chaplain or designated representative.

7. Security Requirements.

7.1. The Chaplain Corps will conduct a background check as is consistent with 20 Fighter Wing policies and procedures per DoDI 1402.5. The contractor will maintain a current security background investigation. Additionally, the contractor will comply with all Air Force

Information Assurance and additional training requirements.

7.2. The Contractor will be directly responsible for securing Chaplain Corps facilities when used before and after normal duty hours.

8. Quality Assurance: While quality assurance is ultimately the responsibility of the contractor, additional oversight will be observed by the Superintendent, Chapel Operations. The contractor will consult with the Superintendent, Chapel Operations and/or the Contracting Officer for resolution of problems or questions about this (SOW).

9. Contractor- Furnished Items and Services

9.1. The Contractor will provide the personal skills, training, and competency needed to meet all requirements contained in this SOW.

9.2. The Contractor will provide any contractor-specific supplies and equipment to include:

(1) Personal transportation.

(2) Contractor preferred or specific office equipment or supplies.

10. Operations Security (OPSEC) Requirement. Contractor(s) will practice OPSEC to protect critical information for specific government contracts and subcontracts. Contractor(s) will consider

OPSEC for all contractual requirements.

Contractor(s) will protect critical, sensitive and for official use only (FOUO) contracted information. The user organization will provide OPSEC guidance for the contractors.

The following OPSEC guidance is provided:

Organization’s critical information list

Adversaries’ collection threat information as it applies to the organization’s mission and the contract, (phishing, dumpster diving, etc.)

Operations security guidance (AFI 10-701)

Specific OPSEC measures the organization requires o 100% shred policy o Out-of –office replies/messages

Email guidance with respect to OPSEC

OPSEC training

All required OPSEC training will be provided free to mission partners and contractors from the government user organization OPSEC coordinators upon contract award.

11. Network Access. The Contractor(s), with a valid National Agency Check verified through Joint

Personnel Adjudication System (JPAS) or validation from the on-site Contractor’s security manager, shall be provided access to the hosting bases unclassified computer networks and their inherent capabilities including, but not limited to: Internet access, electronic mail, file and print services. The Contractor shall be held accountable for all actions that he or she initiates while on the network and shall conduct his or her business in accordance with all AF and local base instructions, manuals, and policies. Any conduct that does not adhere to sound or just network usage as stipulated in official guidance will cause revocation of all network privileges. All personnel having access to Government program information will be required to execute non-disclosure and information protection agreements. The Government will supervise the release of data from the IMS and will designate an individual to oversee and advise the contractor on all data released and/or exported from the system.

11.1. In order for the contractor to use the base network, he or she shall complete all the paperwork and forms necessary for a National Accreditation Check. The cost of the check will be paid for by the government. The contractor shall also complete the Informational Awareness Training, including passing a final test, within three (3) days of starting the position.

12. Pass and Identification The contractor shall ensure the pass and identification items (valid driver’s license, current vehicle registration and current insurance) required for the contract performance is obtained for contractor and non-government owned vehicles with the Shaw AFB Security office/Visitors Center.

12.1. Before the first arrival, the Contractor must hand-deliver or send by encrypted secure email a

DBIDs application to the 20 CONS five (5) days prior to contract start, listing their full name, Social

Security Number, Driver’s License # state of issue, eye color, hair color, gender, phone number, work phone number, address, signature and date.

12.2. The DBIDS application will be given to the Shaw AFB Security Office/Visitors Center for processing.

13. Termination: A failure by the contractor to provide services as defined in quality and quantity in this Statement of work.
