Statement of Work (SOW) EOC AV Equipment
Upgrade 11 July 2017
STATEMENT OF WORK (SOW)
for
EMERGENCY OPERATIONS CENTER UPGRADE
VANDENBERG AIR FORCE BASE, CALIFORNIA
1.0 BACKGROUND
The current projection and sound system are becoming obsolete and will soon be inadequate to accomplish future missions. The Emergency Operations Center (EOC) is critical for on the ground management of emergency responses such as wildfires, HazMat, mishaps, etc. Due to the background noise caused by the many entities working together, the EOC requires a more robust sound system. The current lighting in the EOC is inefficient; visuals are unclear under the non-dimmable florescent lighting. Upgrading to controlled, dimmable LED light fixtures would rectify this issue. The projector is not able to produce a bright enough picture over the lights in the building. This current capability does not support the needs of the EOC; there needs to be more projectors or an alternative visual solution. All requested capabilities will need to be controlled through a touch screen display allowing one person to have the ability to control the entire EOC and conference room. Contractor must have minimum 5-years experience with verifiable references.
2.0 SCOPE
This project has been established to engineer, install system upgrades at EOC and connecting room 111, and CBRN CELL within building 11165.
3.0 PERIOD OF PERFORMANCE
This task shall be completed no later than 120 days following Notice to Proceed (NTP) notification by the government.
4.0 TECHNICAL INTERCHANGE MEETINGS
4.1 The contractor shall conduct and/or participate in two working level Technical Interchange Meetings (TIMs). The first TIM shall be at the discretion of the 30 CES/CEXPM and/or the contractor. The final TIM shall be a closing TIM at the end of the task. The closing TIM will be considered the final check and acceptance of all contract items.
4.2 The contractor shall provide bi-weekly Project Status Reports (PSR) to the 30 CEX Project Manager (PM) beginning two weeks after NTP. The reports shall encompass all activities that are project related. The contractor shall enumerate related issues to the 30 CEX PM immediately.
5.0 REQUIREMENTS
5.1 Install touch four (4) screen room control system capable of adjusting room audio and visual inputs and outputs, control light fixtures, control projection systems, control televisions/monitors, and manage wall inputs and outputs. Room control

Upgrade 11 July 2017 system will include four (4) wall mounted touchscreen control interface devices.
Two (2) will be located on opposite walls of EOC. One ( 1) located in CBRN Cell, and one (1) in conference room. Contractor will have 3 meetings with project POC to work on touch panel layout. Frist meeting will involve general concept of control system. Second meeting will require contractor to have screen shots of touch panel configuration such as color of buttons, symbols used, and layout. Third meeting would verify the touch panel programing is programed correctly. Checking the functionality of all buttons. The Touch panel system must be password protected and have the DoD banner on the system. The contractor shall provide programing changes for first 30 days after acceptance. All interface devices will be able to control all inputs and outputs within the system as well as all systems in this SOW to include devices listed in 5.2 through 5.8. System will be capable of handling at least twenty four (24) inputs and (24) outputs using Video over IP. System and will be capable of expansion and updating if necessary. Currently system will be using nineteen (19) inputs and nine (9) outputs. Inputs include five (5) PC’s, four (4) Wall panel inputs, rack-mounted Blu-Ray player, and eight (8) Range video feeds. Outputs include four (4) projectors, four (4) Televisions, and 1 (one) confidence monitor. Video Over IP will not be connected to Air Force Network and will be closed network. Entire system will be powered through an Uninterruptable power supply, and power conditioner.
5.2 Install four (4) wall input panels capable of connecting VGA, HDMI, DVI. Wall panels will also include sound inputs via 3.5mm stereo ports. Wall panels will be able to interface into entire room control system. System will be able to control volume of each panel separately. Two (2) wall input panels will be located in main EOC, (1) will be located in projector room, and (1) will be located in conjoining conference room.
5.3 Projection system upgrade of two (2) existing projectors and adding two (2) additional ceiling mounted projectors. Provide projection systems capable of delivering a solid-state light source, capable to project full screen content without a seam in the image, digital ready to accommodate high definition resolution from a computer 1080p resolution at a minimum. Desktop or Laptop (neither is preferred) or Blu-ray player, able to produce over 20,000 hours of illumination without lamp replacements, uses laser technology, and imaging solution with minimal maintenance throughout the lifetime of the displays. Two (2) additional ceiling projectors will use preexisting screens. Projectors will be able to interface into entire room control system.
5.4 Install two (2) 80” LED televisions or monitors capable of accommodating high definition resolution from a computer 1080p resolution at a minimum. Desktop or Laptop (neither is preferred) or Blu-ray player. Televisions/Monitors will be commercial grade. Television will have HDMI inputs Televisions/Monitors will be able to interface into entire room control system with volume control.
5.5 Blu-Ray player system that will also be able to play DVD media. Blu-Ray Player should be rack-mountable and located in rear of projector room. Blu-Ray player will interface into entire room control system and have volume control.

5.6 Install twenty (20) LED light fixtures with light over IP system throughout the EOC and connected room 111. Light fixtures will provide adequate lighting, will be dimmable and will be able to interface into entire room control system. System will not be connected to Air Force Network.
5.7 Install one (1) new digital sound system with multiple premium high quality with minimum six (6) speakers and integrated sound system needs to be integrated into the wall sound input four (4) panels as well as the entire room control system.
Sound system will have capability to connect minimum five (5) Bluetooth devices. Sounds system will be powerful enough to overcome crowd noise and balanced throughout the room. Speakers for sound system will have even and wide coverage. Speakers will be ceiling mounted, and low profile.
5.8 Confidence one (1) Monitor with built in with one (1) speakers. Confidence Monitor will be located in rear on projector room and will be rack-mountable.
Confidence Monitor will be used for previewing video sources. Monitor will be at least 15”.Confidence Monitor will interface into entire room control system and have volume control.
5.9 The contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, software, and other incidentals necessary to Engineer, Furnish, Install & Test (EFI&T) the requirements as stated in this SOW.
6.0 TRAINING
Contractor shall provide operational training to 30 CEX personnel as directed by the PM.
7.0 TESTING
Following successful installation, but prior to final acceptance of the installed product provided by 30 CEX PM, each capability will be operationally tested using live data.
8.0 FOLLOW ON SUSTAINMENT
The contractor shall provide a full one-year warranty on all parts and labor. Warranty shall start on the day of formal acceptance by the government.
9.0 LOGISTIC SPARES
N/A. All spare components shall be covered by follow-on maintenance contract.
10.0 COMPONENT IMPLEMENTATION
The contractor shall ensure that any and all components chosen for the final design are given due consideration for existing components using Commercial-off-the-Shelf (COTS) components.
11.0 INDUSTRY STANDARDS IMPLEMENTATION
The contractor is expected to perform all work using industry standards, the National Electric Code (NEC – current edition), the Uniform Building Code as modified for California. This must include installation consideration for Seismic Zone-4 requirements.
Must follow EIA/TIA standards.

12.0 AS-BUILT DOCUMENTATION
The following documentation, as affected, is required as part of this effort and shall be provided in soft copy.
12.1 Operations and Maintenance Manuals (Microsoft Word or Adobe)
12.2 System/component configuration diagrams, cabling and pinouts. (Microsoft Word or Adobe)
12.3 Provide system touch panel operation manual.
12.4 All vendor support tech manuals with troubleshooting procedures as well as recommended PMI listings. (Microsoft Word or Adobe)
12.5 Contractor shall provide equipment list for each room to include manufacture, model, description, serial numbers, cost, in-service dates, anticipated end-of-life dates, and physical location for all GFE and new equipment, Visio drawings, cable run list, manuals, and rack elevations on a Compact Disc (CD) to be verified by AFSPC A2/3/6 CAV (Jeff Marshall).
12.6 AMX or Crestron and DSP un-compiled source code and audio un-complied source code on CD must be able to update. To be verified by AFSPC A2/3/6 CAV (Jeff Marshall).
13.0 CONTRACT CLOSEOUT
Upon completion of project implementation, an AFTO 747 Communications and Information Systems certificate will be signed by all parties. Upon final CSO signature, this document will be used to notify 30 CONS of contract completion and be used for certification for DD Form 250 processing and closure.
