Questions and Answers

1) What certification is needed by an independent 3rd party inspector? The specifications specify that a UL Master Label is needed and in another place it specifies a UL Letter of Findings?

The independent third party inspector is not required to be provided by the contractor. The base electrical shop will provide an independent third party inspector. The UL inspection and UL master label are not required. However, all material is required to be UL listed.

2) What are the requirements for the 3rd party inspector? Is there a list of pre-approved inspecting parties already available?

The third party inspector will be provided by the government.

3) Is there a load rating required for the test wells? We have worked on many AFB's and each of them usually have a spec or standard for their test wells. I just want to confirm what your standards are.

The wells should be rated for vehicle traffic if they are on pavement or asphalt.

4) We see in the drawings and specifications that ground enhancement material is required to cover up the ground loop/counterpoise system. Is there a requirement on how deep the ground enhancement material needs to be like 2", 4" or 6"?

The contractor is required to meet the resistance requirements for the LPS system, so the ground enhancement material will need to be deep enough to meet the requirements.

5) Is an environmental approval needed for the ground enhancement material or is it already approved to be brought on base?

The grounding salt is approved for use on the base.

6) Is there a specification requirement for guying the poles?

The contractor shall use stainless steel guy wire and anchors to prevent corrosion.

7) What is the anticipated start and completion for this project? Start and complete this year or next year for example?

It is unknown at this time what the start date will be.

8) Is there a specification for compaction requirements on this project?

95% compaction is required.

9) Are you going to accept bids only from contractors that have a current lightning protection installers license with UL? In section 26.41.01.00 10 subpart 3.04 paragraph C, it specifies that

"installed lightning-protection system shall be inspected and approved by a certified UL inspector."

If a contractor is not a licensed lightning protection installer they will not be able to call for a UL inspection. I think this point needs to be addressed so all parties submitting a bid for this project are aware of this.

The UL inspector and UL installer is not required for this project.

10) Are we allowed to revisit the site? If so, who can we get in contact with?

No, the contractor is not allowed another site visit.

11) Is Hydro-excavation required on this contract?

The how the excavation is completed is up to the contractor.

12) Per section 26 41 01.00 10, 2.02.F. Steel Poles; are existing Geotechnical or Soil Reports available to calculate the steel pole foundation requirements?

There is no geotechnical report for this project.

13) Per section L-1.D.3. Chapter 3; please provide sections C, D & H for review and submission.

All sections are provided and there are no applicable fill-ins for C, D, and H

14) Per drawings E101-E104; are topographical and utility drawings available to calculate pole heights and conductor lengths?

The topography information will be made available to the selected bidder.

15) Per drawings E101-E104; these drawings do not identify the existing concrete aprons, ramps and sidewalks around the buildings:

15a) What are the thicknesses of the existing concrete aprons?

It is unknown, but the contractor should assume it’s about 6” +/- 3”.

15b) Can the counterpoise loop be located outside the concrete aprons?

The loops should be located as shown in the drawings.

15c) If the concrete is to be removed; will entire panels have to be removed or can trenches be cut and patched back?

It can be saw cut and patched.

15d) Will doweling be required if concrete is to be removed?

Yes

15e) Please provide a detail for concrete and asphalt patching?

The contractor shall match existing.

16) Per drawings E101-E104; please provide pole locations (Northing/Easting or two-dimensional location from buildings).

The contractor is responsible for located the pole locations.

17) Per drawing E103; existing concrete storm water culverts are not shown.

17a) Please provide clarification on how to place the counterpoise in areas where crossing these elements.

The counterpoise will not go under the culvert.

17b) Will the lighting poles on the north end of the building conflict with the concrete culvert in this location.

The contractor is responsible for located the pole locations.

18) Will a GSA schedule be required?

A GSA schedule is not required to propose on this project.

19) Do I need to obtain a base pass in order to submit my proposals?

If you do not have base access, a base pass will be required to hand deliver proposals. Please see Section L for information on submission of proposals.
