1. Question: Could we identify the incumbent contractor?

Answer: SC Jones

2. Question: Could we identify the current contract value?

Answer: $7,507,040.71

3. Question: Could we identify the current contract term corresponding to that value?

Answer: 01 October 2008 to 30 September 2013

4. Question: May I get last bid price please for the ground maintenance?

Answer: $6,152,605.00

5. Question: Name of current (or last) contractor?

6. Question: Schedule B CLIN pricing for the current (or last) contract. (If not releasable, please provide the contract’s annual dollar value.)

Answer: Base year $1,042,149.11, 1st option year $1,242,907.07, 2nd option year

$1,414,679.82, 3rd option year $1,934,894.34, 4th option year $1,872,409.37

7. Question: What is the contract number and period of performance?

Answer: Contract number is FA4484-08-D-0004. Period of performance is 01 October

2008 to 30 September 2013.

8. Question: Request abstract/list of bids from the last competition (if available)

Answer: This is unavailable for release.

9. Question: PWS 1.1.8 Pest Control states “Dandelions and weeds shall be controlled in the improved grounds”. Does this include dandelions in the improved turf areas and crack weeds in pavement and roads?

Answer: This question requires a two part response: The dandelions and weeds shall be controlled in all improved grounds areas at McGuire (O&M, ANG & MED areas). Grass, weeds and other vegetation in pavement areas shall be removed in accordance with paragraphs 1.1.2 and 1.1.3.1 requirements. Paragraph 1.1.3.1 shall be revised to include runways and taxiways.

10. Question: Lakehurst – Air Force O&M: Workload estimate #9 Pest Control shows 69.95 acres but there is no Pest Control CLIN for Lakehurst. Please clarify.

Answer: The bid schedule solicitation shall be revised to include pest control for

Lakehurst O&M. Pest control (vegetation removal) at Lakehurst covers only selected airfield pavement areas.

11. Question: NAVAIR workload estimate #9 Pest Control shows 2.07 acres but there is no

Pest Control CLIN for NAVAIR. Please clarify.

Answer: The bid schedule solicitation shall be revised to include pest control for

NAVAIR. Pest control (vegetation removal) at Lakehurst covers only selected airfield pavement areas.

12. Question: Lakehurst ARB workload estimate #26 Special Cuts shows 22 hours. There is no Special Cut CLIN for Lakehurst ARB. Please clarify.

Answer: The bid schedule solicitation shall be revised to include special cuts for ARB.

13. Question: USAF Expeditionary Center workload estimate #7 Dandelion/Weed control program shows 20.6 acres, but there is no Pest Control CLIN for the Expeditionary Center.

Please clarify.

Answer: The bid schedule solicitation and workload estimate #9 shall be revised to include dandelion / weed control program for the Expeditionary Center.

14. Question: USAF Expeditionary Center workload estimate #18 Remove debris, #19 Leaf removal and #21 Fertilization all show 18 acres which is the total acreage of Improved and Semi-

Improved grounds for this area. Should this only be for the Improved areas (11.5 acres) not 18 acres since the PWS states that these services are only for Improved grounds?

Answer: The Expeditionary Centers 18 acres shall be maintained equally for debris removal, leaf removal, and fertilization.

15. Question: CLIN 0002EG and subsequent years is for FBI Leaf Removal – Improved grounds, but the workload estimate #19 Leaf Removal states 0 acres. Please clarify.

Answer: See Revised bid schedule.

16. Question: Are Information Only CLINs like 0001, 0002, 0003, etc. to be left blank or do you want the corresponding totals for each CLINs sub-CLINs entered? Example: CLIN 0002 is the total of 0002AA thru 0002JF.

Answer: All informational CLINs are to be left blank.

17. Question: There are 2 Wage Determinations attached to this solicitation. Does one wage determination apply to McGuire and one to Lakehurst for example or will the employees be paid

2 different wages for the same work depending on which county they are in? For example:

Could you be mowing at McGuire and pay 2 different wages for the same work depending on which county they are in at that hour? How do we know which rate to use when calculating the pricing for each CLIN in our bid? Please clarify.

Answer: Wage Determination No. : 2005-2351 Revision No. 11 shall be used for all

Lakehurst designated CLINs which include: Lakehurst O&M, NAVAIR, ARB, FBI, and

Lakehurst EC. All remaining CLINs shall use Wage Determination No.: 2005-2449 Revision

No. 12.

18. Question: CLIN 0011 Planting Trees, Shrubs, Veg beds: For example CLIN 0011AA –

McGuire states to plant 106 each. 106 what? Trees, shrubs, flowers? There is a huge price difference between planting a tree versus a shrub or flower.

Answer: These CLINs will be not to exceed CLINs and will be funded as needed. Do not input price. See revised bid schedule. A new appendix (Appendix K) will be added to the performance work statement (PWS) so the offeror can insert their costs for providing and planting specific trees, shrubs, and flowers. This will also include lines for cost to plant

Government furnished trees, shrub, and flowers. Appendix K must be submitted with your bid schedule.

19. Question: Also, is the plant material to be supplied by the Government or Contractor?

This vastly affects the pricing. Please clarify so we can properly price these CLINs.

Answer: Contractor will provide plant material. The bedding areas on Appendix G require mulch provided by the offeror.

20. Question: CLIN 0010 Special Cuts: CLINs state 8 each, 6 each, 4 each, etc. The workload estimates states 400 hrs, 167 hrs, 124 hrs, etc. Do we price these CLINs based on for example:

CLIN 0010AA McGuire Special Cuts: Mow all improved acreage 8 times?

Or

Mow based on 8 each at 50 hrs totaling 400 hours?

Or

Mow based on 8 each at 400 hrs totaling 3,200 hours? Please clarify.

Answer: The bid schedule shall be revised to reflect hours.

21. Question: The PWS 3.1.2 states that no fuel can be stored on base. Are we to assume we have to use 10-20, 5 gallon gas cans and portable diesel tanks in the back of pick-up trucks and drive around base to fuel equipment?

Answer: It’s incumbent upon the offeror to determine how to fuel the equipment in conformance with environmental regulations.

22. Question: Would double walled fuel storage tanks in our lay down yard be permissible?

Answer: No fuel storage is allowed on base.

23. Question: Can mowers be used on the munitions bunkers? If so, are there size limitations? (i.e. riding mowers, walk behind mowers)

Answer: Incumbent of the offeror to determine the equipment to be used as long as the offeror adheres to paragraph 1.1.1 requirements and safety.

24. Question: PWS 1.1.8.1 Dandelion/Weed Control: Besides the annual (1 time/year) dandelion/weed control in the improved grounds turf areas, are crack grass/weeds (i.e. in sidewalks, roads, parking lots, curbs, airfield runways, aprons and tarmacs) to be included in this solicitation’s pricing? If so, what areas are to be included? (i.e. Improved, Semi-Improved and

Airfield) Please clarify.

Answer: Grass, weeds, and other vegetation in pavement areas shall be removed in accordance with paragraphs 1.1.2 and 1.1.3.1 requirements. Paragraph 1.1.3.1 shall be revised to include runways and taxiways.

25. Question: Who is the current incumbent contractor and what was the annual value of the contract?

Answer: S.C Jones. Total contract value to this point: $6,612,793.40. Base year

$1,042,149.11, 1st option year $1,242,907.07, 2nd option year $1,414,679.82, 3rd option year

$1,934,894.34, 4th option year $1,872,409.37

26. Question: PWS 1.5 Surface Drainage Ditches: To what extent are we required to clean-up the surface drainage ditches? The PWS is somewhat vague.

Answer: The successful offeror shall maintain the drainage ditches in accordance with paragraph 1.5 to maintain continuous flow. The vegetation height of drainage ditches shall be maintained to the height of surrounding mowing areas.

27. Question: Concerning silt, are we to remove the silt only at the beginning and end of the ditch or are we expected to dredge the entire ditch of silt? If so, who deals with the EPA regulations and paperwork since some of the ditches (McGuire airfield) are in wetlands?

Answer: The successful offeror shall maintain the entire length of drainage ditches in accordance with paragraph 1.5 to maintain continuous flow. The EPA regulations and paperwork shall be accomplished / coordinated by the base’s environmental section.

28. Question: Are all trees and saplings in the ditches to be removed as some ditches have severe growth and in attendance?

Answer: The successful offeror shall maintain all drainage ditches in accordance with paragraph 1.5 to maintain continuous flow.

29. Question: Is the contractor expected to remove the tree’s from the ditches as identified, additionally, is there a requirement to remove, relocate the asphalt and concrete debris which were seen in and around the ditches.

Answer: The successful offeror shall remove trees and saplings from all drainage ditches to maintain continuous flow. Construction debris is not part of this contract.

30 Question: It was noticed that the Airfields appear to have been cut well below the

“BASH” maximum cut of 7”.

Q). Is this an accepted practice at your facility or rather should the contractor follow the

“BASH” standard of no lower than 7” and no higher than 14”?

Answer: The successful offeror shall adhere to paragraphs 1.2.3.3 and 1.2.3.4.

31. Question: Pest Control Services appear to be required at Lakehurst Air Force (O&M) and Lakehurst Naval Air Systems Command (NAVAIR) within PWS Appendix A – Grounds

Description/Workload Estimates.

Question: Will Sub-CLINS be added for these locations?

Answer: Yes

32. Question: PWS 3.1.2 Please confirm and identify which locations will have exterior space made available to successful offeror.

Answer: The successful offeror shall receive space if available.

33. Question: Is the successful offeror authorized to place a small office trailer on the exterior space provided?

Answer: Yes if the space is available.

34. Question: In the General information section of the solicitation 10 Federal

Holidays are listed as being observed by the base however the Ocean and

Monmouth county wage determination list 11 holidays to be paid to employees, which is accurate?

Answer: Wage Determination takes precedent

35. Question: Will the edging at Lakehurst that was not included in the previous contract be brought up to standard by the government?

Answer: Lakehurst O&M and NAVAIR grounds require edging in accordance with the performance work statement.

36. Question: Will the contractor be expected to bring edging up to standard at no additional cost?

Answer: The successful offeror shall adhere to Lakehurst O&M and NAVAIR grounds edging requirements in accordance with the performance work statement.

37. Question: In paragraph 1.1.10 states that trimming bushes will be issued as a task order by the CO however the CLIN structure from 0002JA- 0002JF is a monthly payment format which represents requirement based task. Will the bushes be trimmed per task order or is the contractor responsible for maintaining the shrubs within a standard?

Answer: The contractor is responsible for maintaining the shrubs during the seven growing months.

38. Question: Will the entire quantity of lawn renovation paragraph 1.1.9 be tasked at one time since there is only a CLIN 0002HA quantity of 1 EA? Will the payment be made in portions or will there be a lump sum when the work is completed?

Answer: See revised bid schedule. Multiple task orders with specific square feet shall be issued as the lawn renovations requirements become available or made known to the COR.

Payments will be made as task orders are complete and accepted.

39. Question: Paragraph 1.7.5, items 10, 12, 13, 14, 15, 17 and 28 in the estimated workload data and CLIN 0011AA - 0011AF includes one price scale for removing and planting trees of any size or shrubs or flowers. How can replacing flowers cost the same as replacing trees?

Answer: These CLINs will be not to exceed CLINs and will be funded as needed. Do not input price. See revised bid schedule. A new appendix (Appendix K) will be added to the performance work statement (PWS) so the offeror can insert their costs for providing and planting specific trees, shrubs, and flowers. This will also include lines for cost to plant schedule.

40. Question: Per paragraph 1.5 the contractor shall maintain drainage ditches free of silt. There are 36,110 ft of ditches that have not been maintained for years, will the contractor have to bring that up to standard at no additional cost?

Answer: The successful offeror shall maintain the drainage ditches in accordance with paragraph 1.5 to maintain continuous flow. The vegetation height of drainage ditches shall be maintained to the height of surrounding mowing areas. The EPA regulations and paperwork shall be accomplished / coordinated by the base’s environmental section.

41. Question: Was silt maintenance of the ditches part of the previous contract?

Answer: No.

42. Question: Was the Expeditionary Center part of the previous contract when it was awarded?

Answer: No

43. Question: Were there significant increases to the scope of work in Lakehurst since the previous contract was awarded?

Answer: Yes.

44. Question: Due to the significant increases in workload on JBMDL from base consolidation what is the current price value for the existing contract option year?

Answer: $1,872,409.37

45. Question: How many copies of the proposal are required at submission?

Answer: See block 28 in solicitation.

46. Question: Is an electronic version required in submission of the proposal?

Answer: No.

47. Question: What is the current contract number?

Answer: FA4484-08-D-0004

48. Question: Who is/was the awarded contractor?

49. Question: What is the dollar amount of the last year of the contract?

Answer: $1,872,409.37

50. Question: Is the current SOW/POW exactly the same on the former contract vs. this solicitation (same number of option years, same scope, etc)?

Answer: No

51. Question: what are the unit description for Leaf Removal (Pricing each cycle or each acre?), Fertilization Description? (1 month) (Pricing each cycle or each acre?), Lawn Renovation

(Pricing each cycle or each acre?), Special Cuts (Pricing each cycle or each acre?) if it is per cycle how many acres are in each cycle.

Answer: See revised solicitation

52. Question: Planting Trees, Shrubs, and Vegetative Beds (There is huge difference in cost between a tree and ground cover plants, how are we to price these items without size, quantity, species, etc.? Are items such as mulch, stone, edging, etc. also included?)

Answer: These CLINs will be not to exceed CLINs and will be funded as needed. Do not input price. See revised bid schedule. A new appendix (Appendix K) will be added to the performance work statement (PWS) so the offeror can insert their costs for providing and planting specific trees, shrubs, and flowers. This will also include lines for cost to plant schedule. The bedding areas on Appendix G require mulch provided by the offeror.

53. Question: Unimproved Grounds (Pricing each cycle or each acre?)

Answer: Please see paragraph 1.3 of the Performance Work Statement.

54. Question: Please provide our company with the Pricing Schedule (Summary of Prices for

Base Year and Four Option Years) that includes complete Unit Prices and Total Amounts for the present Joint Base Grounds Maintenance Contract.

Answer: Total contract value to this point: $6,612,793.40. Base year $1,042,149.11, 1st option year $1,242,907.07, 2nd option year $1,414,679.82, 3rd option year $1,934,894.34, 4th option year $1,872,409.37. Unit prices are not releasable.

55. Question: Do you anticipate a further extension to the Feb 14 due date for the solicitation?

Answer: Yes

56. Question: Will there be any building or land that can be used for this contract?

Answer: See paragraph 3.1.2 of the Performance Work Statement
