The reason for this amendment to solicitation FA4659-14-R-0011, Repair Communications Squadron Headquarters Building 314, is to:

A) Answ er questions in response to the solicitation.

B) Correct draw ings to accomodate the security doors that w ere installed after construction documents w ere created. Installed doors are to remain. Proposed doors w ill be descoped from the solicitation.

C) Extend the due date for offers from 4:00 pm CDT on 7 Jul 2014 to 4:00 pm CDT on 11 Jul 2014.

D) Replace the entirety of Section J of the SF 1442 Solicitation w ith the attached Section J.

The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union.

Union Identifiers

An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination.

The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.

Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rates.

0000/9999: weighted union wage rates will be published annually each January.

Non-Union Identifiers

Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union majority rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.

Survey wage rates will remain in effect and will not change until a new survey is conducted.

QUESTIONS AND ANSWERS - DATE: 30 JUNE 2014

1. Q: Sheets A-112, A-122 and A132 have a key note (2). This note talks about the need for an access panel. I don’t see a spec section for access panels nor quantities on the drawings. Should one (1) access panel be figured per room/note? Please advise.

1. A: The specification for this item was not included in the original spec section. Amendment 2 will add the required specification section. Amendment 2 will be forthcoming. There are not quantities listed as noted. Access panels should be installed where above ceiling mechanical systems dictate. Contractors should resolve required quantities per the mechanical plans (as directed by key note (2)).

2. Q: On sheet A-402, details 4 and 6 call out an interior wall panel system. Is this made from plastic laminate?

What section is this material under?

2. A: Product is listed under section 2.2.6.8 Modular Wall Panel System.

3. Q: Is building 314 completely sprinklered? Will the existing riser, underground and above ground piping remain? Is this job mostly a sprinkler relocation for new ceilings?

3. A: The building and is fully sprinkled. As such, the existing infrastructure will remain, with sprinkler heads and associated piping being moved as required to accommodate the new floor plan. Sprinkler relocation is only a portion of the project. The portion of the project that constitutes sprinkler relocation would be part of your proposal.

4. Q: On demo sheets, A-110, A-120 and A-130 there are interior walls that are not noted with a “demo note”.

These walls do have a hatch, symbolizing something. Cross referencing the demo drawings with the “new” drawings it is clear to see that these walls need to be removed. Will an addendum be sent to clarify the walls are to be demolished so we are all bidding the same thing?

4. A: In the General Symbols section of Sheet C-002, there is a hatching symbol shown for removal or relocation.

On the sheets A-110, A-120 and A-130, everything with this hatching should be demo'd. The keynotes refer to any demolition which has special conditions and is different than complete removal.

5. Q: The pre-bid listed in the specifications was posted as 6/17/14. Was that the correct date? We printed the plans after that date and missed the notice.

5. A: Yes, 6/17/14 was the correct date of the preproposal conference/site visit.

6. Q: Will we need to resubmit Past/Performance documentation or can you pull that from the other projects submitted?

6. A: Past Performance documentation will need to be submitted specifically for this project. Past performance is rated based on relevancy. A list of projects is also required. For more information please see sections L and M of the Request For Proposal.
