1.0 INTRODUCTION

1.1 PURPOSE

Peer Engineering, Inc. (Peer) was retained by Stanley Consultants, Inc. (the Client) to perform a limited Lead-Based Paint and Asbestos Survey (the Work) in portions of Building 314 at the Grand Forks Air Force Base, Grand Forks County, North Dakota.

Building 314 is comprised of both maintenance shop facilities, general office space, and five secured access areas. The Client provided Peer with a series of base maps indicating the proposed work areas within Building 314 (the Project area). Areas outside of the Project Area were not included in the Work, unless otherwise instructed.

The hallways were assigned arbitrary numbers for identification purposes during the performance of the Work and for this report; the offices are identified by their associated office numbers at the time of the Work. A diagram depicting the location of the Grand Forks Air Force Base (GFAFB) is included as Figure 1; a diagram depicting the location of Building 314 is included as Figure 2. The Project Area is scheduled to have significant interior and exterior renovations, including some roofing.

The Work was completed by Mr. Jason Gelling of Peer, on November 2, 2011. Mr.

Gelling is a North Dakota Department of Health (NDDH) Licensed Asbestos Inspector and Lead Risk Assessor. The work was completed to meet the following objectives:

Identify friable and non-friable asbestos-containing materials (ACM) at the Project

Area as defined by the Environmental Protection Agency (EPA) and the NDDH.

Identify regulated ACM (friable or non-friable) at the Project Area that could become friable during renovation activities, and according the current State and Federal regulations, would require abatement prior to building renovation.

Identify surfaces that contain lead-based paint in poor condition that should be stabilized prior to renovation activities using a Niton XL X-Ray Fluorescence (XRF) analyzer.

1.2 DEFINITIONS

The EPA and the NDDH define ACM as any material that contains greater than one percent asbestos. Materials found to contain one percent or less asbestos are not regulated as ACM.

Friable ACM is defined as any material that contains greater than one percent asbestos, and which can be crumbled, pulverized, or reduced to powder by hand pressure.

Category I non-friable ACM means asbestos-containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than one percent asbestos. Category I non-friable ACM is not allowed to remain in place during renovation if it is in a condition where the renovation activities might cause it to become friable.

Category II non-friable ACM means any material, excluding Category I non-friable ACM, containing more than one percent asbestos that, when dry, cannot be crumbled, pulverized, or reduced to a powder by hand pressure. Category II non-friable ACM is not allowed to remain in place during renovation if it has a high probability of becoming crumbled, pulverized, or reduced to a powder during demolition, transport, or disposal.

2.0 ASBESTOS

2.1 OVERVIEW

The asbestos evaluation portion of the Work consisted of a walk-through reconnaissance to identify suspect ACM within the Project Area. All areas of the Project Area, identified by the Client, were accessed during the reconnaissance. Areas outside of the Project Area were not inspected, unless otherwise instructed. Limitations to this survey have been detailed in Section 2.6.

For the purpose of the Work, the entire Project Area as defined in this report was considered to be one functional area as defined by the Asbestos Hazard Emergency Response Act (AHERA). Upon completion of the reconnaissance, the suspect ACM was inventoried, assessed, and sampled for laboratory analysis.

2.2 PREVIOUS ASBESTOS SURVEY

Peer conducted a previous asbestos survey within Building 314, the results of which are detailed in a report Non-destructive Lead-based Paint & Asbestos Survey, Grand Forks Air Force Base, JFSD 200909 – Part of Building 314, Grand Forks, North Dakota, and dated November 20, 2009 (the 2009 Survey). The 2009 Survey focused primarily on the suspended ceiling and heating, ventilation and air conditioning (HVAC) system throughout the office space, a mechanical room, and adjoining hallways (the Project Area) of Building 314. A copy of the 2009 Survey is on file at Peer and available (per request).

2.3 SUSPECT ACM TARGETED FOR SAMPLING

Non-Suspect Material

The following materials were determined to be non-suspect ACM and were not targeted for sampling during this assessment:

Concrete, Wood, Metal, Glass, Plastic, and Fiberglass.

Suspect Materials

Suspect ACM identified and subsequently sampled in the Project Area included:

Three types of suspended acoustical ceiling tile;

Various types of resilient floor tile and associated mastics;

Gypsum wallboard with tape and joint compound;

Various types of carpet mastic;

Various types of vinyl base trim and associated mastics;

Various ceramic tile, grout, and bedding;

Thermal system insulations;

Various types of caulking; and Various roofing materials.

Sample Analysis

A total of 35 bulk samples were submitted for laboratory analysis. Some of the bulk samples consisted of several layers. A total of 61 samples (including layers) were analyzed using polarized light microscopy (PLM) in accordance with EPA analytical protocol {EPA-600 R93/116} by EMSL Analytical, Inc. of Plymouth, Minnesota. Materials that were analyzed and found to contain one percent or less asbestos are considered “non-asbestos” per current State and Federal regulations. Materials that were found to contain greater than one percent asbestos are considered to be ACM.

Under current Federal regulations, if the PLM results detect asbestos at a concentration of less than 10% in one or more of the samples from any sample unit, the owner or operator of the building may (1) elect to assume the amount to be greater than 1% and treat the material as ACM or (2) require verification of the amount by utilizing the Point-Count Method. If the Point-Count Method analysis determines that the concentration of asbestos is greater than one percent, the material will be determined to be regulated ACM. If the Point-Count Method analysis determines that the concentration of asbestos is one percent or less, the material will be determined to be unregulated and non-asbestos containing.

No samples, collected during this assessment, were submitted for analysis using the Point- Count Method.

Most of the sampled building materials were observed to be in good condition. A few of the materials (e.g. some floor tile, thermal system insulation) were observed to be in damaged condition. A copy of the analytical laboratory report is included as Appendix

A. An Asbestos Summary Table is included in Appendix B. Sample location diagrams are included as Appendix C.

2.4 ACM TESTING RESULTS

Friable ACM (Confirmed by Sampling and Analysis)

None of the sampled building materials were determined to be friable ACM.

Non-Friable ACM (Confirmed by Sampling and Analysis)

The following materials sampled from the building were determined to be non-friable ACM based on the definitions provided in current State and Federal regulations:

Black roof membrane and gray seam compound (seam compound only) located on

“Area A” of the roofing (sample 314-29), approximately 3,765 square feet. This material is considered to be Category I non-friable ACM.

Gray/black mortar/caulking located along the top edge of the east flashing of “Area A” roofing (sample 314-30), approximately 100 linear feet. This material is considered to be Category I non-friable ACM.

Black ridge foam and coating (black coating only) located on the central roof ridge of “Area A” roofing (sample 314-31), approximately 40 linear feet. This material is considered to be Category I non-friable ACM.

Black roof membrane and gray seam compound (seam compound only) located on “Area A” of the roofing (sample 314-32), approximately 3,765 square feet. This material is considered to be Category I non-friable ACM.

Black roof membrane and gray seam compound (seam compound only) located on “Area B” of the roofing (sample 314-33), approximately 9,760 square feet. This material is considered to be Category I non-friable ACM.

ACM (Assumed)

Any suspect building materials that were not sampled, should be assumed to be ACM unless testing proves otherwise.

Non-ACM (Confirmed by Sampling and Analysis)

Building materials sampled from the structure which were determined to be non-ACM based on the definitions provided in current State and Federal regulations are presented in Appendix A. See Appendix B for specific locations.

2.5 LIMITATIONS

Assessment and observations were limited to the prescribed Project Areas. All areas to be affected by future renovation, as described by the Client, were accessed during the Work. Destructive testing was not conducted within office spaces within the Project Area which were occupied by GFAFB personnel. Also, destructive testing was not conducted on the roofing of the Project Area so as to maintain the integrity of the roofing system(s).

3.0 LEAD-BASED PAINT

3.1 OVERVIEW

Limited testing and observations for lead-based paint was conducted throughout the Project Area. The observations were limited to painted surfaces that were in poor condition and that, if determined to be lead-based paint, would require stabilization prior to renovation (e.g., lead that that is not attached to the substrate must be managed/disposed in accordance with applicable hazardous waste and/or solid waste rules and regulations and cannot be managed as normal demolition material).

Based on current regulatory definitions, lead-based paint is defined as paint containing lead concentrations equal to or greater than 1.0 milligrams per square centimeter (mg/cm2) when using a Niton XL X-ray fluorescence (XRF) analyzer. The XRF provides the measured lead concentration in weight of lead per unit area.

3.2 RESULTS

Limited testing for lead-based paint was conducted on painted, glazed or stained surfaces observed to be in poor condition. Coated surfaces observed to be in poor condition included the exterior block walls, and the brown overhead door bumper guards located in the maintenance area. All other painted, glazed, or stained surfaced were intact at the time of the inspection. Based on the results of the testing, lead-based paint was identified on the brown metal bumper guards in and around the maintenance area.

A copy of the lead-based paint testing results is included in Appendix D. A diagram depicting the test locations is included as Appendix E.

3.3 LIMITATIONS

The observations and testing conducted were not intended to represent a comprehensive survey of all painted surfaces and was not intended to represent regulated lead work as defined by the NDDH.

4.0 HAZARDOUS MATERIALS

Identification and inventory of potential hazardous materials or materials that have special disposal requirements which should be removed prior to renovation activities was not specified under the scope of work for this project. As such, hazardous materials, other than asbestos or lead-based paint, may be present in the Project Area and should be removed and disposed of appropriately prior to renovation activities.

5.0 CONCLUSIONS AND RECOMMENDATIONS

Asbestos-Containing Materials

Based on the results of the asbestos survey, no materials were determined or assumed to be ACM within the Project Area.

The following recommendations are provided based on the results of the asbestos survey:

Any unidentified suspect materials that may be encountered in the future should be assumed to contain asbestos until they are sampled and analyzed. The asbestos survey work must be completed by a licensed asbestos building inspector.

Due to the limitations in sampling suspect ACM (i.e. roofing), it is recommended that a licensed asbestos inspector and/or a licensed asbestos abatement contractor be available or present during renovation, remodeling, or demolition activities to sample and/or remove any unidentified or suspect ACM encountered during these activities.

This inspection only assessed only “portions” of Building 314. If work is done outside the prescribed Project Area, additional inspection within those areas should be completed.

Lead-Based Paints

The following recommendations are provided based on the results of the limited lead testing:

Based on the results of the limited testing, lead-based paint was identified on the brown metal bumper posts located in the maintenance facility portion of the Project area.

This inspection only assessed portions of Building 314. If work is done outside the Project Area, additional inspection for those areas should be completed.

Hazardous Materials

Since hazardous materials were not inventoried during the performance of the Work, there is the potential that hazardous materials, other than asbestos and lead-based paint, will be encountered during remodeling activities. Such materials should be appropriately removed and disposed of prior to remodeling activities.

6.0 SUMMARY OF QUALIFICATIONS

A summary of corporate and individual qualifications for Peer and the individuals associated with this project is included in Appendix G.

QUALIFICATIONS AND EXPERIENCE

Peer was incorporated in the State of Minnesota in March 1991. The company is owned and operated by Stephen T. Jansen, M.S., P.G., and Kenneth A. Larsen, P.E., P.G. Peer is a highly specialized engineering company providing a full range of services including, but not limited to, Phase I Environmental Site Assessments; asbestos, lead based paint and other hazardous materials identification and abatement supervision; radon measurement and mitigation design;

underground storage tank identification, abandonment and removal supervision; operations and maintenance (O&M) program development; and soil and groundwater contamination assessment and remediation.

Since our incorporation in 1991, Peer has specialized in providing services to local government, industry, lenders, attorneys, private landowners and others. Peer has completed Phase I Environmental Site assessments of all types of properties including undeveloped, agricultural, single family, multi-family, and commercial office, retail and industrial. Peer has conducted hydrogeologic investigations/studies, and soil/water quality assessments at hundreds of sites located in a vast array of geographical and environmental settings.

Peer has a highly integrated, multi-disciplinary staff of professionals. Peer has completed hundreds of Phase I Environmental Site Assessments of properties using scopes of work designed by HUD, Fannie Mae, Freddie Mac and numerous other lending entities.

Our professional staff includes several licensed engineers and geologists, a hydrogeologist and chemist, a soil/materials scientist, a GIS/computer specialist, and sampling technicians who design, perform and directly oversee our projects. Our personnel are licensed as asbestos inspectors, asbestos management planners, lead paint inspectors and lead risk assessors. All technical personnel have completed OSHA 40 hour health and safety training with 8 hour annual refresher courses.

Peer’s corporate office is located in Eden Prairie, Minnesota. We have 15 full-time employees.

Thirteen are professionals with education, post-graduate training and experience directly related to the environmental field. Two employees are administrative support staff. Being relatively smaller in size, Peer is able to respond quickly to our client’s site specific individual needs, yet still provide cost-effective “big picture” services. Our clients also receive direct attention/input from Peer’s owners and principals, so there are no unforeseen surprises at the end of the project.
