PERFORMANCE WORK STATEMENT
55TH WING CONSTRUCTION ENTRY CONTROL POINT SUPPORT
07 July 2021
SCOPE OF WORK: Offutt Air Force Base (AFB) has several facilities that were irreparably damaged during the March 2019 floods. To restore efficient functionality to several base agencies, these facilities need to be reconstructed or renovated. Entry Control Point (ECP) monitoring is essential to ensure only authorized personnel are present during all phases of the construction process, from demolition of old facilities to the occupation of the newly constructed facilities. Construction shall involve the tear down of all facilities in the construction zone and removal of all destroyed material.
1.0 DESCRIPTION OF SERVICES.
1.1 Scope. In order to comply with intelligence community and Air Force security directives, ECP monitoring shall be established on the construction zone as a precursor to any work being done in the area to ensure the integrity of base assets.
1.2 Place of Performance. The construction zone is located on Offutt AFB near Bellevue, NE.
1.3 Period of Performance. The period of performance for this contract is a 12 month base period with four 3 month options.
1.3.1 Contingency Performance Package. When requested, provide contingency posting to support additional work days outside of the normal schedule (ex. Saturday/Sunday). Requests will be made at least one full week before the requested support will be needed, and will conform to the prime construction contractor’s duty schedule (ex. Support requested will not be used until the Saturday of the following week to allow for additional personnel acquisition and training, if needed, regardless of what day of the week the request is made, with Monday as the first day of the week). Requests for additional posting must be used within 30 days from the date of request and may not exceed the standard daily working hours described in this PWS. Individual package requests will be for 40 hours each and will be paid all together, whether all hours are used or not. The Contracting Officer is the only authorized party to make this formal request.
1.4 Tasks. The contractor shall provide trained, certified, and qualified unarmed Entry Control Monitor (ECM) personnel to perform entry control duties for an approximate 130 acre construction zone. No personal protective non-lethal or less-lethal devices, such as batons, conducted electrical weapons, or OC sprays are authorized. Training and certification will consist of contractor’s in-house and/or home state (if applicable) training and certification as well as completion of a local training class hosted by the 55th Security Forces Squadron prior to assuming duties. The immediate area of responsibility is within 50 ft. of the designated ECP. Contractor shall ensure that personnel are at least 18 years of age, possess a high school diploma or equivalent, and comply with all applicable Federal, state, local, Department of Defense (DOD) and Air Force regulations to include applicable Force Protection Condition (FPCON) requirements for unarmed ECMs. All duties shall be accomplished at the designated place of performance in line with the prime construction contractor’s construction schedule, regardless of weather conditions and Offutt Air Force Base closures/limited access protocols/delayed reporting. Contractors performing ECM duties shall open the perimeter gate 30 minutes prior to the beginning of the day and close it at the end of the day once all other personnel have departed the area. The schedule for support will be 5:30 AM to 6:30 PM

Monday–Friday local time. At a minimum, two ECMs are required at all times while the ECP is open.
ECM duties shall be accomplished as noted in 1.4.1.
1.4.1 Perform Entry Control Monitor (ECM) duties as follows:
1.4.1.1 ECMs shall detect, stop, and report unauthorized personnel, unauthorized vehicular entry, damage to Government property (ex. damage to the ECP/guard shack or equipment), pilferage, improper removal of material or property, misuse, theft, or other improper or unlawful disposition of Government and personal property as well as suspected acts of espionage or sabotage of areas designated by the Contracting Officer’s Representative (COR) as pertinent areas as part of the designated construction zone
1.4.1.1.1 ECMs shall monitor and immediately report to the Site Security Manager (SSM) and/or Security Forces the occurrence of all incidents and emergencies by properly monitoring the ECP to the construction zone within their assigned area of operation (ex. visible or audible when standing within 50 ft. of the sight ECP). Incidents or emergencies are defined as fires, explosions, collapses, flooding, unauthorized perimeter breaches, unauthorized access attempts, accidents, injuries to personnel, and any other actual or potentially dangerous incidents or emergencies. In the event of any of these occurrences, whether they are seen or relayed via other personnel, the contractor shall summon appropriate emergency response forces (e.g., fire, Security Forces, medical), if necessary, and then notify the SSM. Additionally, the ECM shall assist emergency response forces and Government personnel in emergency evacuations as required in the Construction Security Plan
(CSP).
1.4.1.1.2 Shall be able to provide statements and answer questions in the event of any incident, or in relation to the performance of duties, if requested.
1.4.1.1.3 Shall have the physical and mental capability to perform all duties required of them without assistance.
1.4.1.2 Shall perform entry control duties for a single ECP, which shall vary according to FPCONs, when the ECP is open to include:
1.4.1.2.1 With coordination with the SSM, shall open and close the construction zone ECP in accordance with the prime construction contractor schedule, and notify the Security Forces Emergency Communication Center (ECC) when the gate opens and closes. ECMs shall conduct a final sweep of the entire zone 50 ft around the designated ECP prior to closing the ECP at the end of the day to ensure all personnel have left the area and trash/ personal belongings are collected.
1.4.1.2.2 Ensure only authorized personnel are granted entry to the construction zone by checking personnel credentials (Identification card) using the entry / access control system (outlined in the CSP) provided by the Government, with oversight and coordination with the SSM and COR.
Entry Authorization Lists (EALs) shall be provided to ECMs to use for access control once coordinated and approved through the SSM, COR, and Offutt Security Forces.
1.4.1.2.3 Deny entry to anyone who has not satisfied requirements for construction zone access.

1.4.1.2.3.1 Personnel denied entry shall be identified, turned around at the ECP and sent away. The incident shall be recorded.
1.4.1.2.3.2 ECMs shall maintain physical control of credentials for personnel requesting access, halt inbound traffic, and safely direct vehicles into the outbound lane, and then return credentials to vehicle occupants, or hand back credentials to personnel when directed away from the ECP.
Amendments to this requirement due to Health Protection Condition (HPCON) shall be provided by the Government based on local or DoD-wide updates to policy if/when necessary.
1.4.1.2.3.3 If fraudulent credentials are provided, immediately notify the SSM and Security Forces.
1.4.1.2.4 Inform personnel of damaged/loose/missing/hazardous material, equipment, or conditions on vehicles requesting entry (e.g. driving on flat tire, dragging bumpers or equipment, broken lights, missing license plates, etc.) for safety only. ECMs shall not enforce traffic codes.
1.4.1.2.5 Notify the SSM and Security Forces if any unauthorized or illegal activity is detected or any unauthorized or illegal material or substance is present. ECMs shall document any quantifiable information to be used in the notification process, such as the name(s) of the personnel present at the time of discovery, vehicle description (ex. make, model, color, license plate), and time that the unauthorized or illegal activity or substance was detected. ECMs shall not otherwise detain or confront contractor personnel beyond what is necessary to obtain and document this information for notification.
1.4.1.2.5.1 With the exception of commercially procured construction and/or demolition tools and equipment, the following are prohibited for anyone entering the construction and ECMs:
1.4.1.2.5.1.1 Firearms of any kind or configuration.
1.4.1.2.5.1.2 It is prohibited for any person to possess, display, or handle any weapon, to include replicas and realistic looking toy weapons, in a manner that causes public fear, public disorder, or concern for public safety.
1.4.1.2.5.1.3 BB or pellet (CO/2 and air) guns.
1.4.1.2.5.1.4 Any dagger, dirk, switchblade, butterfly knife, stiletto, or any other unusually dangerous instrument capable of inflicting cutting, stabbing, or tearing wounds is prohibited.
1.4.1.2.5.1.5 Brass or iron knuckles are prohibited. They are defined as any instrument that consists of finger rings or guards made of a hard substance that is designed, made, or adapted for the purpose of inflicting injury by striking any person.
1.4.1.2.5.1.6 Items specifically designed or modified as an offensive weapon are prohibited. These include, but are not limited to, modified baseball bats, ax handles, clubs, blackjacks, or chains.
1.4.1.2.5.1.7 Possession of all martial arts instruments, either on one’s person or within a vehicle is prohibited. Instruments include, but are not limited to, nunchakus, throwing stars and tonfas.

1.4.1.2.5.1.8 Conducted electrical weapons (CEWs) or stun guns, such as TASERS are prohibited.
These items are defined as any item intended to be used as either an offensive or defensive weapon that is capable of temporarily immobilizing a person by the infliction of an electrical charge.
1.4.1.2.5.1.9 Items specifically designed as defensive weapons such as, but not limited to, chemical defensive sprays, are permissible. However, these types of weapons may only be used as a means of self-defense. Possession of defensive weapons may not be authorized within certain operational areas or facilities.
1.4.1.2.5.1.10 Prohibited weapons seized by Security Forces will be handled in accordance with applicable DoD and Air Forces instructions.
1.4.1.3 The contractor shall configure the ECP to control pedestrian traffic using contractor provided traffic cones/signs/similar equipment (portable) and ensure only authorized personnel are granted entry to the construction zone
1.4.1.4 The contractor shall configure the ECP to have vehicle inspection entry lanes using contractor provided traffic cones/signs/similar equipment (portable) to channel traffic into and out of the inspection areas to achieve/ensure safety. Contractor shall ensure that there are clearly marked areas for vehicle waiting for inspection entry that do not block access for other essential vehicles into the construction zone
1.4.1.5 Randomly, at times directed by the SSM or COR, ECMs shall assist Security Forces with inspection of personnel and vehicles entering the construction zone to include:
1.4.1.5.1 Verify personnel credentials using the government provided construction zone EAL and deny entry to anyone who has not satisfied requirements for construction zone access. Credentials shall be physically handled by the contractor when inspected, unless amended by the Contracting Officer or a representative, so that the contractor can detect signs of a fraudulent credential that may not be noticeable when not physically handling the credentials.
1.4.1.5.2 Fill out and maintain a log of personnel and vehicles inspected and a summary of inspection results. Individual inspection logs shall be provided by the Government when inspections are conducted or required by Government personnel (ex. Security Forces, SSM, or COR). Logs shall be given only to the SSM, COR, or on-duty Security Forces.
1.4.1.5.3 ECMs shall only conduct or assist with inspections while armed, on-duty Security Forces Members are present.
1.4.1.5.4 Comply with instructions from the handler of any Military Working Dog Team.
1.4.1.6 ECMs shall comply with all Federal and local policy regarding communications regulations, including but not limited to:
1.4.1.6.1 Do not use profane language on communications equipment, such as radios and telephones
1.4.1.6.2 Do not transmit sensitive personal information, or information that inherently demands increased protection, such as Social Security Numbers.

1.4.1.6.3 Utilize call sign(s), codes, and signals over communications equipment in accordance with local policy and training.
1.4.1.7 ECMs shall conduct a daily inspection with the SSM prior to opening the ECP and maintain a log to annotate the condition and operability of all assigned equipment and facility components
(ex. Lights, doors, windows, fence status, etc.). This log shall remain at the ECP at all times unless removed by the SSM or COR. Additionally, ECMs shall:
1.4.1.7.1 Notify the SSM whenever equipment is lost, stolen, damaged, or not in an operable condition.
1.4.1.8 Ensure that the ECP is not left unattended at any time while the work is going on in the construction zone. ECMs may be temporarily relieved by the SSM or designated personnel if necessary; however, these personnel may not perform ECM duties unless trained and qualified certified to the same extent of the ECMs.
1.4.1.9 Close and secure gate at ECP if time permits then immediately seek shelter in a hard facility in the event of a storm / tornado or other qualifying emergency.
1.4.1.10 Have the ability to notify the construction zone of emergencies or the need to direct personnel/traffic. The contractor shall provide the ability to have voice amplification at the ECP to the construction zone such as a bullhorn.
1.4.1.11 ECMs shall receive training and individual competency certification on all tasks required of them and have it documented and approved by the prime construction contractor, SFS, and Contracting Officer or designee. Personnel who cannot be trained and certified on all tasks may not be used for ECM duties and the contractor shall replace them.
1.4.1.12 The contractor shall provide the following equipment and associated cleaning or maintenance services and supplies within 14 working days prior to the first day of construction:
1.4.1.12.1 Hardened shelter/guard shack with overhead protection and interior and exterior lighting.
Shelter shall have ample space to support 2 ECMs occupying at once with furnishings such as a desk, landline, microwave, mini-fridge, heating/air conditioning, and file cabinet. Shelter should be approximately 15’ x 15’ (estimated, not limit or requirement), and does not require ballistic protection. Shelter will require concrete pad for placement and anchoring or independent anchoring system (some trailers).
1.4.1.12.2 Latrine/“Port-a-potty” and sufficient janitorial/cleaning service.
1.4.1.12.3 Signs, cones, and other personal and safety equipment to control traffic such as flashlights, reflective vests, and bullhorns.
1.4.1.12.4 Temporary power (ex. generator and fuel sufficient to power facility and equipment).
1.4.1.12.5 Telephonic communication (landline or cell phone). Landline hook ups will be provided if requested in lieu of cell phones. Radios will be provided by the Government for contact with ECC so two forms of communication are available.

1.4.1.13 ECMs shall be citizens of the United States or individuals who have been lawfully admitted for permanent residence as defined in 8 U.S.C. 1101(a)(20) or who are protected individuals as defined by 8 U.S.C. 1324b(a)(3).

Note: A valid violation is a violation of the requirement due to contractor negligence or willful noncompliance that results in a entry control deficiency in which there was not a reasonable (ex. preservation of life, safety, emergency etc.) cause not to perform the duty.
Example situation: ECMs leave the ECP unattended (1.4.1.8 above)
• If there was no reason to leave (e.g. left to walk around/run to town for food, bored, etc.), it would be considered a valid violation because the contractor could have reasonably avoided leaving the ECP.
• If there was a reason to leave, such as a scenario that jeopardized life or safety (e.g.
fire / tornado / flood / etc.), then the reason to leave the ECP would be justifiable and would not be considered a valid violation.
• This is a general example and should not explicitly be used to justify avoiding this particular requirement. Incidents will be individually evaluated to ensure fairness.
If the contractor exceeds the performance threshold or does not satisfy requirements of the PWS, the contractor may incur penalties, such as removal and replacement of personnel, for which they will be responsible for rectifying at their own expense. The COR is the final authority for determining whether or not a violation is valid.
