Quote SUBMISSION INFORMATION: Quotes are due by 10:00 AM Central Standard Time (CST) on 09 Mar 2022. Submit quotes electronically to the POC emails identified below. All electronic submissions shall reference the complete solicitation number in the subject line. LATE QUOTES WILL NOT BE ACCEPTED.

Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist (CS), SSgt Yeongsoo Jeon at yeongsoo.jeon.2@us.af.mil and the Contracting Officer (CO), Germain Duarte at germain.duarte.1@us.af.mil by 4:30PM CST, 03 Mar 2022.

Questions will be consolidated and responses will be forwarded to all Contractors. No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their quote.

SITE VISIT: An optional site visit is scheduled for 01 Mar 2022 at 07:30 AM CST. Offerors will meet at the Visitor Control Center located at the Dyess AFB museum.

EVALUATION OF OFFERS: The evaluation for this acquisition will be solely based on lowest price of items that are found to be technically acceptable. By signing its offer, the offeror certifies that each price stated on each CLIN includes an appropriate apportionment of all costs, direct and indirect, all state and local taxes, overhead, and profit.

II. QUOTE PREPARATION AND EVALUATION INFORMATION

Quote Preparation Instruction: The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's quote. To assure timely and equitable evaluation of quotes, Offerors must follow the instructions contained herein. Offerors shall provide a detailed course of action and work plan describing the following tasks: provide rubber removal and airfield markings as shown in the attached project drawings. The work plan shall follow all the requirements

specified in the contract specifications and drawings, coordination for runway closure, phasing plan, material submittals, and testing; it shall include a list of all equipment proposed to be used to accomplish all required tasks and the quantities that apply for each per the scope of work. Offerors shall include references to the contract specifications and drawings. Ensure schedule complies with runway working conditions. Performance period for this work is 210 days. Runway closures are limited to weekends when aircraft operations are minimal and only with prior coordination with the airfield manager. Quotes must be complete, self-sufficient, and respond directly to the requirement of this solicitation. Quotes shall be sent to SSgt Yeongsoo Jeon (yeongsoo.

jeon.2@us.af.mil) and courtesy copy SSgt Germain Duarte (germain.duarte.1@us.af.mil). The response shall consist of the following via electronic mail:

Evaluation Factors for Award

Miscellaneous text in this section has been modified to:

1. Offers will be evaluated utilizing the following evaluation criteria:

Basis for Award of Purchase Order: A single Purchase Order will be awarded to the Offeror whose quote conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation). The Government will evaluate the technical volumes on an acceptable or unacceptable basis. Any factor or subfactors evaluated as "Unacceptable" will render the entire quote unacceptable and, therefore not awardable. All quotes will be evaluated for technical acceptability. The total price will be calculated as the sum of the contractor's prices submitted for each CLIN. If the quote with the lowest price is determined technically acceptable, the Government will evaluate the contractor's price, for price completeness and reasonableness, as described above. If the lowest priced quote is technically acceptable and the price is complete and reasonable, this contractor's quote represents the best value to the Government and award will be made to that contractor. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that contractor. If after interchanges with that contractor, their quote is technically acceptable and remains the lowest priced, as well as complete and reasonable, the order will be placed with that contractor. If the Government deems the quote not easily correctable, or if at any time it becomes other than the lowest priced quote, the order will be placed with the next lowest priced quote (also deemed complete and reasonable) that is technically acceptable. Interchanges will take place as necessary or deemed appropriate by the Government.

The Government intends to make award based on the initial quote submissions without conducting interchanges.

Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this solicitation.

2. Evaluation Factors:

Responses to this RFQ will be evaluated against the following factors and subfactors:

a. Identify the major activities that make-up the critical path in graph/chart plotting consistent time vs.

construction activities. Offerors shall assign an arbitrary start date of 19 Mar 2022.

b. Identify the method(s) that will be used by your company to correct the project's progress should it become more than 5% behind the approved construction schedule.

The following ratings will be utilized:

Factor 2: Price

a. Price quotes should support the proposed technical approach and will be evaluated for (1) completeness and

(2) reasonableness. The pricing schedule shall follow the divisions of the price breakdown provided. Offerors are expected to comply with divisions indicated in the pricing breakdown. The question and answer period shall be used to discuss any variations in divisions of the pricing breakdown. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award. Offerors who do not follow the divisions of the price breakdown may render their proposal unacceptable. The Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.

b. The price will be calculated as the sum of the contractor's proposed prices for each CLIN. Evaluation of options or optional CLINs shall not obligate the Government to exercise such options or optional CLINs.

c. Completeness: The quote will be reviewed to determine the extent to which all the price elements have been addressed. The contractor's proposed price and other information will be evaluated to ensure continuity and traceability of prices to the technical volume and between the initial quote and any revisions thereto. The review will determine the adequacy of the contractor's offer in addressing and fulfilling the solicitation requirements.

d. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).
