SECTION 01000

GENERAL

1.1 SUMMARY OF WORK: Furnish all plant, equipment, supervision, labor, supplies, services, and materials required to accomplish the work indicated in these specifications, the related drawings and as otherwise set forth in the contract.

1.2 SUMMARY OF PROJECT: The project consists essentially of, but is not limited to, the construction of asphalt and concrete pavements, curbs and sidewalks, including demolition and removal of same, and the construction of storm water drainage structures including trench drains, drainage inlets, manholes, storm sewer pipe, and other miscellaneous appurtenances.

1.3 WORK SCHEDULE:

1.3.1 Work shall be performed between 7:30 A.M. and 4:30 P.M. daily, Monday through Friday, excluding federal legal holidays as outlined by Public Law Number 98-144 (or days not worked on Dover Air Force Base due to the observance of such holidays). Unless otherwise specifically authorized herein or in writing by the Contracting Officer, the scheduling of work for times other than as set forth above, is not permitted.

1.4 POWER OUTAGES: Limited utility interruptions for hookups, and roadway closures will be permitted in accordance with a previously arranged schedule. The Contractor is responsible for notifying and coordinating all outages, interruptions, and closures with the Base Civil Engineer Construction Management Section at least 5 working days in advance of the proposed event.

1.5 CONTINUED OCCUPANCY:

1.5.1 The work to be performed is on an active facility. The Contractor shall coordinate all of his work operations with the Contracting Officer prior to start of work. The Government will schedule airfield closures for each work area as required.

1.5.2 It is important that the Contractor adhere to the approved schedule, weather permitting, as airfield closures must be coordinated in advance in accordance with the schedule. In the event that the schedule should be delayed, either by inclement weather or mechanical breakdown, the Contractor shall notify the Contracting Officer or his representative. The notification of delay in the schedule shall be confirmed by the Contractor in writing within 24 hours. Compliance with the minimum advance notice requirement shall be enforced for all notifications of delay by the Contractor.

1.5.3 It is the intention of the Government to close each work area to all aircraft or vehicular traffic during the dates scheduled for the work. The Government will restrict flying operations on adjacent airfield pavements to allow the Contractor access to the work area.

1.6 QUALITY CONTROL:

1.6.1 The Government will require that work progress in stages when verification of the quantity, adequacy and/or accuracy of underlying work is necessary before follow-on work is allowed to start. When required by these specifications, such verifications shall be mandatory, and an allowance for these verifications shall be made in the Contractor's Contract Progress Schedule. The Contractor shall provide notification that work is ready for verification in accordance with the requirements outlined on the Mandatory Verification Schedule. Required mandatory verifications are as listed by the schedule.

1.6.2 In conjunction with the requirements specified in the FAR clause "Inspection of Construction", the Contractor shall do the following:

1.6.2.1 Designate in writing, an individual responsible for managing the Contractor's inspection program. Such designation shall be made to the Contracting Officer prior to commencement of work on the job site.

1.6.2.2 Provide copies of Quality Control Reports to the Contracting Officer upon request.

1.7 CONTRACTOR COORDINATION AND COMMUNICATION: The contractor shall keep the Government abreast of all work activities on a routine basis. The contractor’s primary point of contact is the designated “Inspector” for the contract. In the event the Inspector is unavailable, the contractor will provide notifications and/ or coordinate work activities with the designated Construction Element Engineer, or the secretary for the Construction Element with offices in Building 600 on Dover Air Force Base, telephone

(302) 677-6450 or 6445. The mailing address is 436 CES/CECC, Dover AFB, DE, 19902- 6600.

1.7.1. On a daily basis, the contractor shall call or email (preferred) the designated inspector of all work in-progress. Likewise the contractor will notify the inspector when there is no work in-progress (i.e. due to adverse weather conditions).

1.7.2. On a weekly basis, the contractor shall provide (email required) a written status report on all open Work Requests (projects) in the format attached to the end of this section, or in a format acceptable to the Contracting Officer. This report shall include projected activities for the following week, including planned project start-ups or Final Inspections.

The contractor will continue to report the status of a project until Final Inspection, and all punch list items are completed.

1.7.3. Project Start-Up. In addition to notifying the Inspector, the contractor shall notify the facility manager of planned start-ups and potential disruption of daily operation, and keep them abreast of all activities which may affect them (i.e. blocked parking lot or driveway, etc.).

1.7.4. Basis of Payment. For the purpose of verifying quantities, the contractor shall obtain and maintain in his possession supplier invoices and delivery tickets for all material used on the project, and provide the Government copies upon request.

1.7.5. Partial Payments. The contractor may submit invoices for partial payments during the course of work on larger projects. All invoices must be coordinated with, and agreed upon by the Inspector, prior to submission. In the event of a dispute, a meeting will be held with the Contracting Officer for resolution.

1.7.5.1 When directed by the Contracting Officer, the contractor may also be required to submit a phasing plan for Government approval. The contractor’s proposed phasing plan will provide a logical progression of work with an incremental break out of project quantities verifiable by the Government. Each phase may also serve as logical point for making partial payments to the contractor.

1.7.6. Project Completion. Prior to submitting the Final Invoice for any project (Work Request), the contractor shall request a Final Inspection and the Government must “Accept” the work for the purpose in which it was intended. Acceptance (BOD - Beneficial Occupancy Date) may include minor punch list

1.8 SECURITY, SAFETY AND ACCIDENT PREVENTION:

1.8.1 General: The Contractor shall conform to base regulations and directives pertaining to security, safety, traffic, fire and personnel clearances, insofar as they pertain to the Contractor's activities as directed by the Contracting Officer. Compliance with current regulation AFR 127-101, Ground Accident Prevention Handbook and Public Law 91-156 Occupational Safety and Health Act Standards is mandatory.

1.8.2 Security: The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted areas.

1.8.3 Safety:

1.8.3.1 For the protection of Government personnel and property, the Contractor shall comply with the following minimum safety requirements while performing work under this contract. These requirements are additional to and do not replace the standards promulgated by the Department of Labor under the Occupational Safety and Health Act (OSHA). In the event of a conflict between the OSHA Standards and these requirements, the most stringent shall apply.

1.8.3.2 The Contractor, before starting work, shall request a briefing from the Base Operations Officer and the Safety Office. The briefing will review safety requirements and cover any additional local safety precautions related to the work under this contract. All Contractor vehicle operators, before driving on the flight line, shall obtain special

01000-4 instructions on standard flight line traffic controls and become familiar with the particular hazards involved.

1.8.3.3 Severe Weather Warning Requirements: When notified by the Contracting Officer, the Government Inspector, or the Base Operations Officer that a severe weather warning alert has been issued for the area in which the contract is being executed, the Contractor shall immediately take necessary action to tie down and secure all materials on the job site that could become missiles as a result of strong surface winds, thunderstorms, etc. This requirement also includes all nonregular working periods such as nights, Saturdays, Sundays, and holidays.

1.8.3.4 Fire Prevention: Contractor's operations and personnel shall comply with the requirements of the Base Fire Prevention Standards and the Base Fire Chief.

1.8.4 Accident Prevention:

1.8.4.1 Vehicle Operations: The following standards shall be observed at all times when operating vehicles on the flight line. Careful attention and strict adherence to these precautions will prevent accidental damage to aircraft and possible injury to both flight and ground personnel.

1.8.4.2 Vehicles shall not be driven within 50 feet of an aircraft or under any part of an aircraft. Vehicles shall not be backed or driven forward in the immediate direction of any aircraft within 50 feet, nor shall a vehicle be driven within 50 feet of aircraft fueling or defueling operation. When parked on the flight line, vehicles and all equipment mounted on wheels, which do not have integral braking systems, shall be chocked when left unattended. Vehicles left unattended and parked on the flight line shall be left unlocked with keys in the ignition system.

1.8.4.3 Under no circumstances shall vehicles be allowed to stand in front of, or be driven into, the path of taxiing aircraft. No vehicle will be parked or driven closer than 25 feet in front or 200 feet to the rear of any aircraft when engines are in operation or about to be put in operation.

1.8.4.4 Vehicle operators shall obey the flightline speed limits set by local officials. In no case shall vehicles be operated in excess of 15 MPH on aircraft parking aprons and 40 MPH on taxiways and runways.

1.8.4.5 Vehicle operations on the flight line or airfield are under the control of tower personnel. Control tower radio instructions shall be observed and obeyed by vehicle operators at all times while performing work on the airfield. The Contractor shall assign the Government furnished radio to one of his personnel on the airfield whose responsibility shall be to maintain contact with control tower personnel and coordinate all Contractor movement on the airfield.

1.8.4.6 Before airfield operations, vehicle operators shall insure that all equipment carried on their vehicles is properly stowed and secured and that the vehicles are inspected for objects that could damage aircraft. After vehicles are operated on unpaved surfaces, operators shall stop when reaching the airfield pavement and remove any rocks that are wedged between the tires or treads.

1.8.4.7 Parking of Equipment: At the end of each day's work the contractor shall move all of his equipment to an area designated on the drawings or by the Contracting Officer for overnight parking.

1.8.4.8 Traffic Control Devices: The Contractor shall be responsible for providing all signaling, lighting, safety devices and airfield barricades in the immediate work area conforming to the provisions of the Manual of Uniform Traffic Control Devices (OSHA Standards 1926.201 and 1926.202). Airfield barricades shall be supplied by the contractor and erected at the commencement of work. The barricades shall be placed in areas of aircraft movement. Barricades shall not be removed until so directed by the Contracting Officer or his designated representative. Traffic cones or other similar devices may be used to control vehicular traffic only.

1.8.4.8.1 Airfield Barricades: Barricades shall consist of reflective orange and white painted timbers, barrels, or similar devices as may be approved by the Contracting Officer, spaced at 50 feet on center, with two amber-yellow lights on each barricade. Reflective stripes shall be 6 to 12 inches wide. Timbers shall be 12 by 12 inches minimum, 10 feet long, solid wood or sand filled plywood boxes, barrels shall be 2 feet minimum high. All barricades shall be either anchored or of sufficient mass to retain an established position where they are placed, in all types of weather conditions. Flashing lights shall be at least 5 candelas effective intensity and flash at a rate of 55 to 75 flashes per minute. Continuous burning lights must have an effective intensity of 10 candelas.

1.9 MATERIAL AND EQUIPMENT DISPOSAL, GENERAL:

1.9.1 Salvable Materials: The following procedures apply to identified salvable materials.

The Contractor shall exercise reasonable care in the removal of items designated as salvable so as to protect and preserve the existing condition. Items shall be collected and turned-in to the Recycling Center/Scrapyard (Blg 650) on Dover Air Force Base. The Contractor is responsible for preparing items for turn-in (including segregating and palletizing), and for loading, transporting, and off-loading items at the Recycling Center/Scrapyard facility. The following additional provisions apply:

1.9.1.1 The Contractor shall provide an itemized listing for salvable items to the Construction Element Inspector at least three working days prior to the day the items are scheduled to be turned in. This listing will be used by the Government to prepare the necessary turn-in documents for the Contractor. The Contractor shall include quantities on the listing for all salvable materials and the estimated tonnage for scrap metal being turned

in. No items will be accepted by the Recycling Center/Scrapyard from the Contractor unless they are accompanied by the prepared turn-in document.

1.9.1.2 The Recycling Center/Scrapyard may refuse to accept materials that are not appropriately prepared for turn-in.

a. Scrap metal must be separated and segregated as ferrous metals, brass/bronze, copper and aluminum.

b. Pipe must be cut in lengths not to exceed 20 feet.

c. Materials for turn-in that are loaded in an orderly manner on pallets, with the pallets situated to be accessible for handling by forklift, will be off-loaded by the Recycling Center/Scrapyard. Government furnished pallets will be available for pickup at the Recycling Center/Scrapyard.

d. Materials that are not acceptably "palletized" shall be off-loaded by the Contractor at the location designated by the Recycling Center/Scrapyard and stacked in a manner stipulated by the Recycling Center/Scrapyard.

1.9.1.3 Unless otherwise stipulated herein or by the Contracting Officer, salvable items normally will include the following:

a. Light Fixtures - All fluorescent tubes, mercury vapor, metal halide and HP sodium lamps shall be collected into a box or drum and turned in to CEV at Bldg 1306, Thursdays, 0800-1000 hrs. All ballasts and capacitors not specifically stating PCB-Free shall be collected and turned in to CEV at Bldg 1306. The removal of any transformers shall be coordinated through CEV to determine the PCB content and the appropriate disposal mechanism.

b. Electric panels, enclosed switches and similar items.

c. Items of electrically powered equipment including fans, motors, refrigeration/air conditioning units or system components, pumps, water heaters, and similar items of equipment.

d. Valves, regulators, heat exchangers, unit heaters, converters, and similar items of heating or heating system components.

e. Doors, windows, door closers, lock sets, and similar type items unless specifically identified as exempt.

f. Scrap metal including cast iron and steel pipe and pipe fittings, copper pipe and wire, aluminum sheet metal and wire.

g. All mercury thermostats shall be turned into CEV in a manner similar to paragraph 1.9.1.3a. above.

1.9.1.4 Items designated for turn-in to the Recycling Center/Scrapyard that contain or have been coated or covered with materials that are, or which could become, hazardous if spilled or disturbed in handling, (such as items containing asbestos; and fuel/waste storage tanks), shall be cleaned to remove all such hazardous or potentially hazardous materials prior to turn-in. Cleaning shall be accomplished in accordance with all applicable local, state and federal regulations. Residue from cleaning operation will be collected and disposed of by the Contractor in accordance with all local, state and federal regulations.

1.9.1.5 Turn-in's must be coordinated with the Recycling Center/Scrapyard representative. Hours of the Recycling Center/Scrapyard operation will be specified at the pre-construction meeting.

1.9.1.6 Advance coordination is required when use of the Recycling Center/Scrapyard forklift is contemplated for off-loading. Failure to make advance coordination may result in delayed off-loading due to the waiting required for a forklift to become available for such use.

1.9.1.7 The Recycling Center/Scrapyard area is a controlled access facility. It is required that all persons desiring entry to the facility sign-in at the Recycling Center/Scrapyard office.

1.9.2 Hazardous Materials: Materials classified as hazardous by federal or state environmental rules, regulations, or laws, shall be handled and processed for disposal in accordance with those rules, regulations, or laws. The contractor shall submit a list of all hazardous materials used on the project along with a Material Safety Data Sheet (MSDS).

These materials must be approved prior to being brought on to the Base. On a quarterly basis the contractor shall submit a report documenting the quantities of hazardous materials used on the Base. The Contractor is responsible for all such materials that are residue from Contractor furnished supplies and materials which were brought to the job site by the Contractor, and for any such materials identified herein or by the drawings. For the disposal of any existing hazardous waste removed from Base facilities, contact CEV for signing all associated manifests.

1.9.3 The Contractor is responsible for the collection and disposal of all debris, rubble, residue and waste material generated in the performance of work under this contract.

All such materials shall be removed from Dover Air Force Base by the Contractor, recycled and/or disposed of in a State approved permitted landfill. The contractor shall recycle concrete, untreated wood and other demolition debris as required by Executive Order 13101. The Contractor is not permitted to deposit any such materials in base trash collection containers or at any on-base location without prior approval of the Contracting

Officer. The Contractor is responsible for remediation and/or reimbursement of the base for any spills caused by him, his personnel and/or his equipment.

1.9.4 The Contractor shall develop and submit for approval a Health and Safety Plan (HSP) in conformance with the requirements of U.S. Environmental Protection Agency (EPA) guidelines and comply with all regulations, including Occupational Safety and Health Administration (OSHA) standards (29 Code of Federal Regulations (CFR) 1910 and 1926). All on-site personnel must have appropriate personal protective equipment (PPE) for the specific job. At a minimum, personnel should have the following equipment:

a. Hard hat.

b. Safety shoes.

c. Gloves.

d. Goggles/safety glasses.

e. Hearing protection, if appropriate.

f. Respiratory protection, if appropriate (with fit test).

g. Other equipment as specified by the approved Health and Safety Plan.

1.10 ENVIRONMENTAL PROTECTION: For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life; affect other species of importance to man;

or degrade the utility of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water, and land, and involves noise, solid-waste management and management of radiant energy and radioactive materials, as well as pollutants.

1.10.1 Applicable Regulations: In order to prevent and to provide for abatement and control of any environmental pollution arising from the construction activities of the Contractor and his subcontractors in the performance of this contract, they shall comply with the applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement in effect on the date of the invitation for bids.

1.10.2 Protection of Land Resources: It is intended the land resources within the project boundaries of work required under this contract be preserved in their present condition or be restored to a condition after completion of construction that will appear to be natural and not detract from the appearance of the project. Insofar as possible, the Contractor shall confine his activities to areas defined by the plans and specifications.

1.10.2.1 Restoration of Landscape Damage: Any landscape feature scarred or damaged by the Contractor's equipment or operations shall be restored as nearly as possible to its original condition at the Contractor's expense. The Contracting Officer will decide what method of restoration shall be used.

1.10.2.2 Post-Construction Cleanup or Obliteration: The Contractor shall obliterate all signs of temporary construction facilities such as haul roads, work areas, structures, foundations of temporary structures, stockpiles of excess or waste materials, or any vestiges of construction resulting from this contract as directed by the Contracting Officer.

1.10.3 Protection of Water Resources: The Contractor shall not pollute surface or groundwater with fuels, oils, bitumen, calcium chloride, painting materials, acids, or other harmful materials. It is the responsibility of the Contractor to investigate and comply with all applicable Federal, State, and local laws and regulations concerning pollution of surface and groundwater. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in surface or groundwater through or adjacent to the project area.

1.10.3.1 Spillages: At all times during the contract, special measures shall be taken to prevent paints, chemicals, fuels, oils, grease, etc., from being spilled and particularly from entering surface or groundwater. In the event of a paint, fuel, oil, or chemical spill the Contractor shall immediately take containment measures to prevent the spill from migrating or entering the base drainage system. The Contractor shall clean contaminated areas and containerize and dispose spill residue in accordance with applicable Federal, State, and local laws and regulations. Spill residue shall be disposed of off base. All spills shall be reported as soon as possible to the Contracting Officer.

1.10.3.2 Disposal: Disposal (such as discharge, deposit, dumping, spilling, leaking, or placing) of any materials, wastes, effluents, trash, garbage, oil, grease, paints, chemicals, etc., in areas other than specified shall be subject to the approval of the Contracting Officer or his designated representative. If any waste material is dumped in unauthorized areas, the Contractor shall remove the material and restore the area to the conditions of the adjacent undisturbed area. Contaminated ground shall be excavated, disposed of as directed by the Contracting Officer or his designated representative, and replaced with suitable fill material, compacted and finished with topsoil and seeded, all at the expense of the Contractor.

1.10.4 Protection of Fish and Wildlife: The Contractor shall at all times perform all work and take such steps required to prevent any interference or disturbance to fish and wildlife.

The Contractor shall not be permitted to alter water flow or otherwise disturb native habitat adjacent to the project area which in the opinion of the Contracting Officer or his designated representative, are critical to fish or wildlife. Fouling or pollution of water shall not be permitted.

1.10.5 Hazardous Material: The Contractor shall comply with all Federal, State, and local laws and regulations pertaining to the protection of the environment and emission of hazardous pollutants in the performance of this contract. The Contractor shall also provide a copy to the Contracting Officer of all correspondence with Federal, State, and local pollution control authorities.

1.10.6 Truck Hauling on Base: The Contractor shall be responsible for the covering of open bodied vehicles transporting any materials likely to create air pollution or become debris while on base. Approved alternate means may be employed to achieve the same results as covering.

1.10.7 Clean-up: All excess materials, waste, and debris generated by the work shall be removed from the work area at the end of each work day and shall be removed from the base and disposed of by the Contractor at the end of the job. Clean-up of the entire job site shall be accomplished not less than once a week. It shall be the responsibility of the Contractor to assure proper loading of all vehicles used for transport of materials and construction debris. Any spillage shall be recovered and disposed of off-base. All paper, wrappings, cardboard, etc., shall be placed in tightly closed metal containers. All clean-up activities shall be accomplished by the Contractor at no additional cost to the Government.

1.11 UTILITY SERVICES:

1.11.1 As outlined in FAR Clause "Availability and Use of Utility Services", electric service to Contractor-furnished office or storage facilities will be charged at the current rate prescribed by Air Force regulation. The service connection must be made through a Contractor furnished kilowatt hour meter appropriate for the circumstances. Contractor is responsible for all costs associated with telephone service. Telephone service will not be Government furnished.

1.11.2 Any temporary connections or lines that may be required shall be installed, maintained, and removed by the Contractor at his own expense, and in a manner satisfactory to the Contracting Officer or his designated representative. Removal of such connection or lines shall be accomplished prior to final acceptance of the work.

1.11.3 Government toilet facilities will not be available for use by contractor or sub-contractor personnel.

1.12 RADIOACTIVE MATERIALS:

1.12.1 At least 7 days before any radioactive material is brought on Dover AFB, the contractor will provide the following to the base radiation protection officer (telephone

(302) 677-2595; fax (302) 677-4948), 436 AMDS/SGPB, 260 Chad St., Dover AFB, DE 19902-7307:

1.12.1.1 A brief description of the proposed activities.

1.12.1.2 The dates the radioactive material will be used on Base.

1.12.1.3 The name of the contractor and contracted project under which the work is being done.

1.12.1.4 A copy of the NRC or agreement state license authorizing the use of the radioactive materials.

1.12.1.5 The name, local address, and telephone number of the responsible local representative and the name, address, and telephone number of the radiation safety officer on the license.

1.12.1.6 An acknowledgement that the base radiation safety officer can make periodic checks to ensure that the contractor personnel follow radiation safety practices to prevent exposures to Air Force personnel and avoid contamination of Government property.

1.12.2 Agreement state licensees using NRC regulated materials must supply a copy of the NRC Form 241 approved by Region 1 of the NRC.

1.12.3 Contractors holding agreement state licenses, who operate for more than 180 calendar days per year on Air Force or other installations where exclusive federal jurisdiction exists, must obtain an NRC license.

1.13 GOVERNMENT FURNISHED MATERIALS AND SERVICES:

1.13.1 The Contractor will be furnished an adequate open paved area at no cost for his equipment and material storage. The Contractor shall store or place materials and equipment only in areas specifically approved by the Contracting Officer. The Contractor shall be responsible for the receipt, unloading, security, and handling of his equipment and materials.

1.13.2 Water will be furnished to the Contractor at no cost provided it is obtained from a base source including fire hydrants that have a correctly installed and approved back flow preventer installed.. The Contractor shall furnish all equipment, material, and labor necessary to obtain and deliver water from the designated water source to the area(s) of work.

1.13.3 Communications capability between the Contractor and the control tower will be furnished by the Government. A radio will be furnished by the Government for the Contractor's use while working on the airfield; however, the radio shall be returned by the Contractor at the end of each work day.

1.14 CONTRACTOR FURNISHED ITEMS AND SERVICES:

1.14.1 Except for those things specifically stated to be Government furnished, the Contractor shall furnish all other necessary items and all services to perform all operations required by this specification.

1.14.2 The Contractor shall provide a fully qualified on-site project manager who shall be responsible for the performance of the work. The name of this person and all alternates

01000-12 shall be designated in writing to the Contracting Officer. The project manager shall have full authority to act for the Contractor. The project manager shall be on-site during all hours that work is being performed.

1.15 MANUFACTURER'S INSTALLATION INSTRUCTIONS: Manufacturer's instructions pertaining to the use or installation of products, materials, or equipment used or installed in the prosecution of work under this contract, whether furnished as a normal, usual or customary practice of the manufacturer or if furnished in response to a requirement stipulated herein, form a part of these specifications as though specifically set forth herein.

In the event of conflict between the specifications or drawings and manufacturers' instructions, the Contractor shall bring such conflict to the attention of the Contracting Officer for resolution before proceeding with the work involved.

1.16 REFERENCED PUBLICATIONS:

1.16.1 Specifications: The document titled "Delaware Standard Specifications, Specifications for Road and Bridge Construction", dated August 2001, hereinafter referred to as the Standard Specifications, shall govern the work performed as required by this specification, and form a part of this specification to the extent indicated by the references thereto. For the purposes of this project, all references to the "Director", "Inspector", or "Engineer" in the Standard Specifications shall be construed to mean "Contracting Officer".

In the event of conflict between this specification and the Standard Specifications, this specification shall govern.

1.16.2 Standards: The document titled "Delaware Erosion and Sediment Control Handbook for Development", dated 1989, hereinafter referred to as the Delaware Handbook, shall govern the work performed as required by this specification, and form a part of this specification to the extent indicated by the references thereto. In the event of conflict between this specification and the Delaware Handbook, this specification shall govern.

1.16.3 Drawings: The document titled "The Delaware Department of Transportation Standard Construction Details" dated 1997, including all subsequent updates and revisions, hereinafter referred to as the Standard Drawings, shall govern the work performed as required by this specification, and form a part of this specification to the extent indicated by the references thereto.

1.17 AS-BUILT DRAWINGS: The Contractor shall maintain and keep current one set of drawings which shall be annotated in red pencil to show all as-built construction. These as-built drawings shall be submitted to the Contracting Officer at Final Inspection. The as-built drawings shall clearly and accurately depict any deviations or changes to both existing and new construction from that which is indicated on the construction drawings issued with the work request.

1.17.1 As-Built Data: The Contractor shall enter specific as-built data on the drawings. This as-built data may include information such as pavement elevations and locations of underground utilities.

1.17.2 Government Review: Time allowed for Government review of the as-built drawings will be, exclusive of day of receipt by the Contracting Officer and the day of return, 10 working days. Government comments and reasons in the event of disapproval will be in writing.

1.18 EARTH WORK:

1.18.1 AF Form 103, Excavation Permit, is required to be obtained from the government prior to excavating the site. Dover AFB Instruction Regulation entitled Work Clearance Requirement requires the contractor to obtain a Work Clearance Request (WCR) (excavation permit) as indicated below:

1.18.1.1 The project inspector oversees the proper coordination of the request;

however, it is the contractor that initiates the request. Notify the government inspector of the need for the WCR no earlier than 10 days and no later than five working days before excavating. The contractor shall take the WCR and a site map to include grid location showing proposed construction and the surrounding existing facilities to the government inspector for input into the Government system. The contractor is also responsible for contacting Miss Utility prior to submitting the WCR to the government inspector.

NOTE: Under the current AF Form 103 process it is the responsibility of the contractor to obtain clearance from Miss Utility (phone 1-800-282-8555) for utility services not owned by Dover AFB (i.e. Chesapeake Utility’s steel gas lines, AT&T communication lines, Comcast Cablevision lines, & Kent County sewer lines). Call Miss Utility prior to submitting the request to the government inspector. Be sure to adequately describe the exact location and type of work involved to Miss Utility in lieu of, perhaps, just the title of the job. Specifically address required excavation work and the exact location of the excavation. The Government process makes the initiation of this communication solely the responsibility of the contractor through the contract inspector.

1.18.1.2 The contractor will mark the location of the dig in the field, in white, within 18 inches of the proposed excavation prior to the Government shops visiting the site.

If the required location of the job site changes, the request must be revalidated and reapproved. The contractor is responsible for protecting the markings made by the government and/or Miss Utility. If the markings disappear or become unreadable, all work will stop and remarking will be done. Remarking may require collection of remarking cost to be paid by the contractor. A new work clearance will be processed to obtain new markings. Digging must begin within 21 calendar days of issue or the request will expire.

1.18.1.3 In the event any damage occurs to a utility, notify the PCC at 677-2856.

1.18.1.1.4 Once digging is complete the contractor will notify PCC.

1.18.2 The work request drawings require sediment and erosion control. State and Federal law requires that contractor take measures to control sediment erosion. Failure to notify the Environmental Protection Agency ( EPA), when required, execute sediment and erosion control measures and maintain them throughout the duration of the contract and/or until permanent measures have been established may result in a Notice of Violation from the EPA and fines against the Contractor’s Company.

SECTION 01001

SITE MANAGEMENT

PART 1 GENERAL

1.1 GENERAL: The appearance of construction sites at Dover Air Force Base is of paramount importance to the Commander of Dover Air Force Base. A clean and well kept construction site will help ensure proper compliance with the safety and environmental requirements of the contract. The management element of the Contractor’s performance rating will be affected by the compliance with this specification. The Contractor shall comply with all of the requirements specified herein and associated specification sections.

1.2 SUBMITTALS: Submit a plan for controlling the accumulation of dirt, debris, and dust on roadways and other surfaces adjacent to the construction site. As a minimum the plan shall include the name of the contractor including a designated point of contact, equipment to be used for cleaning the streets of this material, and the measures to be taken to reduce transportation of mud onto adjacent roadways (i.e. rotating or replacing the stones in the temporary stabilized construction entrance to clean the truck tires).

PART 2 PRODUCTS

2.1 DUMPSTERS: The dumpsters shall be painted to match formula #BLK 1P32 YOX 1P39 OXR 19 “Eagle Feather Tan”, free of graffiti, and be equipped with a securable cover. The cover shall be in place at all times except when trash is being deposited or removed.

2.2 TRASH CONTAINERS: Trash containers shall consist of 55 gallon drums painted to match formula #BLK 1P32 YOX 1P39 OXR 19 “Eagle Feather Tan”, free of graffiti, and have "TRASH" printed in 10 inch high white lettering on the side of the container at two locations opposite each other. The Contractor shall provide a minimum of one trash container for each 10,000 square feet of construction area.

2.3 OFFICE AND STORAGE TRAILERS: Any Contractor's office and storage trailers shall be in new or like new condition and be painted to match “Eagle Feather Tan” or approved equal on the exterior. Each trailer shall have an emergency notification card (5 x 7 or 3 x 5) in a weatherproof holder affixed on the outside of the trailer near the entry door. The card shall indicate the name of the Contractor, and the name and telephone number of the point of contact for emergency notification. Provide trailer foundation skirting of either lattice or metal panel design. Storage of materials and debris under the trailers is prohibited. The trailer shall be securely fastened to the ground with appropriate fastening devices to adequately brace the structure against hurricane force winds.

2.4 STORAGE SITES: The contractor will be provided with storage sites as deemed necessary to support the construction. The primary site is the construction site. The supplemental site, if

01001-2 needed, may not be in close proximity to the construction site, but will be on Dover Air Force Base.

2.5 ELECTRICAL SERVICE: Where electrical service is desired at the contractor’s facilities, connection shall be made in accordance with the detail entitled ‘Electrical Service to Contractor Facilities’ which will be provided at the pre-construction meeting. The contractor shall be required to install a temporary pole, meter, and overhead service wiring to the nearest Government electrical source. The Government will make the final service connection.

2.6 SANITATION FACILITIES: The contractor shall provide portable sanitation facilities.

Portable sanitation facilities shall be self-contained units with both urinals and stool capabilities.

Units shall be adequately ventilated, cleaned and emptied at least once a week or more if determined necessary and directed by the Contracting Officer. The doors shall be self-closing and securable. The exterior of the unit shall match “Eagle Feather Tan”. Locate these facilities out of the view of the public to the maximum extent possible.

2.7 CONSTRUCTION ACCESS ROUTE SIGNS: Any construction access route signs which the contractor may wish to erect in order to facilitate location of the site by suppliers or subcontractors must receive prior approval by the Contracting Officer. Approved signs shall not exceed 12” x 18” in size, shall consist of white letters on a dark brown background (back of sign and post shall be dark brown also), and be mounted at locations approved by the Contracting Officer.

PART 3 EXECUTION

3.1 CONSTRUCTION SITE LAYOUT: The contractor shall arrange the office trailers, storage trailers, construction entrance, sanitation facilities, and trash dumpsters to effectively use the area designated on the plans. The contractor shall indicate at least one construction entrance for the project.

3.2 TEMPORARY STABILIZED CONSTRUCTION ENTRANCE: The nature of the project may also require a temporary stabilized construction entrance at non-paved areas when exiting to paved areas. The entrance shall be constructed as required by the Sediment and Stormwater Management Plan permit drawings. The contractor shall maintain the temporary stabilized construction entrance such that it functions adequately in the removal of sediment from construction vehicle tires. Stones in the entrance shall be periodically rotated or changed to ensure construction vehicle tires are clean when leaving the site.

3.3 CLEANING ROADWAYS: The contractor shall make special effort to prevent the generation of dirt, debris, or dust as a result of activities related to the work under this contract.

All roadways adjacent to the construction site which accumulate construction dirt, debris, dust, or other foreign materials as a result of activities related to this contract shall be cleaned at least daily or more often if determined necessary and directed by the Contracting Officer in order to maintain a neat appearance. The method of cleaning shall remove and not just displace the material.

3.4 TRASH REMOVAL: The 55 gallon trash containers shall be emptied a minimum of once a day or more often if determined necessary and directed by the Contracting Officer. The site dumpsters shall be emptied a minimum of once a week or more often if determined necessary and directed by the Contracting Officer in order to keep the site clean of trash. Dumpsters and containers shall not be allowed to overflow and permit trash to enter the site or adjacent areas.

3.5 EROSION CONTROL AND SAFETY FENCE: Erosion control fence and safety fence shall be maintained in a neat and orderly appearance. As a minimum the Contractor shall perform weekly checks of the condition of the erosion control fence and safety fence. Sagging or falling fences shall be immediately repaired.

3.6 GRASS CUTTING: Any grass on the construction site shall be cut at least once a week during the growing season. The grass immediately adjacent to both sides of the erosion control fence or safety shall also be maintained to keep a neat and professional appearance.

3.7 SAFETY SIGNS: Safety signs shall be posted at all entrances to the construction site. The signs shall be “Eagle Feather Tan” unless safety mandates otherwise.

3.8 RESTORATION: Except as otherwise required by the contract, all disturbed or damaged landscaping, paved areas, curbs or sidewalks shall be restored to the original condition.

SECTION 01002

HAZARDOUS MATERIALS (HAZMAT) MANAGEMENT

PART 1 GENERAL

1.1 The Contractor shall account for all hazardous materials brought on Dover AFB as required by AFI 32-7086.

1.2 This section outlines actions to be taken by the contractor in the request for approval of hazardous materials prior to contract award and the reporting of approved hazardous materials usage during contract performance.

1.3 Compliance with this section is mandatory and contactor failure to comply will result in the contractor not being allowed to bring hazardous materials, of any kind on base. Contractors must also comply with mandatory Federal, State and local guidelines, regarding storage and management of hazardous materials, failure to comply can result in legal action by Federal, State or local enforcement officers against the offender.

PART 2 POLICY

2.1. Dover AFB policy is to comply with Federal, State, Local and Air Force regulations pertaining to the purchase, storage, handling and reporting of HAZMAT.

PART 3 CONTRACTOR RESPONSIBILITY FOR REPORTING HAZMAT

3.1 The Contractor must submit to the Contracting Office the information and supporting documentation (including MSDS) necessary to obtain HAZMAT usage authorization.

Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by the HMMP team.

3.2. For materials classified as hazardous as defined in Attachment 1 to DAFBI 32-7003 the contractor shall provide a completed Dover AFB HAZMAT Chemical Worksheet, reference attachment 1 to DAFBI 32-7003, for each HAZMAT to be used during the duration of the contract to include MSDS. In addition, the quantity of chemicals expended will be reported to the HAZMART by filling out the Contractor’s Monthly Report for HAZMATS, reference attachment 2 to DAFBI 32-7003. The contractor will make the submittal to the Contracting Officer who will forward it to the QAE/Government Inspector.

3.3 The Contractor shall comply with all State of Delaware reporting and application procedures involving various coatings such as paint.

3.3.1 The Contractor must comply with Delaware’s Air Emission Regulation regarding Cola tile Organic Compounds (VOCs) (see Attachment 4).
