SUBJECT: Recovered Materials Determination, XUMU-09-1229B LPS at Munitions Facilities
1. In accordance with the sustainable procurement policies, also known as Green Procurement, the Environmental Protection Agency (EPA) web site resources have been researched and products have been incorporated into the government’s Statement of Objectives where they meet the technical requirements of the project and are economically feasible to incorporate. Where possible, Green products listed in the Statement of Objectives are called out by specific manufacturer and model and must be complied with by the contractor unless an alternate product meeting the same standards is proposed by the contractor and approved by the contracting officer. The attached Recovered Materials Determination Form (RMDF) has also been included to identify those EPA “designated products” that will be used in the execution of the project.
2. The Statement of Objectives is a concept approach and is not the final plan. The contractor, in completing the concept approach and prior to submission of his final plan, shall research the applicable EPA web site resources to determine if the products specified in the statement of objectives still meet the technical and economic standards. Where changes are required, the contractor’s final plan shall reflect the changes with adequate justification to support the need to change. In addition to the changes, the contractor shall include any additional Green products that, as a result of his final plan, meet the technical and economic standards and can be incorporated into the project. The attached RMDF shall be utilized as a checklist in developing the final plan and submitting any waivers for use of green products. The checklist shall be completed and submitted to the contracting officer as part of the proposal package submission.

Recovered Materials Determination Form (RMDF) – Instructions
The procurement originator shall complete this checklist when EPA-designated recycled-content products are being procured (except for procurements below the micro purchase threshold). This checklist will help the contractor/vendor with identification of the products to be procured. Information about the products listed below can be found at the EPA website, http://www.epa.gov/cpg/products.htm. This completed checklist shall become part of the contract file.
