Q1. Could we get the dimensions of the existing transformer Pads
A1. T‐1151 8’x8’, T‐1152A and T‐1152B are on the same pad; which is 6’x21’
Please note: T‐1175 is NOT to be replaced.
Q2. The drawings indicate we are to intercept the existing conduits for the SG‐D‐001 and 002, in the walk through we discussed pulling the conduits directly out of the manholes. Please confirm this is acceptable.
A2. This is acceptable.
Q3. The feeder lengths as listed in the SOW appear to be inaccurate. Shall we base our bid off of these lengths or should we base our bid off of our own takeoff?
A3. Updated quantities are shown on drawings and in SOW
Q4. If it's confirmed that PCB's are present in the transformers and if there appears to be oil leakage coming from a transformer, is it required to completely remove and dispose of the existing transformer concrete pads and replace with new, and should we assume for bidding that all pads are contaminated?
A4. All pads are to be replaced. The 6’x20’ pad supporting T‐1152A and T‐1152B is not contaminated; assume all other transformer pads are contaminated.
Q5. Is it required to Fire tape the conductors inside of a concrete underground vault?
A5. Fire tape should be used for splicing underground, but we will not be splicing underground, unlike what you may have seen in the site visit.
Q6. The typical lead time on Transformers can be 16‐20 weeks. This would cause a problem with the expected base period of performance of 120 days. Please advise?
A6. This issue will be handled after award at time of submittal approval.
Q7. Keynote 2 on sheet E‐200 states that SG‐D/WAPA1‐7 is to get a new box pad. Please confirm if this is fiberglass or concrete?
A7. Per Drawing E‐301, SG‐D/WAPA1‐7 is not going to be replaced. No new box pad required.
Q8. Is there a link to the specifications referenced on the drawings? Only the general requirements were provided. Once specifications are provided there may be more questions generated.
A8. Specifications have been provided.
Q9. The 120 days allowed for the contract may be too short to receive and install equipment as these are long lead (12‐16 week) items. Can the contract time be increased to 180 days?
A9. This issue will be handled after contract award at time of submittal approval.
Q10. Will there be a list of updated footages provided for cable run approximate lengths?
A10. Updated quantities are shown on drawings and in SOW
Q11. Is there a manhole conduit schedule and/or sidewall drawings of manhole wall and conduit layouts?
A11. FEW AFB does not have records of these drawings or layouts.
Q12. Are there oil test reports for the transformers to be replaced showing weights, gallons, PCB content etc.
A12. The only oil test reports available are for transformers T‐D‐1151 and T‐D‐1152A. See attached PDF’s.
Q13. How can concrete pad testing be performed before shutting down or removing equipment? Are we to assume that all pads are to be disposed of as contaminated and replaced so that additional time and outages are avoided?
A13. All pads are to be replaced. The 6’x21’ pad supporting 1152A and 1152B is not contaminated; assume transformer pad at 1151 is contaminated. The primary cable entrances currently run up underneath the vaults (through the concrete pads); therefore the cables are collared in place and to move or replace the cable or conduit these collars would likely need to be broken, jeopardizing the structural integrity of the pads.
Q14. Is weekend work a possibility to perform outages are is it just as well to perform outages during normal business hours? How long are outages allowed before generators need to be used?
A14. Weekend work can be discussed after contract award.
Due to the high security of the area, outages can be no longer than 1 hour; at that time generators must be used. Preferably, generators would be in place before power is switched off.
Q15. Who will perform the switching outside the fence? Inside the fence?
A15. Outside the fence will be High West Energy, inside the fence, Base Civil Engineer or the contractor.
Q16. Are the existing pads the correct size for new equipment?
A16. Yes.
Q17. In the (2) manholes outside the gate, (1) had cables firetaped together and (1) had the cable taped separately, which method is to be used.
A17. All cables to be taped separately.
Q18. Is a coordination and Arc Flash study required for the new equipment?
A18. Yes. Study is required. Provide a copy of the study on a CD to FEW AFB for informational purposes. Training of personnel, software purchase, and computer purchase not required.
Q19. The general requirements references the use of all weather enclosures, are these Nema
3R or Nema 4X?
A19. NEMA 4X.
Q20. The Solicitation requires the Prime Offeror to provide a state electrical license. We do
Federal electrical work only, and provide our electrical Superintendent’s Electrical License. Will this meet the technical requirement for licensing?
A20. Yes.
Q21. SOW paragraph 1.3, (1) (a) (b), the description of work does not match the drawings. Please clarify.
A21. Updated SOW has been provided.
Q22. Drawing E‐200, what will fill the area framed by the new curb and gutter? Dirt? Gravel? Concrete?
A22. Remove new curb and gutter from plans and bid schedule. Protection to switch will be handled at a different time.
Q23. Drawing E‐200, it appears with the addition of the new curb and gutter manhole MH‐D‐18 frame and cover will need to be raised. Please confirm.
A23. Remove new curb and gutter from plans and bid schedule. Protection to switch will be handled at a different time. Frame and cover will remain at existing grade.
Q24. Drawing E‐301 and E‐403, the switch configurations do not match. Please confirm that the new switches are to be PME‐12 per the one‐line.
A24. Switches are to be PME‐12 per the one line on E‐301.
Q25. Drawing E‐301, can the primary feeder for SG‐D‐002 be routed through MH‐D‐19 similar to that for
SG‐D‐001 to keep from intercepting and rerouting ductbank to SG‐D‐002?
A25. Yes.
Q26. Drawing E‐400, Transformer Note 2, does the AFB have an approved landfill to dispose of the PCB contaminated concrete?
A26. No, PCB contaminated material must be hauled off base to an appropriate disposal site.
Q27. Specification Section 26 08 01.00 10 Page 18 is stating we are to provide training, software and computers which is shown below. Is this a requirement for this project?
A27. No. Training, computer and software purchase not required. However, Arc Flash study is required. Provide a copy of the study on a CD to FEW AFB for informational purposes.
