1. BACKGROUND

Vandenberg Space Force Base (VSFB), CA has installed and expanded a Ciena Dense

Wavelength Division Multiplexing / Optical Transport Network (DWDM/OTN) architecture.

The purpose is to replace the saturated, end-of-life, end-of-support SONET network, an element of the base network infrastructure. VSFB is ready to begin the SONET to DWDM migration.

This statement of work accomplishes two (2) objectives:

a. Engage a Ciena Consulting Engineer to ease the early stages of the migration.

b. Purchase equipment that will add OTNs, or spur nodes, to DWDM that are required to begin the migration.

2. GENERAL REQUIREMENTS

2.1 Consulting Engineer

The Ciena Consulting Engineer, or other Ciena Subject Matter Experts (SME) as appropriate, shall Support the migration through the following tasks:

• Create a VSFB standard or template configuration for the installation of spur nodes consisting of Ciena 3926 and/or 5142 equipment such that the new spur will efficiently operate within the currently deployed DWDM network.

• Given the current VSFB SONET and DWDM environment, consult with the Government toward the selection of the best migration approach and contribute to creation of the migration schedule.

• With the Government, cooperatively define and document up to three (3) scenarios that provide the practice and experience needed by VSFB personnel to productively migrate

SONET to DWDM.

• Be available to coach Government personnel toward the success of each practice deployment.

• Be available for consultation during the first few actual migrations.

• Serve in other ways as suggested by either Ciena or the Government that support the effective and efficient VSFB migration of SONET to the DWDM network.

2.1.1 Period of Performance

The Period of Performance is 21 months from Notice to Proceed (NTP). This PoP is intended to account for the current 65-week (15 month) lead time for network equipment delivery.

2.1.2 Working Hours

When on-base support is appropriate, the Consulting Engineer shall serve during duty hours

(0730-1630) Monday through Friday excluding Federal Holidays.

2.1.3 Schedule

After NTP, the Consulting Engineer and the Government shall meet within 1 month to agree on the approach and schedule that best meets the VSFB SONET to DWDM Migration objectives. See

2.2 Equipment Acquisition

All equipment that constitutes the elements of the operational VSFB DWDM network are Ciena components. For compatibility, functionality and network management reasons, new nodes must consist of similar Ciena components.

See Attachment 4, Equipment_SONET to DWDM Migration Part 1.xlsx, for the equipment and quantities that are being purchased.

2.3 CLINS

The CLINS are defined as follows:

CLIN 0001 - Labor, Ciena Consulting Engineer, or Subject Matter Expert

CLIN 0002 – Materials Acquisition

2.4 Contractor Personnel

Due to safety and security, all Contractor personnel shall be able to fluently speak, read, and write English.

3. DELIVERABLES

Deliverables shall be provided electronically in either Microsoft Word, Excel, Adobe Acrobat or other format as mutually agreed.

3.1 Template Configurations.

3.2 Practice Deployment Scenarios.

3.3 Documented Migration Approach – jointly created.

3.4 List of Materials Required to Complete a Migration – jointly created.

4. WARRANTY

New equipment shall come with a minimum 1-year full warranty, not prorated, including labor and shipping costs for replacement. The warranty begins upon receipt of the delivered equipment.

5. CONTRACT ADMINISTRATION/POINTS OF CONTACT

Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the

CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
