Contract No. FA4610-18-R-0017; XUMU 15-1224C, Install Back-Up Generator B1959 –

Request for Information (RFI)

1. Question: The drawings call out for a permanent load bank. We are under the understanding the county no longer allows permanent load banks to be installed on generators. Please confirm we are to install a permanent load bank.

Government response: No, replace the load bank with a load bank connection with a circuit breaker. This is an Air Force requirement, not a county requirement.

2. Question: Can the transfer switch be located on the opposite wall?

Government response: Yes.

3. Question: We believe a disconnect may be required between the automatic transfer switch and the main power to the building. Should one be included?

Government response: Yes.

4. Question: The scope of work item 2.2 (4) requires the transfer switch to be stainless steel.

The transfer switch is located indoors. Is stainless steel necessary for an indoor installation?

Government response: No.

5. Question: The same scope of work item 2.2 (4) states the generator, belly tank and sound enclosure is to be stainless steel. Can you clarify which components are to be stainless steel on the generator?

Government response: The enclosure is to be stainless steel. The generator and belly tank are to be contained within the enclosure. See spec section 26 32 15.00 10 for more details on the enclosure.

6. Question: How long can the building be down during the electrical change over? Demolition note number 8 on drawing E-0002 states a temporary generator may be needed, but it does not specify it is required. The note seems to infer a temporary generator may not be necessary. Is temporary power required?

Government response: If the changeover can be accomplished in 2 hours, a temporary generator will not be needed.

7. Question: The same scope of work item 2.2 (4) states the generator, belly tank and sound enclosure is to be stainless steel. Can you clarify which components are to be stainless steel on the generator?

Government response: See answer to question 5.

8. Question: Most generators are not made in the USA – will this contract allow 51% made in

USA and 49% made foreign?

Government response: Construction materials will be required to comply clause FAR

52.225-9 – Buy American – Construction Materials.

9. Question: For the cut-over to emergency power will the customer allow Saturday work?

Government response: Bldg. 1959 is not normally manned, so Saturday work should not be necessary. If for some reason it is necessary, Saturday work is possible with three weeks advance notice, but 30 CES would prefer the outage to occur on a weekday after normal working hours.

10. Question: Will the Government submit for the Air-Quality permit on the new generator?

Government response: 30 CES will submit the air permit (Authority to Construct, ATC) to the county, however they will need detailed information on the generator the contractor proposes to install in order to do so, and the contractor will be required to pay the permit fee.

11. Question: Will the Generator/ATS Start-up/Training be for (1) day only? How many hours required?

Government response: Requirements from training for the generator are outlined in

Spec section 26 32 15.00 10-55. The specs do not require training on the ATS.

12. Question: Will the new Generator be required to get Load Bank tested? At what percentage% and how many hours?

Government response: Due to a change in Air Force regulations, there will not be a load bank for this project. Instead, the contractor must supply a circuit breaker that a load bank will connect to.
